Design Review Subcommittee—October 26, 2010 Page 2 of 15 ITEMS TABLED: 521 Raymond Street— Replace stoop at rear; due to non-representation NEW BUSINESS: 519 S Liberty Street— Replace three doors The owner has submitted an application for a Certificate of Appropriateness to replace three doors on the property. The current doors are not original and not appropriate to the style of the house. The work is being performed as part of the Residential Rehabilitation Grant program to address exterior code violations. Staff has proposed several doors that may work in each situation. Elgin Design Guideline Manual Specifications: Doors and Door Features A. should be replaced with new doors appropriate for the style and period of the dwelling. Replacement doors should be similar in design to the original in style, glazing (type of glass and area) and lights (pane configuration). Wood or solid core fiberglass is acceptable materials for use in replacement doors. B. should involve glazing in clear etched or beveled glass as appropriate to the style of the house, if applicable. C. should not be removed or altered. The original size of the door opening should not be enlarged, reduced, or shortened in height. D. should not be replaced by doors with new designs, especially those at the front entrance or at side entrances which are readily visible from the street. Staff Recommendation: Staff recommends approval of the Certificate of Appropriateness with the following conditions: The property owner and the subcommittee agree which door style should be located in each location. Fritz-Williams: One door is a shed door, second door is to the basement, and the third door is the front southern door of the house. Miller: Doors to be solid or with lite? Fritz-Williams: Proposed style#40 is solid, styles#122 and #147 has glass lite. Front Southern Door: Miller: Style #122 would be very similar to the northern front door. One glass over 2 panels. Both doors would face Liberty Street. Collette Cruz (owner): Would prefer to have a solid door on the southern front door. Miller: House of your era would not have full glass for storm door. Owner: Fiberglass is preferred due to the sun and matching the color of the northern door. Stroud: Style#122 would be appropriate for the southern front door. Basement Door: Stroud: Do you want more security on this door? Either a solid wood or style #122 is okay. 411) Design Review Subcommittee—October 26, 2010 Page 3 of 15 Owner: Prefer to have some glass. Okay with style#122. Roxworthy: Need to be cautious of the storm door; need slight amount of ventilation. Trapped heat will cause doors to warp. Owner: Can I have the door with mini-blinds between the panes of glass? Stroud: All three doors could be style#122. Motion made by Commissioner Wiedmeyer to approve all three doors in either wood or fiberglass in style #122. The motion was seconded by Commissioner Roxworthy. The motion passed unanimously. 521 Raymond Street— Replace stoop at rear Motion made by Commissioner Roxworthy to table item, due to non-representation. The motion was seconded by Commissioner Briska. The motion passed unanimously. 530 S Liberty Street— Replace spindles The owner has submitted an application for a Certificate of Appropriateness to revise the COA approval from May 25, 2010. At that time, the property owner requested square balusters. The owner would now like to change the balusters to "turned" and has provided a sample of the spindle he is requesting. Elgin Design Guideline Manual Specifications: Porch Columns and Railings A. should be preserved and maintained. Where repair is required, use materials to match the original in dimensions and detailing. B. should be rebuilt in historic designs if the original columns and railings have been removed or replaced. C. should have new balusters for the railing, if required. Porch balusters (also called spindles) should be appropriate for the building's style and period. The height of the railing should be in line with the window sill level, if present, and no greater than 30 inches in height Staff Recommendation: Staff recommends approval of the Certificate of Appropriateness as submitted. Bill Decker (owner): Brought spindle sample for committee to see. Stroud: Turned spindles I would think would need to be thicker for this porch. Scott Save! (contractor): Spindles are 1 7/16". Miller: Custom or stock? The problem with the spindle is the not true "square" edges. Fritz-Williams: Dimension question: is 30" top or bottom of the gooseneck? Design Review Subcommittee—October 26, 2010 Page 4 of 15 Savel: column is 8'tall. Stroud: Drawings/plans are very well defined. Fritz-Williams: Difference will be only an inch or two. Stroud: There are other drawings this could compared to. Should conform to the majority of the spindles. Wiedmeyer: Drawing indicates 28"to the top of the gooseneck. Savel: Baluster will be 21" on the 28" area and 25" at the 32" area of the gooseneck. With a 3" gap to the floor. Fritz-Williams: The top will need to be a minimum of 6"/ Wiedmeyer: There are longer lengths available for spindles. Fritz-Williams: A 17"turned is typical. This will be 14" turned. Wiedmeyer: Anything thicker will be too much. Long and narrower is more appropriate (ex: 59 S Gifford St or 222 Villa St). Savel: The spindle diameter difference is only 1/16". Owner: Do you want a narrower spindle? Roxworthy: This porch is back quite a bit from the street; and on a high elevation too. Wiedmeyer: It will still look bulky. The siding is very narrow. More delicate spindle will give a better appearance. Savel: The "square" edges ding so easy. Miller: The rounded edge screams "I've been replaced". Stroud: It has been the existing spindle for atleast 60 years. Another design by Jensen on Ashland shows the spindles on the parade porch drawing. Wiedmeyer: Spindle does not need to be turned; 216 N Commonwealth has square spindles. Miller: House at 59 S Gifford is a good comparison, Colonial Revival style. Wiedmeyer: Jensen used both turned and square style spindles. Roxworthy: No problem with turned spindles. The design you brought today is okay with me. Briska: Are you doing both the main porch and the parade porch? Owner: No. Only the porch. If custom turned spindles are needed,the project will be quite expense to complete. Fritz-Williams: This is part of a 75/25 grant. Stroud: A turned spindle with a minimum of 17" will be appropriate. Savel: The rounded corners will still exist. Motion made by Commissioner Roxworthy to approve as amended: 1-turned spindles minimum 17"; 2-width no greater than 1 7/16"; 3-square portion at top and bottom to be no less than 2". The motion was seconded by Commissioner Wiedmeyer. The motion passed unanimously. 506 Sherman Avenue—Replace windows The owner has submitted an application for a Certificate of Appropriateness to replace four windows on the property. Three windows are located in the tower. One window is location in Design Review Subcommittee—October 26, 2010 Page 5 of 15 the bathroom, west side, second floor. The three windows in the tower have deteriorated beyond repair. The original stain finish on the sashes deteriorated and repeated exposure to condensation has led to rotten wood. In the bathroom, prolonged exposure to moisture has led to rotten sashes as well. Staff believes that the cost of repair exceeds the cost of replacement. Elgin Design Guideline Manual Specifications: Windows A. should be repaired rather than replaced, but if replacement is necessary,the recommended replacement should be in-kind to match the originals in material and design. Windows clad in aluminum or baked-on aluminum are acceptable as replacement windows for use throughout the structure. Factors to be considered in determining whether the severity of deterioration of windows requires replacement shall include but not be limited to the following factors: damage, excessive weathering, loss of soundness or integrity of the wood, deterioration due to rot or insect attack, and cost to repair. As to the factor of the cost to repair windows, a particular window may be permitted to be replaced rather than repaired if the estimated cost to repair the windows is more than the estimated cost of the purchase and installation of appropriate replacement windows. B. Vinyl extruded windows are not permitted for use in historic districts. C. screens and/or storms should be wood or baked-on or anodized aluminum and fit within the window frames. D. that are approved for replacement may be fitted with new double-paned Low-E glass that will improve the energy conservation on the interior. Only low-e glass that does not contain a tint should be used. Staff Recommendation: Staff recommends approval of the Certificate of Appropriateness with the following conditions: 1. Only the sashes are replaced. 2. The new sashes are aluminum-clad wood or wood. 3. All other windows are repaired. ***** Miller: The window style should be one over one. Lois August(owner): Some of the windows have white specs on the glass. Will the glass be replaced too? Roxworthy: The replacement windows will have "tilt pack" system,that will replace the sashes glass... the entire window Stroud: Wood or aluminum clad windows should Motion made by Commissioner Wiedmeyer to approve as amended with staff recommendations. The motion was seconded by Commissioner Roxworthy. The motion passed unanimously. Design Review Subcommittee—October 26, 2010 Page 6 of 15 571 Douglas Avenue— Replace front door and garage door The contractor has submitted an application for a Certificate of Appropriateness to replace the front door and the garage door on the property. The existing front door is not and not appropriate to the style of the house. The garage door was deteriorated beyond repair. The garage door has been replaced prior to receiving the permit and COA. While the new door itself is appropriate, the size was minimized at least a foot on the east end to accommodate a standard door. Staff has proposed several doors that may work for the front door. Elgin Design Guideline Manual Specifications: Garage Doors A. should be maintained to the greatest extent possible, but may be retrofitted with modern hardware and custom garage door openers. If the original doors are missing or too deteriorated to repair, they should be replaced with new doors that fit the original opening and are appropriate to the design and period of construction of the garage. B. should be raised panel designs, with a solid core, if proposed to be in metal designs. Flush design doors (without raised panels) unless retrofitted to look like traditional doors and hollow core metal doors should be avoided when possible. C. should have windows simple in design with clear glass, if windows are necessary. Muntins in a simple design may also be used. The use of ornamental stained glass and openings in decorative shapes such as sunbursts and oval designs are not permitted. D. should have painted metal panel doors to match the house in a color appropriate to the period of the house. Doors and Door Features A. should be replaced with new doors appropriate for the style and period of the dwelling. Replacement doors should be similar in design to the original in style, glazing (type of glass and area) and lights (pane configuration). Wood or solid core fiberglass is acceptable materials for use in replacement doors. B. should involve glazing in clear etched or beveled glass as appropriate to the style of the house, if applicable. C. should not be removed or altered. The original size of the door opening should not be enlarged, reduced, or shortened in height. D. should not be replaced by doors with new designs, especially those at the front entrance or at side entrances which are readily visible from the street. Staff Recommendation: Staff does not recommend approval of the garage door. Staff would recommend approval of the garage door with the following conditions: 1. The original opening is restored. 2. The garage door has windows along the top panel. 3. The garage door is cream or off white. Design Review Subcommittee—October 26, 2010 Page 7 of 15 er- Staff recommends approval of the Certificate of Appropriateness for the front door with the following condition: The property owner and the subcommittee agree which door style should be selected. Garage overhead door: Fritz-Williams: The opening of the overhead door was modified. Siding was in-filled. Roxworthy: Did they increase the opening height too? Fritz-Williams: No. Miller: If garage door that was used does not fit into the height opening properly. It appears to be too short. The door opening covers part of the panels. Fritz-Williams: Due to guidelines, staff must state recommend amendments. Wiedmeyer: Door is too tall for the original opening. Need to find a door to fit the opening. Lorana Ramirez (owner): We are able to get into the opening. Prior owner had a much bigger truck they were putting inside the garage. Roxworthy: Is there a header exposed inside? Juan Ramirez: Unsure. Fritz-Williams: A custom door would be needed for this opening. If the door is installed to the door opening, change of color, can staff approve? Windows required? Couture: There were no windows before, so there is no need to put them in now. Motion#1 made by Commissioner Roxworthy to approve as amended by staff comments. The motion was seconded by Commissioner Wiedmeyer. The motion passed unanimously. Front door: Fritz-Williams: Recommend style#122 with glass or style #40 without glass. Miller: House with round windows should have the arch at the top. Two over two style; two glass arches on top with two vertical panels below. Wiedmeyer: Two panels below with one large arch pane at the top would be okay too. Briska: Segmented arch is probably more appropriate. Motion#2 made by Commissioner Wiedmeyer to approve as amended: 1- segmented single lite or segmented 2 panes of glass, over 2 vertical panels. The motion was seconded by Commissioner Roxworthy. The motion passed unanimously. 120 N Liberty Street— Replace window hoods, restore window sizes, restore front porch The owner has submitted an application for a Certificate of Appropriateness to restore three windows to their original sizes, replace missing architectural details and restore the front porch. This work is being done as part of the Architectural Rehabilitation Grant Program. Two windows on the front of the building, second floor have been shortened. Additionally, one window on the south side was originally an oval. The owner wishes to return all three windows back to their original size. Design Review Subcommittee—October 26, 2010 Page 8of15 When the aluminum siding was placed on the building, all the window hoods were removed. 415 The owner is working with Mr. Miller to replicate the original hoods based on the shadow evidence that was exposed during the siding removal. (Mr. Miller may have a mock-up for your reference at the meeting.) The front porch was originally a front stoop and a separate side porch on the north side of the building. However,the porches were combined prior to 1903. As a wrap-around porch, it has gained its own significance and shows the evolution of Victorian homes to keep up with changing styles. The owner wishes to restore the wrap-around porch. Staff has provided drawings that reflect this. Elgin Design Guideline Manual Specifications: Architectural Details A. should not be added unless there is physical, pictorial, or historical evidence that such features were original to the house or consistent with the style which would allow them to be added to the house. These features should match the original in materials, scale, location, proportions,form, and detailing. Windows A. should be repaired rather than replaced, but if replacement is necessary, the recommended replacement should be in-kind to match the originals in material and design. Windows clad in aluminum or baked-on aluminum are acceptable as replacement windows for use throughout the structure. B. should have steps of the same material as the porch floor (e.g. porches with wood floors should also have steps made of wood, not concrete or brick). C. should have wood tongue and groove flooring running perpendicular to the facade, if the porch floor is made of wood. • Design Review Subcommittee—October 26, 2010 Page 9 of 15 D. should have trellises made of wood, if trellises are appropriate. E. should be filled in as traditional for the type and style of the house, or with decorative wood framed skirting, vertical slats, or lattice panels, if open areas in the foundation exist. Porch Columns and Railings A. should be rebuilt in historic designs if the original columns and railings have been removed or replaced. B. should have new balusters for the railing, if required. Porch balusters (also called spindles) should be appropriate for the building's style and period. The height of the railing should be in line with the window sill level, if present, and no greater than 30 inches in height. Porch Staircases and steps A. should be replaced with wood rather than brick or concrete, if the porch floor is made of wood. B. should have their tread constructed in either 5/4x12 or 2x12 lumber. The ends of the treads should be bull-nosed and overhang the riser by no less than 1 inch. C. should have newel posts and balusters,treads and risers, to match original porch construction. Staff Recommendation: Staff recommends approval of the Certificate of Appropriateness as submitted. ,**** Ruben Perez (owner)and his son (Ruben Perez(translator) were present at tonight's meeting. Windows: Fritz-Williams: As stated in the background, two windows on the front (2nd floor) and one on the south (was an oval) will be replaced to fit the original openings. Stroud: Commend owner on replacing window for replacing to windows to original size/shape. Motion#1 made by Commissioner Wiedmeyer to approve as amended: 1-Wood window or 2) Wood window with aluminum clad. The motion was seconded by Commissioner Roxworthy. The motion passed unanimously. Window Hoods: Ruben Perez (son): Dad has been working with Dan Miller to replicate the window hoods. Wiedmeyer: Window hoods over all windows? Fritz-Williams: No; only where the shadows have been exposed. Motion#2 made by Commissioner Roxworthy to approve as submitted (replicate the window hoods as indicated by the exposed shadows). The motion was seconded by Commissioner Wiedmeyer. The motion passed 5-0. Miller recused herself from voting, due to conflict of interest (contractor). Front Porch: Fritz-Williams: Map from 1892 indicates front porch without columns. However by 1903, it became an open wraparound porch. Probably very simple in design. Design Review Subcommittee—October 26, 2010 Page 10 of 15 Roxworthy: Are the columns tapered? Fritz-Williams: Yes, very slightly. In scale; not highly visible. Miller: I've provided a copy of a photo of the existing skirting of this porch. Would like to see the skirting exposed to determine where the posts/columns should be. Roxworthy: The box beams may show outlines of the columns/piers location Stroud: Staff could approve the placement of the columns to ensure they are correctly placed. Miller: The skirting should be replicated in the photo. It appears to be old and possibly original. The width of the skirting at the piers should be as wide as the columns. Motion#3 made by Commissioner Wiedmeyer to approve as amended; skirting to match existing skirting. The motion was seconded by Commissioner Briska. The motion passed unanimously. 485 E Chicago Street—Exterior Rehabilitation The contractor has submitted an application for a Certificate of Appropriateness to completely rehabilitate the exterior of the property. The items before the Design Review Subcommittee for approval are the removal of the a/c unit, replacing missing or damaged architectural details, replacing the handrails and newel posts on the front steps, replacing the rear porch, replacing damaged/altered windows, and replacing two doors. 41) The contractor proposes to remove the a/c unit. The siding will be replaced to match the original. The contractor proposes to replace missing and damaged architectural details including the brackets, porch flooring, skirting, handrails and spindles to match the existing. Additionally, details would be added to the second floor windows on the west side to match the windows below. The contractor proposes to replace the handrail and newel posts on the front steps. The new newel posts will be square with recessed panels. The handrail will match the existing handrail on the porch. The contractor proposes to replace the back porch with a small deck. The back porch is original to the structure but appears to be altered. It is structurally deficient and needs to be replaced. The new deck will be simple in design to compliment to over all style of the house. The contractor proposes to replace five basement windows that are damaged beyond repair with wood windows as depicted in Exhibit G3-G4. The three windows located on the east side of the building have been located below grade for a number of years leading to severe rot. Two altered windows on the second floor, west side, will be replaced to match the windows below, paired, double hung, 2 over 2 wood windows. One window towards the front of the house on Design Review Subcommittee—October 26, 2010 Page 11 of 15 r- the first floor, west side will be replaced after it was removed many years ago. Additionally, one awning window at the rear, second floor, west side will be replaced with the same style but a center muntin to match the 2 over 2 windows below. The contractor proposes to replace the front and rear doors. The current doors are not original or appropriate to the style of the building. The front door will have one light over two recessed panels. The glass will have a segmented arch on top to match the windows. The rear door will have the same layout but not an arched top. B. should be repaired rather than replaced, but if replacement is necessary, the recommended replacement should be in-kind to match the originals in material and design. Windows clad in aluminum or baked-on aluminum are acceptable as replacement windows for use throughout the structure. True divided muntins are preferred over these types of muntins which do not have the same appearance as historic windows. New muntins which are an integral part of the window sash and installed on both sides of the glass are preferable to snap-on simple grilles. E. screens and/or storms should be wood or baked-on or anodized aluminum and fit within the window frames. F. that are approved for replacement may be fitted with new double-paned Low-E glass that will improve the energy conservation on the interior. Only low-e glass that does not contain a tint should be used. Doors and Door Features A. should be replaced with new doors appropriate for the style and period of the dwelling. Replacement doors should be similar in design to the original in style, glazing(type of glass and area) and lights(pane configuration). Wood or solid core fiberglass is acceptable materials for use in replacement doors. B. should involve glazing in clear etched or beveled glass as appropriate to the style of the house, if applicable. C. should not be removed or altered. The original size of the door opening should not be enlarged, reduced, or shortened in height. Staff Recommendation: Staff recommends approval of the Certificate of Appropriateness with the following conditions: 1. The newel posts are round with a ball cap to match the existing columns to remain on the porch. 2. The front stairs are widened on the west so the handrail comes up to the existing round column. Bill Klaves(Habitat for Humanity representative): Air Conditioner Unit: Stroud: Will the A/C unit be eliminated? Pete Vernon (Project Manager for Habitat): No. Central Air will be installed. Windows on West Elevation: Miller: Replacing all windows? Mike Dixon (architect): Replace only what is rotten or damaged. Fritz-Williams: Porch is from early 1900's. Miller: It is not ideal. Will the west elevation windows to have new detailing? Dixon: The upper window will match the lower window details exactly. The sides are typically less ornate (no brackets). We do not want to open the window on the front of the house. Fritz-Williams: The house was moved to this zoning lot. Handrail and Newel Post Fritz-Williams: Staff recommends round columns to match the existing round columns with slight relocation. Miller: From the survey, it looks like they were all round. Dixon: The round column would be okay with us. Design Review Subcommittee—October 26, 2010 Page 13 of 15 Wiedmeyer: A 6" round would be appropriate. Miller: Preference for whether the handrail (right side) lines up or not? Dixon: Prefer to leave it (closer to the column, more of where it is now). We will move it over to align the columns. Pete Vernon: Rebuilding the staircase and rebuilding the column just to the right of the existing column. Right? Fritz-Williams: Yes. Wiedmeyer: Three newel posts will be installed (2 on the left, 1 on the right). Back Porch/Small Deck: Roxworthy: Square posts? Fritz-Williams: Yes, on the rear portion of the house. Miller: Solid floor like a porch? Fritz-Williams: Composite material or 1x4 tongue and groove pressure treated wood; due to exposure to elements. Dixon: The back was an addition to the building. Fritz-Williams: There are no shadow lines. Stroud: Which part of the house was original can be questioned at this point. Houses were known to be split in half. Couture: Shouldn't the brackets be put over all the windows? Fritz-Williams: Guidelines indicate we should not add elements. Stroud: I was unable to determine were the house was moved from. Windows: Fritz-Williams: Front and back elevations will have no replacements. The west elevation will have changes to match the drawings submitted. Three basement windows along the driveway to be replaced; driveway to be ground down to keep from perpetuating the problem. Doors: Miller: What about the door on the western portion of the front elevation? Dixon: There are 3 doors being replaced. Fritz-Williams: Two doors are the "front" elevation and one at the rear elevation. The front elevation will have a door with one segmented arch glass pane; with two recessed panels below. The rear door will have one square glass with two recessed panels below. Miller: the portions should be about 3/5. The top should be more than the bottom. Otherwise it will be too squatty. The motion passed unanimously. r Design Review Subcommittee—October 26, 2010 Page 14 of 15 162 Summit Street— Replace rear window The owner has submitted an application for a Certificate of Appropriateness to replace one window at the rear of the property. The second floor bedroom has two windows that do not meet the current code requirement for fire egress. The west window is 3.15 sq ft and the east window is 4.4 sq. ft. The current code requirement is 5.7 sq. ft. Changing the window size is not a viable option since there is a fixed roof pitch below and above. Instead, the owner wishes to change the style of the window to casement on the west window only. This would create a clear opening of 6.3 sq. ft, exceeding the min. requirement. The owner is suggesting a horizontal divided muntin in the center of the window to simulate a double hung window. This window is not visible from any right-of-way. Elgin Design Guideline Manual Specifications: Windows A. which are original should be preserved in their original location, size, and design and with their original materials and numbers of panes (glass lights). B. which are not original should not be added to primary facades or to secondary facades where readily visible. C. should be repaired rather than replaced, but if replacement is necessary, the recommended replacement should be in-kind to match the originals in material and design. Windows clad in aluminum or baked-on aluminum are acceptable as replacement windows for use throughout the structure. Factors to be considered in determining whether the severity of deterioration of windows requires replacement shall include but not be limited to the following factors: damage, excessive weathering, loss of soundness or integrity of the wood, deterioration due to rot or insect attack, and cost to repair. As to the factor of the cost to repair windows, a particular window may be permitted to be replaced rather than repaired if the estimated cost to repair the windows is more than the estimated cost of the purchase and installation of appropriate replacement windows. D. Vinyl extruded windows are not permitted for use in historic districts. E. which are new should not have snap-on or flush muntins. True divided muntins are preferred over these types of muntins which do not have the same appearance as historic windows. New muntins which are an integral part of the window sash and installed on both sides of the glass are preferable to snap-on simple grilles. F. screens and/or storms should be wood or baked-on or anodized aluminum and fit within the window frames. G. that are approved for replacement may be fitted with new double-paned Low-E glass that will improve the energy conservation on the interior. Only low-e glass that does not contain a tint should be used.
