Elgin Heritage Commission
November 4, 2014
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman Bill Briska.
1. Members Present: William Briska, Elizabeth Femal, Rebecca Hunter, Tom Krebsbach,
George Rowe, Judith Rivera, Scott Savel, Judy Van Dusen, and
John Wiedmeyer
2. Members Absent: None
3. Others Present: John Roberson and Christen Sundquist, members of the Design
Review Subcommittee and Don Obenauf, representing the Near
West Neighborhood
4. City Staff Present: Sarosh Saher, AICP, Senior Planner
B. Approval of Minutes:
A motion was made by Commissioner Savel to approve the October 7, 2014 minutes. Motion
seconded by Commissioner Wiedmeyer. The motion passed unanimously.
C. Recognize Persons Present: Chairman Briska asked the meeting attendees to introduce
themselves and the reason they were present at the meeting.
D. Old Business
1. Elgin Bungalow Initiative Update
Mr. Saher advised the Committee that the Commission’s proposal for an amendment to
allow for the creation of a thematic historic district is still awaiting submittal to the Legal
Department in light of the recent staff turnover that has taken place within the
department.
2. DRSC Composition Text Amendment Update
Mr. Saher reported that as with the previous item, because of the staff turnover within
the department, staff has been required prioritize projects within the department, as a
result of which this project will not be able to be forwarded for consideration.
3. National Register Historic District – Downtown Commercial District Update
Mr. Saher reported that the nomination was presented to the Illinois Historic Sites
Advisory Council (IHSAC) on October 24, 2014. Tom Armstrong and Deirdre White from
the Downtown Neighborhood Association (DNA) had attended the meeting. The
nomination received the approval of the Council for listing in the National Register of
Elgin Heritage Commission: Minutes Page 2
November 4, 2014
Historic Places. The city will be notified once the listing has been completed and receive
a certificate from the Keeper of the National Register.
4. Reports from Neighborhood Groups on Heritage Related Activities
Commissioner Rowe discussed the upcoming event – “Mr. & Mrs. Lincoln” an Annual
Benefit/Silent Auction/General Meeting, to be held at the Heritage Ballroom in Centre
of Elgin on November 8, 6 p.m.
E. New Business
1. Letter of support for Elgin History Museum's IMLS grant application
Chairman Briska provided the Commission with background on the Institute of Museum
and Library Services (IMLS) grant for which the Elgin Area Historical Society was planning
to apply. He indicated that it was a labor and paper intensive grant application. The
deadline for the application was December 1. The museum would be looking for letters
of support from affiliated organizations. The funding was being requested for the
cataloging and sorting the museum’s photograph collection. The museum had over 100
thousand photos and negatives which needed to be cataloged.
A motion was made by Commissioner Rivera to support the request with a letter from
the Commission. The motion was seconded by Commissioner Rowe and passed
unanimously.
2. Notice of Public Hearing regarding the Tower Building – 100 E. Chicago Street
The Elgin Heritage Commission had received notice from the Director of the Community
Development Department that the Planning & Zoning Commission of the City of Elgin
would open a public hearing on an application requesting a conditional use for planned
development at 100 E. Chicago Street, more commonly known as the Tower Building.
the hearing was scheduled for on Monday, November 3, 2014 at 7:00 p.m. However, to
comply with Section 20.12.30 entitled “Notice to Heritage Commission,” which requires
this notice to be provided at least 30 days in advance of the forthcoming hearing, staff
had recommended recommend that the public hearing be continued to the December
1, 2014 meeting of the Planning & Zoning Commission.
Specifically, the conditional use for planned development would allow the applicant to
put apartments on the ground floor of the building. Currently, the zoning for this
property only permits apartments within the upper floors of the building. The
application, submitted by Capstone Development Group, LLC, has been assigned
petition number 49‐14.
Mr. Saher also stated that the applicant intended to convert the vacant Tower Building
into 45 market‐rate apartments. A conditional use for planned development would
allow the applicant to put five apartments on the ground floor, along with a lobby and
leasing office. Other building amenities would be provided in the basement. The

applicant proposes a mix of one‐ and two‐bedroom apartments throughout the building.
To assist with the funding of the project, the applicant was also planning to apply for the
federal Reinvestment Tax Credit for historic rehabilitations from the State Preservation
office.
John Roberson commented that he would like to recommend that the developer ensure
that noise considerations be addressed along with any energy considerations during the
repair or replacement of the windows.
Mr. Saher stated that the application for a Certificate of Appropriateness (COA) for
exterior work was considered and approved by the Elgin Heritage Commission's Design
Review Subcommittee on October 28, 2014 and had received unanimous approval by
the Subcommittee.
A motion was made by Commissioner Savel to recommend to the Planning & Zoning
Commission that the zoning petition for a Planned Development as a Conditional Use be
approved, and that the approval of the Certificate of Appropriateness (COA) by the
Design Review Subcommittee also be transmitted to the Planning Commission for their
consideration.
The motion was seconded by Commissioner Femal and passed unanimously.
3. Recommendations on Historic Rehabilitation and Residential Conversion Grants
Dan Miller had requested the Commission to recommend to the Elgin City Council that
the 50/50 and 75/25 Historic Architectural Rehabilitation Grant Programs be considered
to continue to receive funding in the 2015 fiscal year. Commissioner Savel stated that
this was a great program that had a huge impact on properties within historic districts
and landmarks. Mr. Saher provided general background information on the amounts
that the programs had received in the past years and indicated that in the more recent
years, the program (particularly the 75/25 program) had seen lower interest from
applicants. There were a number of reasons for this including the recent downturn in
the economy or the inability of the low‐income property owners to come up with their
share of the expenses (25%). Commissioner Wiedmeyer stated that the program needed
to be promoted more effectively to the residents of the historic districts. He also
suggested meeting with potential grantees to demonstrate how to rehab homes
according to the guidelines to increase their chances of getting a grant.
A motion was made by Commissioner Rowe to recommend to the City Council that
funding the grants in 2015 be given strong consideration.
The motion was seconded by Commissioner Rivera and passed unanimously.
4. Budget updates
In light of the fact there was no meeting planned for December, Chairman Briska
suggested that the Commission consider allocating the remainder of funds in the Elgin

Heritage Commission budget to the Elgin Area Historical Society’s ongoing upgrades of
technology and equipment in the museum.
A motion was made by Commissioner Wiedmeyer to allocate any remaining funds in the
budget after all required expenses are paid to the Elgin Area Historical Museum for the
ongoing project to upgrade the museum’s technology and other equipment.
The motion was seconded by Commissioner Krebsbach and passed unanimously.
5. Potential hearing regarding an appeal to the Heritage Commission
Mr. Saher mentioned that at the last meeting of the Design Review Subcommittee on
October 28, 2014, an application for a Certificate of Appropriateness (COA) was denied
by the Subcommittee. The applicant had indicated an intention to appeal the decision to
the whole Elgin Heritage Commission. However, because no meeting in December was
planned by the Commission, the next opportunity for a public hearing would fall in
January. Mr. Saher therefore suggested that the Commission schedule a meeting in
December to provide the applicant with the opportunity to appeal within reasonable
time.
It was agreed that the Commission would hold its meeting on the first Tuesday in
December – December 2, 2014, at 7:00 p.m. at the City Council Chambers.
F. Other Business
1. Following discussion of the previous item Commissioner Rowe brought up the issue of
the property owner’s awareness of their property being located within a historic district
and asked what procedures were in place to make potential property owners aware.
Mr. Saher stated that there was a document that had been filed with each property’s
legal description notifying anyone conducting a title commitment search that the
property was located within an historic district. However, a number of Commission
members indicated that not all property owners completed such a search.
Commissioner Krebsbach mentioned that he would like to approach the MLS Multiple
Listing Service to remind them that there is a location within the service to add/check a
box to indicate “located within a historic district.” However, 90% of realtors don’t check
this box. He was going to recommend to the Board of Realtors that this be made a
mandatory field to check. He will report back on this at a later meeting.
G. Staff Announcements
Mr. Saher reported that in the absence of Ms. Munro he would continue to manage the
city’s historic preservation and grants program. At this time a notice to request applications
for a replacement for the position was not posted. On asked whether the position would
continue as before or whether there was any consideration to divide the duties up between
a historic preservation coordinator and a grants coordinator, Mr. Saher stated that as of this
date there no changes in the description of the position.

H. Adjournment
A motion was made by Commissioner Savel to adjourn the meeting. The motion was
seconded by Commissioner Wiedmeyer and passed unanimously. The meeting was
adjourned at 8:05 p.m.
