The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City Council Chambers by Chairman John Wiedmeyer. 1. Members Present: Elizabeth Femal,George Rowe,Judith Van Dusen, Scott Savel, Steve Thoren,Tom Krebsbach, Rebecca Hunter,Judith Rivera and John Wiedmeyer 2. Members Absent: None 3. Others Present: None 4. City Staff Present: Christen Sundquist, Historic Preservation Planner B. Approval of Minutes: 1. A motion was made by Commissioner Rowe to approve the November 3, 2015 minutes as submitted. The motion was seconded by Commissioner Hunter. The motion passed 9-0. C. Recognize Persons Present: None D. Plaque applications: 1. 1262 W. Highland Avenue—Commissioner Hunter reminded the Commission that only two Sears, Roebuck and Company catalog houses have been plagued. She also stated that at the time when the Commission created this specific plaque, it was agreed to only include Sears, Roebuck and Company catalog houses and not include the other mail order companies. It was also agreed at that time,that the Commission should follow the same requirements as the Heritage Plaque applications. Chairman Wiedmeyer stated that the Commission should reconsider having the other mail order houses included in this group as there has been so few Sears, Roebuck and Company catalog houses that have plaques. Commissioner Van Dusen stated that 1262 W. Highland is in really great shape and retains much of its original features. Chairman Wiedmeyer pointed out that the historic significance in the application was lacking and would like the applicant to provide a paragraph indicating a lineage of who lived on the property, and any other information the applicant can find about the original owner. The Commission agreed that a paragraph should be submitted that highlights the history of the home and its past owners as this information will be placed on the www.historicelgin.com website. Commissioner Femal stated that there is strong evidence that it was a Sears, Roebuck and Company home but still would like to see the history of the original owners. Commissioner Hunter stated that she would like to have two things changed on the Elgin Heritage Commission:Minutes Page 2 January 5,2016 application including,the architect should be changed to "Sears, Roebuck and Company," and state that E. Harrison Powell as the "mortgage trustee," and not the builder. It was agreed to withdraw the plaque application for review until the applicant provides a paragraph on the history of the home. E. Old Business 1. Reports from Neighborhood Groups on Heritage Related Activities i. Elgin Area Historical Society—Commissioner Rowe thanked the Heritage Commission for the donation to the Historical Society for the purchase of new equipment. ii. Elgin Area Historical Society- Commissioner Rowe also passed around the Courier News article that highlighted 302 W. Chicago. He stated the Historical Society has already received $50,000 in grants for the stabilization of the structure. Commissioner Rowe noted that former Heritage Commission Chairman, Bill Briska, and Elgin History Museum Director, Elizabeth Marston, have been working very hard to fundraise for the project. It was stated that it will be a three-year project to put together a plan for the rehabilitation of the building though,the adaptive reuse of the building is preliminarily planned to be a neighborhood based museum that could be used for educational purposes and neighborhood meetings. Commissioner Rowe also mentioned that the schools within the area would be able to walk to this museum versus being bused to the Elgin History Museum on Park Street. Commissioner Savel stated that this is a great project and is interested in seeing the progression. Commissioner Thoren mentioned that there are many people in the area that are excited to volunteer their time to help any way they can. Commissioner Rowe stated that much of the work to the building will have to be completed by professionals but there is a lot of work that needs to be done on the property that they would welcome any volunteer for their help. 2. Mayor's Initiative Ideas i. Directional Signage Update No update ii. Web Based App Ms. Sundquist gave an update on the website and showed the Commission what has currently been done. She stated that it is very easy to add new locations and that all of the information placed on the website has come from the plaque applications and past research projects. Commissioner Rivera mentioned that the website was impressive and that it had a lot of potential. Commissioner Krebsbach asked if we are able to retain the information that was submitted for the Guide-By-Cell platform. Ms. Sundquist noted that she had all of the information and audio and placed all of the sites that were on Guide-By-Cell on the website already. Ms. Sundquist noted that on each page there is an audio button but it has been slow to Elgin+leritage Commission:Minutes Page 3 January 5,2016 record audio for each site. Commissioner Hunter and Commissioner Thoren expressed their interest in helping record some of the audio on the website. The Commission also agreed that there are some items that could be added such as a drop down menu under the "About" page that highlights the history of each district and lists out the landmarks. Ms. Sundquist stated that she will look into having a drop down menu but it depends on how the web platform is set up. Chairman Wiedmeyer also mentioned that this would be a great place to have brochures of specific tours of each neighborhood that the user can download if they prefer a hard copy when they are walking around Elgin. Chairman Wiedmeyer stated that the tour brochures of each neighborhood should be consistent with one another in design. It was also stated by Chairman Wiedmeyer that the Commission should speak with the Downtown Neighborhood Association as they are in the beginning of creating a brochure template of the Downtown Commercial District to see if they are interested in having their brochure designed with a similar, cohesive template. Ms. Sundquist mentioned that she has a meeting with the Downtown Neighborhood Association—Tour Committee next week Tuesday and she will bring up this suggestion. iii. Cancellation of Guide By Cell—next steps for current signs Ms. Sundquist stated that Guide-By-Cell offered to lower the cost per year for the ruse of their platform to $250.00. The Commission was paying$475.00/year. [ Commissioner Femal asked staff what the usage of the site was this past year. Ms. Sundquist stated that it was around 100 people. Commissioner Femal stated that this is not a wise investment even with the discounted price due to the lack of users. Commissioner Femal stated that the signed can be covered with an applique that directs the user to the website with a QR code or web address. Commissioner Savel stated that almost everyone has a smart phone and when a user is at the site they would have to use the phone to call the number,so it makes sense to direct them to the website than pay extra to direct them to an automated message. Commissioner Krebsbach stated that Signs-By-Tomorrow is fairly reasonable and do good work for a possible place to get vinyl stickers that have the website information that can be placed over the Guide-By-Cell phone number on the signs. The Commission asked staff to look into the cost of vinyl stickers and any recommendations that the sign businesses may have on how to cover the number on the Guide-By-Cell signs. A motion was made by Commissioner Femal to cancel Guide-By-Cell services. The motion was seconded by Commissioner Krebsbach. The motion passed 9-0. 3. Ideas for More Advertisement for the Historic Rehabilitation Grant Program i. Ms. Sundquist stated that there will be no grants this year but this should be a (1114 discussion when grants do become available again. Chairman Wiedmeyer mentioned • Elgin heritage Commission:Minutes Page 4 January 5,2016 that a workshop on how to fill out the grant applications along with a presentation of before and after photographs of past grant projects could be very beneficial to residents who are unsure about participating in the grant program.The Commission agreed that when grants do become available, setting up a workshop and lecture would be invaluable and that they will discuss this when there are grants again. F. New Business 1. 2015 Budget wrap up report and 2016 budget projections i. Ms. Sundquist stated that in the budget year of 2015,the Commission saved a large amount by having volunteers create the heritage plaques as well as having staff design the Mayor's Awards and December Plaque Awards brochures. Ms. Sundquist noted that the remaining balance was$1,315.55 and was donated to the Elgin Area Historical Society for purchase of new equipment. Ms. Sundquist stated that for 2016,the Heritage Commission will have an extra $475.00 due to the cancellation of Guide-By-Cell and the cost to create the heritage plaques were placed on last year's budget. A new cost for the 2016 budget will be the renewal of the website platform. 2. Illinois Historic Preservation Agency CLG Grant i. Ms. Sundquist stated that the Illinois Historic Preservation Agency is offering a grant to all Certified Local Governments for historic surveys, National Register nominations, preservation planning projects and public education programs. She noted that the grant application deadline is fast approaching and does not leave enough time to prepare documents for submittal, however,the Commission should begin to prepare ideas for the possibility of applying to the program in 2017. Ms. Sundquist noted that there are still 13 areas that have not been surveyed that were a part of the 2005 Comprehensive Plan. It was noted that a neighborhood group should contact the Heritage Commission that they are interested in having their area surveyed before the Commission puts effort into a grant application. Commissioner Femal asked staff what kind of information can be used from a survey. Ms. Sundquist stated that surveys help inventory the city's older established neighborhoods and can be used for neighborhood development plans, rehabilitation guidelines for individual buildings, broader community based projects and creating a base for a possible National Register or a local district. Chairman Wiedmeyer stated that this may be a possibility for future IHPA CLG grants and that they should begin to plan and prepare now. Commissioner Rowe asked if the grant could be used for creation of brochures. Ms. Sundquist stated that the grant does allow for public education projects such as the production and distribution of information in various media. Chairman Wiedmeyer also noted that using the grant for a window restoration workshop during Preservation Month would also be something to look into for next year as it would give the Commission time to research and receive cost estimates for the work. G. Other Business Elgin,1eritage Commission:Minutes Page 5 January 5,2016 1. Commissioner Rowe mentioned that the latest Crackerbarrel was distributed and an [ article on Henry Jensen,written by David Siegenthaler, highlighted the new annual Henry Jensen Award, instituted by the City of Elgin at last year's Mayor's Awards. Commissioner Rowe noted that this was perfect timing as the call for nominations for the Mayor's Awards will be announced soon. Ms. Sundquist noted that the call for nominations for the Mayor's Awards will be announced on January 25th with a deadline of February 26th. The preservation month event form will also be announced on January 25th but with a deadline of March 25th H. Adjournment A motion was made by Commissioner Savel to adjourn the meeting. The meeting of the Elgin Heritage Commission was called to order at 7:01 p.m. in the City Council Chambers by Chairman John Wiedmeyer. 1. Members Present: Elizabeth Femal, George Rowe,Judith Van Dusen, Scott Savel, Steve Thoren,Tom Krebsbach, Rebecca Hunter, and John Wiedmeyer 2. Members Absent: Judith Rivera 3. Others Present: None 4. Highland Avenue -The plaque nomination received the following average scores: Historic Significance 8.13; Architectural Significance: 7.50; Current Maintenance: 7.63. A motion was made by Commissioner Savel to approve awarding the plaque for the property with the inscription that would read Betsy Ross (Model of home), 1929. The motion was seconded by Commissioner Thoren. The motion passed 8-0. E. Old Business 1. Reports from Neighborhood Groups on Heritage Related Activities a. Gifford Park Association—Staff indicated that she will be speaking to the Gifford Park Association at their regular scheduled meeting on February 18, 2016 held at the Elgin History Museum at 7:00PM about the Commission's new website, www.historicelgin.com. b. Elgin Literary Festival-Commissioner Femal stated that the Elgin Literary Festival was r this past weekend and that Kim Bauer, who is the Community Development Department's volunteer historic preservation intern, and Art Teacher, Madeline Elgin Heritage Commission:Minutes Page 2 February 2,2016 Richmond spoke at the festival about their blog, "Pedaling Preservation." Commissioner Femal stated that the blog is very informative and entices viewers to read more about the history of structures throughout Elgin in a very unique way. 2. Mayor's Initiative Ideas a. Directional Signage Update No update b. Web Based App Ms. Sundquist noted that Commission is getting great feedback so far on the www.historicelgin.com website. She stated that she anticipates that once more people know about the site,that gaps will be filled about buildings that do not have a lot of information by some of the viewers. Commissioner Femal stated that it would be great to have book marks or postcards to be passed out at particular functions and to have at local areas that would direct tourists and Elginites to the website.The Commissioners all agreed that this would be a great way to advertise the website. It was also noted that the website should be advertised on the City's Facebook page and on the City's website. Commissioner Rowe indicated that for the next Elgin History Museum Crackerbarrel Newsletter,that the Commission should advertise the www.historicelgin.com website.The Commission agreed that this would be great advertisement. Commissioner Rowe indicated that he will contact staff for more information about what to place in the article. a) Tour Booklets: Ms. Sundquist stated that the Downtown Neighborhood Association's tour brochures, of which the Heritage Commission gave $500 as kick start funds, are anticipated at being completed by the end of February. The Downtown Neighborhood Association may, at that time, ask for additional funds for printing and are currently collecting cost estimates. She stated that the Downtown Neighborhood Association thought it was a great idea to use the template that they created for other neighborhood tours to keep Elgin's historic tours consistent. The tour brochures would also be placed on the www.historicelgin.com website for easy access to tourists and Elginites to print off if they would prefer a hard copy of the particular tour versus using the website. b) Photographs: Ms. Sundquist indicated that there are a lot of buildings on the website that do not have sufficient photographs that show the existing buildings/structures as they are today. Ms. Sundquist asked the Commission if any of them would be interested,once the weather is nicer, if they'd like to help take a few Elgin Heritage Commission:Minutes Page 3 February 2,2016 photographs of each building/site to be used on the website. Commissioners Krebsbach, Femal, Savel, and Hunter volunteered their time to help gather photographs. c. Vinyl Sticker Purchase—Guide-By-Cell signs Ms. Sundquist received two quotes for adhesive vinyl graphics to be placed over the phone number that directed users to the Guide-By-Cell information. The vinyl graphic would be 2"x16.5" and would be a close color match to the existing metal signs. The Commission stated that a more specific URL code on the sign that directs the user directly to that plaques information is more helpful than only having the url that directs to the websites main page. Staff indicated that she will also try to get a QR Code added to this graphic as well in case tourists/Elginites would rather use the QR Code versus typing in the url. A motion was made by Commissioner Savel to pay for the more specific adhesive graphics. The motion was seconded by Commissioner Hunter. The motion passed 8-0. 3. Ideas for More Advertisement for the Historic Rehabilitation Grant Program a. Ms. Sundquist stated that the Historic Rehabilitation Grant funds were reinstated for 2016. Commissioner Femal indicated that the Commission should advertise at the Gail Borden Public Library and in the lobby space at City Hall. Chairman Wiedmeyer stated that the Commission should create posters that could be placed at those locations but also throughout the City. Commissioner Hunter indicated that the posters could be place in ACE Hardware as there is a lot of traffic from contractors and homeowners in that store. Chairman Wiedmeyer also stated that the Commission should organize a panel in early March to be held at the Gail Borden Public Library, if possible, where homeowners could seek help and gather information on how to apply for the grants. It was suggested that a Code Official, and a few of the Commissioners should be present as well as previous applicants who went through the grant program. This is to ensure that any questions could be answered by those homeowners that are interested in the program. Commissioner Femal stated that it would be great to have a slideshow of before and afters of those projects that went through the grant program as well as place those before and after images on the poster. Staff indicated that they will contact the Gail Borden Public Library to see if there are any spaces open for a panel discussion in early March as well contact the Code Official to see if they are available as well. F. New Business 1. Mayor's Awards Ceremony Staff indicated that the Mayor's Awards will be held on Tuesday, May 3, 2016 at 6:00PM Elgin Heritage Commission:Minutes Page 4 February 2,2016 at the Haight, 166 Symphony Way. It was noted by Staff that the Haight is a very unique space and perfect setting for our Mayor's Awards. It was also noted that the Commission will have to supply chairs as the Haight does not have a great amount of seating at this time. Commissioner Rowe mentioned that he has access to around 110 chairs but would need help transporting them. Chairman Wiedmeyer and Commissioner Savel stated that they would help transport the chairs to the ceremony and back. 2. Preservation Month Discussion a. Ms. Sundquist stated that she has received a couple programs so far for Preservation Month. She stated that a unique idea that could be down this year is a Historic Windows Treasure Hunt. She stated that a Commission in Oregon did something very similar to this in Preservation Month 2015 to bring more awareness and education to the community about historic windows. The premise is that there would be around 25 buildings in a specific area and a photograph of a historic window associated with those buildings. The contestant would have to find the building associated with the historic window photograph and write down the address of that building. For bonus points,the contestant could write down the style of architecture of that particular building. This Historic Window Treasure Hunt would be announced at the beginning of Preservation Month and would conclude at the end of the month. There would be three prizes given for first, second and third place. Commissioner Thoren offered the winning prize be a private tour of the Wing Mansion, a ride in his Model T or A to Wing Park for the first place winner, up to 6 people. Commissioner Hunter also indicated that she would offer free services for research for a plaque application or possibly a docent tour of a particular area for one of the prizes as well. Chairman Wiedmeyer asked the Commission if there could be a sub-committee to spear head this treasure hunt. Commissioners Van Dusen, Rowe and Krebsbach indicated that they were interested in putting this treasure hunt together. Staff noted that she will send the Commissioners more information about the project and that she would help with putting the graphics together. G. Other Business 1. Staff indicated to the Commission that there will be a Public Hearing at the next Heritage Commission meeting on March 1, 2016 for the inclusion of 408 Orange Street into the Elgin Bungalow Thematic Historic District. Commissioner Hunter asked Staff to forward her information to the owners as she is willing to help the owners rewrite their architectural descriptions to fit the Heritage Commission's requests. Kim Bauer and Madeline Richmond also were in attendance and spoke about their blog, "Pedaling Preservation." b. Elgin History Museum -Commissioner Rowe stated that in the next Elgin History Museum Crackerbarrel Newsletter,there is an article about the Elgin Heritage Commission and their work not only on the website but of other projects that the Commission is responsible for and working on. It also includes a quick advertisement of the Elgin Window Quiz that will be available for pick up on March 7th and not due until April 29th.The winners of the quiz will be announced at the Mayor's Awards. Commissioner Rowe stated that it was important to highlight the Heritage Commission as many people do not know the differences between the Heritage Commission from the Elgin Area Historical Society. Staff will forward the Crackerbarrel to the Commissioners per the request of Commissioner Rowe. Commissioner Femal thanked Commissioner Rowe for mentioning the Heritage Commission in the article. c. Elgin History Museum - 2-3-1 Exhibit was moved today from the Elgin Community College and is now at the Grand Victoria Riverboat. Commissioner Rowe mentioned they'd like to get the exhibit at surrounding area High Schools to be able to spread the word about this project. 2. Mayor's Initiative Ideas I a. Tour Booklets: Ms. Sundquist stated that the Downtown Neighborhood Association's tour brochures, of which the Heritage Commission gave $500 as kick start funds, are in the final design phase and will be ready to print. She noted that the Downtown Neighborhood Association will be submitting another funding request that will be discussed at the next Heritage Commission meeting in April. 2. Photographs: Ms. Sundquist distributed a list of buildings that need photographs taken of them to be placed on the website.The Commissioners who volunteered at the previous Heritage Commission included Commissioners Krebsbach, Femal,Savel, and Hunter.The list of needed photographs were split amongst these Commissioners. 3. Advertisement—Post Cards, Bookmarks Ms. Sundquist created a preliminary design for bookmarks and postcards that advertise the website. She stated that each item will have a QR Code for those who have smart phones and a QR reader. With this QR Code, the user can quickly scan the QR Code and it will take them directly to the website without Elgin Heritage Commission:Minutes Page 3 March 1,2016 having to type in the url address. Commissioner Van Dusen stated that if it does not cost anything extra,the website url should be in bold and in a larger font placed at the back of the bookmarks.The Commission stated that handing these bookmarks out at the Gail Borden Public Library would be great advertisement. 3. Historic Rehabilitation Grant Program Workshop a. Ms. Sundquist indicated that a Historic Rehabilitation Grants Workshop will be held on Monday, March 7, 2016 at the Gail Borden Public Library, Meadows Community Room A at 6:00PM.The workshop is to go through the application step by step ensuring that everyone who is in attendance understands what the City is looking for regarding any proposed restoration projects as well as what is expected of the property owner. She stated that Chairman Wiedmeyer and Commissioner Savel will be on the panel to explain the Certificate of Appropriateness process as well as the grant point system. In addition, Code Enforcement Supervisor Vince Cuchetto will also be on the panel to discuss what he looks for when at a grant property as well as Patricia Williams of the Neighborhood Housing Services of Chicago to discuss any loans that they may have for low-income residents. Tim Ramseyer, a 2015 grant recipient, will also be on the panel to discuss his experiences with the program. F. New Business 1. Individual Elgin Bungalow Thematic Historic District Application a. 408 Orange Street- Public hearing to consider the Individual Elgin Bungalow Thematic District Application at 408 Orange Street Commissioner Femal stated that this home was in excellent condition. Commissioner Savel stated that by definition the home is considered a bungalow but the home is an atypical bungalow. Commissioner Savel also agreed with Commissioner Femal that the home is in excellent condition. Commissioner Hunter noted that Arts and Crafts double-hung windows were very unique and one of the more significant features of the home. Funding Request—Interpretive Signage at Hillside Cemetery Staff stated that the Elgin History Museum,the Parks and Recreational Department and various private donors are partnering to fundraise for the installation of interpretive signage at Hillside Cemetery,the former burial ground of the Elgin Mental Health Center. Bill Briska,who is one of the main organizers for this effort, was in attendance to speak about the project. Mr. Briska stated that this has been a long term project that he's been wanting to complete since the 1990s. He stated that he was approached by avid golfer and Elginite, Elgin Heritage Commission:Minutes Page 5 March 1,2016 Mark Clemens, about installing signage commemorating the cemetery on one of the holes on the golf course near the cemetery,which kick started this project again. Mr. Briska stated that the overall project will cost around $2,000 for two interpretive signs and that the Parks and Recreational Department donated $500.00 already for the project. Commissioner Femal stated that this is a wonderful idea to place signs there. Commissioner Savel agreed with Commissioner Femal that this is a great way to pay respect to those who were buried there. Commissioner Rowe stated that Mr. Briska was very successful fundraising for the signage at the Road Race location. Commissioner Thoren agreed that the signage at the Road Race location was of high quality. Commissioner Hunter stated that it would be great to have signage at the club house as well. Commissioner Thoren agreed with Commissioner Hunter that a plaque inside will give more awareness of the site and what used to be in this location. Commissioner Savel stated that he has photographs from the 1980s of the farm colony and has volunteered to donate those photographs to Mr. Briska. Mr. Briska thanked Commissioner Savel for his generosity as well as the Commission as a whole for the consideration of this funding request. The Commission stated that they will fund $500 toward the production of the interpretive signage at Hillside Cemetery. A motion was made by Commissioner Rowe to fund$500.00 to the Elgin History Museum for the production of interpretive signage at Hillside Cemetery. The motion was seconded by Commissioner Thoren. The motion passed unanimously. 3. Preservation Month Schedule—May 1-31, 2016 A list of events planned for the month was included in the packet for review of the Commission. Ms. Sundquist indicated that she has not received as many Preservation Month requests yet but will expect to receive more within this month as the events are due Friday, March 25, 2016. Staff noted that she will have another quick call out placed on the Facebook page as reminder that events are due on that date. Following that date, the information will be compiled into the brochure and information for the various media outlets to promote. a. Elgin Window Treasure Hunt Staff thanked Commissioners Krebsbach, Rowe and Van Dusen for their hard work in putting the quiz together. She handed out the proposed Window Treasure Hunt to the Commissioners for discussion. The Elgin Window Treasure Hunt/Quiz will be available for pick up at the Community Development Department, Elgin History Museum and Ace Hardware on March 7th and not due until April 29th. Mayor's Awards Nominations Review-Scheduled for May 3, 2016 at The Haight, 166 Symphony Way Elgin Heritage Commission:Minutes Page 6 March 1,2016 Nine nominations had been submitted to the Commission for consideration of a Mayors Award. Each of the nominations was discussed by the Commission for consideration of a Mayors Award. Each of the nominations was discussed by the Commission based on the criteria for selection. The following nominations were selected to receive an award following individual action of the Commission: 1. David J. Nelson. Nominated by Miriam Lytle For educating and promoting an awareness of Elgin's Heritage through his seven piano concerts titled, "Reflections: Elgin Flowing Through Time,The 1920s- 1970s." Commissioner Savel stated that unique ways to highlight Elgin's history is exactly what the Mayor's Awards stand for and fully supports this nomination. The Commission agreed with Commissioner Savel. A motion was made by Commissioner Thoren to recommend the nomination for a Mayors Award. The motion was seconded by Commissioner Rowe and passed unanimously. 2. Dr. Rise Jones. Nominated by Danielle Henson & Miriam Lytle For creating and organizing an interactive program titled, "Each One, Reach One," a live program series that was captured on film, featuring recollections of Elgin residents during the Civil Rights movement. A motion was made by Commissioner Femal to recommend the nomination for a Mayors Award. The motion was seconded by Commissioner Rivera and passed unanimously. 3. Kim Bauer. Nominated by John Wiedmeyer. For promoting an awareness of Elgin's heritage through her blog, "Pedaling Preservation—Exploring Elgin, Illinois one building at a time." Chairman Wiedmeyer noted that Ms. Bauer has done a lot of work promoting Elgin's history and that she should be acknowledged for it. Commissioner Femal also noted that Ms. Bauer's work reaches a new demographic that could not be reached with the projects the Heritage Commission is currently working on. A motion was made by Commissioner Thoren to recommend the nomination for a Mayors Award. The motion was seconded by Commissioner Hunter and passed 7-0-1 (Wiedmeyer abstained). 4. Mark Graves. Nominated by Dan Miller. For his historically sensitive rehabilitation of 205 N. Gifford since 2012. Chairman Wiedmeyer questioned if this is over and above to warrant a Mayors Award. Commissioner Savel stated that Mr. Graves has been doing some great work on the home, however, it is a rehabilitation project that isn't quite above and beyond that differentiates it from other historic rehabilitation in the area. Commissioner Van Dusen states that this rehabilitation is what was expected of those who rehabilitate their homes and is not quite more than that. The . Chairman Wiedmeyer stated that this project was well above and beyond what was expected in a restoration/rehabilitation project and that the Commission should nominate Mr. Ramseyer and Mr. Kozial for the Henry Jensen Award. Commissioner Savel, Femal and Rowe agreed with Chairman Wiedmeyer. Commissioner Femal noted that she is very interested in seeing interior photographs of the building as well. A motion was made by Commissioner Savel to recommend the nomination for the Henry Jensen Award. The motion was seconded by Commissioner Thoren and passed unanimously. 6. ABODE. Nominated by Karen Matthews. For their spark grant program, begun in 2014,that helps fund projects supporting the integrity of Elgin's historic homes. Commissioner Savel stated that this is a very unique program and worthy of an award. Commissioner Thoren stated that ABODE began their organization with the pretenses of helping historic residences that are not within the historic districts. Chairman Wiedmeyer mentioned that this is a very hands-on based organization and very worthy of an award as they put money back into the community. A motion was made by Commissioner Savel to recommend the nomination for a Mayors Award. The motion was seconded by Commissioner Rivera and passed 7-0-1 (Thoren abstained). 7. Steve Stroud. Nominated by Rebecca Hunter. Commissioner Femal stated that Mr. Stroud was the driving force at the beginning of the Bungalow Initiative, however, many other people were involved with this project that should be recognized. Commissioner Rowe agreed that there were a lot of people involved in finalizing this Bungalow Thematic Historic District. Commissioner Savel suggested that we should recognize all the others who were a part of this project and not just one individual. Commissioner Rowe agreed and noted that the group awarded should be named, "The Bungalow Initiative." The Commission stated that they would like to have additional information of who was involved and the description of all the work done by those individuals, though they believe that this group is worthy of a Mayor's Award. The Commission agreed that they will discuss this nomination at the next Heritage Commission meeting on April 5, 2016. For the creation of a documentary film and traveling exhibit that provided a timely look at African-American history from a local perspective in conjuncture with the upcoming 50th anniversary of the 1964 Civil Rights Act.This project was created in partnership with the Elgin History Museum, Grindstone Productions and Ernie Broadnax. The Commission stated that they were surprised that this has not received an award yet. Chairman Wiedmeyer asked Commissioner Rowe if this exhibit could be displayed at the Haight for the Mayor's Awards. Commissioner Rowe stated that he believes that an exhibit could be displayed at the Mayor's Award. A motion was made by Commissioner Savel to recommend the nomination for a Mayors Award. The motion was seconded by Commissioner Thoren and passed unanimously. 9. Bill Briska. Nominated by the Elgin History Museum. For his leadership and dedication in preserving Elgin's heritage for the past 30 ryears through his volunteer efforts, publications, events, preservation projects and managing historical organizations. The Commission whole-heartedly agreed that Mr. Briska deserves this most prestigious award. A motion was made by Commissioner Savel to recommend the nomination for the George Van De Voorde Outstanding Service Award. The motion was seconded by Commissioner Thoren and passed unanimously. G. Other Business 1. Commissioner Femal stated that she will, unfortunately, have to step down from her position on the Heritage Commission in May due to a work schedule change. Reports from Neighborhood Groups on Heritage Related Activities a. A Night for Hello, Goodbye and Thank You to Elgin's most famous historian, E.C. Alft. Commissioner Thoren stated that over 250 people came to say goodbye to E.C. Alft on Monday, April 4, 2016 at the American Legion. He noted that no one has done more for Elgin than Mr. Alft. In addition to honoring Mr. Alft, there was a donation basket where they raised around $700 that was donated to the Elgin History Museum in Mr. Alft's name. Commissioner Rowe thanked Commissioner Thoren for organizing the event and that it was a wonderful evening celebrating a very notable Elginite. b. Elgin History Museum - Commissioner Rowe stated that the Elgin History Museum has several unique events hosted at the Lords Park Pavilion. On Wednesday, April 6, 2016, there will be a lecture about the history of Littler League Baseball in Elgin. This upcoming Saturday, April 9, 2016, there will also be a round table discussing history in the park. All are welcome to join. 2. Mayor's Initiative Ideas a. Directional Signage Update No update b. Web Based App Ms. Sundquist noted that she is investigating to see if www.historicelgin.com could be hosted on the City's website while maintaining the Square Space web builder. Ms. Sundquist noted that the Grant Workshop held at the Gail Borden Public Library on Monday, March 7, 2016 was a success and was noted by many in attendance that it was information and helpful. Ms. Sundquist suggested that those Commissioners who are not on the Design Review Subcommittee but would like to participate in the Grant Review, to be held on April 19, 2016, should come to the Design Review Subcommittee meeting on April 12, 2016 to receive a background of the proposed grant projects. Funding Request—Downtown Neighborhood Association- Design Committee Staff stated that the Downtown Neighborhood Association — Design Committee is requesting some assistance for printing their Walking Tour brochures of historic sites in downtown Elgin. Betsy Couture, who is one of the main organizers for this effort, was in attendance to speak about the project. To note, the Heritage Commission approved a funding request by the Downtown Neighborhood Association —Design Committee for $500 in December of 2015 to help with the cost for the design of the walking tour brochure. Commissioner Thoren noted that the Downtown Neighborhood Association — Design Committee recently received an Elgin Image Award for their collaboration and participation in the nomination for the Downtown Commercial National Register Historic District. Ms. Couture noted that this brochure will be the first of three brochures that will highlight historic sites throughout the downtown area including a Mid-Century Walking Tour and a Holy Hill Walking Tour. The request is to produce 5,000 brochures that will be placed throughout Elgin and the Northwest suburbs to encourage visitors to come to Elgin. Commissioner Rowe stated that it is worthwhile to assist the Downtown Neighborhood Design Committee for encouraging visitors and residents to explore and learn about Elgin's downtown historic sites. Chairman Wiedmeyer noted that the $1,000 request was 20%of the Heritage Commission's budget and with existing and known future expenses, the Commission only has $1,500 remaining. Commissioner Rowe stated that the Heritage Commission should approve the cost to print 2,500 brochures to show that the Heritage Commission acknowledges the efforts and the hard work that the Downtown Neighborhood Association's Design Committee has done to advertise Elgin's downtown historic commercial buildings as well as its heritage. Commissioner Savel stated that Mr. Graves has been doing some great work on the home, however, it is a rehabilitation project that isn't quite above and beyond that differentiates it from other historic rehabilitation in the area. Commissioner Thoren stated that nominating Mark Graves work at 205 N. Gifford will encourage others in the community to restore and rehabilitate their properties. Commissioner Van Dusen stated that the Mayor's Awards are to be special and that the Commission should acknowledge those in the community who have gone above and beyond versus done what is expected of those who rehabilitate their homes. Advertisement—Post Cards, Bookmarks Commissioners Van Dusen noted that the bookmarks submitted to the Gail Borden Library advertising the historicelgin website were all gone. Staff stated that she will have more printed and given to the library. Staff also stated that she put in an advertisement of the website in the May 2016 edition of Bravo. 3. 2016 Preservation Month Wrap-Up a. Commissioners discussed the success of the Mayor's Awards. Chairman Wiedmeyer noted that over 220 chairs were set up and every seat was filled plus over 20 people were standing at the back of the room. The Commissioners agreed that this was the most successful Mayor's Awards that has been given as they received many compliments by those who attended. Commissioner Savel thanked staff for the "behind the scenes” work that was completed to make this a successful event. Chairman Wiedmeyer stated that the partnership with the Downtown Neighborhood Association was key in localizing a downtown, commercial venue that not only met the needs of the event but had the perfect historic back drop. Chairman Wiedmeyer stated that the Commission should continue this partnership with the Downtown Neighborhood Association and seek other downtown spaces that could host the Mayor's Awards but as well as help advertise the particular space for the owners. b. Repair of Davidson Park sign Staff informed the Commission that the condition of the Davidson Park sign was in poor condition and is in need of repair. Staff noted that the sign was installed in the 1980s by the Gifford Park Association. Chairman Wiedmeyer noted that this could be something that the Heritage Commission and the Gifford Park Association could work together to accomplish. Commissioner Savel stated that if the sign were to be rebuilt it could cost more than half of the Heritage Commission's budget. Chairman Wiedmeyer stated that Elgin Heritage Commission:Minutes Page 6 ' June 7,2016 rif a new sign were to be proposed by the Gifford Park Association,the Heritage Commission may be able to help give some funds as a kickstarter for the project. The Commission asked staff to look into what the Gifford Park Association would like to do with the sign whether it would be to repair it or to replace the sign with a new design. G. Other Business 1. National Alliance of Preservation Commissions—FORUM 2016 Staff noted to the Commission that for those who are interested in attending the NAPC FORUM conference from July 27th—July 31st could do so at a discounted rate of$185.00 for award recipients. Staff also stated to the Commission that she as well as Chairman Wiedmeyer will be attending the conference. It was noted that in the past,the Heritage Commission has funded conference fees to those Commissioners and staff to attend conferences regarding historic preservation. Commissioner Savel agreed that the Heritage Commission should sponsor the cost of registration for Chairman Wiedmeyer and staff. A motion was made by Commissioner Rowe to reimburse the registration fees of $185.00/person for Chairman Wiedmeyer and Ms. Sundquist to attend the National Alliance of Preservation Commissions Bi-Annual conference to be held in Mobile, Alabama. Staff noted to the Commission that Commissioner Rivera had to step down after her three years of service. Currently, a portion of the east elevation and all of the north elevation have been removed to begin with repairs and stabilization of the building. National Alliance of Preservation Commissions—FORUM 2016 On July 29, 2016, the Elgin Heritage Commission was honored with a National Alliance of Preservation Commissions"Best Practices" Award for their new website, www.historicelgin.com. The motion passed unanimously. 2. 31 N.Worth Avenue—Chairman Wiedmeyer stated that the architectural and historic significance description in the application were lacking and would like the applicant to provide more descriptive information about the characteristics seen on this home and more about the original owners.The Commission agreed that a more descriptive paragraph should be submitted as the information will be placed on the www.historicelgin.com website. Commissioner Van Dusen and Rebecca Hunter noted to the Owner,James Zorn, that they will help the owners rewrite their architectural and historic descriptions to fit the Heritage Commission's requests. Replacement Plaques—Staff noted to the Heritage Commission that there are several owners who have contacted staff regarding their current plaques being damaged and/or unable to see the paint inscription about the property. Commissioner Rowe asked if the Heritage Commission charges for replacement of which, staff commented that owners are not charged an additional fee for replacement. Commissioner Rowe noted his concern of using the Heritage Commission's budget for replacement plaques due to the Heritage Commission's minimal budget. Commissioner Thoren stated that replacement plaques are few and far between but since the budget is a major concern,then setting aside funds to budget for future plaque replacement may be wise. Chairman Wiedmeyer stated that if the plaque only has worn wording, than the plaque may be able to be reused. Commissioner Van Dusen also noted that the Commission should have a de-plaquing process as some buildings,that are not located in the Historic Districts, have completed insensitive changes to the exterior of the home that would not give the home high enough points to pass if they were to apply today for a plaque.The Commission agreed to look into this further. Staff stated it may be difficult,though, as this is an honorary rprogram and those properties outside of the Historic Districts are not held up to the standards of those in the Historic Districts. A motion was made by Commissioner Anderson to approve funding the replacement of the following plaques: 600 E. Chicago, 164 Lincoln Avenue, 1044 Augusta Avenue, 116 Hill Avenue. Gifford Park Association-Commissioner Rowe stated that the Gifford Park Association's 35th Annual Historic Housewalk will be held on September 10th and 11th of this year and will be highlighting homes in the Elgin Historic District. b. Elgin History Museum-Commissioner Rowe noted the Elgin History Museum's Annual Cemetery Walk located at Bluff City Cemetery on September 25tH c. Elgin History Museum—Commissioner Rowe also noted that there will be a fundraiser for the Nancy Kimball Home (302 W. Approval of Upcoming Expenses—Staff stated that she anticipates a few more plaques to be submitted by the end of the year and that the HistoricElgin website will need to be renewed by the end of the month. Commissioner Rowe stated that there are no revisions for the awards nomination and to submit as is. 3. Heritage Commission Presentation of NAPC Award to City Council --Commissioner Anderson congratulated the Heritage Commission and staff for the National Alliance of Preservation Commissions Award for the website. Staff noted that it was a group effort and everyone should be proud of this accomplishment. Elgin History Museum - Commissioner Rowe noted the Elgin Area Historical Society's Annual Benefit will be held on November 5, 2016 at the Elgin Country Club. Tickets are available now. b. Elgin History Museum —Commissioner Van Dusen stated that a group of volunteers helped clear brush and reset grave stones at the historic, Hillside Cemetery. This was once the cemetery for those at the Elgin Mental Health Center who had no families to claim them when they passed. Commissioner Marston noted that the Hillside Cemetery sign that the Heritage Commission donated funds to will soon be installed on the Highland Golf Course. Commissioner Thoren explained that signage is key to Elgin Heritage Commission:Minutes Page 2 N vember 1,2016 bring awareness to this historic site as it is hardly noticed due to the thick tree line that surrounds it. c. Elgin History Museum—Commissioner Marston noted volunteers came out to the site of the Nancy Kimball House (302 W. Chicago St) on Sunday, October 30, 2016,to help move the cobblestones closer to the building so that mason, John Crowe, had easier access to install them back onto the building. Commissioner Marston stated that there was a morning shift of volunteers and an early afternoon shift of volunteers. There will be a couple more volunteer dates to move the remaining cobblestones. d. Commissioner Marston thanked Commissioner Thoren for his presentation on the Wing Park Golf Course that was given on Wednesday, October 5th at 6:00PM at Lords Park Pavilion. e. Commissioner Van Dusen noted that Elgin received honors and awards for three of their homes in the Chicago Painting and Coating Association's Painted Ladies contest. There were only five homes awarded out of 30 applications. Commissioner Rowe congratulated Chairman Wiedmeyer as he was awarded the "Best use of a Bold Color Combination, Professionally Painted," for 711 Douglas Avenue. Commissioner Anderson noted that this is truly significant as Elgin has continually proven that it has a wonderful array of historic homes that are worthy of preserving and taking a visit to see. f. Commissioner Anderson stated that he went to a lecture sponsored by the Elmhurst Historic Preservation Commission, Landmarks Illinois, and the Illinois Historic Preservation Agency on October 12, 2016. He noted that this lecture focused on the York-Cottage Hill Historic Resources specifically focusing on Landmark Designation and Tax Incentives. 2. Mayor's Initiative Ideas a. Directional Signage Update This project will be pushed back until 2017, however, staff noted that for the January meeting, possibly partnering with the Downtown Neighborhood Association to host a competition on the design of the signage for the Downtown Commercial National Register Historic District. The Commission agreed that this is a good idea, and asked staff to reach out to the Downtown Neighborhood Association about a partnership. b. Web Based App 1. Photographs: It was noted that the Commission is diligently taking photographs of their assigned buildings and will return the photographs as soon as possible to staff to upload to the website. F. It was noted that Chairman Wiedmeyer will unfortunately not be in attendance at the awards. Staff asked if anyone from the Commission would like to help with the awards that night due to Chairman Wiedmeyer's absence. Commissioner Thoren graciously volunteered to be the Master of Ceremonies. The Commission agreed that he would be the perfect announcer for this event. b. Topics for Speaker: (i) Nancy Kimball Home—History and its Rehabilitation: Staff noted to the Commission that Bill Briska has agreed to give a short presentation on the history of 302 W. Chicago as well as an update on progress. Commissioner Anderson noted that it might be interesting to see if Eric Pepa of Allen&Pepa Architects could also give a presentation regarding the structural aspects of the building. Commissioner Rowe noted that Bill Briska has a good understanding of the structure of the building and as this presentation is typically limited to 20 minutes,then we should limit the amount of speakers. Chairman Wiedmeyer asked staff to see if Bill Briska will be touching on the structural aspects of the building. c. Plaques to be Award —There will be five Heritage Commission Plaques awarded as well as four bungalow plaques. d. Dish to Pass: Commissioners agreed to bring a plate to pass and to notify staff of what they will be bringing to ensure no duplicates. 2. Elgin Heritage Commission Budget a. Ms. Sundquist provided the Commission with its current budget status. She reviewed upcoming anticipated expenses. The plaque painting and website cost are the only expected and remaining expenses of the year. In keeping with this, Commissioner Savel noted that materials need to be bought for the creation of the Heritage and Bungalow plaques. Commissioner Thoren noted that he will be buying paint soon for the plaques and can provide staff with receipts of the purchases. Commissioner Savel also stated that in the past,the Heritage Commission has given funds to the Elgin Area Historical Society for the purchase of computer equipment. The Commission noted that they are interested in helping fund the Nancy Kimball House project as well as the Dairies to Prairies dependent on what project is need of it most. A motion was made by Commissioner Savel to reimburse Commissioner Thoren for paint used for the Heritage and Bungalow Plaques and the remaining funds to be donated to the Elgin Area Historical Society to be used at their discretion for the following recommended projects: Nancy Kimball House; Dairies to Prairies Documentary;for the purchase of equipment.
