RESOLUTION
ADOPTING THE 2014 DEPARTMENT BUSINESS PLANS
WHEREAS, the City of Elgin has previously adopted the 2013-2017 Strategic Plan (the
"Strategic Plan"); and
WHEREAS, the Strategic Plan contemplates the various city departments preparing
business plans wherein each department creates an annual business plan that identifies its overall
mission, responsibilities, strategic initiatives, performance measures, and workload indicator;
and
WHEREAS, the Elgin City Council and staff engaged in strategic planning sessions
throughout 2013.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS, that the City Council hereby adopts the attached 2014 business plans of
various city departments as policy documents of the City to serve as a framework for the setting
of priorities, departmental operational planning, budget development, resource allocation and
leadership and management accountability.

These interactions are not limited to

Elgin's building maintenance department maintains more than 100 city buildings,1,000 pieces of HVAC equipment,more than
6,000 total inventoried items,lighting and electrical and plumbing systems.The department is responsible for the start-up and
shut down of Elgin's seasonal buildings.The city's custodial staff also cleans,daily six buildings consisting of approximately
285,568 sq.ft.

telecommunication and data systems. As the support department to all city staff,

Operationally,the Water Division takes water from the Fox River,treats it and
delivers it to all faucets in the community for less than pennies a gallon. There
are operators controlling the treatment process,mechanics to keep all the
pumps working and laboratory staff to ensure quality.The division maintains
certifications for operators(30 hours tri-annually)and engineers(30 hours bi-
annually).
The department oversees the installation,maintenance and repair on over
31,000 meters within the system,ensuring accurate readings for all customers.
Staff read every meter in the system every two months.This division works to
replace all meters greater than six inches every year,meters measuring at two
to six inches every three years,and residential meters every ten to fifteen years.
The city complies with all regulations to ensure safe,high quality water.The
department submits reports to the federal Environmental Protection Agency
(EPA),the Department of Homeland Security,the Illinois EPA,the Local
Emergency Planning Committee,the State Emergency Response Commission,
and the local fire department.
Sewer Division
The Elgin sewer division operates in both a routine and emergency capacity.
Day-to-day,the division cleans(also known as jetting)the city's wastewater
and storm systems to ensure they are functioning properly in accordance
federal laws. Crews clean city catch basins to minimize debris from clogging
the system and mitigate the amount of pollutants that enter local water shed.
Also 24/7,365 days per year the sewer division maintain and repair the city's lift
stations to ensure they are functioning properly.
When a sewer issue arises,crews provide timely responses to water main
breaks and will also televise sewers to identify defects.Televising also assists in
making rehabilitation decisions.
Annually the Sewer Division is required to report our footage for sanitary,storm
and combination jetting,as well as,catch basin debris removal to the[EPA in
accordance with our NPDES Permit.We annually track these numbers and track
the division's performance.Unlike private sector performance,these numbers
are not required to show a year over year increase,only that the numbers are
achieved.
