Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman Bill Briska.
1. Members Present: William Briska, Elizabeth Femal, Rebecca Hunter,Torn Krebsbach,
George Rowe,Judy Van Dusen, and John Wiedmeyer
2. Members Absent: Judith Rivera and Scott Save(

B. Approval of Minutes:
1. A motion was made by Commissioner Rowe to approve the November 4, 2014 minutes.
The motion was seconded by Commissioner Wiedmeyer. The motion passed unanimously.
2. A motion was made by Commissioner Wiedmeyer to approve the December 2, 2014
minutes of the special meeting and public hearing. The motion was seconded by
Commissioner Rowe.The motion passed unanimously.
C. Recognize Persons Present: No additional persons were present.
D. Plaque applications:there were none submitted for the consideration of the Commission at
this time. However, Mr. Saher indicated that there were two plaques that would be
presented to home owners in May since there was no event held in December.
E. Old Business
1. Elgin Bungalow Initiative Update
No new information was provided other than what was reported at the last meeting of
the Commission.
2. DRSC Composition Text Amendment Update
No new information was provided other than what was reported at the last meeting of
the Commission.
3. Historic Preservation Planner position update
Mr. Saher informed the Commission that the position of Historic Preservation Planner
was in fact considered separate from a grants planner.As such,the position had been
announced by the city with a closing deadline of December 29, 2014. 62 applications

i. 50/50 Historic Architectural Rehabilitation Grant Program. The program had been
allocated an amount of$50,000 in new proceeds with a total available balance of
$97,721.00 due to left over proceeds from 2014.
ii. 75/25 Historic Architectural Rehabilitation Grant Program. The program had been
allocated an amount of$50,000 in new proceeds with a total available balance of
$144,000.00 due to left over proceeds from 2014.
Availability of applications would be announced by the city on the website and at a
city council meeting. Additionally, Mr. Saher indicated that a press release was being
prepared to be sent to the various media outlets.
For the general information of the Commission, Mr. Saher also provided update on other grant
programs that had received allocations by the city council in the 2015 budget. They were as
follows:
iii. Residential Conversion grant program:The program had been allocated an amount
of$150,000 in new proceeds with a total available balance of$247,000.00 due to
left over proceeds from 2014.
iv. Property Improvement Grant program (Chain Link Fence Removal Program,
Substitute Siding Removal Program and Exterior Paint program):The program had
been allocated an amount of$100,000 in new proceeds with a total available
balance of$150,000.00 due to left over proceeds from 2014.
v. Overhead Sewer and Backwater Valve Assistance program:the program had not
been funded for 2015.
vi. Facade Improvement Program: The program had been allocated an amount of
$150,000 in new proceeds.
4. Preservation Month Schedule- May 1 —31, 2015.
Chairman Briska updated the Commission on the events that had been planned thus far.
He indicated that it was still early in the year, and that he would continue to work with
the Elgin Area Historical Society and the Gail Borden Library to gather information on
events planned for the month of May. In the meantime, he read out the list that was
confirmed as of that date.
Mr. Saher also added that Judy Brownfield of"Books at Sunset" had indicated her
interest in conducting a "Roaring 20s"trolley tour of Elgin. They were currently waiting
for insurance to be able to use the Lords Park Pavilion as a starting point and would
confirm the date in the near future.
Additionally, Mr. Saher again reminded the Commission that the downtown commercial
national register historic district could be recognized at the Mayors Awards in May.

Proposed Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman Bill Briska.
1. Members Present: William Briska, Elizabeth Femal, Rebecca Hunter, Tom Krebsbach,
Judith Rivera, George Rowe, Scott Savel,Judith Van Dusen, and
John Wiedmeyer
2. Members Absent: None
3. Others Present: Dan Miller

B. Approval of Minutes:
1. A motion was made by Commissioner Wiedmeyer to approve the February 3, 2015 minutes.
The motion was seconded by Commissioner Rivera.
The motion passed 8-0 with 1 abstention (Savel).

C. Recognize Persons Present: the Commission recognized Dan Miller.
D. Plaque applications:
1. 72 North Liberty Street-The plaque nomination received the following average scores:
Historic Significance: 8.1; Architectural Significance: 7.0; Current Maintenance: 7.8.
A motion was made by Commissioner Rowe to approve awarding the plaque for the
property with the inscription that would read 1892, F. & F. Allen (Abbreviated for Frank
E. and Frances V. Allen).
The motion was seconded by Commissioner Wiedmeyer.
Vote: 8-0 with 1 abstention (Krebsbach)
Mr.Saher indicated that the plaque would be awarded at the Mayors Awards in May
with the two plaques that were carried over from December 2014 for a total of three at
this time.There was potential to consider additional plaques at the April meeting of the
Commission
E. Old Business
1. Elgin Bungalow Initiative Update
Mr. Saher updated the Commission on the project. The city's legal department had
verbally informed him that the proposal submitted was acceptable and could move

forward. However, it was also recommended that the pending issue of the modification
to the Elgin Design Guideline Manual for Landmarks and Historic Districts related to
window replacement could also be considered by the council at the same time. Mr.
Saher indicated that it was likely that the proposal would be transmitted to the city
council during a meeting in April.
The Commission additionally requested Mr.Saher to transmit the scoring criteria to the
Commission for their reference.This was documentation prepared by Eric Pepa during
the initial project proposal.
2. DRSC Composition Text Amendment Update
Mr.Saher indicated that this item would be transmitted to the city council for
consideration at the same time the bungalow initiative was also transmitted for
consideration.
3. Historic Preservation Planner position update
Mr. Saher indicated that staff of the Community Development Department was in a 2nd
round of interviews with potential candidates. A decision would likely be made in the
following weeks.
4. Preservation Month Schedule - May 1—31, 2015.
A list of events planned for the month was included in the packet for review of the
Commission. Mr. Saher also added that Judy Brownfield of"Books at Sunset" proposing
the "Roaring 20s" trolley tour of Elgin had indicated her intention to present a proposal
to the Commission. However, she was unwell and unable to make it to the meeting.
The deadline for accepting event information for Preservation Month was March 27.
Following that date, the information would be compiled into the brochure and
information for the various media outlets to promote.

F. New Business
1. Mayors Awards-Scheduled for May 5, 2015 at the Elgin Art Showcase, 164 Division
Street(Professional Building)
Seven nominations had been submitted to the Commission for consideration of a
Mayors Award. Each of the nominations was discussed by the Commission based on the
criteria for selection.The following nominations were selected to receive an award
following individual action of the Commission:
1. Altrusa International Club. Nominated by Claire 011ayos

For over 50 years of service as a women's civic organization in promoting literacy,
community health and education in the community.
A motion was made by Commissioner Femal to recommend the nomination for a
Mayors Award.
The motion was seconded by Commissioner Krebsbach and passed unanimously.
2. Gail Borden Public Library. Nominated by the Elgin Area Historical Society
For the Gail Borden Public Library Timeline Exhibit.
A motion was made by Commissioner Rowe to recommend the nomination for a
Mayors Award.
The motion was seconded by Commissioner Van Dusen and passed unanimously.
3. Paul and Jean Bednar. Nominated by Dan Miller
For the restoration of the properties at 141 Hill, 12 Rugby and 16 Rugby Place.
A motion was made by Commissioner Rivera to recommend the nomination for a
Mayors Award.
The motion was seconded by Commissioner Femal and passed 8-0. Abstained:
Commissioner Savel.
4. Tom and Maureen Lee 359 Park. Nominated by Dan Miller
For the restoration of their home at 359 Park Street.
A motion was made by Commissioner Savel to recommend the nomination for a
Mayors Award.
The motion was seconded by Commissioner Wiedmeyer and passed unanimously.
5. Anne LoCascio. Nominated by Elizabeth Marston of the Elgin History Museum.
For promoting an awareness of Elgin's heritage through program publicity at the
Elgin History Museum.
A motion was made by Commissioner Hunter to recommend the nomination for a
Mayors Award.
The motion was seconded by Commissioner Krebsbach and passed unanimously.
6. Tribute to the Troops. Nominated by Michael Hunziker
For publicly honoring the heritage of Elgin's veterans through this annual radio
show.
A motion was made by Commissioner Wiedmeyer to recommend the nomination for
a Mayors Award.
The motion was seconded by Commissioner Savel and passed unanimously.
7. Downtown Neighborhood Association's Design Committee. Nominated by Deirdre
White, DNA.
For preparing the nomination to list the downtown commercial district on the
National Register of Historic Places.

A motion was made by Commissioner Savel to recommend the nomination for a
Mayors Award.
The motion was seconded by Commissioner Femal and passed unanimously.
Following the selection of the awards, Commissioner Wiedmeyer proposed to the Commission,
the creation of a new award category. Commissioner Wiedmeyer proposed that the
Commission consider an award for a restoration project. He explained that in the past, the
Commission had organized a contest to select restoration projects on homes that had used
grant funds to be restored. He suggested that that the award category would consist of two
categories-an exterior project and an interior project—with both categories recommending
awards for projects that were in keeping with the style of the home.
Commissioner Wiedmeyer stated that these categories deserved the special recognition of a
special award. He proposed to call it the Henry Jensen Award after the architect and builder
whose work spanned the 1880s to the early 1900s. There are a number of books about him.
Commissioner Wiedmeyer finally stated that he would prepare a proposal and bring it before
the Commission at the April meeting for consideration.
Guide by Cell Usage Reports
Chairman Briska explained that he and Mary Hill had developed the cell phone tour a few years
rago.The tour consisted of 30 sites at various locations in the community. The locations were
selected based on the amount of foot and bike traffic at these locations. Each location had a
sign with a phone number and a code to enter which would then provide the listener with
information on the site. He indicated that some signs were mossing, or not properly installed.
Information on the usage of this tour was provided for the reference of the Commission. It was
suggested that the 166 calls made during the year was very low based on what was originally
anticipated.Alternate suggestions were discussed to see if there was a better way to provide
the information at a lower cost. Suggestions involved reexamining the current cost package
from "Guide by Cell"for alternatives, or use other means such as QR codes, markers and
plaques at the site itself. It was finally decided that the Commission would explore new
alternative means to depicting information on the locations that were highlighted on the tour.
A motion was made by Commissioner Femal to explore alternative new methods to highlight
the properties along the various locations of the tour.
The motion was seconded by Commissioner Rivera and passed unanimously.
G. Other Business
1. Residential Grant information flyer and submission deadlines. Mr. Saher had intended to
include the flyer in the packet but had inadvertently not included it. However, he
explained that the flyer had been used to briefly describe the various programs offered
by the city.

A motion was made by Commissioner Savel to adjourn the meeting. The motion was
seconded by Commissioner Rivera and passed unanimously. The meeting was adjourned at
8:40 p.m.

B. Approval of Minutes:
1. Commissioner Savel recommended an amendment to the minutes regarding his
abstention in the vote for the Mayor's Award for Paul and Jean Bednar. A motion was
tirk made by Commissioner Rowe to approve the March 3, 2015 minutes as amended. The
motion was seconded by Commissioner Wiedmeyer.
The motion passed unanimously.
C. Recognize Persons Present: the Commission recognized Dan Miller, Elizabeth Haney,
Cheryl Atkins and Kimberly Kaldenberger.
D. Plaque applications:
1. 359 Park Street-The plaque nomination received the following average scores: Historic
Significance: 9.5; Architectural Significance: 9.3; Current Maintenance: 9.3.
A motion was made by Commissioner Savel to approve awarding the plaque for the
property with the inscription that would read 1887, E. & C. Barclay (Abbreviated for
Edward and Cordelia Barclay).
The motion was seconded by Commissioner Wiedmeyer.
The motion passed 9-0.
2. 802 Douglas Avenue -The plaque nomination received the following average scores:
Historic Significance: 9.1; Architectural Significance: 9.2; Current Maintenance: 9.1.
A motion was made by Commissioner Wiedmeyer to approve awarding the plaque for
the property with the inscription that would read 1894,A. & M. Scheele (Abbreviated
for August and Martha Scheele).

A motion was made by Commissioner Savel to approve awarding the plaque for the
property with the inscription that would read 1925,J. A. & C. Werrbach (Abbreviated for
John A. and Caroline Werrbach).
The motion was seconded by Commissioner Wiedmeyer.
The motion passed 9-0.
4. 465 Division Street -The plaque nomination received the following average scores:
Historic Significance: 7.4; Architectural Significance: 6.7; Current Maintenance: 7.5.
A motion was made by Commissioner Femal to approve awarding the plaque for the
property with the inscription that would read 1891,J. Luttrell (Abbreviated for Julia
Luttrell).
The motion was seconded by Commissioner Hunter.
The motion passed 9-0.
5. 716 Douglas Avenue—Additional research found the current plaque at 716 Douglas
Avenue is incorrect and should read, 1882, W. H. Wilcox (Abbreviated for William H.
Wilcox).The current plaque reads, 1899,J.Taylor. A motion was made by Commissioner
Wiedmeyer to approve alteration of the plaque for the property with the inscription
that would read 1882, W. H. Wilcox(Abbreviated for William H. Wilcox).
The motion was seconded by Commissioner Savel.
The motion passed 9-0.
6. Ms. Sundquist presented a sample plaque provided by the new plaque artist, Dexter
Sign & Design, to the Commission. She indicated that plaques will be submitted to
Dexter Sign & Design and will be ready to pick up at the end of the week of April 13th
E. Old Business
1. Elgin Bungalow Initiative Update
Mr. Saher updated the Commission on the project. The project is still on track to be
completed. The Preserving Elgin Bungalows document was submitted by Eric Pepa and
presented to the Commission. The document included the scoring criteria.
2. DRSC Composition Text Amendment Update
Mr. Saher indicated that as of the last meeting the DRSC Composition Text Amendment
is still on track to be completed.
3. Preservation Month Schedule - May 1—31, 2015.

A list of events planned for the month was included in the packet for review of the
Commission. Ms. Sundquist presented proposed brochure and poster to the
Commission.
Commissioner Rowe indicated that the Elgin Historical Society would like to add an
event on May 30th of Newsome Park that includes installation of historic markers.
4. Reports from Neighborhood Groups on Heritage Related Activities
i. GPA: Dan Miller reported Gifford Park Association recently had two successful
salvages at 132 S. State Street and the Standish Street Salvage.
ii. EHS: Chairman Briska also indicated the Elgin Historical Society acquired rare Lady
Elgin watch that will be on display at the museum.
F. New Business
1. Elizabeth Haney, co-president of the Downtown Neighborhood Association shared
citizen concerns of the Elgin Tower Building. Ms. Haney updated the Commission that
key tax credits for the adaptive reuse of the Elgin Tower Building will expire in 2016. Ms.
Haney indicated that it is important that the process moves quickly as the building is
showing exterior deterioration.
2. Commissioner Wiedmeyer proposed to the Commission the creation of a new award
category.The award will be called the Henry Jensen Award after the architect and
builder whose work spanned the 1880s to the early 1900s.
The award will be given to a recipient for recognition of the best interior and/or best
exterior renovation or remodeling project completed within the past years' time.
Entrees will be voted on by members of the Elgin Heritage Commission and the Design
Review Sub-Committee.The top voted interior project and/or top voted exterior project
will receive awards.
A motion was made by Commissioner Hunter to recommend Tom and Maureen Lee at
359 Park Street as the inaugural recipient of the Henry Jensen Award.
The motion was seconded by Commissioner Rivera and passed unanimously.
3. Mr. Saher updated the Commission on total balanced owed for "Guide by Cell" usage.
No update was given on alternate suggestions by the Commission. Mr. Saher suggested
looking at what other communities have done for depicting information similar to the
"Guide by Cell" tour. Commissioner Krebsbach, Commissioner Femel and Commissioner
Rivera will look into alternative methods used by other communities.
A motion was made by Commissioner Rowe to extend usage of"Guide by Cell" for 1
more year to give time to explore alternative new methods to highlight the properties

along the various locations of the tour.
The motion was seconded by Commissioner Rivera and passed unanimously.
G. Other Business
1. Chairman Briska invited Commissioners to viewing of Elgin History Museum's "Project 2-
3-1 Exhibit" on Sunday, April 26th at 3PM.The Heritage Commission provided initial seed
money to begin project. Commissioner Rowe congratulated Chairman Briska for his
contribution to this project.
2. Commissioner Wiedmeyer asked for update of the Rehabilitation Grant. Ms. Sundquist
indicated that there were eight applicants so far for the 50/50 Rehabilitation grant and
two applicants for the 75/25 grant. Commissioner Wiedmeyer questioned if there
should be reconsideration for the grant to be used for basic maintenance to appeal to
more people. Commissioner Wiedmeyer also asked if remaining funds from the 75/25
grant could be transferred into a general account after the first round grant review. Mr.

A. Staff requested a motion to be made by the heritage commission for a nomination of a new
chairperson to run for a period of 3years. A motion was made by Commissioner Rowe to
nominate Commissioner Wiedmeyer as the Chairman.The motion was seconded by
Commissioner Savel.The motion passed 6-0-1. (Wiedmeyer—abstained).
B. The meeting of the Elgin Heritage Commission was called to order at 7:05 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.

Chairman Wiedmeyer requested additional information to be provided regarding history
of ownership of the house. A motion was made by Commissioner Rowe to approve
awarding the plaque for the property with applicant to provide additional information of
past ownership.The plaque inscription would read 1925, W. & C. Knickrehm
(Abbreviated for William and Carrie Knickrehm).
The motion was seconded by Commissioner Krebsbach.
The motion passed 7-0.
2. 653 Park Street-The plaque nomination received the following average scores: Historic
Significance: 7.57; Architectural Significance: 6.86; Current Maintenance: 6.43.

property with the inscription that would read 1926, E. &A. Lemke (Abbreviated for
Elmer H. and Alma J. Lemke).
The motion was seconded by Commissioner Krebsbach.

F. Old Business
1. Elgin Bungalow Initiative Update
Ms. Sundquist updated the Commission on the project. The project was considered for
preliminary approval at the May 27th City Council Meeting. Ms. Sundquist also
presented a draft application for the Thematic Historic District individual form.
Commissioner Hunter edited the document to simplify the requirements. Commissioner
Hunter also suggested attaching municipal code to application so the applicant will have
an easier time referencing material needed for submittal.
2. DRSC Composition Text Amendment Update
Ms. Sundquist indicated that the DRSC Composition Text Amendment was considered
for preliminary approval at the May 27th City Council Meeting. Ms. Sundquist outlined
the changes that will be made upon City Council approval. Chairman Wiedmeyer asked
staff to clarify what was agreed upon per the composition of the Design Review
Subcommittee. Ms. Sundquist indicated that she will look into previous discussions
about the Design Review Subcommittee composition and report back to the
commission. Commissioner Hunter also suggested having a representative from the
preliminarily approved historic bungalow thematic district on the Design Review
Subcommittee as well.
3. Elgin Design Guideline Manual for Landmarks and Historic Districts text amendment
Ms. Sundquist updated the Commission on the preliminary approval by the City Council
at their May 27th meeting on the changes to the Design guidelines pertaining to
windows. Ms. Sundquist indicated that this change will allow projects to be fast tracked
through the permit process. She mentioned that this amendment states that only
windows that match the existing, original windows in material, size, profile and details
may be approved over the counter. Chairman Wiedmeyer suggested compiling a list of
manufacturers and styles of windows that are appropriate and have been used in the
past to hand out to homeowners.
In addition, Ms. Sundquist mentioned that any windows to be replaced on a non-
contributing, non-vintage style building within the district may also get approval as long
as the replacement window is appropriate for the age and style of the non-contributing
building.

4. Reports from Neighborhood Groups on Heritage Related Activities
i. GPA: Dan Miller reported Gifford Park Association recently had Jerry Turnquist
professionally videotaped giving a tour of the Elgin National Watch Historic District.
This video will be uploaded to several websites available for anyone to view.
ii. EHS: Commissioner Rowe also updated the Commission on the Elgin Historical
Society's successful dedication of six new historical interpretive signs in Elgin's
Newsome Park on Friday, May 29th. Commissioner Rowe stated that Newsome Park
was the site for the first African American church, Second Baptist Church, built in
1876 in Elgin. Mayor Kaptain, Councilwoman Powell, Councilwoman Martinez and
Councilwoman Rauschenberger were also at the dedication.
5. Alternative Tour Methods update
Commissioner Femal suggested placing a vinyl overlay that has text and photographs
over the current signage. A QR code could also be placed on the vinyl overlay that can
direct the viewer to more information. Commissioner Femal expressed concern at the
height of the signage as it will be difficult for a viewer to read the information.
Commissioner Krebsbach mentioned that if the signs are lowered, it may become a
liability. Commissioner Hunter asked if the text that was provided for Guide by Cell was
readily accessible to use for new signs. Bill Briska indicated that he has all of the script
information used for Guide by Cell and will send the Commission copies. Chairman
Wiedmeyer mentioned the Mayor's initiative he gave at the Mayor's awards on creating
ways to bring people to the City. Chairman Wiedmeyer asked the Commission to come
with at least one idea and expand on this initiative at the next Heritage Commission
meeting on July 7th
6. Preservation Month Schedule - May 1—31, 2015.
Commissioners discussed the success of the Mayor's Awards. Commissioners reviewed
attendee numbers for several of the Preservation Month events.
G. New Business
1. "Dairies to Prairies" Funding Request
Commissioner Rowe explained that this project will be a joint project with the Elgin Area
Historical Society and Grindstone Productions. Grindstone Productions is the same
videographer used for the highly successful 2-3-1 documentary.The $500 request will
kick start their first phase. Commissioner Femal stated that this documentary highlights
Elgin's history and that the Heritage Commission should approve this funding request.
Commissioner Femal made a motion for approval of the $500 funding request to be
given to the Elgin Area Historical Society to kick start their documentary"Dairies to
Prairies."The motion was seconded by Commissioner Hunter.The motion passed 6-0-1
(Rowe-abstained).

2. EHC Design Review Sub-Committee Appointments
Per the pending final approval of the City Council on the Design Review Subcommittee
composition, two appointments of the Heritage Commission were approved for the
Design Review Subcommittee. Commissioner Femal made a motion to nominate
Chairman Wiedmeyer and Commissioner Savel to be the Heritage Commission
representatives on the Design Review Subcommittee.The motion was seconded by
Commissioner Krebsbach.The motion passed 5-0-2 (Wiedmeyer and Savel—abstained).
3. 75/25 excess grant funds reallocation time frame
Ms. Sundquist stated that 10 grant projects in the 50/50 program are eligible for grants
but only 5 will receive funding due to exhausted funds. Ms. Sundquist also mentioned
that the 75/25 grant program received one eligible grant applicant and has excess
funding. She indicated that the Design Review Subcommittee members requested for a
change in the time frame of reallocation of excess funding in the 75/25 program to the
50/50 program. Currently, the ordinance states that funding in the 75/25 program will
be reallocated after 9 months from the start of the new year.The concern for not
reallocating funding until 9 months after the start of the new year into the 50/50
program is that many eligible 50/50 projects go unfunded and those projects miss an
entire summer to start work.The Commission members agreed that this change will
allow great projects to be funded in an accelerated time frame.
H. Other Business
1. EHC Commissioners'Term Limits
Ms. Sundquist mentioned that if any of the Commissioners would like to know when
their term limit is expiring that they can contact her for the information.

1. Public Hearing to consider the creation of the Elgin Bungalow Thematic Historic District
Commissioner Rowe stated that the submitted nomination will give some flexibility to
the varying styles of bungalows throughout Elgin. Chairman Wiedmeyer asked the
Commission if they had any changes the criteria and level of importance ranking that
was submitted in the nomination. He stated that the elevated entrance criterion should
not have a high importance level of a three as some bungalows, although there are not
many; do not have a raised entrance.The Commission agreed that the elevated
entrance criterion should be lowered to an importance level of two.The Commission
also discussed the low sloped roof criterion as there are some Tudor Revival style
bungalows that have a higher pitched roof.The Tudor Revival style bungalow at 408 N.
Liberty was given as an example. Chairman Wiedmeyer suggested that the addition of
"unless style dictates other," shall be included in the scoring criteria to allow for any
unusual circumstances. Commissioner Hunter made a motion to approve the Elgin
Bungalow Thematic Historic District and the submitted nomination as amended.The
motion was seconded by Commissioner Rivera.The motion passed unanimously.

2. Public hearing to consider the Individual Elgin Bungalow Thematic District Application at
121 Monroe Street
The hearing was called to order by Chairman Wiedmeyer. Commissioner Femal stated
that this was a beautiful example and exactly what the Commission would like to see of
Elgin bungalows to be included into the Elgin Bungalow Thematic Historic District.
Commissioner Rowe stated that 121 Monroe Street has all the classic elements of a
bungalow and has been well maintained and restored. Each Commission member and
staff was also provided the opportunity to comment and ask questions to the property
owner.

4. Proposed Bungalow Thematic Historic District Plaques
Chairman Wiedmeyer proposed the installation and creation of a plaque to distinguish
the Elgin Bungalow Thematic Historic District properties. Commissioner Femal agreed
that there should be something to distinguish included properties as we should
celebrate our new historic district and bring more awareness to those who are not as
familiar with the district.The Commission briefly discussed ideas of shape and proposed
creating a sign that fits into the existing historic plaque. Ms. Sundquist stated that she
will create several design ideas to present to the Commission at the next Heritage
rik Commission meeting in August.
E. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
i. Neighborhood Housing Services: Patricia Williams introduced herself to the
Commission as the new Director of the Neighborhood Housing Services as of May,
2015. She explained to the Commission the work and involvement the non-profit
group has in Elgin and what type of services they offer to their clients. She stated
that their organization helps qualified applicants receive loans to buy, fix and keep
their homes. She also mentioned that their clients go through home owner training
to prepare them for what will be required of them when they become home
owners. Chairman Wiedmeyer asked if the Neighborhood Housing Services assists
qualified applicants in receiving a loan to cover the 25%of the 75-25 Historic
Rehabilitation Grant. Ms. Williams stated that she will look into that type of
assistance.
2. Mayor's Initiative Ideas
Chairman Wiedmeyer introduced the idea of creating several historic walking tours that
can be easily accessible to visitors. He suggested creating a booklet of each walking tour
rwith a map in a hard copy as well as accessible electronically on the City's website. Dan

Miller mentioned that the Gifford Park Association hired a phone app creator to build an
electronic database accessible on the phone of the Elgin Historic District as well as their
annual House walk homes. Ms. Sundquist asked the Commission if they would like her
to set up a presentation with a phone app creator for the next Heritage Commission
meeting to get a better idea of the cost of creating a walking tour app of key points of
interest in Elgin.The Commission was interested in setting up that presentation. Dan
Miller also suggested the installation of way finding signs throughout the City to help
visitors find particular points of interest.The Commission agreed that that was a good
idea and will be researched further.
3. Update on alternative tour methods for"Guide By Cell"
Commissioner Rivera stated that the current signs are difficult to find and to read. She
stated that the sign near Pratt's Castle at 1262 Cedar Avenue needs maintenance and is
unappealing. Commissioner Rivera also mentioned that she had a difficult time finding
the sign and mentioned that if she had a difficult time finding the sign when she was
purposely looking for it, other visitors more than likely will not know that it is even
there. Commissioner Femal suggested that all the signs should be updated to bring
more attention and interest to passersby and visitors. Commissioner Van Dusen also
suggested to set up an "Adopt a Sign" by neighboring groups who could possibly
maintain the signs.

Ms.Sundquist stated that the 75/25 and 50/50 first round applications will be discussed
at the July 8th Committee of the Whole meeting for preliminary approval. Ms. Sundquist
mentioned that if preliminarily approved, the final approval will be at the City Council
meeting held on August 12th
2. Commissioner Rowe invited the Commission to the Elgin Historical Society's recognition
and birthday celebration of Elgin Historian, Mike Alft. The celebration is an open house
from 2pm—4pm on Sunday,July 12, 2015.

2. Mayor's Initiative Ideas
Ms. Sundquist presented her research regarding the installation of brown board signs on
1-90 at popular off ramps that lead into Elgin.The brown board signs would direct
travelers to attractions such as historical sites and museums. Ms. Sundquist indicated
that there are specific requirements to meet before applying for a brown board sign
with the Illinois Department of Transportation. She indicated that the specific attraction
or museum must be opened five days a week and eight hours a day to be eligible to be
placed on a brown board sign. Commissioner Van Dusen stated that there is currently a
brown board sign on 1-90 directing travelers to the Grand Victoria Casino. Commissioner
Van Dusen indicated that if we do not meet the requirements for a brown board sign on
1-90 for other points of interest, then we should take advantage of the Grand Victoria
Casino brown board sign and provide directional signage to points of interest within the
route to the Grand Victoria Casino.The Commission agreed with Commissioner Van
Dusen and asked Staff to research directional points of interest/way finding signage
within the City.
3. Update on alternative tour methods for"Guide By Cell"
The Commission indicated at the last Heritage Commission meeting on July 7, 2015, that
they would like to know more information about alternative tour methods such as an
app based platform that can be accessible to anyone with a smart phone/device. The
current tour guide platform, "Guide by Cell," is not generating enough interest to
warrant the continuation of the program.
Milan Shah of Virtual Scribe gave a presentation to the Heritage Commission about a
current "App" platform that he is designing and developing for the Gifford Park
Association for their annual house walk. Mr. Shah showed his preliminary draft of the
app he is creating for the Gifford Park Association and explained that this app will
continue to be updated every year to show case the annual house walk. Mr. Shah
indicated that it is important to get the community involved at the beginning before
launching the app as it will generate more interest in downloading it.The app also has
to be entertaining and highly visual for the app to be successful.
The Commission indicated that they would like the current points of interest that they
have in the "Guide by Cell" program to be placed in an app so that it is easier for
travelers to find those locations. Chairman Wiedmeyer also stated that the app could be
used to highlight several walking tours throughout the City. Mr. Shah indicated that the
Gifford Park Association's House Walk app will be online in a couple of weeks and that
the Commission should download it to see if this is something that they would like to
pursue.The Commission indicated their interest in this type of tour guide platform and
mentioned that once Gifford Park Association's app is complete, they will download it to
see if this informational platform should be pursued further.

F. New Business
1. Proposed Bungalow Thematic Historic District Plaques
Ms. Sundquist proposed three plaque designs for the Elgin Bungalow Thematic Historic
District.The Commission discussed the options and stated that a simpler sign will be
more cost effective. In addition, the Commission indicated that the font needs to be
more legible so as a motorist can read the sign when passing by the residence. It was
also discussed that the sign should be able to stand-alone in the circumstance that the
residence does not have an Elgin Heritage plaque. Ms. Sundquist indicated that she can
provide cost estimates for the creation of the signs for the next Heritage Commission
meeting.
G. Other Business
1. Commissioner Rowe invited the Commission to the Elgin History Museum's summer
event held at the Elgin History Museum.The event will be a social hour with music
provided by a string quartet.The event will begin at 7pm on Friday, August 14, 2015.

A. The meeting of the Elgin Heritage Commission was called to order at 7:02 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.

i. Gifford Park Association: 34th Annual Historic Elgin House Tour on Saturday,

11am—3pm at Bluff City Cemetery.
2. Mayor's Initiative Ideas
Ms. Sundquist suggested creating a list of areas within the City that would benefit from
directional signage leading to those key areas. Commissioner Femal suggested that
there should be directional signage to our new Downtown Commercial National Historic
District. Commissioner Hunter asked if we are able to place directional signage on key
streets such as Route 31, Route 25 and Route 20. Chairman Wiedmeyer asked staff if we
are limited in where we can place directional signage. Staff indicated that they would
research the limitations of directional signage within the city and report back the

findings at next month's meeting.
3. Update on alternative tour methods for"Guide By Cell"
Ms.Sundquist mentioned that the Gifford Park Association App is not ready for
launching; however, once she receives a link from Milan Shah of Virtual Scribe, then she
will forward on to the Commissioners so that they can test out the app. Commissioner
Rowe indicated that cost estimates should be pursued by other app writers to ensure
the highest quality and lowest cost. Chairman Wiedmeyer suggested submitting five key
locations on the Guide By Cell tour to be placed into an App.This will allow the
Commission to gradually add more sites dependent on funding. Commissioner Thoren
mentioned that he will be meeting with Milan Shah within the next week and will seek
more information regarding the drone videos and app.
F. New Business
1. Bungalow Thematic Historic District Sign Cost Estimates
Ms. Sundquist proposed two cost estimates for the construction of the Bungalow
Thematic Historic District signs. Both cost estimates provided a wood material and a
metal material cost estimate. After review of the cost estimates, it was suggested by
Chairman Wiedmeyer that the Commission as well as any volunteers could make and
paint the blank plaques and then outsource the lettering and applique.The Commission
asked Staff to seek a cost estimate from the sign painter to include the application of
the black border and lettering for next month's meeting.The Commission asked Staff to
provide another iteration of the Bungalow Thematic Historic District sign design for next
month's meeting as well.
2. Heritage Plaque Cost Estimates
After review of the Heritage Plaque cost estimates, it was also suggested that the
Commission and volunteers make the blank plaques (cut shape and paint white) and
forward them on to the plaque painter.The Commission asked Staff to seek a cost
estimate from the sign painter to include the application of the border and Heritage
Commission lettering for next month's meeting.
3. 2015 Current EHC Budget Update
Ms. Sundquist updated the Commission at where the budget is currently. Chairman
Wiedmeyer noted that there is still enough funds to possibly explore the app database
program of several important sites around Elgin this year.
G. Other Business
1. Commissioner Thoren invited the Heritage Commission to visit and tour his home, the
Wing Mansion, on October 10th

The meeting was called to order at 6:03 p.m.
Ms. Christen Sundquist welcomed Subcommittee members.
Members were provided information regarding the proposed grants via email and the city's
website. The Subcommittee was advised that all applications meeting the minimum point
threshold of 40 will be forwarded to the City Council. In the event that the applicant funding
requests exceed the available grant amount, projects will be recommended based upon their
point value ranking.
Based upon the submitted applications, it appears that funding would be available for both the
75/25 and 50/50 grant programs.

The findings of this subcommittee will be provided to the City Council for grant consideration,
in order of point ranking.
Ms. Sundquist advised the Subcommittee based on the amount of applications previously
approved for grants and those presented tonight, approximately$4,000.00 would have been
remaining of the allocated funding for the historic preservation grants for this year.
However, a couple of previously awarded grant recipients have withdrawn due to various
reasons.
Comments from Committee Members:
Their gratitude was expressed to Ms. Sundquist for having ensured all proposed projects were
comparable by bids submitted prior to the grant review. Supporting documentation provided
made it easy to review and assess points to each project.
Adjournment: A motion to adjourn was made by Committee Member Hunter. Motion
seconded by Committee Member Roxworthy and passed unanimously.

r1. Reports from Neighborhood Groups on Heritage Related Activities
i. Gifford Park Association's 34th Annual Historic Elgin House Tour held on September
12th was a success.The total amount in attendance was 926.The after party for the
docents and home owners was held at the Senior Center.This space will likely be
used for next year's after party.
ii. Elgin History Museum's 28th Annual Cemetery Walk held on September 27th was also
a success. Commissioner Rowe thanked Chairman Wiedmeyer for donating his time
to drop off and pick up chairs that were used at each site.
iii. Northeast Neighborhood Association (NENA)will be hosting a "Homes for the
Holidays House Tour," showcasing eight homes in Elgin's Historic Northeast
Neighborhood to be held on December 5, 2015 from 12:00PM—5:00PM. More
information can be found at www.NENAofELgin.org.
2. Mayor's Initiative Ideas
i. Directional Signage Update
Ms.Sundquist presented her research regarding the installation of directional
signage to the Downtown Commercial National Historic District. Commissioner Rowe
and Commissioner Femal both agreed that placing directional signage to the district
as well as signage within the Downtown Commercial National Historic District is
critical. Ms. Sundquist stated that she has been coordinating with Public Works on
what is allowed for signage installation.
eSignage location around the National Historic District will need to be evaluated
based on existing signage to limit signage clutter. Signage located on Routes 25, 31
and 20 will need IDOT approval. Commissioner Savel asked staff to contact vendors
to provide a range of what the signs could cost. Commissioner Femal also asked staff
to take photographs of the proposed sign locations and present them at the next
Heritage Commission meeting. Commissioner Savel noted that when he is visiting
other municipalities, he always notes the brown board signs for historic sites. He
stated that the directional signage can be simple with the name of the site and a
mileage beneath.
Commissioner Femal stated that fliers could be another way to direct visitors to
particular sites.There are several areas throughout Elgin such as hotels, hospitals,
Judson University, Elgin Community College, Elgin History Museum, Elgin Public
Museum, Elgin Fire Barn No. 5 Museum, Gail Borden Public Library that could have
fliers placed on an information wall that could advertise each particular district, or
point of interest within Elgin. The Commission agreed that fliers should be made for
each district. This topic will be placed on the next Heritage Commission Agenda.

i. Web Based App
Ms. Sundquist stated that after researching app based platforms, it was concluded
that a web-based app would be the most feasible in terms of cost and quality.The
web-based app will allow a more flexible platform where a visitor can use it on their
phone while exploring the neighborhood or on their computer at home. In addition,
it is the easiest platform to add information quickly as it comes with a template.
Ms.Sundquist presented a preliminary, demonstrative web-based app that showed
a Home Page, and a Map pinpointing points of interest.The presented web-app was
designed by Elgin Historic District property owner, Ben Eubank, who donated his
time to create the preliminary web-based app.The web-based app can be easily
evolved and adapted to include more information.The map on the website is Global
Positioning System (GPS) based and can pinpoint the user's location in relation to
other points of interest on the map. When a user clicks on the pinpointed "balloon"
over a particular point of interest, a quick thumbnail pops up giving the year the
house was built, the original owner or builder's name as well as a photograph of the
building.The user can then click on the "Full Details," Button and be led to a page
that will give a brief architectural description, historical significance, lineage of
previous home owners and several photographs of the home.
The Commission agreed that this is the best platform to use to create an interactive
map for visitors to use while they are in Elgin. Ms. Sundquist noted that before the
website launches, the website will need a domain name. Commissioner Rowe
suggested that HistoricElgin.com could be a simple, but effective domain name that
is easy to remember and find. Commissioner Femal and Commissioner Thoren
agreed with this suggestion but to include IL after Elgin as to not to confuse it with
other municipalities called Elgin. A motion was made by Commissioner Thoren to
allow staff to purchase a domain name with preference to HistoricElginlL.com.
The motion was seconded by Commissioner Femal.
The motion passed 8-0.
ii. Cancellation of Guide By Cell—next steps for current signs
Ms. Sundquist stated that before cancellation of Guide By Cell,the sign should be
covered with an applique or the phone number should be redirected to the City
stating that the service is no longer available and is being upgraded.The Commission
agreed that the easiest solution at this point in time is to see if the phone number
could be redirected to an automated message until the Commission has had time to
review what could be placed over the existing signs.
4. Bungalow Thematic Historic District and Heritage Plaque
i. Bungalow District Sign Designs
Ms. Sundquist presented several designs to the Commission in regards to the

Bungalow Thematic Historic District signs.The Commissioners chose the sign that
was easiest to read from 15' away and a font that matched the design of the sign.
ii. Bungalow District Sign Cost Estimate
Dexter Signs quoted $15 per plaque to apply the design on the blank plaque. At the
previous Commission meeting held on September 1, 2015, the Commissioners
volunteered their time to create the blanks, paint them and install hooks and chains
to keep the cost of the plaques down. Chairman Wiedmeyer, Commissioner Savel,
Commissioner Thoren and Commission Hunter generously volunteered their time to
create the blank plaques.
iii. Heritage Plaque Cost Estimate
Dexter Signs quoted $30 per plaque to apply the design,year and original owner on
the blank heritage plaque. At the previous Commission meeting held on September
1, 2015,the Commissioners volunteered their time to create the blanks and paint
them. Chairman Wiedmeyer, Commissioner Savel, Commissioner Thoren and
Commission Hunter generously volunteered their time to create the blank plaques.
A motion was made by Commissioner Rowe to approve material costs bought by
Chairman Wiedmeyer for both the bungalow and heritage plaques.
The motion was seconded by Commissioner Femal.
The motion passed 7-0(1 abstention: Wiedmeyer).
F. New Business
r1. December Plaque Awards
[ Ms. Sundquist stated that December 1, 2015 at 7PM was reserved for the December
Plaque Awards at the Elgin History Museum. Ms. Sundquist stated that Elizabeth
Marston, the Museum Director for the Elgin History Museum, suggested two possible
topics including the Giffords and Kimballs, featuring the new, donated Gifford Watch
and rehabilitation of the Nancy Kimball home or on the new, Elgin Bungalow Thematic
Historic District.
Commissioner Femal stated that since we will be awarding the two, new Bungalow
Thematic Historic District property owners that night, it would be fitting to have the
topic be on the Elgin Bungalow Thematic Historic District.The Commission agreed that
this topic is the most appropriate for the December Plaque Awards.
2. Ideas for More Advertisement for the Historic Rehabilitation Grant Program
Commissioner Savel stated that more needs to be done in terms of advertising of the
grants. Commissioner Hunter noted that it is a wonderful program that has helped
rehabilitate many homes in the historic districts. Commissioner Savel stated that many
of the residents have reservations about applying for the grants because of the process
and the owner requirements including addressing any open code violations and being
taxed on the 50/50 grant.
It was suggested by Commissioner Femal to install easels in the lobby at City Hall as well

ras Gail Borden Public Library advertising that the grants are open.
In addition, it was suggested to organize an event held at the Gail Borden Public Library
that several historic restoration contractors could give advice, that staff including the
historic preservation planner and the code enforcement supervisor could attend to talk
about what is to be expected pertaining to the process as well as answer any questions
pertaining to the application. In addition, previous owners who have gone through the
program could talk about their experience with the program as well as have a before
and after presentation of the homes that have went through the programs. The
Commissioners agreed that more advertisement is needed. Staff indicated that she will
include this on the January 5, 2016 Agenda to discuss as the grants are typically
announced in February.
3. Approval of 2016 EHC and DRSC Meetings
Commissioner Savel made the motion to approve the 2016 EHC and DRSC meeting
schedule.
The motion was seconded by Commissioner Rowe.
The motion passed unanimously.
4. Potential hearing regarding an appeal to the Heritage Commission
Staff stated that there will be a public hearing at the next Heritage Commission meeting
r on November 3, 2015 regarding an appeal of the Design Review Subcommittee's
decision regarding 1013 Douglas Avenue.
G. Other Business
1. Commissioner Thoren had to reschedule the tour of the Wing Mansion for the Heritage
Commission members to October 17th.
2. Ms.Sundquist noted to the Commissioners of the Richard H. Driehaus Foundation
Preservation Awards to be held on October 17, 2015 in Chicago.
3. Ms. Sundquist stated that there will be a Preservation Commissioner Training Camp
hosted by the National Alliance of Preservation Commissions, Commission Assistance &
Mentoring Program, Illinois Historic Preservation Agency as well as the City of Geneva,
Illinois.The workshop will be held on November 14, 2015 from 9:00AM —4:30PM at
Geneva City Hall. Registration closes on November 6, 2015.
H. Adjournment
A motion was made by Commissioner Savel to adjourn the meeting. The motion was
seconded by Commissioner Femal and passed unanimously. The meeting was adjourned at

Minutes
A. The meeting of the Elgin Heritage Commission was called to order at 7:34 p.m. in the City
Council Chambers by Chairman John Wiedmeyer.
1. Members Present: Elizabeth Femal, George Rowe,Judith Van Dusen, Scott Savel,
Judith Rivera,Tom Krebsbach, Rebecca Hunter and John
Wiedmeyer

A motion was made by Commissioner Rivera to move 363 Wellington appeal review before
approval of minutes. The motion was seconded by Commissioner Femal. The motion passed 8-0.
B. New Business
1. Appeals: 363 Wellington Avenue
It was stated by Commissioner Savel that it would set a bad precedent if the
Commission allowed the applicant to maintain his vinyl siding and vinyl windows as the
applicant did not receive a permit for the work. Commissioner Savel also mentioned
that if the applicant took out a permit for the work completed on the exterior,they
would have been notified that they were in a historic district and were not permitted to
use inappropriate materials such as vinyl. The applicant was concerned that given the
situation he won't be able to place a renter in the home until the exterior is corrected.
Commissioner Femal reassured him that the Commission does not review interiors and
that the applicant can have a renter live there while the work on the exterior is
completed. The applicant understood that he made a mistake and will do what it takes
to correct the situation so that his work meets the guidelines. Mr. Saher stated that the
applicant may be in the Rivers Edge Redevelopment zone and if so, he may qualify for
tax credits as the property will be used as a rental property.The applicant seemed
interested in any grants that would be available to restore the building.
A motion was made by Commissioner Savel to uphold the decision of the Design Review
Subcommittee. The motion was seconded by Commissioner Hunter. The motion passed
unanimously.

1. A motion was made by Commissioner Femal to approve the October 6, 2015 minutes
with the following amendments: Krebsbach abstained from voting on the plaque
application for 420 Douglas;and the date in the header changed to read October 6,
2015. The motion was seconded by Commissioner Savel.
The motion passed 8-0.
D. Recognize Persons Present: the Commission recognized Robert Popko
E. Plaque applications:
1. 612 Raymond Street-The plaque nomination received the following average score:
Architectural Significance: 3. Since the application for the H. Hubbard House built in
1876 failed to meet the 6 points in Architectural Significance it was deemed ineligible
for a plaque award.
2. 162 College Street—The plaque nomination received the following average scores:
Historic Significance: 9.0; Architectural Significance: 9.0; Current Maintenance: 9.25.
A motion was made by Commissioner Rivera to approve awarding the plaque for the
property with the inscription that would read 1861, P.Jones (Abbreviated for Patrick
Jones).
The motion was seconded by Commissioner Hunter.
The motion passed 8-0.
r" 3. 844 Brook Street—The item was removed until there is significant work completed on
the porch of the home (2015 second round grant recipient). A motion was made by
Commissioner Rowe to remove the nomination for the H. & I. James house built in 1908
until future work on porch is completed in 2016.
The motion was seconded by Commissioner Hunter
The motion passed 7-0-1 (Save)abstained).
F. Old Business
1. Reports from Neighborhood Groups on Heritage Related Activities
i. Northeast Neighborhood Association (NENA)will be hosting a "Homes for the
Holidays House Tour," showcasing eight homes in Elgin's Historic Northeast
Neighborhood to be held on December 5, 2015 from 12:00PM —5:00PM. More
information can be found at www.NENAofELgin.org.
ii. Elgin Area Historical Society Annual Benefit will be hosted on Saturday, November
7th from 6:00PM—10:00PM at the Elgin Country Club. Commissioner Rowe stated
that the tickets have been sold out as of October 31, 2015.
2. December Plaque Awards
i. The awards ceremony will be held on Tuesday, December 1, 2015 from 7:00PM—
9:00PM at the Elgin History Museum.The event will including awarding six plaques
recipients, a lecture on Elgin's new Bungalow Thematic Historic District as well as
awarding two plaque recipients for their inclusion into the Bungalow Thematic
Historic District.

G. New Business
1. Elgin Heritage Commission Budget Update
Ms. Sundquist provided the Commission with its current budget status. She reviewed
upcoming anticipated expenses.The plaque painting and website cost are the only
expected and remaining expenses of the year. In keeping with this, Commissioner Rowe
requested the Commission's consideration for donating the remainder of the funding to
the Elgin Area Historical Society for the purchase of computer equipment. Staff stated
that the Downtown Neighborhood Association—Design Committee is also requesting
funds for production of a Downtown Elgin Commercial District Historical Walking Tour
booklet.The Commission stated their concerns of the funding request provided by the
Downtown Neighborhood Association—Design Committee as there were no cost
estimates provided. Commissioner Femal stated that she would like to see not only a
rcost estimate but a preliminary booklet to show what information would be included.
The Commission agreed that they will partially fund seed money for the Downtown
Neighborhood Association—Design Committee of$500.00. When cost estimates and a
preliminary booklet are provided,the Commission will review the proposal for
additional funds.
A motion was made by Commissioner Van Dusen to fund$500.00 to the Downtown
Neighborhood Association—Design Review Subcommittee and the remaining funds to be
donated to the Elgin Area Historical Society for the purchase of equipment.
The motion was seconded by Commissioner Rivera.
The motion passed unanimously.
Staff also stated that the website will cost a fee of$236.00 per year. Commissioner
Femal mentioned that this amount is more cost effective than the Guide-By-Cell's yearly
cost.
A motion was made by Commissioner Rowe to allow staff to pay$236.00 for the year
subscription to the website for 2016.
The motion was seconded by Commissioner Hunter.
The motion passed unanimously.

2. Recommendation —Historic Rehabilitation Grant Program
The Commission asked on the status of grants to be funded next year. Staff stated that
given the current situation with the State budget, Elgin has not been released their
Riverboat funds which are used for all capital improvement projects including the
Historic Rehabilitation Grant program. In light of the funds being released from the
State, the Commission agreed to send a recommendation to the Elgin City Council that
the 50/50 and 75/25 Historic Architectural Rehabilitation Grant Programs be considered
to continue to receive funding in the 2016 fiscal year. Commissioner Savel stated that
this was a great program that had a huge impact on properties within historic districts
and landmarks.
A motion was made by Commissioner Savel to recommend to the City Council that
funding the grants in 2016 be given strong consideration.
The motion was seconded by Commissioner Femal and passed unanimously.
3. Letter of Support for the Elgin History Museum's IMLS grant application
Ms. Sundquist and Commissioner Rowe provided a background for the letter of support
requested by the Elgin History Museum. The Elgin History Museum is applying for a
grant to the 2015 Institute of Museums and Library Services Museums for America
program to digitize the Gylleck Photograph Collection consisting of 4,094 Elgin images.
The images include Elgin at a variety of different time periods, Elgin homes and
businesses, schools, railroads and a large number of photos of the Elgin Road Race.
Commissioner Femal stated that this would be a wonderful program and resource for
Elgin.
A motion was made by Commissioner Rivera to provide a letter of support to the Elgin
History Museum for their grant application.
The motion was seconded by Commissioner Savel.
The motion passed unanimously.
4. DNA—Downtown Elgin Commercial District Historical Walking Tour booklet—funding
request
The Commission stated that they will fund $500 seed money to begin the project
discussed in the Elgin Heritage Commission Budget update discussion (Agenda Item G1).
5. Appeals- 1013 Douglas Avenue
At the hearing,the applicant stated that he received a couple cost estimates to restore
the wrought iron columns. The applicant specified that the cost estimates were close to
$10,000. Commissioner Van Dusen stated that$10,000 is a lot of money for restoration
of the columns. Commissioner Savel noted that the original materials are unique and
what defines it in the neighborhood with this unusual architectural element, however,
he agreed the cost for restoration is high. Chairman Wiedmeyer suggested that the
owner salvages the iron work and place it in his rear yard as a decorative garden arbor.

It was also suggested that if the applicant did not want to keep the iron work, that they
donate it to a resale store.
A motion was made by Commissioner Rowe to uphold the decision of the Design Review
Subcommittee. The motion was seconded by Commissioner Femal. The motion failed 7-1
(aye—Save!).
H. Other Business
1. Commissioner Rowe stated that he toured the Wing Mansion on October 17, 2015. He
wanted to thank Commissioner Thoren for offering the tour and for his hospitality.
Chairman Wiedmeyer stated that he also received a personal tour of the Wing Mansion
by Commissioner Thoren and mentioned that Commissioner Thoren welcomes anyone
on the Commission who would like to receive a tour of the home to contact him.
I. Adjournment
A motion was made by Commissioner Save!to adjourn the meeting. The motion was
seconded by Commissioner Rivera and passed unanimously. The meeting was adjourned at
8:58 p.m.
