of the Elgin Heritage Commission
April 13, 2010
The meeting of the Design Review Subcommittee was called to order at 6:00 p.m. in the City
Council Chambers (Located on the 2nd floor of City Hall)by Chairman Stroud.
MEMBERS PRESENT:

8 Walker P1—Repoint foundation and replace window wells
THIS ITEM WAS TABLED AT THE MARCH 23RD MEETING DUE TO LACK OF OWNER REPRESENTATION.
The owner has submitted an application for a Certificate of Appropriateness to repair and re-
point the foundation of the house. Currently, the foundation is covered with concrete blocks.
The stone has never been maintained properly,but it hasn't been parged either.
The owner would also like to replace the window wells around the basement windows. The
guidelines do not specify a specific design or material for this application. Staff has pulled
several examples from the internet to show the variety of styles and materials available. The
window wells could also be replaced with masonry, but this option does not hold back any water
from seeping into the window well.
Elgin Design Guideline Manual Specifications:
Foundations
A. should be cleaned, repaired, or repointed according to masonry guidelines
B. should be parged or stuccoed if the brick and/or mortar is mismatched or inappropriately
repaired.
C. should not be concealed with concrete block,plywood panels, corrugated metal, or other
non-original materials.
D. should not be altered and original designs should be retained. If removal of sections of
the foundation is required, such as for mechanical unit installation, removal should occur
at the rear facade or non-readily visible side facades
Staff Recommendation:
Staff recommends approval of the Certificate of Appropriateness with the following condition:
The Design Review Subcommittee specifies an appropriate material.

Durrenberger: The front windows are incorrect style. I was on the committee who previously
reviewed the item.
Fritz-Williams: The window permit was taken in.
Durrenberger: Has the inspection for the permit been completed yet? Is the permit closed?
Fritz-Williams: Staff will check the status of the permit. Will confirm if the permit has been
inspected, and whether it was approved or denied. Front porch has been denied for this project.
Window well:
Fritz-Williams: Hard to find small window wells, even online. Couple of window well
examples given. Owner does not want brick.

Wiedmeyer: Will they be willing to install brick or concrete?
Stroud: Needs to above grade a few inches to assist with keeping water out.
Wiedmeyer: Four to six inches above grade of poured cement. No cement on the bottom, only
rocks. Rocks are needed so the water does and pool, and also allow the water to soak back into
the ground.
Mortar:
Miller: Can we specify soft mortar,because the hard mortar will crack out.
Roxworthy: No parging.
Stroud: Clean the stones properly.
Miller: Should be a simple as possible; should follow the stones.
Motion #1 was made by Commissioner Roxworthy to approve the window wells with concrete
sides with gravel base.
The motion was seconded by Commissioner Weidemeyer.
The motion passed unanimously.
Motion #2 was made by Commissioner Roxworthy to approve the re-point the foundation with
soft mortar, following the masonry guidelines.
The motion was seconded by Commissioner Miller.
The motion passed unanimously.
NEW BUSINESS:
378 Raymond Street— replace handrails and stairs on rear deck
The owner has submitted an application for a Certificate of Appropriateness to replace the stairs
and handrails on the rear deck. There is no change to the size, decking, or skirting. This deck is
not visible from the front and almost concealed from the side.
The owner wants to follow the recommendations of the guidelines with a top and bottom rail
parallel to the decking with 2x2 spindles. The owner did not specify how he wanted the newel
posts or new stairs. Staff has provided the standard drawing with a few modifications (Exhibit
Gl).
Elgin Design Guideline Manual Specifications:
Decks
A. should be located at the rear of dwellings only, where they are not readily visible from
the street.
B. should be stained with an opaque stain or painted to blend with the colors of the dwelling.
C. should be kept simple in design. Wood decks are recommended to have traditional style
wood balusters complimentary to the design of the building.
Staff Recommendation:
Staff recommends approval of the Certificate of Appropriateness as submitted.

Miller: Skirting on photo is broken. Does it need to be repaired or replace?
Stroud: Skirting should be repaired.
Miller: It should be replaced. Should be done appropriately; including the framework.
Fritz-Williams: Should the rails be ran into the vinyl siding or end with a post?
Wiedmeyer: You don't want to put holes into the siding. Will there be newel posts?
Fritz-Williams: Yes, exhibit G-1 shows the detailing.
Motion made by Commissioner Wiedmeyer to approve as amended by exhibit G-1; including
the repair to the lattice(but not the replacement of).
The motion was seconded by Commissioner Roxworthy.
The motion passed unanimously.
467 Division Street—Install fence
The owner has submitted an application for a Certificate of Appropriateness to install a fence
along the edge of the property line. There will be two heights of fence. The fence along division
and walker place will be 42" tall, 50%open,wood picket fence. This conforms to the guidelines
and staff has already approved this portion of the fence. The"L" shaped section of the fence on
the interior lot lines would be 6' tall, solid, wood dog-eared fence. This fence would extend all
the way from the front corner of the house, south to the back property line and then east to the
edge of the house. There will be a gate at the corner of the house across the driveway.
Elgin Design Guideline Manual Specifications:
Fences in Rear Yards
A. built for privacy should not extend beyond the rear yard beginning at the back corner of
the house.
B. built for privacy should have a minimum of gate post, corner post, and end posts which
are five to ten inches wide and taller than the pickets.
C. Can be constructed in the same low fence design found in the front yard
D. of wood boards or planks for privacy should be located in rear yards and be no taller than
six feet. Boards should be no more than six inches wide.
E. Privacy fences of flat boards with flat tops in a single row are most appropriate for the
historic districts. Vertical boards topped with lattice or picket are also appropriate as
privacy fences.
Staff Recommendation:
Staff recommends approval of the Certificate of Appropriateness as submitted.
Miller: Short fence a pre-fab?
Habitat for Humanity (owner) Ryan Yarzak (representative): Yes.
Miller: Prefab is not usually constructed at 50%open. Not appropriate to have the 6' privacy
fence. Guidelines state allowable in rear yard only. You could consider other stopping points
that would not extend to the front face of the each elevation.
Stroud: Previously, the guidelines would have allowed the 6' privacy to the mid-point of the
house.

Yarzak: Shorter height of 42",being 50% open. A single gate is proposed.
Eilyn Tomassini (homeowner to be): Fence to be high enough to keep my young child within
an enclosed area.
Weidmeyer: Will the fence height"jump" from 42" to 6'?
Yarzak: No; prefer to graduate from the shorter height up to the 6'.
Roxworthy: Northing will grow between the fence and the house.
Couture: Perfer to have the same height all the way around for the entire fence. Plantings could
be done to give privacy.
Stroud: Style should be continued too, although the height could change.
Miller: To make the same style fence; the 6' fence would need to have exposed posts and caps.
Willing to okay the 6' fence along the eastern portion. However, the two styles of fence do not
match at all (6' dog ear privacy style—vs- the 42" picket fence).
Yarzak: The example shown is a 42"picket—vs- the 6' privacy.
Roxworthy: There will be problem with the fence being so high on the west elevation. There is
a drop-off/retaining wall behind.
Fritz-Williams: The air conditioning unit is on the west elevation.
Stroud: Fence will make little difference. Solid without pickets is"suburban" looking.
Wiedmeyer: Suggest the style be changed to picket.
Fritz-Williams: Would the 5' solid with lattice top be an option?
Stroud: No, too new of a style. The 6' picket with spacing will give coverage too. Barberry,
morning glories, etc for privacy.
Wiedmeyer: Spacing on the 6' fence? Can they be slightly spaced?
Fritz-Williams: Yes.
Miller: Concerned about the spacing of the boards.
Couture: Picket boards can be purchased at the local lumber store.
Miller: Stopping points need to be concluded too.
Stroud: Suggest the stopping point should be where the two fences come together(in a gradual
increase) at the gable on the west. The 42" fence to be approximately 13.06 linear feet; and
gradually increase to 6' of approximately 12.20 linear feet.
Miller: What style picket for the 6' portion of the fence?
Stroud: Must match the 42"picket fence.
Wiedmeyer: Need to "plum"the fence too, due to elevation changes.
Motion made by Commissioner Weidmeyer to approve as amended: 1) 42" fence as submitted;
2) 42"to 6' to north gable(appx 13'); 3) 42" to 6' east (appx 12'); 4)pickets to match.
The motion was seconded by Commissioner Roxworthy.

255 Bartlett Place—Install handrails and newel post on front porch "
The owner has submitted an application for a Certificate of Appropriateness to replace the front
porch. The work was started and completed without a permit or an approved COA. The owner
has submitted the attached drawing as the plan he followed. However, the constructed porch
does not follow the drawing. There is no skirting on the porch. The risers and treads are not the
correct dimensions or bull-nosed. The top rail and bottom rail are different. The porch decking is
parallel to the house. There are newel posts against the house. The columns were also replaced.
All of the finish wood is pressure-treated and not painted. Additionally, the drawing is not
appropriate for the style of house.
Elgin Design Guideline Manual Specifications:
Porches
A. should be maintained in their original design with original materials and detailing.
B. should be repaired or replaced to match the original in design, materials, scale, and
placement.
C. should have steps of the same material as the porch floor(e.g. porches with wood floors
should also have steps made of wood, not concrete or brick).
D. should have wood tongue and groove flooring running perpendicular to the façade, if the
porch floor is made of wood.
E. should be filled in as traditional for the type and style of the house, or with decorative
wood framed skirting, vertical slats, or lattice panels, if open areas in the foundation
exist.
Porch Columns and Railings '
A. should be preserved and maintained. Where repair is required, use materials to match the
original in dimensions and detailing.
B. should be rebuilt in historic designs if the original columns and railings have been
removed or replaced.
C. should have new balusters for the railing, if required. Porch balusters (also called
spindles) should be appropriate for the building's style and period. The height of the
railing should be in line with the window sill level, if present, and no greater than 30
inches in height.
Porch Staircases and Steps
A. should be retained in their original location and configuration, if original to the property.
Wood and concrete steps should be repaired with materials to match the original.
B. should be replaced with wood rather than brick or concrete, if the porch floor is made of
wood.
C. should have their tread constructed in either 5/4x12 or 2x12 lumber. The ends of the
treads should be bull-nosed and overhang the riser by no less than 1 inch.
D. should have newel posts and balusters,treads and risers,to match original porch
construction.
Staff Recommendation:
Staff does not recommend approval of the Certificate of Appropriateness as submitted.
Michael Doherty (co-owner): Received the drawings from staff several years ago.

rik M. Doherty: Received a COA for temporary treads and riser(for a second access point)
Greg Doherty (co-owner): Steps are correct size and bullnosed. Rails were changed.
Stroud: The decking needs to be perpendictual to the building.
G.Doherty: Framing was approved by the city inspector during the temporary porch.
Stroud: It's too modern of a design for this home.
Miller: Posts are very close to exhibit G; railings are considered hollow railings.
Roxworthy: As built, it is a deck design, not a porch design.
Stroud: Work was done with a COA and/or permit. If the design had been submitted for
consideration prior to construction, the COA would not have been approved.
M.Doherty: Due to time restraints, we built the current porch.
Miller: Top rail is different than exhibit G.
M.Doherty: This is a rental property. The rails will be torn off within a few months.
G.Doherty: Skirting has not been completed yet.
M.Doherty: There are many cats in the area that want to have a porch for their home. We will
not be installing the 1"board skirting. Would consider the rails,post, and wrapping of the posts.
Miller: Could consider approval for the newel, posts,risers and steps. The railing is
inappropriate.
Roxworthy: Flooring/deck? Will it be changed to perpendicular?
M.Doherty: No, will remain as built.
Durrenberger: Very concerned about the decking; should be changed to perpendicular.
Stroud: At this time the committee can take a vote; or you can amend your COA request.
Should a vote be taken, and the COA is denied; you will have an option to appeal the decision of
this committee.
M.Doherty: No changes to our COA. Request
Motion made by Commissioner Roxworthy to approve as submitted.
The motion was seconded by Commissioner Durrenberger.
The motion failed unanimously. Fritz-Williams explained the appeal process to the applicants.
558 E Chicago Street—Repair garage, replace two windows
The contractor has submitted an application for a Certificate of Appropriateness to repair the
existing garage. The structure was been compromised by removal of interior walls and a poor
foundation. The contractor proposes to structurally stabilize the garage, raise the garage so a
new foundation can be poured, reset the garage and then re-frame the missing walls.
Elgin Design Guideline Manual Specifications:
Garages
A. should be preserved and maintained. Original features should be repaired to match the
original.
B. should not be moved or relocated to another part of the lot, if original to the property.
Staff Recommendation:
Staff recommends approval of the Certificate of Appropriateness as submitted.

Fritz-Williams: Replacing the screens, repairing windows on the gable end of the 3rd floor,
were approved by staff.
Julio Valentine (contractor): The interior has had a wall removed towards the rear of the
home.
Fritz-Williams: Similar to what occurred at 706 Douglas and 203 N Spring.
Wiedmeyer: Any exterior work? Siding, trim, etc?
Valentine: The building will be raised one side at a time. The window will be taken out prior
to raising building. The foundation will be filled in.
Motion made by Commissioner Roxworthy to approve as submitted.

552 N Spring Street—Replace garage door
The contractor has submitted an application for a Certificate of Appropriateness to replace the
garage door. This work was done without an approved COA. The old door was wood, no glass,
but did have recessed panels. The new door is steel, with recessed panels and no glass.
Elgin Design Guideline Manual Specifications:
Garage Doors
A. should be maintained to the greatest extent possible,but may be retrofitted with modern
hardware and custom garage door openers. If the original doors are missing or too
deteriorated to repair,they should be replaced with new doors that fit the original opening
and are appropriate to the design and period of construction of the garage.
B. should be raised panel designs, with a solid core, if proposed to be in metal designs.
Flush design doors (without raised panels)unless retrofitted to look like traditional doors
and hollow core metal doors should be avoided when possible.
C. should have windows simple in design with clear glass, if windows are necessary.
Muntins in a simple design may also be used. The use of ornamental stained glass and
openings in decorative shapes such as sunbursts and oval designs are not permitted.
D. should have painted metal panel doors to match the house in a color appropriate to the
period of the house.
Staff Recommendation:
Staff recommends approval of the Certificate of Appropriateness as submitted.

Couture: Was there two garage doors?
Roxworthy: I also thought there were two doors.
Stroud: Yes, there are two sets of sliding doors.
Nancy Miller (owner): Door was too heavy to lift. Contractor stated he had submitted and
received the permit.
Fritz-Williams: Permits pulled for interior work only(plumbing, framing, etc).
Wiedmeyer: Today it looks like plywood was installed; definitely the wrong material.
Stroud: Appropriate to have trim. Need 1"x6" around with simple cap; similar to cap over the 411)
garage window.

garage door. This work was done without an approved COA. The old door was wood, no glass,

B. should be raised panel designs, with a solid core, if proposed to be in metal designs.
Flush design doors (without raised panels) unless retrofitted to look like traditional doors
and hollow core metal doors should be avoided when possible.
C. should have windows simple in design with clear glass, if windows are necessary.
Muntins in a simple design may also be used. The use of ornamental stained glass and
openings in decorative shapes such as sunbursts and oval designs are not permitted.
D. should have painted metal panel doors to match the house in a color appropriate to the
period of the house.
Staff Recommendation:
Staff recommends approval of the Certificate of Appropriateness as submitted.

Couture: Was there two garage doors?
Roxworthy: I also thought there were two doors.
Stroud: Yes, there are two sets of sliding doors.
Nancy Miller (owner): Door was too heavy to lift. Contractor stated he had submitted and
received the permit.
Fritz-Williams: Permits pulled for interior work only(plumbing, framing, etc).
Wiedmeyer: Today it looks like plywood was installed; definitely the wrong material.
Stroud: Appropriate to have trim. Need 1"x6" around with simple cap; similar to cap over the
garage window.

N.Miller: Will also request COA for scrape and painting.
Fritz-Williams: That can be approved by staff over the counter.
Motion made by Commissioner Roxworthy to approve as amended: trim to be 1"x6" with cap
above to match garage window.
