Design Review Subcommittee
of the Elgin Heritage Commission
August 24, 2010
The meeting of the Design Review Subcommittee was called to order at 6:02 p.m. in the City
Council Chambers (Located on the 2nd floor of City Hall) by Chairman Stroud.
MEMBERS PRESENT:
Bill Briska, Betsy Couture, Paul Durrenberger, Pat Miller, Dennis Roxworthy, Steve Stroud and
John Wiedmeyer
MEMBERS ABSENT:
None

Minutes of June 22 and August 10, 2010 were transmitted to committee members via email.
However, the members were unable to open/access the file. Copies of the minutes were made
and dispersed to the committee members for review and consideration a the next meeting.

Motion made by Commissioner Roxworthy to table E-1, due to non-representation. The motion
was seconded by Commissioner Wiedmeyer.
The motion passed unanimously.
551 Arlington Ave—Install new sign • ""
The contractor has submitted an application for a Certificate of Appropriateness to install
signage on the east side of the building. The new signage will be 20 ft wide by 9 ft tall,
approximately 187 sq ft. The sign is proposed to be black acrylic lit by a spotlight mounted to
the edge of the building roof. See Exhibit G1- G5.
Elgin Design Guideline Manual Specifications:
Signs and Graphic Designs (Residential Areas)
A. should also follow regulations subject to the provisions of Chapter 19.50 of the city's
zoning ordinance.
B. should be kept to a minimum with preferably a maximum of two per commercial
business or community facility.
C. should have no more than three colors and use colors that coordinate with the building
colors.
D. should be anchored into the mortar, not the masonry.
E. should be of traditional materials such as finished wood, glass, copper, or bronze,
plywood, plastic, or unfinished wood.
F. should not cover or obscure architectural features.
G. should not be backlit or internally lit.
H. should not be illuminated with visible bulbs, flashing lights, or luminous paints, but with
remote sources.
Staff Recommendation:
Staff recommends approval of the Certificate of Appropriateness with the following condition:

**** The color is changed to brown to coordinate with the building colors.
Jerry Cozart (representative of Calvary Baptist Church): The color of the church is slightly
different than the photo given. The wall is slightly pink and the brick is red.
Wiedmeyer: A bronze tone acrylic would be appropriate too. A color within earth tones.
Briska: Are the letters individually installed on the wall? Or are they mounted as one unit?
Sharon Cozart (church member and employee of ABC Sign Company): The letters are
individually mounted. The letters are only 1/4" thick. They could be painted brown, however, the
church would prefer not to have the maintenance of painting the letters.
Wiedmeyer: A sheet of black acrylic would be cut?
S.Cozart: Yes. ABC came out and confirmed they could install the individual letters to the
building.
J.Cozart: The building height on the east elevation is about 40' from grade.
Stroud: Could the letters be done in brown acrylic? If so, the painting/maintenance issue would
be gone.
Roxworthy: Will the acrylic color fade with time?
S.Cozart: No.
Couture: Why is the sign being placed on the building elevation? Why not a monument
graphic on Liberty Street/Route 25?
Walden: From zoning standpoint, each principal building is allowed to have one monument
graphic. Currently a monument graphic exists along Arlington Avenue.
S.Cozart: The graphic was proposed on the brick face of the addition; however church members
felt it was better seen if placed on the main building face.
Miller: Is the graphic size allowed?
Walden: The sign is in substantial conformance to the requirements.
Stroud: Brown acrylic will look better than black acrylic.
Wiedmeyer: If the sign has to be removed, will it cause damage to the stucco.
S.Cozart: No. Very minimal drilling is needed to attach the anchoring pieces for the letters.
J.Cozart: The east elevation wall was part of the original construction in 1912 of this building.
S.Cozart: The up lighting would be placed at the same location the parking lot light feature is at
now. A dual fixture would be installed.
J.Cozart: We will insure the light will not shine into the neighboring property.
Motion made by Commissioner Roxworthy to approve as amended: color of material to be
brown.
The motion was seconded by Commissioner Wiedmeyer.
