Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.
1. Members Present: Brian Anderson, Kimberly Bauer, John Marston, Scott Savel, Steve
Thoren,Judith Van Dusen,Tom Krebsbach and John Wiedmeyer
2. Members Absent: George Rowe
3. Others Present: Rebecca Hunter
4. City Staff Present: Christen Sundquist, Historic Preservation Planner
B. Approval of Minutes:
1. A motion was made by Commissioner Anderson to approve the November 7, 2017
minutes as submitted.
The motion was seconded by Commissioner Savel.
The motion passed unanimously.
C. Recognize Persons Present: Rebecca Hunter
D. Plaque applications:
1. 635 Brook Street—The plaque nomination received the following average scores:
Historic Significance 7.00; Architectural Significance: 8.00; Current Maintenance: 7.14.
A motion was made by Commissioner Savel to approve awarding the plaque for the
property with the inscription that would read H. & S. (Herman & Sophia) Plote, 1925.
The motion was seconded by Commissioner Van Dusen.
The motion passed 7-0-1 (Krebsbach abstained).
E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Commissioner Thoren noted that there were approximately 120 people at the Wing
Mansion Holiday Party which included networking and tours of all four floors of the
recently designated landmark.
2. Mayor's Initiative/2017 Elgin Heritage Commission Goals
a. Historic District Signage
The Commission agreed that if there are enough applications by the January 31st
deadline that a special meeting including members of the Heritage Commission and
the Downtown Neighborhood Association—Design Committee members will be held

before the Elgin Heritage Commission's regular scheduled meeting on February 6th
to review and vote on the submitted sign design entries. Staff is to confirm with the
DNA-Design Committee what time (6:00PM or 7:00PM) on February 6th would work
best for their committee members for review of the entries.
b. Historic Resources Survey
Staff stated that she was able to find several contacts at Judson University's
Architecture Department who are interested in partnering with the Heritage
Commission to conduct a survey of one of the neighborhoods on the west side. Staff
noted that the professors are unable to fit it within their curriculum this semester
but it may be possible to include it within the fall semester or spring semester of
2019. Staff to follow up with contacts and inform commission at the next meeting in
February.
c. Web Based App
1. Photographs:
Staff handed out a document that included the remaining residences that still
need updated photographs. Staff stated that she will check back with the
commission at the April meeting for final submittal of photographs.
F. New Business
1. 2017 budget wrap up and 2018 budget projections
a. The Commissioners discussed the anticipated expenses and noted that last year the
commission spent half of their allotted amount only on the Mayor's Awards even
though the event space was donated for free. Staff pointed out that the cost for the
caterer was the bulk of that amount. It was also noted that in previous years, the
commission were given a discounted/at-cost rate from a previous commissioner
who donated their time to cater the event but no longer is able to do so.
The Commission showed their concern that with the new expenses for the Mayor's
Awards and the likeliness that event spaces may not be donated to the commission
for free in the future that they will be unable to fulfill their duties and
responsibilities to the public as all of their funds will be dedicated to the ceremony
that is held early on in the year.
Commissioner Savel noted that if the funds given to the Heritage Commission are
kept at the existing amount, the commission may need to reconsider the structure
of the event (i.e. no food/refreshments), or they will not be able to help fund
projects that have given Elgin local, state and national attention.
Some examples that the Commission has helped fund/kick start include the Elgin
History Museum's documentary, "Dairies to Prairies;" the Downtown Neighborhood
Association's"Downtown Walking Tour" brochures; the D.C. Cook-Lovell Area

Historic District Signage;the Historic Elgin website; as well as the National Trust for
Historic Preservation field study on mid-century architecture held in Elgin.
Staff noted their concerns and will updated them regarding a possible increase in
funds.
2. 2018 Elgin Heritage Commission Goals
a. Staff provided a list of goals that the commission should focus on for 2018.The
Commission noted that the goals are achievable and that staff is to provide them
with an organized plan for each goal to be presented to the commission at the next
meeting in February.
3. Preservation Month Planning
a. Staff noted that she will be sending out the call for nominations/events within a
week or two. The Commission discussed locations for the Mayor's Award event.
Commissioner Marston suggested the old Elgin High School's gymnasium as the
interior has high integrity and would bring a lot of interested residents who are
reminiscent of their high school days.The Commission agreed and asked staff to
look into the space. If this space is unavailable, then staff is to contact Jennifer
Fukala for suggestions of downtown spaces that meet the commission's criteria
(accessible, location to sink for caterer, restrooms).

G. Other Business
Chairman Wiedmeyer reported on the death of Design Review Commissioner, Lynne
Diamond. It was noted that she was a valued commissioner and resident and will be sorely
missed.The Commission stated that they would like to honor Lynne Diamond at the
Mayor's Awards.
H. Adjournment
A motion was made by Commissioner Thoren to adjourn the meeting. The motion was
seconded by Commissioner Krebsbach and passed unanimously. The meeting was
adjourned at 8:17 p.m.

A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.

B. Approval of Minutes:
1. A motion was made by Commissioner Anderson to approve the January 2, 2018 minutes
with the following amendments: B-1 "October 3"to "November 7."
The motion was seconded by Commissioner Savel.
The motion passed 7-0-1 (Rowe abstained).

D. Plaque applications:
1. 413 Douglas Avenue—The plaque nomination received the following average scores:
Historic Significance 7.87; Architectural Significance: 7.62; Current Maintenance: 8.12.
A motion was made by Commissioner Savel to approve awarding the plaque for the
property with the inscription that would read H. (Henry)Schoonhoven, 1903.
The motion was seconded by Commissioner Rowe.
The motion passed unanimously.
E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Commissioner Rowe stated that interior demolition has begun at 302 W. Chicago
Street and that the History Museum plans to proceed with the rehabilitation early
this spring. Commissioner Rowe also noted that the History Museum has received
several large donations from Mike Alft and that the project would not have been
able to continue as quickly as it has if it weren't for him.
b. Commissioner Anderson noted that NENA will be hosting another bike tour for
Preservation Month and will focus on the area's mid-century architecture.

2. 2018 Elgin Heritage Commission Goals
a. Historic District Signage
Staff noted that the Signage Design Review meeting will be held on February 13,
2018 at 7:00PM or directly after the Design Review Subcommittee's meeting located
within the City Council Chambers.
b. Historic Resources Survey
Staff noted that she will be working with Judson Professor, Christopher Miller, in
organizing an assignment for the students to complete a survey of one of the
remaining areas on the west side. She noted that this will be an assignment
scheduled for the Fall Semester.
c. Web Based App
a) Photographs:
Update at April 3, 2018 meeting
d. Elgin Historic District and Landmark Design Guidelines
a) Staff noted that the guidelines are now 10 years old and need of updating. Some
of the information has changed and the images are outdated. Staff proposed a
new layout and noted to the commission that she will be reviewing the
guidelines for improvement and alterations and will ask for comments regarding
the chapter edits and additions as well as changes to images. Staff noted that
any additions or alterations to the text will need to be approved by City Council
after the Heritage Commission's recommendation.
e. Preservation Month Planning
a) Staff noted to the Commission that per the direction from the previous meeting,
staff looked into the Old Elgin High School —Gymnasium for the awards.The
rental costs were low, comparatively, and chairs and tables will be provided and
set up for the event.The Commission agreed that this is a great space for the
event and will hopefully attract residents and visitors to the ceremony because
of nostalgia.
b) Staff provided two cost estimates for the catering of the event.The Commission
noted that this is their signature event but it was disconcerting that over half of
the given budget will be spent for this event this early in the year. As many
residents and visitors look forward to this event, the Commissioners noted that
they do not want to sacrifice the quality of the ceremony but will need to
reevaluate what they have and seek additional assistance in the future to be able
to pay for the rising costs of the Mayor's Awards.
Commissioner Anderson made the motion to award Eventastik, Inc. with catering
the Mayor's Awards.

Commissioner Rowe asked for clarification regarding the menu provided by
Eventastik as it does not state how many or what the Hors d'ouerves were going
to be. The Commissioners agreed that they need a little more information
regarding this cost estimate to ensure that both estimates were comparable.
Staff stated that she will receive a more detailed menu for comparison.
Commissioner Savel moved to amend the motion by adding the words, "if menu
for Hors d'ouerves are comparable to the second caterer's cost estimate with an
amount not to exceed $2,218."
The motion was seconded by Commissioner Krebsbach.
The motion passed unanimously.
F. New Business
1. Historic Rehabilitation Grants
a. Staff reminded the Commission that the Historic Rehabilitation Grants are now open
and applications may be picked up at the Community Development Department or
could be downloaded online.
In regards to the City Council's comments last year, staff provided an evaluation of
last year's grant applicants and the scoring sheet to the Commissioners. She noted
E1116' that a comment made by City Council was regarding the points awarded to non-
owner occupied (3 points) and owner occupied (5 points) in Part 4 of the 50-50
Grant scoring sheet. Some of the Council Members expressed their interest in seeing
less points be given to the non-owner occupied applicants while favoring owners
who live on the property.
Staff gave the Commissioners the score sheet from 2017 with the total points
awarded (3 points non-owner occupied; 5 points owner occupied), in addition with a
score sheet with the same applicants but with the total points awarded adjusted to
0 points for non-owner occupied and 5 points for owner occupied.
The outcome showed the same results (applicants that were awarded with the old
point system were still awarded with the new point system) though the points were
minimally closer to each other.
Although the difference in total awarded points was minimal and the outcome did
not change, the Commission felt that the adjustment should still be made for the
2018 Grant year.
Commissioner Rowe made the motion to adjust the scoring for non-owner occupied
properties from 3 points to 0 points in Part 4 while maintaining the 5 points for
owner-occupied properties.

G. Other Business
1. Chairman Wiedmeyer reminded the Commissioners that the Mayor's Awards
nominations were due on Thursday, February 22nd
2. Chairman Wiedmeyer also mentioned the Elgin Tower Open House to be held on
Thursday, February 8th at 4:30PM.Those Commissioners who are interested in the open
house, must RSVP.
H. Adjournment
A motion was made by Commissioner Rowe to adjourn the meeting. The motion was
seconded by Commissioner Bauer and passed unanimously. The meeting was adjourned at
8:49 p.m.

Downtown Historic District Sign Design Review
February 13, 2018
Minutes
A. The special meeting of the Elgin Heritage Commission was called to order at 7:15 p.m. in the
City Council Chambers by Chairman John Wiedmeyer.
1. Members Present: Brian Anderson, Kimberly Bauer, John Marston (7:25 p.m.), Scott
Savel, Judith Van Dusen, George Rowe and John Wiedmeyer
2. Members Absent: Steve Thoren,Tom Krebsbach

B. New Business
1. Downtown Commercial Historic District Signage Review
Members present along with Downtown Neighborhood Association's Design Committee
were provided information and images regarding the design submittals for the
Downtown Commercial Historic District signage competition.
The Review Committee went through the 17 design submittals and discussed the design,
legibility, and how each represented the district.They commemorated each entry for
their participation and for contributing design expertise to this unique competition.The
discussion generated a lot of enthusiasm and the committee mentioned that they were
impressed with what was submitted.
After a lengthy discussion, the review committee completed a blind vote of which the
top three designs were selected with a clear winner.
Staff indicated that the Grand Prize winner will be announced at the Mayor's Awards to
be held on May 1, 2018 at the Old Elgin High School's Gymnasium. The runners up along
with the other entries will also be acknowledged at that time.
C. Other Business
1. Staff reminded both groups that Mayor's Awards nominations are due on February 23rd

1. 671 McClure Avenue—The plaque nomination received the following average scores:
Historic Significance 7.50; Architectural Significance: 8.625; Current Maintenance: 7.875.
A motion was made by Commissioner Rowe to approve awarding the Sears, Roebuck and
Company plaque for the property with the inscription that would read Crescent, 1926.
The motion was seconded by Commissioner Savel.
The motion passed unanimously.
E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Commissioner Rowe announced to the Commission that Ms. Sundquist is the newest
board member of the Elgin History Museum. Commissioners congratulated Ms.
Sundquist on the new appointment.

b. Commissioner Rowe also stated that interior demolition is complete at 302 W.
Chicago Street and the renovations and re-framing of the interior is expected to
start within the next month.
c. Additionally, Commissioner Rowe noted that the Elgin Area Historical Society
received a substantial bequest from siblings, Warren & Charlen Anderson.
d. Lastly, Commissioner Rowe informed the Commission that the Elgin History Museum
will be setting a date sometime in June for the premiere of the documentary, Prairie
to Dairies.
e. Chairman Wiedmeyer noted that the Elgin Heritage Commission was acknowledged
for their assistance in making the Elgin Fire Department's 150th celebration a success
at the department's annual Awards& Recognition Ceremony on Friday, February
23rd. Chairman Wiedmeyer, Commissioner Rowe and Commissioner Marston were in
attendance.

Staff noted that the top three designs were selected at the February 13th Sign Design
Review and that the applicants were notified. She stated that the Grand Prize
Winner will be announced at the Mayor's Awards on May 1st

3. Preservation Month Planning
a) Staff provided an in progress list of events for Preservation Month to the
Commissioners. She noted that the due date for events is at the end of March
with final events listed for discussion at the April 3rd meeting.
4. Mayor's Award Planning
a. Staff noted that she submitted a deposit to Eventastik, Inc. and confirmed that the
hors d'oeuvres were comparable between both caterers.
b. Mayor's Awards Nomination Review
a) 14 nominations had been submitted to the Commission for consideration of a
Mayor's Award. Each of the nominations were discussed by the Commission
based on the criteria for selection with the following individual action of the
Commission:
(i) Capstone Development and Skender Construction.
For the adaptive reuse and restoration of the Elgin Tower Building into
the Elgin Tower Luxury Lofts.The Commission whole heartedly agreed

rik that both Capstone and Skender were very much deserving of a Mayor's
Award for all of their work in rehabbing Elgin's most iconic historic
structure.
A motion was made by Commissioner Thoren to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Anderson.
The motion passed 7-0-1 (Wiedmeyer abstained).
(ii) Enhancing Elgin Committee.
For organizing the Open Elgin event, which allowed access for residents
and visitors to explore lElgin's unique architecture, behind the scenes.
Chairman Wiedmeyer noted that this event also includes non-historic
structures and so he questioned the Commission if this was a cause for
some debate for a preservation award. Commissioner Bauer agreed,
however, she stated that although it includes some non-historic
buildings, the majority were historic, and that additional research was
provided for each building that may not have been known, otherwise.
Commissioner Thoren also noted that this event brought more attention
to Elgin's historic downtown and that it was a definite success.The
Commission agreed with both Commissioners.
A motion was made by Commissioner Savel to recommend the
r nomination for a Mayor's Award.
The motion was seconded by Commissioner Thoren.
The motion passed unanimously.
(iii) Church of the Brethren—General Offices.
For preserving an excellent example of mid-century modern architecture
and furniture of their building at 1451 Dundee Avenue as well as
volunteering to be a part of the National Trust for Historic Preservation's
Elgin Mid-Century Field Study that was conducted in November of 2017.
The Commission agreed that this was a fantastic example of mid-century
architecture and were impressed at the condition of not only the building
but as well as its original furniture.
A motion was made by Commissioner Savel to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Bauer.
The motion passed 7-0-1 (Wiedmeyer abstained).
(iv) Union National Bank
For preserving an excellent example of mid-century modern architecture
and mural of their building at 101 E. Chicago Street as well as
volunteering to be a part of the National Trust for Historic Preservation's
Elgin Mid-Century Field Study that was conducted in November of 2017.

The Commission again agreed that this was a wonderful example of mid-
century architecture that has been well maintained and preserved.
A motion was made by Commissioner Anderson to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Rowe.
The motion passed 7-0-1 (Wiedmeyer abstained).
(v) Elgin Golferettes.
For over 65 years of service as a women's athletic organization for
promoting teamwork, community pride as well as their history since
beginning at the Elgin National Watch Factory in 1951. Commissioner
Thoren stated that this was the longest continual women's athletic team
in Elgin and their history and ties to the Elgin National Watch Factory are
fascinating.The Commission agreed.
A motion was made by Commissioner Rowe to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Van Dusen.
The motion passed 7-0-1 (Thoren abstained).
(vi) GSA Properties—70 S. Chapel.
For rehabilitation of the wrap around porch and front porch balcony of
George Cook's private residence at 70 S. Chapel Street.The Heritage
Commission commended the progress GSA Properties has made on the
property at 70 S. Chapel and they are excited to see the additional
progress that will be completed in the upcoming year including the
rehabilitation of the rear third story balcony, installation of cedar shingles
at the dormers and painting. However, the Commission agreed that they
would like to see the final product and completion of the upcoming work
and that this would be a great application for a Mayor's Award in 2019.
A motion was made by Commissioner Savel to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Marston.
The motion failed unanimously.
(vii) Fire Department 150th Anniversary Committee.
For commemorating the history of the Elgin Fire Department by hosting a
celebratory event on September 16, 2017.The Commission noted that
this was a great event and that it highlighted a lot of unique history of the
department and Elgin's growth as a city.
A motion was made by Commissioner Marston to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Anderson.
The motion passed 5-0-3(Savel, Rowe, Wiedmeyer abstained).

flik (viii)Paul Richardson and Lou Stotts of ABODE.
For maintaining and beautifying the historic Pioneer Memorial designed
and created by notable Elginite,Trygve Rovelstad. The Heritage
Commission was impressed with the continual volunteerism of Paul
Richardson and Lou Stotts of ABODE for their beautification of the
planters around the Pioneer Memorial Statue. However, the
Commission felt that this would be a worthy Image Award rather than a
Mayor's Award for Historic Preservation.The Commission encouraged
that this nomination be submitted next year for an Image Award as the
beautification around the statue at a prominent point along the Fox
River improves Elgin's image to not only its residents but as well as
visitors.
A motion was made by Commissioner Rowe to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Bauer.
The motion failed unanimously.
(ix) Paul and Jean Bednar.
For rehabilitation and restoration of 18 N. Porter Street. The Heritage
Commission was impressed with the work that was completed at 18 N.
Porter Street and noted that Paul and Jean Bednar are great assets to the
r community and neighborhood. However, in comparison to the 2015
Mayor's Award that Paul and Jean Bednar received for their rehabilitation
of 141 Hill Avenue, 12 and 16 Rugby Place, they did not believe that this
project went above and beyond the prior three projects to receive a
Mayor's Award for Historic Preservation.The work the Bednars are doing
for the neighborhood is extraordinary and the Commission applauds
them for all of their efforts.
A motion was made by Commissioner Rowe to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Bauer.
The motion failed unanimously.
(x) Steve and Laura Stroud.
For the continual restoration of 653 Douglas Avenue by bringing back the
original dormers on the north elevation.The Commission noted that the
reconstruction of the dormers, which now match the historic
photograph, has been impactful to not only the home but as well as the
view along the street. Commissioner Savel stated that the Strouds have
been rehabbing and restoring their home ever since they purchased it.
However, they were not doing it for a profit but because they loved the
home and believe in the overwhelming impact restoration and rehab can
do to a neighborhood.The Commission agreed with Commissioner Savel.

A motion was made by Commissioner Thoren to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Anderson.
The motion passed 7-0-1 (Wiedmeyer abstained).
(xi) George Rawlinson.
For his continual volunteerism and support he has given in promoting
Elgin and its heritage. Commissioner Thoren noted to the Commission
many of George Rawlinson's accomplishments that are tied to not only
Elgin's history but his impact on the citizens here through his books, radio
shows, events and volunteerism. The Commission agreed that George
Rawlinson's overall body of work was deserving of an Award.
A motion was made by Commissioner Marston to recommend the
nomination for the Mayor George Van De Voorde Outstanding Service
Award.
The motion was seconded by Commissioner Savel.
The motion passed 7-0-1 (Thoren abstained).
(xii)Police Chief Jeff Swaboda.
For his extraordinary and historic work he is doing for Elgin and its Police
Department but as well as being an active volunteer in promoting Elgin's
flak history.The Commission commended the Police Chief for the wonderful
work he has done and continues to do for the department. His
leadership, dedication and enthusiasm to help others shows that he cares
about Elgin and its citizens.The Commission noted the amazing work that
he has done for the city, however, it was mentioned that his complete
body of work would be best acknowledged by an Elgin Image Award for
improving not only the safety of Elgin's citizens but also for improving the
overall way of life for Elgin's residents.The Commission encouraged
Commissioner Thoren to nominate Police Chief Swaboda for an Elgin
Image Award in 2019.
A motion was made by Commissioner Bauer to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Rowe.
The motion failed 0-7-1 (Thoren abstained).
(xiii)Downtown Neighborhood Association —Design Committee.
For preparing and distributing a self-guided tour of Elgin's key downtown
Mid-Century buildings. Chairman Wiedmeyer noted that this was Phase
two of three brochures and he suggested that a recommendation for a
Mayor's Award wait until the third brochure was completed.The
Commission agreed.

(xiv)Jackie and Ira Marcus.
For serving as role models in preservation leadership as they educate,
advocate, and preserve Elgin's history as volunteers at the Elgin History
Museum. Commissioner Rowe noted that this couple has done
extraordinary work for the museum as they not only donate their time to
the museum but help fundraise for the museum's current and future
projects. Commissioner Marston and Commissioner Bauer agreed that
the couple is well deserving of an award.The Commission thanked
Commissioners Rowe, Marston and Bauer for their input and agreed that
Jackie and Ira Marcus were well deserving of a Mayor's Award for
Preservation.
A motion was made by Commissioner Thoren to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Save!.
The motion passed unanimously.

fik 1. Individual Elgin Bungalow Thematic Historic District Application
a. Staff stated that the applicant withdrew their application on March 5, 2018 as they
were having second thoughts about being a part of the Thematic Historic District.
The applicant wanted more time to think about this decision and apologized for the
last minute withdraw of their application.

A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.

a. Commissioner Rowe announced that recently, on March 31st, there was a volunteer
cleanup at the Nancy Kimball House located at 302 W. Chicago Street. He anticipates
that there may be another cleanup day prior to the Open Elgin event to be held on
Saturday, April 21St
b. Commissioner Rowe shared historic images from Fire Barn No. 5, one of which
included a rare image of the Elgin Tower Building being constructed.
c. Commissioner Anderson reminded everyone of the upcoming Mid-Century Bike Tour
that will be held on May 10th as one of the Preservation Month events.
d. Commissioner Bauer stated that the Schweikher House, located in Schaumburg, was
recently mentioned in a blog post by the National Trust. Bauer is the historian for
the house museum.

3. Preservation Month Planning
a) Staff provided a list of events for Preservation Month to the Commissioners.The
Commission noted that there is a large variety of events this year, of which they
are excited to attend.
4. Mayor's Award Planning
a. Staff went through the day of the event timing with the Commissioners and asked
them to be at the gymnasium no later than 5PM that day to help set up.This
includes setting up chairs, tables, architectural boards from the Elgin History
Museum as well as the directional signage for the attendees.
F. New Business
a. Presentation on update of 1999 Mail Order House Research by Rebecca Hunter
a) Rebecca was unable to attend the meeting to present her findings but noted that
she will do so at the next Heritage Commission meeting in June.
b. Advertisement: Bravo Magazine
a) Staff asked the Commissioners if they'd like to submit an advertisement for
Preservation Month as they did the previous year.The amount of the
advertisement would not exceed $120.
A motion was made by Commissioner Anderson to fund an advertisement in
Bravo Magazine for Preservation Month not to exceed an amount of$120.The
motion was seconded by Commissioner Rowe.
The motion passed unanimously.
c. Plaques to be Made
a) Staff stated that there will need to be two Heritage Plaques and one Sears,
Roebuck and Company plaque to be made prior to May 1, 2018.
A motion was made by Commissioner Rowe to approve funding the plaques that
will be presented at the Mayor's Awards in an amount not to exceed $95.The
motion was seconded by Commissioner Krebsbach.
The motion passed unanimously.
d. Historic Rehabilitation Grant Review
a) The commission agreed to meet after the regular scheduled Design Review
meeting to be held on Tuesday, April 10th for the review of the submitted
applications for the Historic Rehabilitation Grant Program.

1. 101 Monroe Street—The plaque nomination received the following average scores:
Historic Significance 8.00; Architectural Significance: 6.125; Current Maintenance: 8.00.
A motion was made by Commissioner Thoren to approve awarding the plaque for the
property with the inscription that would read J. &A. (John &Arthur) Kenyon, 1908.
The motion was seconded by Commissioner Savel.

1. Reports from Neighborhood Groups on Heritage Related Activities
a. Commissioner Rowe stated that there were many great events held throughout
Preservation Month but one he enjoyed the most was the Memorial Day event held
at Bluff City Cemetery.
b. Commissioner Rowe also noted that on June 24th the Elgin Area Historical Society's
documentary, Dairies to Prairies will be premiering at the Gail Borden Public Library
at 2PM with a 1PM reception. There is limited seating and he suggested to RSVP as
soon as possible.
c. Commissioner Thoren noted that on June 24th at 11:00AM he will be hosting the
Model A Club and providing tours of the Wing Mansion. He will also be hosting the
Triumph Bank Senior Club in July for a tour.

d. Lastly, Commissioner Thoren noted that the Goodbye Ceremony for former Police
Chief Jeff Swoboda was a wonderful sendoff to a person who has dedicated over 20
years in Elgin and that he will be missed.
2. 2018 Elgin Heritage Commission Goals
a. Historic District Signage
Staff noted that she will be pursing two bids for the downtown historic signs. She
also noted that Public Works has stated that they will install the signs once they are
made.
b. Historic Resources Survey
Staff provided the Commission a blank survey form as well as walked them through
the first area to be surveyed of the Midwest Neighborhood Part 1. She noted that
she has not heard from her contact at Judson University yet to confirm if this could
be incorporated within their fall curriculum.
c. Web Based App
a) Photographs:
Since April, Staff received additional photographs from the Commission and will
double check the list to ensure that all missing and outdated photographs of
properties on HistoricElgin.com have been taken.
d. Elgin Historic District and Landmark Design Guidelines

rik 3. Preservation Month Recap
a) The Commissioners discussed the success of the Mayor's Awards. Chairman
Wiedmeyer asked the Commissioners to come up with other appropriate sites
for the Mayor's Awards to be discussed at the September agenda meeting. Staff
thanked everyone who participated in helping set up and take down for the
event.
b) Commissioners reviewed attendee numbers for several of the Preservation
Month events.The Commissioners noted that many of the events planned were
well attended.
F. New Business
a. Presentation of Hanover Township signage for Civic War General John S. Wilcox and
General William Lynch (Thomas Kuttenberg).
a) Thomas gave a presentation to the Commission on Hanover Townships Heritage
Marker program and their proposals to create a sign commemorating Generals
John Wilcox and William Lynch. He noted that the language of the signs is being
looked at by the Elgin History Museum and that they will work with the Parks
and Recreation Department for the location of the sign. The goal for the
installation and dedication of the sign will be during the Elgin History Museum's

rCemetery Walk.The Commission thanked Thomas and Hanover Township for
this wonderful program and for this additional sign and that they are excited to
see it completed.
A motion was made by Commissioner Rowe to approve the installation of a
Heritage Marker of Generals Wilcox and Lynch at Bluff City Cemetery.
The motion was seconded by Commissioner Anderson.
The motion passed unanimously.
b. Presentation on update of 1999 Mail Order House Research by Rebecca Hunter
a) Rebecca provided an update on her Mail Order House research. She stated that
although there were a handful of new homes added to the survey, she noted
that the content and quality of the survey has increased due to better access to
historic records and mortgages.
b) She asked the Commission if this data could be included on the HistoricElgin.com
website as Elgin has the most extensive research on its mail order homes.The
Commission enthusiastically agreed that this would be great information to put
on the website. Commissioner Bauer had concerns regarding space and if there
is additional cost if we exceed so much server space. The Commissioners agreed
that this was a concern and asked staff to look into the amount of server space
the website still contains and if there is need to increase it.
c) Rebecca also asked the Commissioners to think about adjusting the
r requirements for receiving a Sears, Roebuck & Company plaque as many of these
mail order homes have been altered since very few are located within the
historic districts. She noted that if the architectural significance is relaxed,then
there may be more interest from these property owners to apply and receive the
plaque if their home is an authenticated sears home, meets maintenance
standards and the homeowner has submitted the history of the original owners.
The Commissioners noted that they will discuss this adjustment to the Sears,
Roebuck& Company plaque guidelines at a future scheduled meeting.
c. EHC Appointments/Term Expirations
a) Commissioners Thoren,Savel and Wiedmeyer will have expired terms. It was
inquired as to their interest in continuing to serve on the Commission of which
they noted their interest and willingness to continue to serve on the
Commission.
A motion was made by Commissioner Rowe to nominate John Wiedmeyer as
Chairman.
The motion was seconded by Commissioner Bauer.
The motion passed 8-0-1 (Wiedmeyer abstained).
Staff noted that in the absence of the Chairman a Vice Chairman shall be
appointed.
A motion was made by Commissioner Rowe to nominate Kimberly Bauer as Vice
Chairman.

G. Other Business
1. Staff reminded the Commission that the Heritage Commission will not be having a July
meeting as a holiday lands on the meeting date. She stated that if the Commission feels
that they need to meet in July to discuss business, she will coordinate a meeting date
and location.

A motion was made by Commissioner Anderson to adjourn the meeting. The motion was
seconded by Commissioner Thoren and passed unanimously. The meeting was adjourned
at 8:43 p.m.

Proposed Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.
1. Members Present: Brian Anderson, Kimberly Bauer, John Marston, Judith Van Dusen,
Tom Krebsbach, George Rowe, and John Wiedmeyer
2. Members Absent: Scott Save!, Steve Thoren
3. City Staff Present: Christen Sundquist, Historic Preservation Planner
B. Approval of Minutes:
1. A motion was made by Commissioner Anderson to approve the June 5, 2018 minutes
with the following amendments: D-1 "Thoren abstained"to "Krebsbach abstained,"and
F-B-C "next scheduled meeting"to "future scheduled meeting."The motion was
seconded by Commissioner Krebsbach.
The motion passed unanimously.
C. Recognize Persons Present: None
D. Plaque applications:
1. 345 Vincent Place —The Commissioners felt that the plaque could use a little more
information in the architectural section as well as the history section. They asked staff to
provide the applicants an example of a detailed application to follow.
A motion was made by Commissioner Rowe to table the review of 345 Vincent Place.
The motion was seconded by Commissioner Krebsbach.
The motion passed unanimously.
E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Commissioner Rowe noted an upcoming event on Friday, August 10th at 770 W.
Highland Avenue. It is the Elgin Area Historical Society's Summer Soiree and will be
held from 6:00pm—8:00pm.
b. Commissioner Rowe also noted that the premier of the Elgin Area Historical
Society's documentary, Dairies to Prairies was held on June 24th the Gail Borden
Public Library. The exhibit has traveled to other events with an upcoming showing
on September 15th at 5:00PM at Gray Willow Farm. Commissioner Rowe thanked the
Commission on behalf of the Elgin Area Historical Society as the Commission
donated the first$500 toward the project.

ellik c. Commissioner Rowe also gave an update regarding the Nancy Kimball House (302
W. Chicago) noting that the roof, two chimneys, windows, siding and plumbing will
be completed before winter.
2. 2018 Elgin Heritage Commission Goals
a. Historic District Signage
Staff received two bids for the historic district signage and presented to the
Commission.
A motion was made by Commissioner Anderson to recommend using Tapco Signs
(lowest, qualified bidder) for the creation of 30 historic district signs.
The motion was seconded by Commissioner Bauer.
The motion passed unanimously.
b. Historic Resources Survey
Commissioner Anderson asked if the Commission should seek a grant for the survey
as the State Historic Preservation Office offers grants every year for this type of
purpose. Staff noted that she has looked into these grants, however, the
Commission would need to come up with 25%of the total project cost and based on
previous surveys completed, the Heritage Commission's budget would not cover the
25%.Therefore, it is recommended to still perform the survey as a volunteer project
but if this does not work, circling back to the grants may need to be done.
r Commissioner Anderson also noted that the survey form should also include door
configurations as doors are significant elements to the home. Chairman Wiedmeyer
noted that it may be more difficult for surveyors to be able to tell what the door
configuration is or if it is made out of wood or metal as they are only able to do the
survey from the sidewalk, and there could be storm doors blocking what may be an
original door. Chairman Wiedmeyer suggested that a photograph of the door be
taken rather than putting another field onto the form causing more time to be spent
at each property. The Commissioners agreed that a photograph of the door would
be more helpful and that if the door can be seen, and is significant, then it can be
noted in the Significant Features section of the form.
c. Web Based App
a) Photographs:
Staff noted that the photographs needed have all been taken and that she will
begin to upload them to the website.
d. Elgin Historic District and Landmark Design Guidelines
Staff provided each Commissioner a packet of the front end of the edited Design
Review Documents. She asked each Commissioner to go through the packet to
note if the design should change, the organization of the chapters or if they have
any other comments to come prepared for the September Heritage Commission
meeting to discuss.

F. New Business
a. Replacement Plaques
A motion was made by Commissioner Rowe to fund the replacement of two plaques
that are either missing or in poor condition at 429 Raymond Street and 68 S. Jackson
Street.
The motion was seconded by Commissioner Marston.
The motion passed unanimously.
b. Renew Memberships
A motion was made by Commissioner Rowe to renew the Commission's
memberships with Landmarks Illinois, National Alliance of Preservation Commissions
and Illinois Association of Historic Preservation Commissions for 2018-2019.
The motion was seconded by Commissioner Bauer.
The motion passed unanimously.
c. Elgin Tower Building—Awarded a Richard H. Driehaus Foundation Adaptive Reuse
Award
a) Staff announced the award of the Elgin Tower Building project to the
Commission of which they noted was very much deserved. Staff stated that the
awards ceremony will be held on September 15th at 5:00PM at 610 S. Michigan
Avenue and that tickets are being sold at www.landmarks.org.

G. Other Business
1. Commissioner Bauer announced her resignation from the Heritage Commission due to
being offered a Historic Preservation Planner position at the City of Brighton, Colorado.
She noted that it was a pleasure to have worked with the Commissioners as she has
learned a lot from each of them.The Commissioners gave her a hearty congratulations
and noted that she will be sorely missed.
H. Adjournment
A motion was made by Commissioner Bauer to adjourn the meeting. The motion was
seconded by Commissioner Anderson and passed unanimously. The meeting was
adjourned at 8:02 p.m.

Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Staff member, Christen Sundquist
B. A motion was made by Commissioner Rowe to appoint Commissioner Savel as Chairman
Pro Tern due to the absence of Chairman Wiedmeyer. The motion was seconded by
Commissioner Marston.
The motion passed unanimously.

1. A motion was made by Commissioner Rowe to approve the August 7, 2018 minutes as
submitted. The motion was seconded by Commissioner Krebsbach.
The motion passed 5-0-1 (Savel abstained).
D. Recognize Persons Present: Rebecca Hunter
E. Plaque applications:
1. 721 N. Spring Street—The plaque nomination received the following average scores:
Historic Significance 7.83; Architectural Significance: 8.33; Current Maintenance: 7.83.
A motion was made by Commissioner Anderson to approve awarding the plaque for the
property with the inscription that would read E. (Eva) & M. (Mellen) Whitney, 1903.
The motion was seconded by Commissioner Krebsbach.
The motion passed unanimously.
2. 1182 Cedar Avenue—The plaque nomination received the following average scores:
Historic Significance 8.83; Architectural Significance: 8.83; Current Maintenance: 8.00.
A motion was made by Commissioner Anderson to approve awarding the plaque for the
property with the inscription that would read M. (Mabel) Glover, 1928.
The motion was seconded by Commissioner Marston.
The motion passed unanimously.

a. Commissioner Rowe thanked Commissioner Thoren for offering an auction prize for
the Elgin History Museum's summer soiree. The prize was a ride in his Model-T and a
tour of the Wing Mansion.The prize was well sought after as two couples bid $400
each.
b. Commissioner Rowe noted that the Elgin History Museum's Cemetery Walk will be
held on Sunday, September 23rd beginning at 11:00AM.There will be a family
friendly walk beginning at 3:00PM.
c. Commissioner VanDusen stated that this upcoming Saturday and Sunday will be the
Gifford Park Association's annual Housewalk which will be located in the Spring-
Douglas Historic District.
2. 2018 Elgin Heritage Commission Goals
a. Historic Resources Survey
Staff stated that she has not been able to connect with her contact at Judson
University regarding the survey exercise. She is hoping to hear from him after the
first couple weeks of school has gone by to schedule a date for the students to head
out to the survey area.
The Commissioners again discussed the inclusion of a doors field in the survey. The
overall consensus was that it is difficult to see the design of the door as most people
have storm doors in front blocking the view of the actual door. It was noted that
photographs are more beneficial as there are endless door designs and trying to
describe each one would be time consuming when out in the field.
Commissioner Anderson made a motion to include the door field into the survey
form. There was no second. The motion falls to the floor.
b. Elgin Historic District and Landmark Design Guidelines
a) Commissioner Anderson stated that highlighting key architectural features with
photographs exhibit each style that could be found in the historic districts was
extremely beneficial and very easy to read. Commissioner Rowe agreed that the
format worked well but questioned if there will be a glossary of terms to further
explain architectural features. Staff stated that there will be a glossary of terms
that borrows from what is currently in the guidelines but will elaborate more
with possible images next to the term.
Staff stated that she will be including changes of the content of the guidelines for
discussion at the upcoming Design Review Subcommittee meetings. After their
approval, the changes will be brought to the Heritage Commission for review and
then will brought before City Council for their review and approval.
G. New Business
a. Review of National Register Nomination for 1212 Larkin Avenue
Commissioner Anderson questioned why Criterion C (architectural significance) was

not marked for the qualification to the National Register of Historic Places. Staff
noted that it is typically easier for National Register approval to only focus on one
criterion and it may have been a situation where the authors had a better case and
more information to discuss the Larkin Center's influence from its social history than
with its architectural significance. Staff also stated that Illinois Historic Preservation
Division's staff work closely with nominators and likely have made this decision to
not include Criterion C through some lengthy debate.
The Commissioners agreed that this building is worthy of being placed on the
National Register of Historic Places as it is already a local landmark and it will bring
more attention to the building.
A motion was made by Commissioner Anderson that the property and the
nomination satisfies the National Register criteria and supports the inclusion of the
Larkin Home for Children to be listed on the National Register of Historic Places. The
motion was seconded by Commissioner Krebsbach.
The motion passed unanimously.
b. December Plaque Awards—Tuesday, December 4, 2018
a) Staff stated that there are potentially five plaques that will be awarded at
December's plaque awards.
(a) She stated that in addition with the five plaques, there are two replacement
plaques that will need to be made. She stated that new plaques will need to
be made with the reimbursement of material cost. Commissioner Krebsbach
stated that he could help with painting of the plaques, if needed.
A motion was made by Commissioner Rowe to set aside$125.00 for the
materials of the plaques. The motion was seconded by Commissioner
VanDusen.
The motion passed unanimously.
b) Staff asked the Commission to begin to brainstorm for ideas of topics and
speakers for the December Plaque Awards and that we will circle back to this
discussion at the October meeting.
c. City Hall—50th Anniversary celebration
Staff stated that the celebration will likely be at the December 19th City Council
meeting where a proclamation will be read by Mayor Kaptain highlighting the
significance of not only the City Hall's but the City of Elgin's past 50 years.There will
be cake in the lobby along with a slideshow of historic photographs showing in the
background.
Staff stated that she has tried to get a hold of Mike Alft as he was the Mayor at the
time the building was built. The Commissioners noted that Mr. Alft may not be able

to make the event as it is so close to the holidays. Commissioner Rowe suggested to
contact Elizabeth Marston just in case Mr. Alft was not aware of the invitation.
Commissioner Rowe also suggested that if Mr. Alft cannot attend the celebration
that Bill Briska could accept the proclamation on behalf of Mr. Alft.
H. Other Business
1. Heritage Marker Dedication at Bluff City Cemetery Invitation
The Commission was invited to the Heritage Mark Dedication of Generals John Wilcox
and William Lynch at Bluff City Cemetery on Saturday, September 22nd at 9:00AM.
Commissioner Rowe will be giving a speech on behalf of the Elgin History Museum,
along with Mayor Kaptain.
I. Adjournment
A motion was made by Commissioner Rowe to adjourn the meeting. The motion was
seconded by Commissioner Krebsbach and passed unanimously. The meeting was
adjourned at 8:41 p.m.

minutes with the following amendments: F-2-B "show casing"to "exhibit."The motion

C. Recognize Persons Present: Rebecca Hunter
D. Plaque applications:
1. 278 Douglas Avenue—The plaque nomination received the following average scores:
Historic Significance 8.57; Architectural Significance: 8.29; Current Maintenance: 8.43.
A motion was made by Commissioner Anderson to approve awarding the plaque for the
property with the inscription that would read A. (Amelia) Hoagland, 1872.
The motion was seconded by Commissioner Thoren.
The motion passed 7-0-1 (Save)abstained).
A motion was made by Commissioner Thoren to approve awarding an additional plaque
for 278 Douglas Avenue that acknowledges the c. 1920 Sukkah. The plaque would be
installed beneath the Heritage Plaque.
The motion was seconded by Commissioner Anderson.
The motion passed 7-0-1 (Savel abstained).
E. Old Business

a. Commissioner Marston stated that Commissioner Rowe did a wonderful job
speaking at the plaque ceremony at Bluff City Cemetery that Hanover Park held on

b. Commissioner Rowe thanked Chairman Wiedmeyer for setting up chairs for the Elgin
History Museum's Cemetery Walk that was held on September 23rd
c. Commissioner Marston also thanked the Commissioners for their participation of
Gifford Park Association's Annual Housewalk.
d. Commissioner Thoren stated that there was a nice ceremony/ribbon cutting of the
225-227 E. Chicago Street for the completion of the rehabilitation of the historic
Carswell's building.
2. 2018 Elgin Heritage Commission Goals
a. Historic Resources Survey
Staff stated that this project will return for discussion until the summer of 2019.
b. Elgin Historic District and Landmark Design Guidelines
(a) Staff gave a quick update regarding the corrections and additions that are
being made by the Design Review Subcommittee of the Historic District and
Landmark Design Guidelines. Once the Design Review Subcommittee has
made their changes, it will go before the Heritage Commission for review.
3. December Plaque Awards—Tuesday, December 4, 2018
a. 278 Douglas Avenue will be the topic for the guest lecturers with Rebecca Hunter to
speak on the property's history, Scott Savel to speak about the building's restoration
and Richard Renner to speak on the re-discovery of the Sukkah and the Jewish ties
to Elgin.The presenters will have 10 minutes each to talk.
F. New Business
1. Historic Elgin
a. Staff gave the Commissioners an updated list of properties that need updated
photographs on the website. Commissioners Thoren, Rowe, Krebsbach and
VanDusen volunteered their time to take the remaining photographs.
G. Other Business
None.
H. Adjournment
A motion was made by Commissioner Rowe to adjourn the meeting. The motion was
seconded by Commissioner Krebsbach and passed unanimously. The meeting was
adjourned at 8:20 p.m.

D. Plaque applications:
1. 607 Douglas Avenue —The plaque nomination received the following average scores:
Historic Significance 8.57; Architectural Significance: 8.43; Current Maintenance: 8.14.
A motion was made by Commissioner Thoren to approve awarding the plaque for the
property with the inscription that would read W. & S. (William & Sophia) Lea, 1903.
The motion was seconded by Commissioner Krebsbach.
The motion passed 7-0-1 (Savel abstained).
2. 278 Douglas Avenue—Sukkah nomination to be included with the 278 Douglas Avenue
house nomination.
A motion was made by Commissioner Rowe to include the additional information about
the Sukkah located at the rear of 278 Douglas Avenue to the house nomination that was
submitted and approved at the regular scheduled Heritage Commission held on October
2, 2018.
The motion was seconded by Commissioner Marston.
The motion passed 7-0-1 (Savel abstained).
E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities

ra. Commissioner Rowe stated that the Elgin History Museum hosted an event on
November 3rd at the Nancy Kimball House located at 302 W. Chicago Street to
commemorate work that was completed this year including the roof, siding,
painting, plumbing and soon to be windows. Commissioner Rowe stated that by the
end of the year the building will be weathertight.
b. Commissioner Rowe also noted the upcoming Elgin History Museum annual benefit
to be held on November 17th at the Grand Victoria. Bucky Halker will be the guest
entertainment and will sing Folksongs of Illinois.
c. Commissioner Thoren stated that he is planning on running for a City Council seat
this upcoming Spring.
2. 2018 Elgin Heritage Commission Goals
a. Historic Resources Survey

3. December Plaque Awards—Tuesday, December 4, 2018
a. Commissioners briefly discussed the upcoming event and volunteered for dishes to
pass. Staff noted that the social hour will begin at 6:00PM with the ceremony
beginning at 7:00PM.

1. Approval of 2019 EHC and DRSC meeting schedule.
A motion was made by Commissioner Savel to approve the 2019 EHC and DRSC meeting
schedule.
A motion was seconded by Commissioner Anderson.
The motion passed unanimously.
2. Elgin Heritage Commission Budget
a. Staff provided the Commission with its current budget status. She reviewed
upcoming anticipated expenses including the cost of the Historic Elgin website and
materials for plaques. There were some remaining funds of which were
recommended to be used for a down payment to the caterer for the 2019 Mayor's
Awards.
A motion was made by Commissioner Savel to use Schaul's Signature Cuisine as the
caterer for the 2019 Mayor's Awards.
The motion was seconded by Commissioner Thoren.
The motion passed unanimously.
A motion was made by Commissioner Anderson to use remaining funds as a deposit
for the caterer and to purchase certificate frames for the 2019 Mayor's Awards.
