Elgin Heritage Commission
March 1, 2016
Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:14 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.
1. Members Present: Elizabeth Femal, George Rowe, Judith Van Dusen, Scott Savel,
Steve Thoren, Rebecca Hunter, Judith Rivera, and John
Wiedmeyer
2. Members Absent: Tom Krebsbach
3. Others Present: Bill Briska
4. City Staff Present: Christen Sundquist, Historic Preservation Planner
B. Approval of Minutes:
1. A motion was made by Commissioner Rowe to approve the February 2, 2016 minutes
with the following amendments: the year listed for approval of the minutes changed to
read January 5, 2016. The motion was seconded by Commissioner Savel.
The motion passed 8‐0.
C. Recognize Persons Present: Bill Briska
D. Plaque applications:
1. 442 DuPage Street – Chairman Wiedmeyer stated that the architectural significance
description in the application was lacking and would like the applicant to provide more
descriptive information about the characteristics seen on this home are Queen Anne
features. The Commission agreed that a more descriptive paragraph should be
submitted as the information will be placed on the www.historicelgin.com website.
Commissioner Hunter asked Staff to forward her information to the owners as she is
willing to help the owners rewrite their architectural descriptions to fit the Heritage
Commission’s requests. It was agreed to withdraw the plaque application for review
until the applicant provides a more descriptive paragraph on the architectural
significance of the home.
E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
a. Gifford Park Association – Staff spoke at Gifford Park Association’s regular scheduled
meeting on February 18, 2016 held at the Elgin History Museum about the
Commission’s new website, www.historicelgin.com. There were many in attendance

and all were excited about the website and the information that was now accessible
to the general public. Kim Bauer and Madeline Richmond also were in attendance
and spoke about their blog, “Pedaling Preservation.”
b. Elgin History Museum ‐ Commissioner Rowe stated that in the next Elgin History
Museum Crackerbarrel Newsletter, there is an article about the Elgin Heritage
Commission and their work not only on the website but of other projects that the
Commission is responsible for and working on. It also includes a quick advertisement
of the Elgin Window Quiz that will be available for pick up on March 7th and not due
until April 29th. The winners of the quiz will be announced at the Mayor’s Awards.
Commissioner Rowe stated that it was important to highlight the Heritage
Commission as many people do not know the differences between the Heritage
Commission from the Elgin Area Historical Society. Staff will forward the
Crackerbarrel to the Commissioners per the request of Commissioner Rowe.
Commissioner Femal thanked Commissioner Rowe for mentioning the Heritage
Commission in the article.
c. Elgin History Museum ‐ 2‐3‐1 Exhibit was moved today from the Elgin Community
College and is now at the Grand Victoria Riverboat. Commissioner Rowe mentioned
they'd like to get the exhibit at surrounding area High Schools to be able to spread
the word about this project.
2. Mayor’s Initiative Ideas
a. Directional Signage Update

b. Web Based App
1. Tour Booklets:
Ms. Sundquist stated that the Downtown Neighborhood Association’s tour
brochures, of which the Heritage Commission gave $500 as kick start funds, are
in the final design phase and will be ready to print. She noted that the
Downtown Neighborhood Association will be submitting another funding
request that will be discussed at the next Heritage Commission meeting in April.
2. Photographs:
Ms. Sundquist distributed a list of buildings that need photographs taken of
them to be placed on the website. The Commissioners who volunteered at the
previous Heritage Commission included Commissioners Krebsbach, Femal, Savel,
and Hunter. The list of needed photographs were split amongst these
Commissioners.
3. Advertisement – Post Cards, Bookmarks
Ms. Sundquist created a preliminary design for bookmarks and postcards that
advertise the website. She stated that each item will have a QR Code for those
who have smart phones and a QR reader. With this QR Code, the user can
quickly scan the QR Code and it will take them directly to the website without

having to type in the url address. Commissioner Van Dusen stated that if it does
not cost anything extra, the website url should be in bold and in a larger font
placed at the back of the bookmarks. The Commission stated that handing these
bookmarks out at the Gail Borden Public Library would be great advertisement.
3. Historic Rehabilitation Grant Program Workshop
a. Ms. Sundquist indicated that a Historic Rehabilitation Grants Workshop will be held
on Monday, March 7, 2016 at the Gail Borden Public Library, Meadows Community
Room A at 6:00PM. The workshop is to go through the application step by step
ensuring that everyone who is in attendance understands what the City is looking for
regarding any proposed restoration projects as well as what is expected of the
property owner. She stated that Chairman Wiedmeyer and Commissioner Savel will
be on the panel to explain the Certificate of Appropriateness process as well as the
grant point system. In addition, Code Enforcement Supervisor Vince Cuchetto will
also be on the panel to discuss what he looks for when at a grant property as well as
Patricia Williams of the Neighborhood Housing Services of Chicago to discuss any
loans that they may have for low‐income residents. Tim Ramseyer, a 2015 grant
recipient, will also be on the panel to discuss his experiences with the program.
F. New Business
1. Individual Elgin Bungalow Thematic Historic District Application
a. 408 Orange Street ‐ Public hearing to consider the Individual Elgin Bungalow
Thematic District Application at 408 Orange Street
Commissioner Femal stated that this home was in excellent condition. Commissioner
Savel stated that by definition the home is considered a bungalow but the home is
an atypical bungalow. Commissioner Savel also agreed with Commissioner Femal
that the home is in excellent condition. Commissioner Hunter noted that Arts and
Crafts double‐hung windows were very unique and one of the more significant
features of the home.

A motion was made by Commissioner Savel to approve the inclusion of 408 Orange
Street to the Elgin Bungalow Thematic Historic District.
The motion was seconded by Commissioner Hunter.
The motion passed unanimously.
2. Funding Request – Interpretive Signage at Hillside Cemetery
Staff stated that the Elgin History Museum, the Parks and Recreational Department and
various private donors are partnering to fundraise for the installation of interpretive
signage at Hillside Cemetery, the former burial ground of the Elgin Mental Health
Center. Bill Briska, who is one of the main organizers for this effort, was in attendance to
speak about the project.
Mr. Briska stated that this has been a long term project that he's been wanting to
complete since the 1990s. He stated that he was approached by avid golfer and Elginite,

Mark Clemens, about installing signage commemorating the cemetery on one of the
holes on the golf course near the cemetery, which kick started this project again. Mr.
Briska stated that the overall project will cost around $2,000 for two interpretive signs
and that the Parks and Recreational Department donated $500.00 already for the
project. Commissioner Femal stated that this is a wonderful idea to place signs there.
Commissioner Savel agreed with Commissioner Femal that this is a great way to pay
respect to those who were buried there. Commissioner Rowe stated that Mr. Briska was
very successful fundraising for the signage at the Road Race location. Commissioner
Thoren agreed that the signage at the Road Race location was of high quality.
Commissioner Hunter stated that it would be great to have signage at the club house as
well. Commissioner Thoren agreed with Commissioner Hunter that a plaque inside will
give more awareness of the site and what used to be in this location. Commissioner
Savel stated that he has photographs from the 1980s of the farm colony and has
volunteered to donate those photographs to Mr. Briska. Mr. Briska thanked
Commissioner Savel for his generosity as well as the Commission as a whole for the
consideration of this funding request.
The Commission stated that they will fund $500 toward the production of the
interpretive signage at Hillside Cemetery.
A motion was made by Commissioner Rowe to fund $500.00 to the Elgin History
Museum for the production of interpretive signage at Hillside Cemetery.
The motion was seconded by Commissioner Thoren.
The motion passed unanimously.
3. Preservation Month Schedule – May 1‐31, 2016
A list of events planned for the month was included in the packet for review of the
Commission. Ms. Sundquist indicated that she has not received as many Preservation
Month requests yet but will expect to receive more within this month as the events are
due Friday, March 25, 2016.
Staff noted that she will have another quick call out placed on the Facebook page as
reminder that events are due on that date. Following that date, the information will be
compiled into the brochure and information for the various media outlets to promote.
a. Elgin Window Treasure Hunt
Staff thanked Commissioners Krebsbach, Rowe and Van Dusen for their hard work in
putting the quiz together. She handed out the proposed Window Treasure Hunt to
the Commissioners for discussion. The Elgin Window Treasure Hunt/Quiz will be
available for pick up at the Community Development Department, Elgin History
Museum and Ace Hardware on March 7th and not due until April 29th. The winners of
the quiz will be announced at the Mayor’s Awards.
4. Mayor’s Awards Nominations Review ‐ Scheduled for May 3, 2016 at The Haight, 166
Symphony Way

Nine nominations had been submitted to the Commission for consideration of a Mayors
Award. Each of the nominations was discussed by the Commission for consideration of a
Mayors Award. Each of the nominations was discussed by the Commission based on the
criteria for selection. The following nominations were selected to receive an award
following individual action of the Commission:
1. David J. Nelson. Nominated by Miriam Lytle
For educating and promoting an awareness of Elgin’s Heritage through his seven
piano concerts titled, “Reflections: Elgin Flowing Through Time, The 1920s‐
1970s.” Commissioner Savel stated that unique ways to highlight Elgin’s history
is exactly what the Mayor’s Awards stand for and fully supports this nomination.
The Commission agreed with Commissioner Savel.
A motion was made by Commissioner Thoren to recommend the nomination for a
Mayors Award.
The motion was seconded by Commissioner Rowe and passed unanimously.
2. Dr. Rise Jones. Nominated by Danielle Henson & Miriam Lytle
For creating and organizing an interactive program titled, “Each One, Reach
One,” a live program series that was captured on film, featuring recollections of
Elgin residents during the Civil Rights movement.
A motion was made by Commissioner Femal to recommend the nomination for a
Mayors Award.
The motion was seconded by Commissioner Rivera and passed unanimously.
3. Kim Bauer. Nominated by John Wiedmeyer.
For promoting an awareness of Elgin’s heritage through her blog, “Pedaling
Preservation – Exploring Elgin, Illinois one building at a time.” Chairman
Wiedmeyer noted that Ms. Bauer has done a lot of work promoting Elgin’s
history and that she should be acknowledged for it. Commissioner Femal also
noted that Ms. Bauer’s work reaches a new demographic that could not be
reached with the projects the Heritage Commission is currently working on.
A motion was made by Commissioner Thoren to recommend the nomination for a
Mayors Award.
The motion was seconded by Commissioner Hunter and passed 7‐0‐1 (Wiedmeyer
abstained).
4. Mark Graves. Nominated by Dan Miller.
For his historically sensitive rehabilitation of 205 N. Gifford since 2012. Chairman
Wiedmeyer questioned if this is over and above to warrant a Mayors Award.
Commissioner Savel stated that Mr. Graves has been doing some great work on
the home, however, it is a rehabilitation project that isn't quite above and
beyond that differentiates it from other historic rehabilitation in the area.
Commissioner Van Dusen states that this rehabilitation is what was expected of
those who rehabilitate their homes and is not quite more than that. The

Commission agreed to consider this nomination at the next Heritage Commission
meeting on April 5, 2016.
5. Tim Ramseyer and Patrick Kozial. Nominated by John Roberson.
For their historically sensitive rehabilitation of 211 Michigan Street. Chairman
Wiedmeyer stated that this project was well above and beyond what was
expected in a restoration/rehabilitation project and that the Commission should
nominate Mr. Ramseyer and Mr. Kozial for the Henry Jensen Award.
Commissioner Savel, Femal and Rowe agreed with Chairman Wiedmeyer.
Commissioner Femal noted that she is very interested in seeing interior
photographs of the building as well.
A motion was made by Commissioner Savel to recommend the nomination for
the Henry Jensen Award.
The motion was seconded by Commissioner Thoren and passed unanimously.
6. ABODE. Nominated by Karen Matthews.
For their spark grant program, begun in 2014, that helps fund projects
supporting the integrity of Elgin’s historic homes. Commissioner Savel stated
that this is a very unique program and worthy of an award. Commissioner
Thoren stated that ABODE began their organization with the pretenses of
helping historic residences that are not within the historic districts. Chairman
Wiedmeyer mentioned that this is a very hands‐on based organization and very
worthy of an award as they put money back into the community.
A motion was made by Commissioner Savel to recommend the nomination for a
Mayors Award.
The motion was seconded by Commissioner Rivera and passed 7‐0‐1 (Thoren
abstained).
7. Steve Stroud. Nominated by Rebecca Hunter.
Commissioner Femal stated that Mr. Stroud was the driving force at the
beginning of the Bungalow Initiative, however, many other people were involved
with this project that should be recognized. Commissioner Rowe agreed that
there were a lot of people involved in finalizing this Bungalow Thematic Historic
District. Commissioner Savel suggested that we should recognize all the others
who were a part of this project and not just one individual. Commissioner Rowe
agreed and noted that the group awarded should be named, "The Bungalow
Initiative." The Commission stated that they would like to have additional
information of who was involved and the description of all the work done by
those individuals, though they believe that this group is worthy of a Mayor’s
Award. The Commission agreed that they will discuss this nomination at the next
Heritage Commission meeting on April 5, 2016.
A motion was made by Commissioner Rowe to recommend the Bungalow

Initiative contingent on additional information to be discussed at the next
Heritage Commission meeting on April 5, 2016.
The motion was seconded by Commissioner Rivera and passed 7‐0‐1 (Hunter
abstained).
8. Project 2‐3‐1. Nominated by Elizabeth Marston.
For the creation of a documentary film and traveling exhibit that provided a
timely look at African‐American history from a local perspective in conjuncture
with the upcoming 50th anniversary of the 1964 Civil Rights Act. This project was
created in partnership with the Elgin History Museum, Grindstone Productions
and Ernie Broadnax. The Commission stated that they were surprised that this
has not received an award yet. Chairman Wiedmeyer asked Commissioner Rowe
if this exhibit could be displayed at the Haight for the Mayor's Awards.
Commissioner Rowe stated that he believes that an exhibit could be displayed at
the Mayor's Award.
A motion was made by Commissioner Savel to recommend the nomination for a
Mayors Award.
The motion was seconded by Commissioner Thoren and passed unanimously.
9. Bill Briska. Nominated by the Elgin History Museum.
For his leadership and dedication in preserving Elgin’s heritage for the past 30
years through his volunteer efforts, publications, events, preservation projects
and managing historical organizations. The Commission whole‐heartedly agreed
that Mr. Briska deserves this most prestigious award.
A motion was made by Commissioner Savel to recommend the nomination for
the George Van De Voorde Outstanding Service Award.
The motion was seconded by Commissioner Thoren and passed unanimously.
G. Other Business
1. Commissioner Femal stated that she will, unfortunately, have to step down from her
position on the Heritage Commission in May due to a work schedule change. The
Commission noted that Commissioner Femal will be missed.
H. Adjournment
A motion was made by Commissioner Savel to adjourn the meeting. The motion was
seconded by Commissioner Rivera and passed unanimously. The meeting was adjourned at
9:13p.m.
