Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.

B. Approval of Minutes:
1. A motion was made by Commissioner Anderson to approve the November 1, 2016
minutes with the following amendments: The location of the Elgin History cobblestone
event under Agenda Item E-1-C was omitted. The following was inserted, "...volunteers
came out to the site of the Nany Kimball House(302 W. Chicago St)..."
The motion was seconded by Commissioner Savel.
The motion passed 8-0-1 (1 abstention: Krebsbach).
C. Recognize Persons Present: None
D. Plaque applications:
1. 1036 Hill Avenue—The plaque nomination received the following average scores:
Historic Significance 6.89; Architectural Significance: 6.89; Current Maintenance: 7.33.
A motion was made by Commissioner Thoren to approve awarding the plaque for the
property with the inscription that would read C. & E. (Cleytus & Edna) Krunnfuss, 1926.
The motion was seconded by Commissioner Savel.
The motion passed unanimously.
The Commission agreed that in the future, if the builder and/or architect cannot be
found, that the applicant shall notate N/A in this area on the application form to
indicate that they could not uncover the architect/builder in the their research.

a. Elgin History Museum - Commissioner Rowe noted that the Heritage Commission's
December Heritage Awards was well attended at the Elgin History Museum. He
continued to thank Commissioner Thoren, Commissioner Bauer and Staff for their
hard work on a successful evening. Commissioner Anderson wanted to clarify that
the photographs used for 928 Bellevue Avenue were not current and that he
encourages all to drive past the home to see the new paint colors.
b. NENA—NENA held its annual Homes for the Holidays tour the first week in
December. Commissioner Van Dusen stated that it was well attended and all of the
homes were beautifully decorated for the season. Commissioner Anderson thanked
Staff for the timely completion of the plaque for 1015 Douglas Avenue and noted
that the owners were pleased to receive it prior to being on the Homes for the
Holidays Tour.
c. Staff and Chairman Wiedmeyer congratulated the Commission again for their Illinois
Association of Historic Preservation Commission's Commission Excellence Award.
The ceremony was held on December 10th at the Joliet History Museum.
d. Commissioner Marston noted that there was a fantastic article regarding Elgin's
museums in the latest issue of Bravo that he encourages all to read.
e. Commissioner Thoren noted that he recently gave the winner of the Heritage
Commission's Window Treasure Hunt, a two-hour, private tour of the Wing Mansion.
The Commission thanked Commissioner Thoren for offering the prize.
2. Mayor's Initiative Ideas
a. Directional Signage 2017
(i) Staff noted that the Downtown Neighborhood Association —Design
Committee is interested in partnering for the creation of signage for the
Downtown Historic Commercial District. The idea for a competition of the
design of the signage was also brought up at the DNA—Design Committee's
meeting in December, 2016. The Heritage Commission agreed that this
would be a great partnership.
A motion was made by Commissioner Anderson to partner with the
Downtown Neighborhood Association —Design Committee for the
organization of a design competition for the historic district signage.
The motion was seconded by Commissioner Thoren.
The motion passed unanimously.
b. Web Based App
1. Tour Booklets:
(i) Staff noted to the commission that the Downtown Neighborhood
Association's Design Committee will be beginning its second phase in tour
booklets. The second phase will be focused on churches located downtown
or Elgin's mid-century modern buildings located in its city center. Staff noted
that a mid-century modern tour would be more in line with a possible tour
that is being organized for the Chicago Architectural Biennial and/or National

Trust for Historic Preservation Annual PastForward Conference, both held in
E the fall of 2017 in Chicago.
(ii) Staff also stated to the Commission that the Near West Neighbors
Association are currently working on a tour booklet to be completed by May,
Preservation Month.
2. Photographs:
It was noted that the Commission is diligently taking photographs of their
assigned buildings and will return the photographs as soon as possible to staff to
upload to the website. Commission Bauer noted that she is currently uploading
the plaque applications from 1991 working back until 1986 (program start).
F. New Business
a. 2016 Budget wrap up and 2017 budget projects
1. Ms. Sundquist noted that the partnership with the Downtown Neighborhood
Association for the 2016 Mayor's Awards helped cut a lot of costs associated
with the ceremony. Ms. Sundquist also stated that the remaining balance was
$1,246.28 and was donated to the Elgin Area Historical Society to be used for the
Dairies to Prairies Documentary, Nancy Kimball House and/or the purchase of
new equipment.
Commissioner Anderson asked if the Commission should set aside funds for
attendance for the upcoming National Trust Conference in November, held in
Chicago. The Commission agreed to discuss setting aside funds once fees,
sessions and tours are known.
b. 2017 Heritage Commission Goals
1. Staff presented a list of possible goals that the Heritage Commission could focus
on this year. She asked that the Commissioners review the list and at the next
meeting the Commission should discuss what to focus their efforts on this year.
c. Preservation Month Planning
1. Staff stated that this year's Mayor's Awards will be held on Tuesday, May 2, 2017
at 1 Douglas Avenue—4th Floor. She noted that this space is currently empty and
that the owner, Kurt Kresmery, has graciously offered the space for no fee. The
space offers everything that the Commission is looking for including easy access,
an elevator, historic elements (exposed brick), a kitchenette, and a large open
space. Staff did note that the Commission is responsible for providing chairs,
tables and linens along with clean up. Commissioner Rowe volunteered to look
into borrowing chairs (250) for the event. Staff stated that she will contact
Heritage Commission Associate member, JoEllen Doscher, who was the caterer
for the past Mayors Awards events,to see if she'd volunteer to cater the event
again this year.

d. Staff noted that there are several conferences and events happening in Chicago in
the fall including the Chicago Architectural Biennial,the National Trust for Historic
Preservation Annual PastForward conference and DOCOMOMO Annual National
Tour Day. She stated that she will be working with Landmarks Illinois to organize a
mid-century tour in Elgin, including Bertrand Goldberg's Laundry Building for the
upcoming conferences in the fall. Once initial items have been organized, she noted
that she may need help from the Commissioners with the organization.
G. Other Business
1. Commissioner Bauer discussed having the Heritage Commission connect with State
Senator, Cristina Castro,to give her a tour of our historic resources in one of our
districts. Commissioner Bauer noted that since this is a new appointment for Senator
Castro that it would be beneficial to give her a background of Elgin's history and what
we have to offer.
2. Commissioner Van Dusen noted that she was recently in Houston, Texas to visit her son
and went on several tours of the historic districts that they have in the City. She found it
interesting that the city offers a Historic Building Relocation Program and noted that it
r was founded in 2002. The program has successfully relocated 32 homes to provide
affordable housing throughout Houston. The program boasts its innovative, green
strategy to address its affordable housing needs. If the buildings were not relocated,
they would have been demolished, with its materials ending up in the landfill.
H. Adjournment
A motion was made by Commissioner Thoren to adjourn the meeting.The motion was
seconded by Commissioner Krebsbach and passed unanimously. The meeting was
adjourned at 8:43 p.m.

Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.

1. A motion was made by Commissioner Anderson to approve the January 3, 2017
minutes.
The motion was seconded by Commissioner Rowe.
The motion passed unanimously.

1. Reports from Neighborhood Groups on Heritage Related Activities
1. Elgin History Museum - Commissioner Rowe noted that the work at the Nancy
Kimball House is continuing in mild temperatures with Berkley Crowe working
through warm periods.
2. Commissioner Rowe also stated that plans have been underway for a Civil War
Reenactment on the grounds near the Elgin Mental Health Hospital.The
reenactment will be on a Saturday and Sunday in June.
2. Mayor's Initiative Ideas
1. Directional Signage 2017
(i) Staff updated the Commission stating that she has contacted Public Works to
outline the process for installing district signs on top of street signage. She
noted that we will need to look into a 3rd party vendor for the creation of the
signs.

Commissioner Krebsbach stated that he will submit photographs to staff by the
end of the week.
3. 2017 Heritage Commission Goals
The Commission agreed to focus on the Downtown Historic District signage as well as
pushing forward to survey the next neighborhood. Commissioner Anderson noted that
we need to continue to serve the mission of this commission and that it has been 10
years since the previous survey was completed. Commissioner Rowe agreed that it has
been too long since the last survey in 2008 and that surveys help with determining key
historic structures that in the future may become landmarks or even part of a historic
district. Commissioner Anderson also mentioned that in the future,the Commission
should focus on having multiple street banners made to advertise Preservation Month
that could be installed downtown the entire month. Commissioner Savel noted that
possibly one large overhanging street banner would be sufficient to advertise
Preservation Month. The Commission agreed.
rak 4. Preservation Month Planning
1. Mayor's Award Planning: Staff stated that our previous caterer, who is also an
association member of the Heritage Commission, is no longer able to offer her
services for the Mayor's Awards. This means that the for-cost/donation for the
catering that the Commission has received in the past is no longer available and that
they will have to seek out outside vendors. Staff presented several cost estimates of
local caterers to the commission for review. The Commission had an intense
discussion regarding the cost as all of the estimates were over half of the
Commission's budget for the entire year.
The Commissioners noted that this is a signature event that not only the
Commissioners look forward to but many in the community look forward to as well.
However, using half the budget on catering will take funds away from community
projects that the Commission has helped kickstart and support in the past.The
Commission noted that they will need to seek additional assistance in the future as
their minimal budget will no longer be sufficient due to the additional costs
associated with the Mayor's Awards.
Commissioner Savel made the motion for staff to take the lowest, responsible bidder
that meets the Heritage Commission's needs for the Mayor's Awards not to exceed
r $2,750.

The motion was seconded by Commissioner Rowe.

5. Upcoming Events
Staff stated that she has been organizing a Mid-Century Modern Tour in Elgin for the
National Trust Conference. She stated that the deadline for submission is February 15th
and that we will find out at the beginning of April if we are chosen as a field study. The
conference's online registration begins on July 1, 2017.
F. New Business
1. Elgin Bungalow Thematic Historic District—Discussion
Staff provided examples of different styles associated with the bungalow type. She
stated that she will give recommendations to owners interested in the applying into the
district if their home qualifies as a bungalow. This is to ensure that the owner, staff and
the commission do not waste time on homes that do not meet the characteristics
needed to be a part of the district.
2. Historic Rehabilitation Grant Workshop
Staff stated that, overall, it was a good turnout and that many questions from the
audience were answered. Commissioner Anderson thanked Staff, Commissioner Savel
and Chairman Wiedmeyer for participating in the workshop.
G. Other Business
1. Commissioner Bauer discussed having the Heritage Commission connect with State
Senator, Cristina Castro,to give her a tour of our historic resources in one of our
districts during Preservation Month. Commissioner Bauer noted that since this is a new

Proposed Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.

B. Approval of Minutes:
1. A motion was made by Commissioner Rowe to approve the February 7, 2017 minutes
with the following amendments: Commissioner Anderson pointed out that
Commissioner Savel suggested to focus on only one street banner for next year and that
Commissioner Anderson stated that the Commission should focus on multiple banners.
The following was inserted, "Commissioner Anderson also mentioned that in the future,
the Commission should focus on having multiple street banners made to advertise
Preservation Month that could be installed downtown the entire month. Commissioner
Savel noted that possibly one large overhanging street banner would be sufficient to
advertise Preservation Month. The Commission agreed."
The motion was seconded by Commissioner Savel.
The motion passed 7-0-2 (2 abstentions: Thoren and Marston).

r 1. Commissioner Thoren stated that he spoke to a young couple that recently moved
into 870 Mill Street. He stated that they went on the Gifford Park Association's
Housewalk last year and that convinced them to move to Elgin. Commissioner
Thoren said that this is extremely important as these local preservation events that
are hosted by grassroots organizations as well as the City of Elgin, are bringing
people to Elgin. He noted that it shows that protecting and highlighting Elgin's
history should be advertised more and not less.

Commissioner Rowe and Commissioner Krebsbach submitted the photographs
they were assigned.
4. Tour Booklets—no update
3. Preservation Month Planning
1. Staff provided the Commission with a "so-far" list of the events submitted for
Preservation Month. The event submission is due Friday, March 24th and will be
discussed at the next meeting. Commissioner Bauer put together a letter to send to
r Senator Castro and suggested two tours to choose from, one of downtown and one
of the Near West Neighborhood. The Commission stated that the downtown tour
suggestion is more appropriate. Staff noted that a downtown historic walking tour
was already submitted by the Elgin History Museum for Preservation Month but the
Commission may be able to piggyback on this already scheduled event.
4. Mayor's Award Planning:
1. Staff stated that a caterer, Schaul's Cuisine, was chosen as they were below our
maximum budget that was agreed upon at the February 7th Heritage Commission
Meeting. Commissioner Rowe stated that he can provide 250 chairs for the event
and would like to set up on Monday, if possible. Commissioner Savel and Chairman
Wiedmeyer noted that they can help with the set up.
2. Mayor's Awards Nomination Review
a) Ten nominations had been submitted to the Commission for consideration of a
Mayors Award. Each of the nominations were discussed by the Commission
based on the criteria for selection with the following individual action of the
Commission:
(i) Joseph Rich.
For his improvement of his front porch and landscaping at 563 Enterprise
Street. Chairman Wiedmeyer stated that the work completed on the
porch and landscaping was nicely done, however, he mentioned that the
removal of original, historic elements including the colonial round

columns and the traditional balustrade did not meet the requirements to
receive a Mayor's Award for Historic Preservation. The Commission
agreed that they appreciate all the work that residents do to improve
their homes, however, the work completed did not meet the
requirements.
A motion was made by Commissioner Anderson to recommend the
nomination for a Mayor's Award.
The motion was seconded by Commissioner Krebsbach.
The motion failed unanimously.
(ii) Christopher & Rebekah Berry. Nominated by Dan Miller.
For their exterior and interior rehabilitation of 442 DuPage Street.
Chairman Wiedmeyer stated that the Berrys were deserving of a Mayor's
Award, however the nomination was incomplete Commissioner Thoren
stated that the Mayor's Awards were to recognize people who have
contributed to Elgin's history and that the Berrys certainly have done so
with their rehabilitation of the exterior and interior. However, he noted
that the Commission should table and consider the application until the
April 4, 2017 Heritage Commission meeting to allow for time to collect
interior images that were not included in the application.
A motion was made by Commissioner Thoren to table the nomination for
the April 4, 2017 meeting.
The motion was seconded by Commissioner Savel and passed
unanimously.
(iii) Glen and Susan Holland. Nominated by John Marston.
For rehabilitating, upgrading and maintaining the historic McClure Family
properties located at 770 W. Highland Avenue and 272 McClure Avenue.
Commissioner Thoren stated that people who are investing in this
neighborhood and Elgin's history have made a commitment to Elgin. He
stated that the Hollands could have gone anywhere but they stayed here
and that the Commission should acknowledge their hard work.
Commissioner Anderson also stated that the two properties are great

For revitalizing and rehabilitating the cloistered buildings located at 265,
263-267 and 269-271 Douglas Avenue. Commissioner Savel stated that

the address at 265 Douglas Avenue, alone, does not meet all of the
requirements for a Mayor's Award, however, he noted that the nominee
has rehabilitated more buildings on this block that are definitely worthy
of a Mayor's Award collectively. He stated that the nominee is changing
the neighborhood and should be nominated under a body of work versus
an individual property. Commissioner Marston agreed and also stated
that 265 Douglas Avenue is hidden and that it is easy for those properties
to fall into disrepair so he commended the owner for restoring the home
even though it is often overlooked.
A motion was made by Commissioner Anderson to recommend the
nomination for a collective body of work for a Mayors Award.
The motion was seconded by Commissioner Rowe.
The motion passed 8-0-1 (1 abstention:Savel).
(v) Jacqueline Vossler & Richard Renner. Nominated by Richard Renner,
amended by the Heritage Commission.
For their numerous contributions to the Elgin History Museum such as
their exhibit, "Designing for America: Elgin American Compacts, 1926-
1951." The nomination was originally only for Jacqueline Vossler,
however, the Commission amended the nomination for both Jacqueline
and Richard as they collectively have done so much for Elgin's heritage.
Commissioner Rowe stated that Jacqueline and Richard were key parties
that organized an Art Deco program at the museum. They are members
of the Chicago Art Deco Society, of which, Richard Souyoul, developer of
the Elgin Tower Building, is also a member. Richard Souyoul attended the
Art Deco program at the Elgin History Museum and was made aware of
the Elgin Tower Building which had some aid in prompting him to buy the
property. Along with their current Elgin American Compacts exhibit,
Jacqueline Vossler and Richard Renner continue to contribute greatly to
Elgin's history.
A motion was made by Commissioner Thoren to recommend the
nomination for a collective body of work for a Mayors Award.
The motion was seconded by Commissioner Savel.

(vi)Jennifer Fukala. Nominated by Matthew Martin.
For her extensive contributions to the Near West Neighborhood and Elgin
heritage. The Commission collectively agreed that Jennifer is much
deserving of a Mayor's Award with her past and continued work in
preservation of the Near West Neighborhood.
A motion was made by Commissioner Savel to recommend the
nomination for a Mayors Award.

(vii) Kelly and Jim Langenberg. Nominated by Dan Miller, Scott Savel, and

For their personal hands on effort in the restoration of their home
located at 582 Park Street. The Commission stated that this home is a
gateway into the historic district as it proudly sits on the corner of Park
Street and Liberty Street. It was noted that Jim took off work to
personally paint and restore home. The Commission stated that this work
was absolutely deserving of a Mayor's Award.
A motion was made by Commissioner Thoren to recommend the
nomination for a Mayors Award.
The motion was seconded by Commissioner Anderson.
The motion passed 7-0-2 (2 abstentions:Savel and Wiedmeyer).
(viii) Karen TerHorst & Perry Pollock. Nominated by Scott Savel.
For their complete restoration and rehabilitation of their home located at
844 Brook Street. Commission Anderson stated that no detail was left
untouched with this restoration and that they went above and beyond
what needed to be done. Commissioner Savel stated that this restoration
and rehabilitation made a tremendous visual difference in the
r neighborhood and that they are deserving of a Mayor's Award.

nomination for a Mayors Award.

(ix) Ken Gough. Nominated by Elizabeth Marston.
For his development and implementation of Civil War educational
programs and his impressive interpretation of Elgin Civil War history.
Commissioner Thoren stated that Ken Gough shows an incredible amount
of dedication to Elgin's Civil War History. He stated that Ken has done
research on each Elgin soldier and is always uncovering more to add.
Commissioner Rowe also stated that Ken recreated the Elgin militia outfit
that is absolutely extraordinary.
A motion was made by Commissioner Thoren to recommend the
nomination for a Mayors Award.

a) 674 S. Liberty Street - Public hearing to consider the Individual Elgin Bungalow
Thematic District Application at 674 S. Liberty Street.
The Commission agreed that this home was in excellent condition. Commission
Rowe noted that the porch skirting was unusually done but overall the home was
restored nicely. Commissioner Anderson noted that if 674 S Liberty Street is
approved to be designated into the Bungalow Thematic Historic District, it will be
the only home in Elgin to have all three Elgin plaques including the Heritage
Plaque, Sears, Roebuck& Company Plaque, as well as the Bungalow Plaque.

elk Chairman Wiedmeyer stated that this property has been worth local designation
since it was built as it has been a significant visual landmark not only to the
neighborhood but as well as in Elgin. Commissioner Savel stated that this is the
most deserving structure of an individual landmark as it has been amazingly
restored and holds such high significance due to its association with the Wing
Family. Commissioner Thoren stated that this is extremely important for
Maureen and himself to get this designated as they have lovingly restored this
home and do not wish it to ever be altered. Commissioner Thoren stated that
they are proud to designate this home.
A motion was made by Commissioner Savel to recommend designation of 972 W.
Highland Avenue, The Wing Mansion, as a local Elgin landmark.

A. The meeting of the Elgin Heritage Commission was called to order at 7:01 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.

1. A motion was made by Commissioner Savel to approve the March 7, 2017 minutes with
the following amendments: The following was changed from the Landmark designation
from "The motion passed unanimously"to "The motion passed 8-0-1 (Thoren
elk abstained)."
The motion was seconded by Commissioner Krebsbach.

1. Reports from Neighborhood Groups on Heritage Related Activities
1. Commissioner Rowe stated that you can vote on the name of the new bison at Lords
Park Zoo. You may vote on the Lords Park Zoo Facebook page. Voting for the bison's
name is open through April 30th.The announcement of the winning name of the
bison will be an event a part of Preservation Month in Lords Park from 1PM -4PM on
Saturday, May 13, 2017.

r2. Commissioner Rowe stated that there are several events coming up at the Elgin
History Museum including an interesting lecture on the history of Route 20 to be
held on May 18th as a brown bag lunch.
3. Commissioner Marston noted that Elgin Today featured the Elgin History Museum as
well as Preservation Month in April's segment and encouraged the Commissioners
to see the segment if they haven't already done so.
4. Chairman Wiedmeyer stated that on Thursday, April 6, 2017, he will be leading a
Painted Ladies Bus Tour of visitors from Arlington Heights.The tour will take the
attendees past Elgin's painted ladies ending with a tour of the Wing Mansion.
5. Staff noted that the Washington Post recently interviewed homeowners of Elgin's
Sears Houses as well as local historian and Design Review Commissioner, Rebecca
Hunter, as a part of a video documentary of the Sears, Roebuck and Company
Catalog Homes. Staff also noted that NPR also interviewed Rebecca Hunter and put
together a documentary on Elgin's Sears homes.
6. Commissioner Thoren thanked the Commission again for the recommendation for
approval of landmarking the Wing Mansion. He noted that the Elgin Courier recently
had a write up on March 28, 2017 about the designation.
7. Commissioner Anderson noted that Landmarks Illinois and Kennedy-King College
students will be showing the documentary that they put together on Elgin's
bungalows as a part of their People Saving Places series on April 21, 2017 in Ottawa,
IL.
r8. Commissioner Thoren stated that the Gifford Park Association's Annual Housewalk
will be on the west side this year and that the Wing Mansion and the McClure Family
properties (770 W. Highland and 272 McClure Avenue) will be on the tour this year.
9. Commissioner Thoren also stated that the Model A Club (M.A.R.C) Midwest Chapter
will be visiting the Wing Mansion for a tour. He is expecting at least 20 Model A's in
front of his home for the walking tour.The tour will be held on April 23rd.

were provided of the work completed:

For their exterior and interior rehabilitation of 442 DuPage Street.
Commissioner Anderson thanked Commissioner Rowe for providing more
photographs of all the work the Berrys completed on their home. He
noted that with the additional photographs, the Berrys are more than
deserving of recognition.The Commission agreed.A motion was made by
Commissioner Thoren to recommend the nomination for a Mayor's
Award. The motion was seconded by Commissioner Krebsbach and passed
8-0-1 (Save)abstained).
2. Day Before/Day of Planning
a) Staff noted to the Commission that they are allowed to set up on Monday and
take down on Wednesday. Commissioner Rowe stated that the Commission can
begin to pick up chairs at 2:00PM at First United Methodist Church on Monday
to bring over to event space.
b) Staff stated that the spaces in front of 1 Douglas Avenue will be reserved
on Tuesday to aid with unloading/reloading of the equipment.
F. New Business
r 1. Advertisement: Bravo Magazine
a) Staff asked the Commission if they would like to purchase advertisement space
in the Bravo Magazine for the month of May to advertise the HistoricElgin
website as well as Preservation Month. Commissioner Bauer generously offered
her advertisement space that she received last year for writing an article for the
magazine. The Commission thanked Commissioner Bauer for her offer.
Commissioner Rowe made a motion to purchase the half-page horizontal
advertisement space for the May issue of Bravo.
The motion was seconded by Commissioner Marston and passed unanimously.
2. Plaques to be Made
a) Staff noted that she will be placing an order for three Heritage Plaques and one
Bungalow Plaque to be made for the Mayor's Awards. She also stated that in the
past, the Heritage Commission has partially paid for the creation of a bronze
plaque for our Landmark properties. She received several quotes and found that
Bronze Memorial Company in Chicago, of which the Commission has used
before, was the most affordable in cost.The Commission agreed to provide half
the cost of the bronze plaque. Commissioner Rowe made a motion to provide
half the cost of the bronze plaque ($280.80)and to fund the three Heritage
Plaques and one Bungalow Plaque for the Mayor's Awards.

3. Rebecca Hunter presented a donation by Dale Wolicki of his 1928 Home Builders
Catalogue to be used as a reference for design of homes brought before the Design
Review Subcommittee.The Commission thanked Rebecca for reaching out to Dale
and agreed to send him a Thank You letter for his generous gift.The Commission
also thanked Rebecca Hunter for her donation of the Language of Doors book.
4. The Commission set the date of Wednesday, April 19th for the Historic Rehabilitation
Grant Review. Staff stated that she will be sending out an email to see who is
available to volunteer for the review. She noted that the grants will then be placed
on the May 10, 2017 Committee of the Whole Agenda with final approval by City
Council on May 24th
5. Staff stated that Elgin was approved as a Field Study for our Mid-Century
Architectural Tour. She stated that there will be a dry run date on Wednesday, June
7th with a National Trust member and that we will likely be on November 16th or
November 17th for the final field study. She stated that at that time, she may need
volunteers to help participate in the field study.
6. Staff also asked for volunteers for the April 22nd Open Elgin event for Elgin's City
Hall. Commissioners Marston,Van Dusen and Design Review Commissioner Hunter
volunteered to be docents on that day.

Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:01 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.
1. Members Present: George Rowe (7:06),Judith Van Dusen, Steve Thoren (7:06),Tom
Krebsbach, John Marston, Kimberly Bauer, Brian Anderson, and
John Wiedmeyer

B. Approval of Minutes:
1. A motion was made by Commissioner Anderson to approve the April 4, 2017 minutes
with the following amendments: E-1-4 "passed"to "past."The motion was seconded by
Commissioner Krebsbach.
The motion passed unanimously.
2. A motion was made by Commissioner Anderson to approve the April 19, 2017 Historic
Rehabilitation Grant Application Grant Review minutes as submitted. The motion was
seconded by Commissioner Bauer.
The motion passed 5-0-3 (Thoren, Marston and Krebsbach abstained).

1. Reports from Neighborhood Groups on Heritage Related Activities
a. NENA- Commissioner Anderson stated that the Mid-Century Modern tour that was
hosted by NENA as Part 1 of their architectural bicycle tour went well.This tour was
a part of Preservation Months events and had 25 people in attendance.
b. Elgin History Museum—Commissioner Anderson noted that the Elgin History
Museum's lecture on the History of Route 20 was well attended and also an event a
part of Preservation Month.
c. Elgin History Museum —Commissioner Marston stated that the Museum's annual
Candlelight Tour was also well attended as well as Jerry Turnquist's Downtown

Historic Tour. He noted that around 30 people were in attendance for the
downtown tour.
d. Commissioner Rowe reminded everyone of the upcoming Civil War Reenactment to
be held on Saturday and Sunday,June 10th and 11th near the Elgin Mental Health
Center grounds. This is the first reenactment to be held in Elgin and was co-hosted
by the City of Elgin and the Elgin History Museum.
e. Commissioner Rowe stated that Commissioner Thoren did a tremendous job at the
Memorial Day festivities and enjoyed all of the speeches.
2. Mayor's Initiative/ 2017 Elgin Heritage Commission Goals
a. Historic District Signage

1. Photographs:
Ms. Sundquist stated that since the weather is now acceptable for photographs,
that the Commission should submit those photographs to staff when completed
so that she can place them on the website.

3. 2017 Preservation Month Wrap-Up
a. Commissioners discussed the success of the Mayor's Awards. Chairman Wiedmeyer
noted that over 240 chairs were set up and almost every seat was filled plus over 20
people were standing at the back of the room.The Commissioners agreed that this
was a great space for the awards as they received several compliments.
Commissioner Anderson thanked staff for the "behind the scenes" work that was
completed to make this a successful event. Chairman Wiedmeyer stated that the
Commission should continue to seek other downtown spaces that could host the
Mayor's Awards as this helps advertise our downtown spaces that many may not
have known existed.
Commissioner Thoren suggested the Old Elgin High Gymnasium as well as the
Turners Hall for possible venues for next year's Mayor's Awards. Staff noted that we
need the space to be accessible and have a kitchen for the caterer. The
Commissioners stated that they will brainstorm on other spaces in downtown Elgin
that would suit the needs/wants for the 2018 Mayor's Awards.
Commissioner Thoren thanked the Commission again for the landmark presentation
of 972 W. Highland Avenue (The Wing Mansion) and that himself and his wife,

Maureen, are honored to have their home as a local landmark.
b. Commissioners reviewed attendee numbers for several of the Preservation Month
events.The Commissioners noted that many of the events planned were well
attended.
F. New Business
1. 150th Anniversary Elgin Fire Department
a. Staff stated that Fire Chief Schmidt contacted her in regards to a partnership with
the Heritage Commission and the Fire Department for their 150th Anniversary
celebration. Commissioner Anderson stated that this is a very appropriate
partnership. The Commissioners agreed and stated that they are more than happy
to help with the event. Chairman Wiedmeyer noted that he will get in touch with
James Carrigan and Commissioner Rowe and the History Museum will begin to do
research of Elgin's Fire Department.
2. Historic Rehabilitation Grant Program
a. Council Comments
1. The Commission discussed the comments brought up by Council Members
regarding an adjustment to the pointing system for owner versus non-owner
occupied buildings for the 50-50 Historic Rehabilitation Grant.The Commission
r discussed that the work being done on these homes, whether they are owner or
non-owner occupied, still stays in Elgin and that what's more important is what
they are doing for the city and not necessarily that the applicant owns the home
or not.
The Commission asked staff to provide the scoring sheet for the next meeting to
test out if there is a remarkable difference when adjusting the allotted points for
owner occupied versus non-owner occupied projects.
b. 2018 Grant Program Discussion
1. Staff stated that 18 applications were submitted for the 2017 Historic
Rehabilitation Grant. Of those, 16 were found eligible (scored 40 points or
higher) to participate in the grant program, however, only seven were funded
due to lack of funds.
The Commission stated that all of the projects were noteworthy and those that
were unfunded are lost opportunities.They stated that this is the best thing the
city does to increase interest and revitalize the neighborhoods.This program
benefits not only the property owner but their neighbors as well.The
Commission stated that the funds allocated for this well received and successful
program is too little and does not stretch far enough especially since the country
is coming out of the recession. There is evidence that more people are doing

projects and buying property in Elgin, so this program is more crucial than ever.
A motion was made by Commissioner Rowe to write a letter to Council Members
urging them to increase the 2018 budget allocated for the Historic Rehabilitation
Grant Program.
The motion was seconded by Commissioner Krebsbach.
The motion passed unanimously.
c. National Trust for Historic Preservation—Dry Run and Tour Date
1. Funding Request
(a) Staff mentioned to the Heritage Commission that the scheduled dry run date
for the Mid-Century Modern tour is to be held on June 7, 2017.This is a day-
long field study and will require food and refreshment provisions such as
breakfast and snacks. She suggested that to keep the ticket price down for
this field study for the National Trust Tour that the Commission fund the
snacks provided for breakfast for the tour attendees. She noted that lunch is
included in the cost of the ticket. Commissioner Thoren stated that this is a
great opportunity to contribute and show attendees that Elgin has a strong
support for preservation and accommodations for our visitors.The
Commission agreed.
A motion was made by Commissioner Anderson to allocate $300 for the
r expenditure of refreshments and food for the Mid-Century Modern Field
Study to be held in November of 2017.
The motion was seconded by Commissioner Thoren.
The motion passed unanimously.
G. Other Business
1. Staff reminded the Commission that the Heritage Commission will not be having a July
meeting as a holiday lands on the meeting date. She stated that if the Commission feels
that they need to meet in July to discuss business, she will coordinate a meeting date
and location.
2. Commissioner Thoren stated his disappointment with the City at the suggestion of a
sponsorship name change of Elgin's parks. He noted that this is taking invaluable history
away and degrading the significance of those original park names. He stated that if this
does go before City Council he will be there giving his comments on behalf of himself
and not as a member of the Commission. Staff noted that if this does go before City
Council prior to the regularly scheduled August Heritage Commission meeting, that she
will organize an Elgin Heritage Commission meeting in July to discuss this topic in more
detail.

A motion was made by Commissioner Thoren to adjourn the meeting. The motion was
seconded by Commissioner Marston and passed unanimously. The meeting was adjourned
at 8:23 p.m.

r a. Elgin History Museum —Commissioner Rowe stated that the Elgin History Museum's
Circle of Time documentary will be shown at the Gail Borden Public Library on
August 8, 2017.
b. Elgin History Museum—Commissioner Marston stated that the Museum's Brown
Bag lunch on General Grant presentation. There were approximately 50 people in
attendance.
c. Commissioner Rowe stated that the Elgin History Museum recently hired Kimberly
Bauer as their new social media coordinator.
d. Staff stated that the Association for Preservation Technology—Western Great Lakes
Chapter along with the Elgin History Museum held a workshop on cobblestone and
rough limestone construction at the Nancy Kimball House (302 W. Chicago) as well
as St. Charles' Beith House. Both buildings were constructed at the same time period
and it highlighted similarities and differences between the two. There were
approximately 15 people in attendance.
2. Mayor's Initiative/ 2017 Elgin Heritage Commission Goals
a. Historic District Signage
Staff stated that she will be discussing the next steps with the Downtown
Neighborhood Association's Design Committee regarding downtown historic district
signage at their next meeting. She will update the commission at their next regular
scheduled meeting on September 5, 2017.
ePk. b. Historic Resources Survey
Rebecca Hunter gave a short presentation regarding the next steps for completing a
Historic Resources Survey. Staff noted that the last Historic Resources Survey was
completed almost 10 years ago. Rebecca stated that the area that the Commission
should focus on should be in one of the west side's neighborhoods.
Staff explained that if the Commission were to volunteer or they were to find
volunteers who are familiar with historic preservation and architecture, that this
would be a great learning experience as Staff along with Rebecca Hunter would
provide a workshop on how to complete a resources survey properly.
The Commission stated that this would also be a great learning experience for
architecture students in the area. Staff stated that she will reach out to local
universities to see if there is any interest.
c. Web Based App
1. Photographs:
The Commission asked for an updated list on what homes still need to be
photograph. Staff stated that she will provide an updated list for the Commission
and at the next meeting on September 5, 2017, the Commission will split up the

work accordingly.
2. Tour Booklets:
Staff stated that the Downtown Neighborhood Association's Design Committee
will be reaching out the Commission to request for funding for the next tour
brochure. This brochure will focus on Elgin's Mid-Century buildings located in the
downtown commercial area and will supplement the Mid-Century tour that will
be hosted in Elgin in November.
3. 1505h Anniversary Elgin Fire Department
a. Staff stated that the Fire Department anniversary celebration will be held on
Saturday, September 165h. She stated that the Heritage Commission will have a table
set up advertising the commission.
In addition, staff along with Rebecca Hunter, will put together a walking tour of the
area that will be given the day of the celebration. Chairman Wiedmeyer noted that
volunteers will be needed for the day to answer any questions about the Heritage
Commission as well as give tours. He stated that we can finalize volunteers at the
next Heritage Commission meeting on September 55"
4. National Trust Conference — Nov. 14 -17, 2017
r a. Staff stated that the conference is now open if any were interested in attending.
Staff also noted that the Elgin Mid-Century tour is scheduled for that Thursday,
however, she won't find out how many people signed up for the tour until sometime
in September.
F. New Business
1. "The Hill" Northeast Neighborhood Association
a. Staff stated to the Commission that there was some damage of the Elgin's last
remaining brick road after the recent storm. Utility trucks needed access to
powerlines that are only accessible from the brick road which depressed the existing
brick. Staff noted that they are working alongside the utility company to remediate
the damage.
2. Renewal of Memberships/Budget
a. Staff noted that the Heritage Commission's memberships for Landmarks Illinois,
Illinois Association of Historic Preservation Commissions as well as the National
Alliance of Preservation Commissions were coming due. Chairman Wiedmeyer noted
that the commission should renew membership as all three organizations provide
valuable information.
A motion was made by Commissioner Savel to approve the renewal of the cost of
memberships for a total of$250.

1. Reports from Neighborhood Groups on Heritage Related Activities
a. Elgin History Museum —Commissioner Rowe stated that the Elgin History Museum's
30th Annual Cemetery Walk will be held on Sunday, September 24th at 11:00AM at
Bluff City Cemetery.
b. Commissioner Rowe mentioned the 150th Anniversary of the Elgin Fire Department
celebration will be held on Saturday, September 16th from 11:00AM —5:00PM.The
Elgin Area Historical Society will have a table at the event.
c. Commissioner Rowe also stated that there will be a stone setting celebration at the
Nancy Kimball House (302 W. Chicago Street) planned sometime in the next two to
three weeks.
d. Staff noted the upcoming Gifford Park Association's 36th Annual House Tour will be
held on Saturday and Sunday, September 9th and 10th on Elgin's west side. Seven
houses are to be featured with check in at the Church of the Brethren.

2. Mayor's Initiative/2017 Elgin Heritage Commission Goals
a. Historic District Signage
The Commission discussed possible specifications regarding a competition for the
downtown historic district signage.They stated that they do not want to restrict the
applicants but the rules should state that the district signage shall be proportionate
to the street signs and that the writing shall be legible. The Commission asked staff
to speak with the Downtown Neighborhood Association's Design Committee
regarding the competition specifications and what should be the next steps.The
goal would be to announce the competition at the end of October with a due date at
the end of February to allow for time to announce the winner at the Mayor's awards
as well as raise funding for the production of approximately 25 signs.
b. Historic Resources Survey
Staff noted that she along with Rebecca Hunter reached out to a contact at Judson
University to meet to discuss completing a historic resources survey as a class
project.The proposal would be to have a class on the process of conducting research
and field work with the students after which they would be divided into groups
(typically pairs), and survey each property in one of the neighborhoods.
They would assess and take note of the building's style, its materials, the roof type,
window configuration as well as its significant features and any alterations. Several
photographs would also be taken of the building's primary elevations and any
secondary structures that are on the property. After gathering information in the
field, the surveyor would go back and confirm the style through research as well as
its date of construction and any historic background that they may find.
Staff noted that she will keep the Commission informed if Judson University's
architectural program has interest in participating in the resources survey. If not, it
may be a possibility to open this up as a volunteer exercise for interested
community members.

Staff provided an updated list of the remaining photographs for the website.
Commissioners Krebsbach, Bauer, Rowe, Marston, Anderson and Van Dusen
graciously offered to volunteered to obtain the last remaining photographs.

a. Chairman Wiedmeyer stated that the Heritage Commission will have a table as well
as walking tour for the 150th Anniversary celebration and that volunteers would be

needed. Commissioner Van Dusen noted that she can volunteer to be at the table to
answer any questions visitors may have about the Elgin Heritage Commission. The
other Commissioners stated that they are unsure about their schedule at this time
but would like to be contacted when the date gets closer to check their availability.
4. National Trust Conference — Nov. 14-17, 2017
a. Staff stated that Elgin's mid-century tour currently has 48 out of 50 attendees for
the conference.The Commissioners stated that they are excited for the tour and the
publicity for Elgin and offered to volunteer, if needed.
F. New Business
1. Funding Request—Downtown Neighborhood Association — Design Committee
a. Staff noted that the Downtown Neighborhood Association —Design Committee is
requesting assistance of$1,000 for the creation as well as the printing of their Mid-
Century Walking Tour brochures that will be provided as supplemental information
handed out to the Mid-Century tour goers of the National Trust Conference held in
November.
Commissioner Rowe stated that it is worthwhile to assist the Downtown
Neighborhood Design Committee for encouraging visitors and residents to explore
and learn about Elgin's downtown historic sites. Chairman Wiedmeyer noted that
the $1,000 request was 20%of the Heritage Commission's budget and with existing
and known future expenses, the Commission only has $1,350 remaining.
In light of this, Commissioner Rowe stated that the Commission should help
contribute some funds to the cost of printing to acknowledge the efforts and the
hard work that the Downtown Neighborhood Association's Design Committee has
done to advertise Elgin's downtown historic commercial buildings as well as its
heritage.
Chairman Wiedmeyer noted that updated cost estimates were not provided for the
printing costs and suggested the Commission use the 2016 cost estimate for printing
of 2,500 brochures of an amount of$361.00.
A motion was made by Commissioner Rowe to fund$361.00 to the Downtown
Neighborhood Association to contribute to the production of 2,500 Mid-Century
Downtown Walking Tour Brochures.
The motion was seconded by Commissioner Krebsbach.
The motion passed unanimously.
2. Funding Request— Northeast Neighborhood Association
a. Staff stated that NENA is requesting assistance of$500 for the creation of 14 signs to
be placed at the entrances into the D.C. Cook-Lovell Area Historic District. NENA

included a cost estimate noting funding resources, of which, they will be
contributing the majority of the signage costs.The Commission was also presented
with the design of the sign which was well liked amongst all Commissioners. It was
noted that this is the last local historic district to receive signage and that it is a
noteworthy project. Chairman Wiedmeyer stated that the design of the sign will still
need to be presented to the Design Review Subcommittee for review.
A motion was made by Commissioner Savel to fund$500.00 to the Northeast
Neighborhood Association to contribute to the production of 14 D.C. Cook-Lovell
Area Historic District signs.
The motion was seconded by Commissioner Marston.
The motion passed 7-0-1 (Anderson Abstained).

Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:41 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.
1. Members Present: Brian Anderson, Kimberly Bauer,John Marston, George Rowe,
Scott Savel, Steve Thoren,Judith Van Dusen and John Wiedmeyer
2. Members Absent: Tom Krebsbach
3. Others Present: Martha Martinez, Rebecca Hunter

B. Approval of Minutes:
1. A motion was made by Commissioner Anderson to approve the September 5, 2017
minutes.The motion was seconded by Commissioner Marston.
The motion passed 7-0-1 (Thoren abstained).
C. Recognize Persons Present: Martha Martinez, Rebecca Hunter
D. Plaque applications:
1. 300-302 Division Street—The plaque nomination received the following average scores:
Historic Significance 9.25; Architectural Significance: 8.38; Current Maintenance: 8.38.
A motion was made by Commissioner Savel to approve awarding the plaque for the
property with the inscription that would read J. & L. (Joshua & Lydia) Wilber, 1854.
The motion was seconded by Commissioner Thoren.
The motion passed unanimously.
E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Elgin History Museum—Commissioner Rowe stated that the Elgin History Museum's
30th Annual Cemetery Walk held on Sunday, September 24th at Bluff City Cemetery
was a success. He thanked Chairman Wiedmeyer for the help delivering chairs for
the event.
b. Commissioner Marston stated that the 150th Anniversary of the Elgin Fire
Department celebration was a nice event and many public officials were in
attendance.
c. Commissioner Thoren mentioned that the Gifford Park Association's 36th Annual
House Tour was held on Saturday and Sunday, September 9th and 10th on Elgin's
west side. He noted that 2,150 people participated in the event. He thanked all

those involved as his home was one of the seven on the tour. He stated that he
received many complements regarding the new layout that was tested on his home
which included a short video on the history and architecture of the home and a "go
at your own pace"type of tour with historic facts about the rooms and collections
placed on plaques.
2. Mayor's Initiative/2017 Elgin Heritage Commission Goals
a. Historic District Signage
The Commission discussed possible specifications regarding a competition for the
downtown historic district signage. They reviewed the draft for the "Call for
Submissions" and clarified some specifications. Staff noted that this will also be
reviewed by the Downtown Neighborhood Association's Design Committee. She
stated at DNA's next meeting she will gather their input and inform the committee
prior to the proposed November 1st announcement.
b. Historic Resources Survey
Staff noted that she has not heard from the Judson University contact regarding the
participation of the students in a historic resources survey. Staff stated that she will
reach back out to the professor in case they never received the email.
c. Web Based App
1. Photographs:
Commission Van Dusen stated that she has only two houses remaining on her list
for photographs.The other commissioners who volunteered are waiting until
more leaves drop to take photos of the homes.
2. Tour Booklets:
The Downtown Neighborhood Association's Design Committee stated that they
are 90%completed with the Mid-Century Brochure and that they were only
missing updated photographs.
F. New Business
1. Appeal—272 Division Street
a. Commissioner Savel stressed that the Design Review Subcommittee made the
appropriate decision at their meeting held on August 22, 2017 regarding the denial
to maintain the concrete curb retaining walls. He stated, however, that the Heritage
Commission can take other things into account that the Design Review
Subcommittee could not including the cost of donated materials, and the reasoning
for installing the retaining walls without a COA or building permit.
Commissioner Thoren concurred as he stated that the work was not a part of the
building, however, he stressed that there is a reason why this area and our other

historic district and landmark properties are protected.They tell the story of Elgin
and we are only stewards of these buildings for a short time so we need to ensure
that what we do now protects and preserves these buildings for future generations.
Commissioner Rowe stated the importance of getting a permit and that proper
approval of exterior work completed on buildings in the district not only protects the
historic integrity of the structure but it protects property values.
Commissioner Anderson stated that the Design Review Subcommittee has an
obligation to follow the historic district and landmark guidelines and was inclined to
uphold the decision of the Design Review Subcommittee. However, he stated that it
needs to be clear that this work, which was performed without a COA, does not
conform to the guidelines, and if such decision be overturned, extenuating
circumstances would be the reason for allowing the work.
A motion was made by Commissioner Savel to uphold the decision of the Design
Review Subcommittee. The motion was seconded by Commissioner Anderson.
The motion failed 0-8 and the decision of the Design Review Subcommittee was
overturned.
2. December Plaque Awards
a. The annual plaque awards will be held on December 5, 2017 at 7:00PM at the Elgin
History Museum. Commissioners agreed to bring a plate to pass and will discuss
what to bring at the November 7, 2017 meeting.
b. Staff stated that if the Commissioners have ideas for topics for a speaker that they
shall email her with ideas. Staff is to make final decision on speaker and will discuss
at the November 7, 2017 meeting.

A motion was made by Commissioner Savel to adjourn the meeting. The motion was
seconded by Commissioner Rowe and passed unanimously. The meeting was adjourned at
9:02 p.m.

A. The meeting of the Elgin Heritage Commission was called to order at 7:03 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.

E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Elgin History Museum—Commissioner Rowe stated that the stone setting event held
on Saturday, November 4th at the Nancy Kimball House was well attended. This was
the first phase of the project with the second phase including stabilization of the
interior structure.
b. Elgin History Museum —Commissioner Rowe mentioned that the Elgin Area
Historical Society's Annual Benefit will be held on Saturday, November 11th and will
include a historical account of Harry Houdini's life by magician, William Pack.
c. Commissioner Thoren stated that Elgin won seven of nine awards for the Chicago
Paint & Coatings Association, 'Painted Ladies' contest this year. He stated that Elgin
should be proud of our city and the work that has been continuously done with its
historic buildings.
2. Mayor's Initiative/2017 Elgin Heritage Commission Goals
a. Historic District Signage
Staff stated that the Call for Submission for the Downtown Commercial Historic
District signage was announced on November 15t to local groups with a due date of
January 31, 2018.
b. Historic Resources Survey
Staff noted that she has not heard from the Judson University contact regarding the
participation of the students in a historic resources survey. Staff stated that she will
reach out to a different contact as the previous contact did not lead anywhere.
c. Web Based App
1. Photographs:
Staff encouraged Commissioners to begin to take the remaining photographs, if
possible on sunny days, as the leaves are now dropping and will allow better
views of the homes.
2. Tour Booklets:
The Downtown Neighborhood Association's Design Committee stated that they
will have the brochures completed on November 15, 2017, a day before the
National Trust Mid-Century Tour. Staff stated that she will contact the DNA
Director, Jennifer Fukala,to join the tour on November 16th and hand out the
brochures to attendees at that time as staff will not be able to pick up the
brochures on Wednesday.
F. New Business
1. Friends of the Lords Park Zoo
a. Commissioner Rowe stated that the Friends of the Lords Park Zoo have
elik commissioned portraits of George and Mary Lord that will be hung in the Lords Park

r Pavilion. The Commission commended the Friends of the Lords Park Zoo for their
efforts in endeavor and noted that they are looking forward to the dedication on
May 20th during Preservation Month.
Commission Savel made a motion to recommend the hanging of the portraits at the
Lords Park Zoo as they add another layer to the historic significance of not only the
building but to the park.
The motion was seconded by Commissioner Rowe.
The motion passed unanimously.
2. December Plaque Awards
a. The annual plaque awards will be held on December 5, 2017 at 7:00PM at the Elgin
History Museum. Commissioners agreed to bring a plate to pass.
b. Staff stated that there will be five heritage plaques awarded and that Rebecca
Hunter will be the guest lecturer who will give a recap of Elgin's National Trust Tour
(Mid-Century Modern Commercial Architecture).
3. Approval of 2018 EHC and DRSC meeting schedule.
A motion was made by Commissioner Savel to approve the 2018 EHC and DRSC meeting
schedule.
A motion was seconded by Commissioner Rowe.
The motion passed unanimously.
4. Elgin Heritage Commission Budget
a. Staff provided the Commission with its current budget status. She reviewed
upcoming anticipated expenses. The plaque materials, National Trust Conference
and website cost are the only expected and remaining expenses of the year.
5. Funding Request—Elgin History Museum
a. The Elgin History Museum submitted a funding request for their upcoming Elgin
Architecture Exhibit including rotating topics on the history of architecture, house
construction, historic districts, and Elgin's architectural development. The funding
request was for$420 which includes printing, laminating, design and mounting
hardware. It was noted that the Commission likely would not be able to fund the full
funding request based on their current budget projections, however, the
Commission noted that whatever funds that are remaining after the plaque
materials, National Trust Conference and website costs, should go toward the Elgin
History Museum's Architecture Exhibit.
A motion was made by Commissioner Savel to fund the remaining Heritage
Commission budget to the Elgin History Museum for the creation of an interactive
Architecture Exhibit.
The motion was seconded by Commissioner Anderson.
