Elgin Heritage Commission
October 6, 2015
Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.
1. Members Present: Elizabeth Femal, George Rowe (7:01), Judith Van Dusen, Scott
Savel, Steve Thoren, Tom Krebsbach, Rebecca Hunter and John
Wiedmeyer
2. Members Absent: Judith Rivera
3. Others Present: Catherine and Robert Wilson
4. City Staff Present: Christen Sundquist, Historic Preservation Planner
B. Approval of Minutes:
1. A motion was made by Commissioner Hunter to approve the September 1, 2015
minutes as submitted. The motion was seconded by Commissioner Krebsbach.
The motion passed 7‐0 with 1 abstention (Savel).
2. A motion was made by Commissioner Savel to approve the September 29, 2015 grant
review minutes as submitted. The motion was seconded by Commissioner Hunter. The
motion passed 4‐0 with 4 abstentions (Femal, Rowe, Thoren, Krebsbach).
C. Recognize Persons Present: the Commission recognized Catherine and Robert Wilson
D. Plaque applications:
1. 420 Douglas Avenue ‐ The plaque nomination received the following average scores:
Historic Significance: 9.00; Architectural Significance: 8.33; Current Maintenance: 7.33.
A motion was made by Commissioner Savel to approve awarding the plaque for the
property with the inscription that would read 1910, A. & A. Retan (Abbreviated for Allan
and Amanda Retan).
The motion was seconded by Commissioner Rowe.
The motion passed 7‐0‐1 (Krebsbach abstained).
2. 607 Douglas Avenue – The Owners withdrew their plaque application for review and will
resubmit in early summer to the Heritage Commission when there is substantial
restoration work completed on home.

1. Reports from Neighborhood Groups on Heritage Related Activities
i. Gifford Park Association’s 34th Annual Historic Elgin House Tour held on September
12th was a success. The total amount in attendance was 926. The after party for the
docents and home owners was held at the Senior Center. This space will likely be
used for next year’s after party.
ii. Elgin History Museum’s 28th Annual Cemetery Walk held on September 27th was also
a success. Commissioner Rowe thanked Chairman Wiedmeyer for donating his time
to drop off and pick up chairs that were used at each site.
iii. Northeast Neighborhood Association (NENA) will be hosting a “Homes for the
Holidays House Tour,” showcasing eight homes in Elgin’s Historic Northeast
Neighborhood to be held on December 5, 2015 from 12:00PM – 5:00PM. More
information can be found at www.NENAofELgin.org.
2. Mayor’s Initiative Ideas
i. Directional Signage Update
Ms. Sundquist presented her research regarding the installation of directional
signage to the Downtown Commercial National Historic District. Commissioner Rowe
and Commissioner Femal both agreed that placing directional signage to the district
as well as signage within the Downtown Commercial National Historic District is
critical. Ms. Sundquist stated that she has been coordinating with Public Works on
what is allowed for signage installation.
Signage location around the National Historic District will need to be evaluated
based on existing signage to limit signage clutter. Signage located on Routes 25, 31
and 20 will need IDOT approval. Commissioner Savel asked staff to contact vendors
to provide a range of what the signs could cost. Commissioner Femal also asked staff
to take photographs of the proposed sign locations and present them at the next
Heritage Commission meeting. Commissioner Savel noted that when he is visiting
other municipalities, he always notes the brown board signs for historic sites. He
stated that the directional signage can be simple with the name of the site and a
mileage beneath.
Commissioner Femal stated that fliers could be another way to direct visitors to
particular sites. There are several areas throughout Elgin such as hotels, hospitals,
Judson University, Elgin Community College, Elgin History Museum, Elgin Public
Museum, Elgin Fire Barn No. 5 Museum, Gail Borden Public Library that could have
fliers placed on an information wall that could advertise each particular district, or
point of interest within Elgin. The Commission agreed that fliers should be made for
each district. This topic will be placed on the next Heritage Commission Agenda.
3. Alternative Tour Methods (to replace “Guide by Cell”)

i. Web Based App
Ms. Sundquist stated that after researching app based platforms, it was concluded
that a web‐based app would be the most feasible in terms of cost and quality. The
web‐based app will allow a more flexible platform where a visitor can use it on their
phone while exploring the neighborhood or on their computer at home. In addition,
it is the easiest platform to add information quickly as it comes with a template.
Ms. Sundquist presented a preliminary, demonstrative web‐based app that showed
a Home Page, and a Map pinpointing points of interest. The presented web‐app was
designed by Elgin Historic District property owner, Ben Eubank, who donated his
time to create the preliminary web‐based app. The web‐based app can be easily
evolved and adapted to include more information. The map on the website is Global
Positioning System (GPS) based and can pinpoint the user’s location in relation to
other points of interest on the map. When a user clicks on the pinpointed “balloon”
over a particular point of interest, a quick thumbnail pops up giving the year the
house was built, the original owner or builder’s name as well as a photograph of the
building. The user can then click on the “Full Details,” Button and be led to a page
that will give a brief architectural description, historical significance, lineage of
previous home owners and several photographs of the home.
The Commission agreed that this is the best platform to use to create an interactive
map for visitors to use while they are in Elgin. Ms. Sundquist noted that before the
website launches, the website will need a domain name. Commissioner Rowe
suggested that HistoricElgin.com could be a simple, but effective domain name that
is easy to remember and find. Commissioner Femal and Commissioner Thoren
agreed with this suggestion but to include IL after Elgin as to not to confuse it with
other municipalities called Elgin. A motion was made by Commissioner Thoren to
allow staff to purchase a domain name with preference to HistoricElginIL.com.
The motion was seconded by Commissioner Femal.
The motion passed 8‐0.
ii. Cancellation of Guide By Cell – next steps for current signs
Ms. Sundquist stated that before cancellation of Guide By Cell, the sign should be
covered with an applique or the phone number should be redirected to the City
stating that the service is no longer available and is being upgraded. The Commission
agreed that the easiest solution at this point in time is to see if the phone number
could be redirected to an automated message until the Commission has had time to
review what could be placed over the existing signs.
4. Bungalow Thematic Historic District and Heritage Plaque
i. Bungalow District Sign Designs
Ms. Sundquist presented several designs to the Commission in regards to the

Bungalow Thematic Historic District signs. The Commissioners chose the sign that
was easiest to read from 15’ away and a font that matched the design of the sign.
ii. Bungalow District Sign Cost Estimate
Dexter Signs quoted $15 per plaque to apply the design on the blank plaque. At the
previous Commission meeting held on September 1, 2015, the Commissioners
volunteered their time to create the blanks, paint them and install hooks and chains
to keep the cost of the plaques down. Chairman Wiedmeyer, Commissioner Savel,
Commissioner Thoren and Commission Hunter generously volunteered their time to
create the blank plaques.
iii. Heritage Plaque Cost Estimate
Dexter Signs quoted $30 per plaque to apply the design, year and original owner on
the blank heritage plaque. At the previous Commission meeting held on September
1, 2015, the Commissioners volunteered their time to create the blanks and paint
them. Chairman Wiedmeyer, Commissioner Savel, Commissioner Thoren and
Commission Hunter generously volunteered their time to create the blank plaques.
A motion was made by Commissioner Rowe to approve material costs bought by
Chairman Wiedmeyer for both the bungalow and heritage plaques.
The motion was seconded by Commissioner Femal.
The motion passed 7‐0 (1 abstention: Wiedmeyer).
F. New Business
1. December Plaque Awards
Ms. Sundquist stated that December 1, 2015 at 7PM was reserved for the December
Plaque Awards at the Elgin History Museum. Ms. Sundquist stated that Elizabeth
Marston, the Museum Director for the Elgin History Museum, suggested two possible
topics including the Giffords and Kimballs, featuring the new, donated Gifford Watch
and rehabilitation of the Nancy Kimball home or on the new, Elgin Bungalow Thematic
Historic District.
Commissioner Femal stated that since we will be awarding the two, new Bungalow
Thematic Historic District property owners that night, it would be fitting to have the
topic be on the Elgin Bungalow Thematic Historic District. The Commission agreed that
this topic is the most appropriate for the December Plaque Awards.
2. Ideas for More Advertisement for the Historic Rehabilitation Grant Program
Commissioner Savel stated that more needs to be done in terms of advertising of the
grants. Commissioner Hunter noted that it is a wonderful program that has helped
rehabilitate many homes in the historic districts. Commissioner Savel stated that many
of the residents have reservations about applying for the grants because of the process
and the owner requirements including addressing any open code violations and being
taxed on the 50/50 grant.
It was suggested by Commissioner Femal to install easels in the lobby at City Hall as well

as Gail Borden Public Library advertising that the grants are open.
In addition, it was suggested to organize an event held at the Gail Borden Public Library
that several historic restoration contractors could give advice, that staff including the
historic preservation planner and the code enforcement supervisor could attend to talk
about what is to be expected pertaining to the process as well as answer any questions
pertaining to the application. In addition, previous owners who have gone through the
program could talk about their experience with the program as well as have a before
and after presentation of the homes that have went through the programs. The
Commissioners agreed that more advertisement is needed. Staff indicated that she will
include this on the January 5, 2016 Agenda to discuss as the grants are typically
announced in February.
3. Approval of 2016 EHC and DRSC Meetings
Commissioner Savel made the motion to approve the 2016 EHC and DRSC meeting
schedule.
The motion was seconded by Commissioner Rowe.
The motion passed unanimously.
4. Potential hearing regarding an appeal to the Heritage Commission
Staff stated that there will be a public hearing at the next Heritage Commission meeting
on November 3, 2015 regarding an appeal of the Design Review Subcommittee’s
decision regarding 1013 Douglas Avenue.
G. Other Business
1. Commissioner Thoren had to reschedule the tour of the Wing Mansion for the Heritage
Commission members to October 17th.
2. Ms. Sundquist noted to the Commissioners of the Richard H. Driehaus Foundation
Preservation Awards to be held on October 17, 2015 in Chicago.
3. Ms. Sundquist stated that there will be a Preservation Commissioner Training Camp
hosted by the National Alliance of Preservation Commissions, Commission Assistance &
Mentoring Program, Illinois Historic Preservation Agency as well as the City of Geneva,
Illinois. The workshop will be held on November 14, 2015 from 9:00AM – 4:30PM at
Geneva City Hall. Registration closes on November 6, 2015.
H. Adjournment
A motion was made by Commissioner Savel to adjourn the meeting. The motion was
seconded by Commissioner Femal and passed unanimously. The meeting was adjourned at
8:41 p.m.
