Design Review Subcommittee—April 27, 2010 Page 2 of 12 ITEMS TABLED: None NEW BUSINESS: 714 Douglas Avenue—Repair front porch steps The owner has submitted an application for a Certificate of Appropriateness to temporarily repair the front steps. The owners are in danger of losing their insurance if the steps, skirting and handrail are not repaired. The owner is proposing a temporary fix until they can apply for a grant to replace the balustrade and skirting to match a historic photo. They want to install a handrail down the new steps to match the existing and replace the existing skirting with lattice. Elgin Design Guideline Manual Specifications: Porches A. should be maintained in their original design with original materials and detailing. B. should be repaired or replaced to match the original in design, materials, scale, and placement. C. should have steps of the same material as the porch floor(e.g. porches with wood floors should also have steps made of wood, not concrete or brick). D. should have wood tongue and groove flooring running perpendicular to the façade, if the porch floor is made of wood. E. should be filled in as traditional for the type and style of the house, or with decorative wood framed skirting, vertical slats, or lattice panels, if open areas in the foundation exist. Porch Columns and Railings A. should be preserved and maintained. Where repair is required,use materials to match the original in dimensions and detailing. B. should be rebuilt in historic designs if the original columns and railings have been removed or replaced. C. should have new balusters for the railing, if required. Porch balusters (also called spindles) should be appropriate for the building's style and period. The height of the railing should be in line with the window sill level, if present, and no greater than 30 inches in height. Porch Staircase and Steps A. should be retained in their original location and configuration, if original to the property. Wood and concrete steps should be repaired with materials to match the original. B. should be replaced with wood rather than brick or concrete, if the porch floor is made of wood. C. should have their tread constructed in either 5/4x12 or 2x12 lumber. The ends of the treads should be bull-nosed and overhang the riser by no less than 1 inch. D. should have newel posts and balusters, treads and risers, to match original porch construction. The porch treads overhang the risers by 1"with bull nose. 2. The new newel post and handrail shall match the existing (top rail, spindles and bottom rail). 3. The lattice is placed behind the 1x6 skirt frame on the porch and steps. 4. A condition of one year be placed on the approval to allow the homeowners time to replace the balustrade and skirting to match the historic photograph. ***** Darlene Kanowski (owner): Should the 1"x6"board be done with a cut out? Wiedmeyer: The 1"x6"board is to trim the lattice, no cut out. Roxworthy: Lattice must be behind the stringer. Kanowski: We intend to restore the porch in the future. Wiedmeyer: House at 809 N Spring is similar in design to the photos submitted. Kanowski: Need to obtain grant funds to restore porch historically accurate. Wiedmeyer: What will happen after 1 year(temporary time proposed) if not restored? Fritz-Williams: A Code Enforcement case would be processed. Miller: On exhibit G1, would prefer to see another 1"x6" along the post too. Stroud: Bottom rail for the handrail must be installed too. Motion made by Commissioner Miller to approve as amended: 1) 1"x6"board to frame outside of all skirting; and 2) appropriate bottom rail to be installed for both railing and handrail. The motion was seconded by Commissioner Roxworthy. The motion passed unanimously(5-0). r 418 DuPage Street—Install service door on garage The owner has submitted an application for a Certificate of Appropriateness to install a service door in the garage. The concrete block garage has no service door. The owner is proposing to remove one window on the east side of the building (not visible to the street) for the door. This will allow him to reuse the existing lintel. The door will match the existing width of the window. The owner did not provide any information on what the door would look like. Elgin Design Guideline Manual Specifications: Garages, Carriage Houses and Outbuildings A. should be preserved and maintained. Original features should be repaired to match the original. B. should not be moved or relocated to another part of the lot, if original to the property. GARAGE DOORS C. should be maintained to the greatest extent possible,but may be retrofitted with modern hardware and custom garage door openers. If the original doors are missing or too deteriorated to repair, they should be replaced with new doors that fit the original opening and are appropriate to the design and period of construction of the garage. D. should be raised panel designs, with a solid core, if proposed to be in metal designs. Flush design doors (without raised panels) unless retrofitted to look like traditional doors and hollow core metal doors should be avoided when possible. r Design Review Subcommittee—April 27, 2010 Page 4 of 12 E. should have windows simple in design with clear glass, if windows are necessary. Muntins in a simple design may also be used. The use of ornamental stained glass and openings in decorative shapes such as sunbursts and oval designs are not permitted. F. should have painted metal panel doors to match the house in a color appropriate to the period of the house. Staff Recommendation: Staff recommends approval of the Certificate of Appropriateness with the following conditions: 1. The new door is three horizontal panels with one lite above. 2. The new door may be steel, smooth fiberglass, or wood. ***** Miller: Clarify how you will install the door. Jose Moreno(owner): Lintel is 43" above the door. A concrete saw will be used to cut thru the blocks all the way to the foundation; using the same width as the existing window. Miller: So the width of the window will be the width of the doorway? Moreno: Yes. A straight cut to the ground from the existing window opening. Wiedmeyer: Do you know what the door will look like? A possible design would be 5 panel. The door will need to have 1"x4" trim with simple details like the existing window. Moreno: Will pull the"stock" framework and install 1"x4". Motion made by Commissioner Roxworthy to approve as amended: 1) door to be 5 panel; and 2) 1"x4"trim with simple details to be installed. The motion was seconded by Commissioner Wiedmeyer The motion passed unanimously(5-0). 625 N Spring Street—Remove front porch The owner has submitted an application for a Certificate of Appropriateness to remove the front porch. The owners are concerned that since the front porch is sinking at the northwest corner, it will damage the house. The owners do not propose to replace the porch with anything at this time,but are planning on applying for a grant next year. While this porch follows the footprint of the original porch, it has been altered beyond being appropriate to the style of the house. B. should be repaired or replaced to match the original in design,materials, scale, and placement. C. should be screened only if the structural framework for the screen panels is minimal and the open appearance of the porch is maintained. Screen panels should be placed behind the original features such as columns or railings and should not hide decorative details or result in the removal of original porch materials. D. should have steps of the same material as the porch floor (e.g. porches with wood floors should also have steps made of wood, not concrete or brick). I. should not be removed if original to the dwelling. J. should not be enclosed with wood, glass, or other materials which would alter the porch's open appearance. Staff Recommendation: Staff recommends approval of the Certificate of Appropriateness with the following conditions: 1. Prior to a demolition permit being issued, the owners submit plans for the new porch for review and approval. 2. Any portion of the house exposed during demolition is repaired as needed and painted. Fritz-Williams: There is some conflict with the Sanborn due to modifications. Sanborn submitted is from 1897. Miller: Will there an egress issue if this is porch is eliminated? Abraham Miller(owner): Unsure. Miller: Relying on a grant for repairs is not a guarantee. Is there a timeline? Stroud: A timeline would be placed on this project. Fritz-Williams: Temporary timeframe proposal of 1 year Owner: The lower portion is over 6 inches below the ground. Afraid it will cause more damage, including to the house. Roxworthy: Need to be careful, the porch could pull away from the house. Motion made by Commissioner Couture to approve as submitted. The motion was seconded by Commissioner Roxworthy. The motion passed unanimously. 372 N Spring Street—Demolish and rebuild garage The owner has submitted an application for a Certificate of Appropriateness to demolish and rebuild the garage. The existing garage is beyond repair with walls separating from the foundation, damaged structural supports, broken windows, and several holes in the roof. The new garage will have the same footprint as the existing garage. The elevations will change to be more appropriate to the style of house (Exhibit GI and G2). Elgin Design Guideline Manual Specifications: New Residential Construction: Secondary Buildings A. should be smaller in scale than the dwelling; clearly secondary in nature. B. should be simple in design but reflecting the general character of the associated dwelling. For example, use gable roof forms if the dwelling has a gable roof, hipped roof forms if rk the dwelling has a hipped roof etc. Design Review Subcommittee—April 27, 2010 Page 6 of 12 C. should be built at traditional locations for outbuildings in the locally designated districts. These include at rear lot lines, adjacent to alleys, and at the back side of a dwelling; D. should be compatible in design, shape,materials, and roof shape to the associated dwelling; E. should be of an exterior material to match the associated dwelling such as clapboard, stucco, or brick. However, if not readily visible from the street, secondary buildings may have exterior substitute siding materials such as cement fiber board with appropriate trim and exposure and cementitious materials. F. should be of traditional materials if readily visible. For garages, wood paneled doors are more appropriate than paneled doors of vinyl, aluminum, or steel. Wood paneled overhead roll-up doors are widely available and are appropriate for new garages. For two car garages the use of two single doors instead of one larger double door is more appropriate for use in a historic district. However, one double is unacceptable for garages of less than twenty-two feet. G. should have windows in the garage doors are recommended,but windows may not be appropriate in every case for garage doors. H. should have raised panel steel doors are acceptable and should be painted to match the house and set off the relief of the panels. I. should be in designs that are more appropriate for use with traditionally designed structures, if prefabricated sheds are proposed to be used. J. should not be constructed of rough sawn cedar with knots. Staff Recommendation: Staff recommends approval of the Certificate of Appropriateness with the following condition: Al) The new garage shall match Exhibit G1 and G2. ***** Joaquin&RosaliaCornejo(owners): Were present for discussion and vote of this COA request. Fritz-Williams: Will use two of the windows. Miller: This looks like an attached garage. It is not typical for this area. Fritz-Williams: This is the original footprint. The 1913 census show the existing garage footprint. If they move it from the existing footprint, zoning will require the garage to be 3' from the property line. Walden: Zoning would require 4' separate of the house and garage, in addition to the 3' separation from the property line. Miller: Would not be supportive to the proposal. Want to have a detached garage installed. Owners would probably have to apply for a variation. Durrenberger: If moved back there would be a longer driveway too. Stroud: This problem was created long ago by a former owner selling the adjoining portion of the property. A garage has been there for almost 100 years. Roxworthy: Is the slab/foundation okay? Fritz-Williams: Will be using the existing footing walls, with replacement of the floating slab. Only if necessary, the footing wall will be replaced (footprint will not change). The motion was seconded by Commissioner Couture. The motion passed 5-1. Yeas: Briska, Couture, Durrenberger, Roxworthy, Stroud and Wiedmeyer Nays: Miller 11 Rugby Place—Install driveway with retaining wall The owner has submitted an application for a Certificate of Appropriateness to install a driveway on the north side of the house. This lot is very small and limits the area available for off street parking. The owner proposes to create a driveway only since there is no room for a garage. The driveway will be constructed with interlocking pavers that replicate stone. The retaining wall required will be constructed with limestone. Elgin Design Guideline Manual Specifications: Driveways A. should always be preserved in their original designs, materials, (cobblestone, concrete, brick, etc.), and placement. B. should be of brick, concrete, or concrete tracks (narrow strips) if it is a new or replacement driveway in the front or side yards. Asphalt or textured concrete designed to look like brick pavers are also appropriate materials. Gravel driveways are discouraged because gravel migrates and is difficult to maintain. If approved, gravel driveways should have proper edging in brick, stone, concrete, or metal installed. C. should have their parking areas located behind the front building line and be screened with hedges, shrubs, or fences where noticeable from the street. The width of driveways in front of the building line should not exceed ten feet. In width, sidewalks should not be constructed adjacent to the driveway and should be distinguished by a landscaped barrier. D. should not be sited in front yards if of semi-circular or drive-thru design. Staff Recommendation: Staff recommends approval of the Certificate of Appropriateness as submitted. Michael Jones (owner) requested staff speak on his behalf;unable to attend tonight's meeting. Couture: There is not a lot of street parking on Rugby. Fritz-Williams: House across the street is quite similar with their drive and parking pad. Miller: There is an alley on western portion of this zoning lot that could be used. Fritz-Williams: No. Only two houses have access to the alley on the west. Miller: Any trees to be removed? Fritz-Williams: Possibly. He will need to have an engineering permit too. Durrenberger: Material seems unusual. Can he install paver brick? Miller: Flagstone was found with tudor style houses. Wiedmeyer: Paver brick would be more in style with this neighborhood. The motion passed unanimously. 356 Prairie Street—Replace columns on front porch The owner has submitted an application for a Certificate of Appropriateness to replace the front porch columns and decking. The existing columns are wrought iron and are not original to the building. The proposed columns do not replicate the proportions of the original columns. Additionally, they are a composite material, not wood. The proposed decking is also a composite material but replicates the look and proportion of the original deck. Juan Cuautle (owner): No. Durrenberger: Sanborn available? Fritz-Williams: No alteration to size or location. Stroud: When only one item is being requested, we need to review the item submitted. Staff could work with homeowners little by little to enhance the house. Year of construction is fairly close. Fritz-Williams: Survey did indicate documentation to date of house. Stroud: There is a lot to be done. This is going in the right direction. Roxworthy: Is there an enclosed stairway on the back? Stroud: Yes.
