Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:01 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.
1. Members Present: Brian Anderson,John Marston,Judith Van Dusen, Scott Savel,
George Rowe, and John Wiedmeyer
2. Members Absent: Steve Thoren, Tom Krebsbach
3. City Staff Present: Christen Sundquist, Cindy Walden, Denise Momodu, Dave Waden
B. Approval of Minutes:
1. A motion was made by Commissioner Anderson to approve the November 6, 2018
minutes with the following amendments: A-3 to include Denise Momodu, Cindy Walden
and Dave Waden under staff present and; E-1-A to include "...at Nancy Kimball House
located at 302 W. Chicago Street..."
The motion was seconded by Commissioner Rowe.
The motion passed unanimously.
C. Recognize Persons Present: Rebecca Hunter
D. Plaque applications:
1. 345 Vincent Place—The plaque nomination received the following average scores:
Historic Significance 8.00; Architectural Significance: 7.17; Current Maintenance: 8.00.
A motion was made by Commissioner Rowe to approve awarding the plaque for the
property with the inscription that would read H. & M. (Harold& Mildred) Kuettner, 1926.
The motion was seconded by Commissioner Van Dusen.
The motion passed unanimously.
E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Commissioner Rowe stated that the Elgin History Museum Board had a recent
change of officers.The new president of the board is Alan Walters, Vice President is
George Rowe and Treasurer is Bill Briska.
b. Commissioner Rowe also noted that Elgin History Museum's documentary Dairies to
Prairies exhibit is now at the museum and he encourages all the commission
members to check it out if they haven't done so already.

r2. 2018 Elgin Heritage Commission Goals
a. Historic Resources Survey
No update
b. Elgin Historic District and Landmark Design Guidelines
Staff gave a brief update on the progress of the update to the design guidelines.
Staff noted that she is working the guidelines for chicken coops and mid-century
inclusions and hopes to have it reviewed by the Design Review Subcommittee at
their January 22nd meeting.
F. New Business
1. 2018 budget wrap up report, and 2019 budget projections
a. Staff provided the Commission with the 2018 budget report and noted that the
Commission ended with $1,036.79 which was used as a down payment for the
caterer for the Mayor's Awards, 2019.
b. Staff also provided the Commission with the 2019 proposed budget. As staff will be
on leave at the end of February, it was requested that the Commission approve
upcoming expenses before that time so staff can pay these fees prior to the Mayor's
Awards.
A motion was made by Commissioner Rowe to fund$800 for the rental of the space
for the Mayor's Awards and towards their restoration efforts to the Iglesia de
Principe de Paz.
r The motion was seconded by Commissioner Anderson.
Discussion took place amongst the Commissioners to state that an additional $200
would be more impactful for the restoration of their second phase which would
include their stained glass windows.
The motion was amended by Commissioner Rowe to substitute$800 to$1,000 and
to provide the church with$500 up front and to present them with the remaining
$500 for their restoration efforts at the Mayor's Awards.
The motion was seconded by Commissioner Savel.
The motion passed unanimously.
A motion was made by Commissioner Savel to fund up to$100 for an advertisement
in Bravo Magazine for Preservation Month.
The motion was seconded by Commissioner Rowe.
The motion passed unanimously.
A motion was made by Commission Savel to use Signs by Tomorrow for the creation
of the Heritage and Bungalow Plaques.
The motion was seconded by Commissioner Rowe

c. Staff noted that there has been a cost increase to the Landmark, District and
Heritage Plaque Applications.
2. 2019 Elgin Heritage Commission Goals
The Commission discussed their upcoming goals for 2019 to include the completion and
approval by City Council of the amended 2008 Historic District and Landmarks Design
Guidelines; to conduct a historic resources survey of the Northwest Neighborhood—
Part 2; to amend the requirements for receiving a Sears Plaque as well as review the
requirements for receiving a Heritage Plaque; and lastly to put together a Walking/Bike
Tour Brochure that follows a similar format to brochures that have been created for the
downtown area to provide consistency. Dave Waden, Staff, noted that there could
potentially be a partnership with the Sustainability Commission in the creation of a
bike/history tour brochure that could draw more people to our historic sites than just
focusing on a walking tour. The Commission agreed that this should be discussed
further.
3. Open Elgin—Saturday, April 27, 2019—City Hall
Staff asked if any of the Commissioners would be able to volunteer for this event again
this year. She noted that we need at least 4 volunteers (2 per shift) to give a short
history of City Hall and to take the group up to the City Council Chambers.
Commissioners Rowe, Marston, Wiedmeyer and Savel (tentative) stated they could
volunteer.
G. Other Business
Staff reminded the Commission to promptly respond if they can or cannot attend upcoming
meetings, no later than the Monday before, so staff knows if a quorum will be met or if the
meeting needs to be canceled due to no quorum.
H. Adjournment
A motion was made by Commissioner Savel to adjourn the meeting. The motion was
seconded by Commissioner Anderson and passed unanimously. The meeting was
adjourned at 8:36 p.m.

A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.

A motion was made by Commissioner Anderson to approve the January 8, 2019,
minutes with the following amendment: Adjournment: seconded by Commissioner
"Van Dusen".
The motion was seconded by Commissioner Savel.

a. Nomination Review—8 nominations had been submitted to the Commission for
consideration of a Mayor's Award. Each of the nominations were discussed by the
Commission based on the criteria for selection with the following individual action of
the Commission:
i. Michael Zimmer.
For innovative and technological advancements used to enhance and
acknowledge preservative projects.
A motion was made by Commissioner Anderson to recommend the
nomination for a general Mayor's Award.
The motion was seconded by Commissioner Van Dusen.
The motion passed 5-0.

ii. Spillane and Sons, City of Elgin and KCOCR
Creative infill of vacant lots and restoration of existing house (273-279 N
Spring)
A motion was made by Commissioner Savel to recommend the nomination
for a general Mayor's Award.
The motion was seconded by Commissioner Anderson.
The motion passed 4-0 (Wiedmeyer abstained).
iii. Artisan Award nomination (name withheld for surprise to nominee)
Various detailed and integrate work completed within the historic districts.
A motion was made by Commissioner Marston to recommend the
nomination for a Artistic Mayor's Award.
The motion was seconded by Commissioner Van Dusen.
The motion passed 4-0 (Savel abstained).
iv. Andrew Cuming and Carlos Riveria
Restoration projects at 225-229 E Chicago St and 80 N Grove Ave. Note: no
façade grant funds were used for these projects.
A motion was made by Commissioner Anderson to recommend the
nomination for a general Mayor's Award.
The motion was seconded by Commissioner Marston.
The motion passed 4-0 (Wiedmeyer abstained).
v. Elgin History Museum
r Dairies to Prairies documentary and exhibit.
A motion was made by Commissioner Anderson to recommend the
nomination for a general Mayor's Award.
The motion was seconded by Commissioner Savel.
The motion passed 4-0 (Marston abstained).
vi. BRAVO Magazine, published by Marquee Media
Devotion of considerable space to inform the public of various historical,
cultural and environmental preservation.
A motion was made by Commissioner Marston to recommend the
nomination for a general Mayor's Award.
The motion was seconded by Commissioner Anderson.
The motion passed 5-0.
vii. Josh Martin
Various projects throughout Elgin.
A motion was made by Commissioner Savel to recommend the nomination
for various categories of Mayor's Awards.
The motion was seconded by Commissioner Anderson.
The motion failed 5-0.
viii. Iglesia de Principe De Paz Church, 263 DuPage St
Extraordinary interior rehabilitation of the 1892 First Universalist Church.
A motion was made by Commissioner Savel to recommend the nomination
for a Jensen Award.

The motion was seconded by Commissioner Van Dusen.
The motion passed 4-0 (Wiedmeyer abstained).
b. Summary of walkthrough of event space
1) Seating for approximately 310 persons in sanctuary. Occupancy load is 360 for
the building. RSVP's to event will probably be critical.
2) Door on north side of building will be used for access into the building, to ensure
occupancy load is not exceeded.
3) Sound system and two large screen tv's are available for use in the sanctuary.
4)Two podiums available for use.
5) Kitchen prep area is plentiful for the caterer.
6) Food/buffet area is small, but manageable (appx.20'x16'). Church officials to
determine if food/drink will be allowed into the sanctuary.
7) Bathrooms are being renovated in March/April.
8) Staff will have access on both Monday and Tuesday for setup.
9) Cindy is working with other city staff members for assistance with pedestrian
crossing of Villa Street, ADA parking, garbage totes and possible easy up canopies for
across the city sidewalks.
10) Request for budget approval of up to $300.00 for clean up services at the church
(if needed) after the Mayor's award event (example: carpet cleaning).
A motion was made by Commissioner Savel to approve the potential expense
noted above.
The motion was seconded by Commissioner Marston.
The motion passed 5-0
c. Plaques to be Made

F. New Business
1. Jennifer Fukala of the Downtown Neighborhood Association (DNA)—Discussed various
2019 Goals of the DNA. Jennifer is a part of the Design Committee.
G. Other Business
1. Commission members who have "termed out" will be acknowledged at the city council
meeting being held on March 20th. All are welcome to attend.
2. Staff reminded the Commission to promptly respond if they can or cannot attend
upcoming meetings, no later than the Monday before, so staff knows if a quorum will be
met or if the meeting needs to be canceled due to no quorum.
3. RSVP's of Mayor's Awards is important. Asked commissioners to remind anyone who is
attending the event to contact the city with their information (name of attendees).

4. Suggestion was made by C. Walden for future consideration of a "stained glass" tour of
the churches within Elgin.
H. Adjournment
A motion was made by Commissioner Savel to adjourn the meeting. The motion was
seconded by Commissioner Marston and passed unanimously. The meeting was adjourned
at 8:56 p.m.

of front porch; stucco and masonry repairs; prime and paint.
2. 162 College Street—Scope of work includes: Rehabilitation of front stoop entry; reside
part of east and west elevations; installation of entry light to match historic photograph.
3. 316-322 Division Street—Scope of work includes: Replacement of all 2nd floor windows.

historic photograph; exterior repairs; restoration of windows; installation of half-round
gutters; restoration of storm windows; replacement of storm windows to match existing
storm windows, where missing.
3. 371 North Street—Scope of work includes: Construction of new two-car garage in
accordance to historic district guidelines and style of home.
4. 325 Raymond Street—Scope of work includes: Replacement of 6 vinyl windows with
wood windows to match original windows; restoration of all original wood windows;

2019 Historic Rehabilitation Grant Application/Grant Review Subcommittee

Proposed Findings/Minutes
The meeting was called to order at 6:12 p.m.
Ms. Christen Sundquist welcomed Subcommittee members.
Members were provided information regarding the proposed grants via email and the city's
website. The Subcommittee was advised that all applications meeting the minimum point
threshold of 40 will be forwarded to the City Council. In the event that the applicant funding
requests exceed the available grant amount, projects will be recommended based upon their
point value ranking.

The findings of this subcommittee will be provided to the City Council for grant consideration,
in order of point ranking.
Ms. Sundquist advised the Subcommittee that the funds for the Historic Rehabilitation Grant
program were exhausted based on what was allocated for the 2019 program and the number of
applicants who applied. It was noted that four projects will be fully funded and two projects will
receive partial funding.
Comments from Committee Members:
The Commissioners stated that it was great to have so many submissions this year which shows
that people are willing to do substantial projects to their properties.
Adjournment: A motion to adjourn was made by Committee Member Marston.
Motion seconded by Committee Member Van Dusen and passed unanimously.

A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.
1. Members Present: Brian Anderson (7:01),John Marston, John Regan, George Rowe,

B. Approval of Minutes:
1. A motion was made by Commissioner Marston to approve the May 6, 2019 minutes as
submitted. The motion was seconded by Commissioner Rowe.
The motion passed 3-0-4 (Regan, Savel,Thoren, Wiedmeyer abstained).
C. Recognize Persons Present: Donna Stefani (public), Rebecca Hunter (public)
The Commission welcomed new committee member John Regan and gave introductions.

1. 429 Division Street—The plaque nomination received the following average scores:
Historic Significance 8.29; Architectural Significance: 7.86; Current Maintenance: 8.57.
A motion was made by Commissioner Savel to approve awarding the plaque for the
property with the inscription that would read F. (Francis) Preston, 1880.
The motion was seconded by Commissioner Thoren.
The motion passed unanimously.
E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Commissioner Rowe noted that Elgin History Museum President, Al Walters, did a
great lecture on Walton Island where more than 50 people were in attendance.
b. Commissioner Rowe also stated that Elgin's Civil War Reenactment will be held on
June 8th and 9th at the Elgin Mental Health Center grounds and he welcomes all to
attend.
c. Commissioner Thoren congratulated Commissioner Rowe on the spectacular job he
did as the featured speaker for the Memorial Day ceremony held at Bluff City
Cemetery.

2. 2019 Elgin Heritage Commission Goals
a. Historic Resources Survey
Staff noted that they will revisit this topic in the fall.
b. Elgin Historic District and Landmark Design Guidelines
Staff stated that she is continually working on the update to the guidelines and will
provide the Commission updates on her progress.The goal is to provide the
amendments for review and approval to City Council in the fall.
c. Update to requirements for Heritage and Sears Plaque applications
Rebecca Hunter stated that she will provide recommendations to the commission at
the next scheduled meeting in August.
d. Creation of walking/bike tour
Staff stated she will be in contact with the Downtown Neighborhood Association,
Bicycle and Pedestrian Advisory Committee and Elgin Community Network to see if
they are already working on a similar tour.
3. Preservation Month Recap
a) The Commissioners discussed the success of the Mayor's Awards. Staff thanked
everyone who participated in helping set up and take down for the event.
b) Commissioners reviewed attendee numbers for several of the Preservation
Month events. The Commissioners noted that many of the events planned were
well attended.
c) Chairman Wiedmeyer stated that he will put together on the behalf of the
Commission a thank you letter to the Iglesia Principe de Paz for the use of their
space for the Mayor's Awards. The Commission thanked Chairman Wiedmeyer
for doing so.
F. New Business
1. Cobblestone—Future Heritage Commission meeting
The commission discussed having an off-site meeting at the Cobblestone house to see
the overall progress. Staff noted that as the property is not yet accessible, the
commission would not be able to hold a meeting there but encouraged commissioners
to see the work on days the Cobblestone is open for special events/volunteer days.
2. Historic Rehabilitation Grant Program
Staff gave a recap of the projects that were submitted and those that were
recommended to City Council for approval. Commissioner Savel noted that it was great
to see so many applications and interest in property owners wanting to do work on their
homes.
A motion was made by Commissioner Anderson to submit the Findings of Fact of the
Historic Rehabilitation Grant Review Subcommittee to the City Council.
The motion was seconded by Commissioner Marston.
The motion passed 5-0-2 (Wiedmeyer and Savel abstained).

G. Other Business
1. Rebecca Hunter asked the Commissioners if they had any contacts regarding who owns
the property of the concrete block silo which is the only remnant left of the concrete
block manufacturer that used to be on that site. Rebecca noted that this silo has
significance and noted her concerns with its possible removal. The Commissioners
stated that they did not have a contact but suggested that Rebecca contact the
Northeast Neighborhood Association for possible assistance.
2. Commission Savel stated he attend Toledo, Ohio's house walk as a docent in what was
his wife's Great-Grandfather's home. He stated that it was a great house walk and
encouraged others, if they are able, to attend.
3. Chairman Wiedmeyer proposed to the Commission to give a donation to the late Steve
Stroud Memorial Fund of which funds will be used to create a memorial of the
unmarked graves at Bluff City Cemetery.
A motion was made by Commissioner Rowe to donate $100 to the Steve Stroud
Memorial Fund.
The motion was seconded by Commissioner Anderson.
The motion passed unanimously.
4. Commissioner Anderson suggested the creation of a new award for the Mayor's Awards
for research and education. Staff noted that the current Mayor's Awards already
encompass persons and groups who educate and promotes awareness of Elgin's
heritage, however the creation of a new award can be discussed at the next meeting in
August.
H. Adjournment
A motion was made by Commissioner Savel to adjourn the meeting. The motion was
seconded by Commissioner Regan and passed unanimously. The meeting was adjourned at
8:55 p.m.

property with the inscription that would read A. & L. (August and Lena) Podewills, 1906.
The motion was seconded by Commissioner Hunter.

E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Commissioner Rowe gave an update on the work at the Nancy Kimball House (302
W. Chicago Street) noting that the south elevation work is underway with
tuckpointing, repairs, new door and surround has been ordered and the
investigation of the limestone sill at the front door entry.
b. Commissioner Rowe also reported on the successful car show that the Elgin History
Museum hosted and they hope to expand next year. It was mentioned that
Commissioners Savel and Thoren both won awards for their antique vehicles.
c. Commissioner Thoren stated that there are new owners at 920 W. Highland Avenue
and that the home was rehabbed prior to their purchase. He stated that the home
was painted white but he was given permission to add a bit of color to the porch to
highlight the details. The new homeowners seemed enthusiastic about living in a
historic home and are planning on painting the remaining detail to match that on
the porch.
d. Commissioner Anderson reported that the Northeast Neighborhood Association has
a watchful eye on a significant building that's being threatened with possible
demolition in the neighborhood. It was noted that the building is not located within
the historic district.

b. Elgin Historic District and Landmark Design Guidelines
Staff stated that she is continually working on the update to the guidelines and will
provide the Commission updates on her progress.The goal is to provide the
amendments for review and approval to City Council in the fall.

t c. Update to requirements for Heritage and Sears Plaque applications
The Commission briefly touched on the adjusted guidelines for the plaque
applications but are planning on revisiting this at the September meeting.
F. New Business
1. Elgin Heritage Commission Budget Review
Staff gave a recap of past expenses and the remaining funds left in the account. She
noted upcoming expenses and asked the Commission approve the funding.
Commissioner Savel made the motion to approve the renewal of memberships in the
total of$200; the renewal of the Historic Elgin website fees of a total of$236, and the
approval of the funding of 5 new plaques and 4 replacement plaques for an amount of
$171.00.
The motion was seconded by Commissioner Regan.
The motion passed unanimously.
2. Plaque Replacement
The Commissioners agreed that they will continue to replace the plaques for no cost to
the homeowner. However, they noted there will come a time when they receive a large
amount of replacement requests that they will not be able to fund due to the minimal
budget that is given to them.
3. Renew Memberships: NAPC and Landmarks Illinois
The renewal of the memberships were covered under the budget review.
G. Other Business
1. Commissioner Marston and the other commissioners gave their condolences to
Commissioner Thoren for the loss of his father.
2. Staff reminded the Commissioners of the upcoming Solar Systems on Historic Structures
presentation that she along with the Citizens Utility Board will be giving on Thursday,
August 8, 2019. She encouraged the members to join as it will be informative and also
located at the historic 1967 Kane County landmark designed by John Schmidtke.
H. Adjournment
A motion was made by Commissioner Savel to adjourn the meeting. The motion was
seconded by Commissioner Regan and passed unanimously. The meeting was adjourned at
9:02 p.m.

a. Commissioner Rowe noted that the Elgin History Museum's Annual Cemetery Walk
was a success despite the rainy weather. He also noted that there were
approximately 75 people at the Silent City production of the cemetery walk that

went well. He also thanked Commissioner Marston, Commissioner Govednik and
Chairman Wiedmeyer for volunteering that day.
b. Commissioner Marston noted that there will be a volunteer work day to restack and
assess the Crocker Theater pieces on Saturday, October 5th from 10AM-2PM.
c. Commissioner Marston also noted that there will be an informational meeting that
is being hosted by the Near East Neighborhood Association regarding the D.C. Cook
Publishing House.

Staff stated that she is continually working on the update to the guidelines and will
provide the Commission updates on her progress.

The Commission reviewed the recommendations for the change in the review of
Sears Plaque applications and have asked Staff to update a scoring sheet of which
Commissioner Hunter will assist.This will be presented to the commission at their
next meeting.
F. New Business
1. December Plaque Awards—Tuesday, December 3, 2019
Staff noted that she has reserved the Elgin History Museum space on the second floor
for the December Plaque awards.There will be a potential of nine plaques that will be
given for the ceremony. Commissioner Marston noted that he is interested in staff's
presentation on solar panels on historic structures and asked if she would be the
lecturer for that night. Chairman Wiedmeyer noted that this would be timely since the
Design Review Subcommittee recently received a solar panel installation request on the
First Congregational Church at 256 E. Chicago Street.
2. Funding Request—Downtown Neighborhood Association
The Commissioners reviewed the proposal for the funding request for the DNA-Design
Committee to purchase materials to be used for the preservation and re-cataloguing of
the Crocker Theater facade pieces that are sitting in an open lot on wood pallets. The
DNA-Design Committee is organizing an event day where volunteers could help move
the pieces onto plastic pallets, banding them and then covering them with a protective
material. The Commissioners were questioning the methodology of the protection of
the pieces and asked staff to get more information from the group.
A motion was made by Commissioner Anderson to approve the funding request of$500
to the Downtown Neighborhood Association for the purchase of protective materials for
the Crocker Theater facade pieces.
The motion was amended by Commissioner Regan to insert the phrase "and for the
submission of a report of the cataloguing efforts and the means and methods for the

protection of the material to the Elgin Heritage Commission."
The motion was seconded by Commissioner Rowe.
The motion passed unanimously.
G. Other Business
1. The Commissioners discussed the upcoming events for September.

Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.
1. Members Present: Brian Anderson (7:01 p.m.), Len Govednik, Rebecca Hunter,John
Marston,John Regan, George Rowe, Scott Savel, Steve Thoren,
and John Wiedmeyer
2. Members Absent: None
3. City Staff Present: Christen Sundquist, Historic Preservation Planner
B. Approval of Minutes:
1. A motion was made by Commissioner Regan to approve the September 3, 2019 minutes
as amended. The motion was seconded by Commissioner Hunter.
The motion passed 6-0-3 (Savel, Thoren and Anderson abstained).
C. Recognize Persons Present: None
D. Plaque applications:
1. 1183 Cedar Avenue—The plaque nomination received the following average scores:
Historic Significance 7.88; Architectural Significance: 8.25; Current Maintenance: 9.00.
A motion was made by Commissioner Thoren to approve awarding the plaque for the
property with the inscription that would read D. & L. (Donald and Lucille) Leverenz,
1937.
The motion was seconded by Commissioner Savel.
The motion passed 8-0-1 (Hunter abstained).
2. 820 N. Spring Street—The plaque nomination received the following average scores:
Historic Significance 7.63; Architectural Significance: 7.00; Current Maintenance: 7.00.
A motion was made by Commissioner Savel to approve awarding the plaque for the
property with the inscription that would read F. & M. (Frederick and Marie) Schurmeier,
1903.
The motion was seconded by Commissioner Anderson.
The motion passed 8-0-1 (Hunter abstained).
E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Commissioner Rowe noted that the Elgin History Museum's Annual Cemetery Walk
was a success despite the rainy weather. He also noted that there were
approximately 75 people at the Silent City production of the cemetery walk that

went well. He also thanked Commissioner Marston, Commissioner Govednik and
Chairman Wiedmeyer for volunteering that day.
b. Commissioner Marston noted that there will be a volunteer work day to restack and
assess the Crocker Theater pieces on Saturday, October 5th from 10AM-2PM.
c. Commissioner Marston also noted that there will be an informational meeting that
is being hosted by the NorthEast Neighborhood Association regarding the D.C. Cook
Publishing House.
d. Commissioner Anderson brought to the commission's attention regarding the
removal of the stone curbs on Porter Street near the intersection of Chicago Street.
Staff noted that the curbs are being retained and will be reinstalled.
2. 2019 Elgin Heritage Commission Goals
a. Historic Resources Survey
Staff noted that she will be contacting the NWNA to set up a meeting to inform
them of the upcoming survey of the Midwest Neighborhood. Staff will be completing
the survey and expects to start in March with a completion date in the fall of 2020.
b. Elgin Historic District and Landmark Design Guidelines
Staff stated that she is almost complete with the markups and re-design of the
guidelines and will be presenting it to the Design Review Subcommittee at their next
scheduled meeting. After which, those changes will be presented to the Heritage
Commission for review.
c. Update to requirements for Heritage and Sears Plaque applications
The commission reviewed the scoring guidelines for plaque applications and agreed
with staff's and Commissioner Hunter's recommendations.
A motion was made by Commissioner Regan to use those proposed guidelines when
assessing Sears, Roebuck and Catalog plaque applications.
The motion was seconded by Commissioner Rowe.
The motion passed 8-0-1 (Hunter abstained).
F. New Business
1. Plaque Replacement of three (3) plaques.
A motion was made by Commissioner Anderson to approve the replacement of three
plaques located at 1024 Bellevue Avenue, 414 N. Spring Street and 217 Lincoln Avenue.
The motion was seconded by Commissioner Savel.
The motion passed unanimously.
G. Other Business
1. The commission asked staff to begin researching and receiving cost estimates for
caterers for next year's Mayor's Awards for Preservation.

H. Adjournment
A motion was made by Commissioner Rowe to adjourn the meeting. The motion was
seconded by Commissioner Regan and passed unanimously. The meeting was adjourned at
8:03 p.m.

B. Approval of Minutes:
1. A motion was made by Commissioner Anderson to approve the October 1, 2019
minutes with the following amendments, under E-1-C, change "Near East" to
"NorthEast".The motion was seconded by Commissioner Hunter.
The motion passed unanimously.

E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Commissioner Rowe noted that the Elgin History Museum will be having a
Cobblestone Construction Celebration on Saturday, November 9th from 1:00PM-
3:00PM.This will allow visitors to see the progress that has been made over the past
year.There will also be several cleanups prior to the event with one being held at
9AM on Wednesday, November 6th.
b. Commissioner Marston noted that the cleanup and re-organization of the Crocker
Theater pieces is almost complete.There were approximately 7,000 bricks moved
and most of the decorative terracotta pieces have been stacked neatly. He stated
that it looks like there will need to be one more work day to move all the pieces and
they are hoping to have this project complete before it begins to snow.
c. Commissioner Anderson stated that the NorthEast Neighborhood Association held
an informational meeting regarding the D.C. Cook Publishing building and that
approximately 90 people attended.There was a lot of positive feedback and many
are hoping the building is saved and re-purposed.
d. Chairman Wiedmeyer stated that the Elgin History Museum's Annual Benefit was a
success and that he commends the History Museum for putting on such an event.

Many of the Commissioners who were in attendance also stated that it was a great
event and they are looking forward to next year's.
2. 2019 Elgin Heritage Commission Goals
a. Historic Resources Survey
No update.
b. Elgin Historic District and Landmark Design Guidelines
Staff noted to the Commissioners to review the proposed amendments to the
guidelines over the next two months as they will be discussing the changes at the
January meeting.
c. December Plaque Awards
The Commissioners stated that they would still like staff to talk about Solar Panels
on Historic Structures as the informational lecture for the night and that they are
looking forward to it.
Staff noted for the Commissioners to email her what they will be bringing to the pot
luck so that there aren't duplicates of food.
F. New Business
1. 2020 Annual Schedule
A motion was made by Commissioner Savel to approve the proposed 2020 Meeting
Schedule for the Elgin Heritage Commission and Design Review Subcommittee.
The motion was seconded by Commissioner Thoren.
The motion passed unanimously.
2. Elgin Heritage Commission Budget
a. Mayor's Awards
The Commission discussed having the event at the Highland Lofts of which they
showed their enthusiasm.They would like to continue to explore different caterers
for the event.
A motion was made by Commissioner Rowe to allow staff to use the remaining
budget towards the 2020 Mayor's Awards Event.
The motion was seconded by Commissioner Thoren.
The motion passed unanimously.
G. Other Business
1. Commissioner Anderson brought up hosting more educational events to spark more
interest in architecture and preservation to the younger generation. Commissioner
Marston noted that elementary schools are teaching Elgin history and the History
Museum has seen more educational groups at the museum and will certainly help spark
some interest. Staff noted that she can reach out to both High Schools to see if there
would be any interest in staff speaking to some classes about Elgin's architecture and
many of the volunteer opportunities that high schoolers could participate in such as the
Historic Elgin Housewalk, Open Elgin and the Cemetery Walk.

A motion was made by Commissioner Regan to adjourn the meeting. The motion was
seconded by Commissioner Rowe and passed unanimously. The meeting was adjourned at
7:44 p.m.
