The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City Council Chambers by Chairman John Wiedmeyer. 1. Members Present : George Rowe, Judith Van Dusen, Brian Anderson, Kim Bauer, John Marston, Steve Thoren, Scott Savel (7:03), Tom Krebsbach and John Wiedmeyer 2. Members Absent : None 3. Others Present : 4. City Staff Present : Christen Sundquist, Historic Preservation Planner; Damir Latinovich, Senior Planner B. Approval of Minutes: 1. A motion was made by Commissioner Rowe to approve the September 6, 2016 minutes . The motion was seconded by Commissioner Anderson. The motion passed 7-0-2 (2 abstentions: Savel and Krebsbach). C. Recognize Persons Present : Ruben Villanueva D. Plaque applications: 1. 1015 Douglas Avenue – The plaque nomination received the following average scores: Historic Significance 9.22; Architectural Significance: 9.00; Current Maintenance: 9.11. A motion was made by Commissioner Savel to approve awarding the plaque for the property with the inscription that would read W. & M. (William & Mathilda ) Abelmann, 1922. The motion was seconded by Commissioner Krebsbach. The motion passed unanimously. 2. 31 N. Worth Avenue – The plaque nomination received the following average scores: Historic Significance 7.22; Architectural Significance: 7.00; Current Maintenance: 7.56. A motion was made by Commissioner Savel to approve awarding the plaque for the property with the inscription that would read T. & E. (Tony & Elma) Salamone, 1910. The motion was seconded by Commissioner Thoren. The motion passed unanimously. Elgin Heritage Commission: Minutes Page 2 October 4, 2016 E. Old Business 1. Reports from Neighborhood Groups on Heritage Related Activities a. Elgin History Museum - Commissioner Rowe noted the Elgin History Museum’s Annual Cemetery Walk located at Bluff City Cemetery was on September 25th and that there was a great turnout with 600 people in attendance . Commissioner Rowe thanked Chairman Wiedmeyer for his help with the event. b. Elgin History Museum – Commissioner Marston gave an update on the fundraiser for the Nancy Kimball Home (302 W. Chicago Street) which was held on Saturday, October 1, 2016. Just over $2,000 was raised for the restoration of the cobblestone home. c. Commissioner Thoren also noted that he will be giving a presentation of the history of Wing Park Golf Course on Wednesday, October 5th at 6:00PM at the Lords Park Pavilion. d. Elgin History Museum - Commissioner Rowe noted the Elgin Area Historical Society’s Annual Benefit will be held on November 5, 2016 at the Elgin Country Club. Tickets are available now. 2. Mayor’s Initiative Ideas a. Directional Signage Update No update – This project will be pushed back until 2017. b. Web Based App 1. Tour Booklets: This project will be pushed back until 2017 2. Photographs: Staff handed out the remaining list of houses that needed updated photographs for the website. Commissioners Rowe, Krebsbach, Anderson and Marston volunteered their time to take a majority of the photographs. Staff noted that Rebecca Hunter has volunteered to take the remaining photographs. F. New Business 1. December Plaque Award a. The annual plaque awards will be held on December 6, 2016 at 7:00PM at the Elgin History Museum. Commissioners agreed to bring a plate to pass and will discuss what to bring at the November 1, 2016 meeting. b. Topics for Speaker: (i) Nancy Kimball Home – History and its Rehabilitation: The Commission agreed that this is a very timely topic and will continue to keep the Nancy Kimball Home “in the news.” The Commission asked staff to contact Bill Briska as the speaker for this topic. c. Plaques to be Award – There wi ll be five Heritage Commission Plaques awarded as well as four bungalow plaques. Elgin Heritage Commission: Minutes Page 3 October 4, 2016 2. Approval of 2017 EHC and DRSC meeting schedule. A motion was made by Commissioner Savel to approve the 2017 EHC and DRSC meeting schedule. The motion was seconded by Commissioner Anderson. The motion passed unanimously. 3. The Commission was notified that there may be a potential hearing at the next regularly scheduled Heritage Commission meeting regarding an appeal to the decision made by the Design Review Subcommittee meeting held on September 27, 2016. G. Other Business None H. Adjournment A motion was made by Commissioner Anderson to adjourn the meeting . The motion was s econded by Commissioner Thoren and passed unanimously.
