Adjournment A Minutes Design Review Subcommittee of the Elgin Heritage Commission March 23, 2010 The meeting of the Design Review Subcommittee was called to order at 6:00 p.m. in the City Council Chambers (Located on the 2nd floor of City Hall)by Chairman Stroud. MEMBERS PRESENT: Bill Briska, Betsy Couture, Paul Durrenberger, Pat Miller, Dennis Roxworthy, Steve Stroud and John Wiedmeyer MEMBERS ABSENT: None CITY STAFF PRESENT: Jennifer Fritz-Williams, Historic Preservation Specialist; and Cindy Walden, DRS Secretary r PROPERTIES ON AGENDA FOR DISCUSSION: Old Business None New Business 8 Walker PI—Repoint foundation and replace window wells 11 Rugby PI—Install a storage shed OTHERS PRESENT: None APPROVAL OF MINUTES: Motion made by Commissioner Roxworthy to approve the minutes of March 9, 2010, as submitted. The motion was seconded by Commissioner Couture. The motion passed unanimously. NEW BUSINESS: 8 Walker PI-Repoint foundation and replace window wells ***** Motion made by Commissioner Briska to table the COA due to non-representation. The motion was seconded by Commissioner Weidmeyer. The motion passed unanimously. 11 Rugby PI—Install a Storage Shed The owner has submitted an application for a Certificate of Appropriateness to place a storage shed in the rear yard. The storage shed is intended to a temporary structure until a permanent solution can be found for storage on site. The proposed shed is vinyl but has design elements to it(Exhibit G1). Elgin Design Guideline Manual Specifications: Accessory Structures A. should be built at traditional locations for outbuildings in the locally designated districts. These include at rear lot lines, adjacent to alleys, and at the back side of a dwelling; B. should be in designs that are more appropriate for use with traditionally designed structures, if prefabricated sheds are proposed to be used. Staff Recommendation: Staff recommends approval of the Certificate of Appropriateness with the following condition: The applicant receives approval from the planning and zoning department regarding placement of the shed. ***** Roxworthy: The proposed shed has a window on the side; with car siding appearance. Fritz-Williams: Guidelines do not mention materials for the shed; therefore I felt the committee should also decide on this matter. Although this shed is vinyl, it does have design elements that would be appropriate in the historic districts. Roxworthy: This project looks more appropriate than many recent proposed sheds. Briska: How long is temporary? What is your timeframe? Michael Jones (owner): Will be putting in a driveway soon. Need the shed to store items in during the construction. Then the shed will be dismantled either sold or and moved to another location (different address). Miller: Suggest a timeframe (date) for this temporary structure to be placed on the COA. Stroud: Six (6) months maybe too short of time. One (1) year would be more appropriate.
