Closing Comments Adjournment r PUBLIC HEARING AGENDA ITEM 1 Staff Comments Meeting Date: January 7, 2014 Property Address: 330 Division Property Owner: Congregation Kneseth Israel Exhibit A: Current Photos Exhibit B: Inventory Form—Non-Contributing Exhibit C: COA Application Exhibit D: Applicant Plat of Survey Project Background: On November 12, 2013, the Design Review Subcommittee reviewed the property owner's request to replace 26 windows on the synagogue. The existing windows are wood and original to the building. At the November meeting, the applicant requested approval for the installation of vinyl windows to replace windows that are located on the building's side (north) and rear (west) elevations. The request was denied unanimously (6-0). The property owner is appealing the DRSC'a decision based upon the economics of replacing the vinyl windows and also due to the fact that the building is a non- contributing building within the historic district. At the November 12, 2013 meeting, the Subcommittee inquired as to whether the applicant had considered the installation of aluminum clad wood windows. The applicant indicated that the aluminum clad wood windows are not an option for economic reasons. The City's Design Guidelines permit the installation of wood or aluminum clad wood replacement windows. The Guidelines do not permit vinyl replacement windows. Although the number of windows proposed for replacement is significant, both elevations will still contain their original windows. The applicant has proposed the installation of vinyl windows with a pattern to match the existing window design. The existing windows are wood, double-hung with two over two horizontal divided lights. The windows were inspected by Staff on November 1, 2013. At that time, several of the windows exhibited signs of deterioration. Elgin Design Guideline Manual Specifications: Windows A. Which are original should be preserved in their original location, size, and design and with their original materials and numbers of panes (glass lights). B. Which are not original should not be added to primary facades or to secondary facades where readily visible. C. Should be repaired rather than replaced, but if replacement is necessary,the recommended replacement should be in-kind to match the originals in material and design. Windows clad in aluminum or baked-on aluminum are acceptable as replacement windows for use throughout the structure. Factors to be considered in determining whether the severity of deterioration of windows requires replacement shall include but not be limited to the following factors: damage, excessive weathering, loss of soundness or integrity of the wood, deterioration due to rot or insect attack, and cost to repair. As to the factor of the cost to repair windows, a particular window may be permitted to be replaced rather than repaired if the estimated cost to repair the windows is more than the estimated cost of the purchase and installation of appropriate replacement windows. D. Which are original of steel or aluminum should be repaired with materials to match the original. If repair is not feasible, replacement should be with new windows to match the original as closely as possible in materials and dimensions. Aluminum extruded windows are an acceptable replacement substitute for original steel sash windows, as long as their size, shape and profile match the original windows. E. Vinyl extruded windows are not permitted for use in historic districts. F. Which are new should not have snap-on or flush muntins. True divided muntins are preferred over these types of muntins which do not have the same appearance as historic windows. New muntins which are an integral part of the window sash and installed on both sides of the glass are preferable to snap-on simple grilles. G. screens and/or storms should be wood or baked-on or anodized aluminum and fit within the window frames. H. that are approved for replacement may be fitted with new double-paned Low-E glass that will improve the energy conservation on the interior. Only low-e glass that does not contain a tint should be used. Staff Recommendation: Staff does not recommend approval of the appeal's request as submitted. Staff would recommend approval if the following conditions are met. 1. That the existing windows are repaired; or 2. That the replacement windows be aluminum clad wood windows in a design and profile to match the existing windows and that the windows are installed to fit the existing openings. The meeting of the Elgin Heritage Commission was called to order at 8:02 p.m. in the City Council Chambers by Chairman Bill Briska. 1. Members Present: William Briska, Elizabeth Femal, Rebecca Hunter,Tom Krebsbach, Scott Savel,Judy Van Dusen, and John Wiedmeyer 2. Members Absent: James Halik,Judith Rivera 3. Others Present: Dan Miller 4. City Staff Present: Amy Munro, Historic Preservation and Grants Planner B. Approval of Minutes: A motion was made by Commissioner Wiedmeyer to approve the October 1, 2013 minutes. Motion seconded by Commissioner Save!. The motion passed unanimously. A motion was made by Commissioner Wiedmeyer to approve the November 5, 2013 minutes. Motion seconded by Commissioner Savel. The motion passed 6-0.Abstained: Commissioner Krebsbach. C. Approval of Agenda Public hearings were held for appeals for 330 Division St. and 851 N. Spring St. on January 7, 2014 at 6:00 p.m. At that time,the respective applicants were asked whether or not they preferred that discussion take place at the Commission's January 7, 2014 or February 4, 2014 meeting.The applicants indicated that they did not have a preference. Chairman Briska inquired as to the Commission's preference and it was determined that the discussion should take place during the Commission's January 7, 2014 meeting under"New Business." A motion was made by Commissioner Wiedmeyer to amend the agenda to add the two appeals under "New Business."Motion seconded by Commissioner Femal. The motion passed unanimously. D. Recognize Persons Present: E. Plaque Applications: None. F. Old Business Elgin Heritage Commission:Minutes Page 2 January 7,2014 r1. Cell Phone Tour Website Status Update Ms. Munro updated the Commission that she has been advised by the city's website manager that a concept will be available in the near future. 2. NHS and the Elgin Bungalow Initiative Update Chairman Briska and Ms. Munro updated the Commission on the kick-off public informational meeting that was conducted at the Elgin Area Historical Society Museum will be conducted on November 13, 2013. The Commission discussed next steps for the project and directed Ms. Munro to begin discussions with city staff regarding the potential for creating a bungalow thematic historic district. The proposed historic district would not be defined by geographic boundaries. Instead, properties would be selected based upon meeting a set of criteria and follow a process similar to that of the city's individual landmarks. Participation would be strictly voluntary. Although bungalow property owners would be required to follow the City's historic design guidelines,they would also be eligible for the city's historic rehabilitation grants. 3. DRSC Appointment Resolution: Ms. Munro said that the proposed composition is still under review. Given the expiring EHC and DRSC member terms in 2014, Chairman Briska requested that the resolution move forward for approval as soon as possible. 4. Reports from Neighborhood Groups on Heritage Related Activities Commissioner Femal announced that ABODE and NENA are in the process of preliminary discussions regarding a potential holiday house walk. Mr. Miller announced that the 2014 GPA House walk will take place within the Spring- Douglas Historic District. G. New Business 1. Appeals: a. 330 Division St. —Window Installation (vinyl) The Commission discussed the Synagogue's request for the vinyl windows.The Design Guidelines do not permit the installation of vinyl windows; however, the Synagogue requested a variance to the Guidelines due to budgetary constraints. Commissioner Wiedmeyer suggested that composite material windows be given for consideration due to their higher level of quality performance and appearance. Upon further discussion, the Commission suggested that further discussion be tabled until Ms. Munro could discuss the potential for composite window installation with the applicant and the respective gathering of cost estimates. A motion was made by Commissioner Hunter to table the discussion. Motion seconded Elgin Heritage Commission:Minutes Page 3 January 7,2014 rby Commissioner Savel. The motion passed unanimously. b. 859 N. Spring St.—Window Installation (aluminum-clad wood windows) The Commission discussed the applicant's expressed concern regarding the strict regulations of a property owner's decision-making in window replacement.The Commission also discussed the new information obtained pertaining to the window repair cost estimates versus their replacement estimate during the public hearing.The repair costs are less than the replacement. Due to the recent finding,the Commission directed Ms. Munro to approach the applicant and ascertain the applicant's intent to pursue new windows. Discussion was tabled until this information is obtained. A motion was made by Commissioner Femal to table the discussion. Motion seconded by Commissioner Wiedmeyer. The motion passed unanimously. 2. 2013 budget wrap up report Ms. Munro reviewed the 2013 expenditures. 3. 2014 budget projections Ms. Munro gave a brief overview of anticipated expenses such as membership renewals, plaque design, and Preservation Month activities. ' Ms. Munro also presented a request for payment authorization to the Elgin Area Historical Society for There Used to Be, Vols. 1 and 3 and several heritage organization membership renewal dues.The Commission discussed the benefits of the networking and technical resource information provided by memberships in the heritage organizations. With regard to the Guide By Cell membership, due to the Commission's soon-to-be launched webpage with the corresponding audio files, it was decided that another year should be renewed to ascertain whether or not the webpage will impact site visits and usage. Approval for the Elgin Area Historical Society and the following membership renewals was granted for: Landmarks IL, Illinois Association of Historic Preservation Commissions, and Guide By Cell. A motion was made by Commissioner Hunter to authorize payments as described above. Motion seconded by Commissioner Femal. The motion passed unanimously. Approval for the following membership fee was granted: National Alliance of Preservation Commissions. A motion was made by Commissioner Savel to authorize payment as described above. Motion seconded by Commissioner Femal. The motion passed unanimously. 4. City of Elgin Elgin Heritage Commission February 4, 2014 MINUTES A. The meeting of the Elgin Heritage Commission was called to order at 7:01 p.m. in the City Council Chambers by Chairman Bill Briska. 1. Approval of Minutes: A motion was made by Commissioner Halik to approve the January 7, 2014 minutes as amended to reflect a change to the DRSC appointment discussion and to clarify the EHC's actions on the DRSC appeals requests. Motion seconded by Commissioner Wiedmeyer. The motion passed unanimously. C. Recognize Persons Present: Dan Miller and Dan Marshall Mr. Miller commended the Heritage Commission on an article that appeared in the Northwest Quarterly which profiled Elgin's historic preservation efforts. D. Old Business 1. Appeals: a. 330 Division St—Window Installation (vinyl) The Commission was presented with information to formulate their findings of fact and to make a decision to uphold or overturn the decision of the Design Review Subcommittee to deny a request by the property owner to install 26 vinyl windows on their building. There was discussion on the appeal regarding the visual impact of the project, building type, building's significance, building's ineligibility for historic rehabilitation funding,the applicant's submitted estimates for the vinyl, aluminum-clad wood, and composite material as well as the financial limitations of the applicant, and the applicant's intent to install windows that would match the existing windows' design. The Commission discussed the precedent that might be a. Elgin Heritage Commission:Minutes Page 2 February 4,2014 potentially associated with approving vinyl windows. In addition to the aforementioned discussion points, due to the institutional status of the building and its ineligibility for the city's historic architectural rehabilitation grant program, the Commission concurred that approving vinyl windows would not set a precedent for future COA vinyl window requests. Dan Marshall, a representative for the property, was present for the meeting. Mr. Marshall confirmed that if permitted, the proposed vinyl windows would be a sandstone color and the window pattern would match the existing windows' horizontal 2/2 pattern. Although the preference would be a darker color, due to the vinyl material, a darker color is not an option. Commissioners discussed the evolution of vinyl material quality since the establishment of the Design Guidelines. In addition to material quality, the profile and appearance of the windows were key issues for the Guidelines recommendation against vinyl windows. However, although still inferior to wood material, several Commissioners recognized that the quality of vinyl has improved. It was also noted by several Commissioners that the city now permits composite materials for various features such as flooring and siding and perhaps,the Guidelines should be re-evaluated for consistency in the use of substitute materials, especially given the progress of material quality. Additionally,the incorporation of guidelines that address energy efficient details such as solar panels should be investigated in greater detail as well. A motion was made by Commissioner Halik to uphold the Design Review Subcommittee in its denial of the request from the property owner to install 26 vinyl windows. Motion seconded by Commissioner Savel. The motion failed to pass (0-9) and the decision of the Design Review Subcommittee was overturned. b. 851 N. Spring St. —Window Installation (aluminum clad wood) Ms. Munro reported that the applicant withdrew her appeals request and decided to repair rather than to replace her eight windows. 2. NHS and the Elgin Bungalow Initiative Update Chairman Briska updated the Subcommittee on the Bungalow Initiative. Approximately 45-50 people attended the January 20, 2014 library event. Plans are being finalized with the brochure as well as recommendations for developing a thematic bungalow district rk and the corresponding guidelines within the city. The completion date for the first Elgin Heritage Commission:Minutes Page 3 February 4,2014 phase of the project is March 2014. The Heritage Commission will be provided with a final project update at the March Commission meeting. 4. DRSC Appointment Resolution: Appointments from four members to three to five members,term limits for DRSC, and at-large member position creation Ms. Munro discussed the composition as per the Committee's discussion. Upon further review with Sarosh Saher and Chairman Briska,the composition was proposed as follows: 1. At minimum, the DRSC be comprised of not less than one (1) but no more than four(4) EHC members. 2. At minimum, the DRSC be comprised of not less than one (1) and no more than two (2) members from outside of the historic district boundaries. The composition of Historic District Representatives at four (4)to remain unchanged. 3. The terms of the Design Review Subcommittee be modified from one year to three years and staggered in a manner similar to the Heritage Commission's. Ms. Munro inquired as to the Commission's preference regarding EHC appointment of the at-large members by City Council. Commissioners indicated that although their first preference would be for the Commission to have the ability to appoint the two at-large members, they did not object to these positions being appointed by City Council. New Business 1. 2014 Mayor's Awards Nomination/Preservation Month Chairman Briska inquired as to whether Commissioners know of any Preservation Month Activities. He noted the Planetarium's 50th anniversary this year. The Mayor's Awards nominations will be sent to commissioners, neighborhood groups and interested citizens. The form will also be available on the city's website. Discussion took place regarding a venue for the Mayor's Awards. The Commission directed Ms. Munro to check on the availability of the Elgin Art Showcase. 2. EAHS Funding Request, $500 for Elgin's Black History Video Project, Phase 2 Chairman Briska gave an overview and update on the Black History Video Project. He sought approval from the Commission for a donation of$500 for the project. Old Business 1. NHS and the Elgin Bungalow Initiative Update Chairman Briska updated the Subcommittee on the Bungalow Initiative and communications efforts to promote bungalow preservation. Two brochures have been created.The first brochure is a general brochure and the second brochure is a technical brochure. Ms. Munro shared the brochure design with the Commission. With regard to the bungalow historic district proposal, Ms. Munro inquired as to the Commission's preference for terminology relative to non-contiguous properties versus the more common geographical boundaries of historic districts. Ideas were discussed regarding the challenges and benefits regarding the terms: "non-contiguous" and "thematic". Although recognizing that districts are often comprised of more than one property, the Commission agreed that referring to a proposed bungalow district as a "thematic" district was the easiest to understand and communicate. The Commission also discussed a potential fee structure for the thematic district. Chairman Briska gave an overview of the current landmark and historic district application fees outlined within the city's Code. The Code's fee structure includes an rinitial $200 deposit for court reporter fees and requires applicants to cover any Elgin Heritage Commission:Minutes Page 2 March 4,2014 additional amounts beyond the $200. Chairman Briska suggested that this be excluded from the thematic district nomination due to proposed voluntary nature of the nomination and the fact that a verbatim account is not necessary. Commissioners also discussed the plaques associated with the proposed bungalow thematic district and recommended that there be two plaques that complement one another. One plaque would relate to the district designation and another plaque would relate to the city's heritage building plaque program, once a building achieves this significance.The applicant would be responsible for the$50 heritage building plaque fee in addition to any fees associated with the district designation. Given the program administration and plaque material variables associated with the fee structure, Commissioners determined that additional research needs to be conducted before final proposals for a fee structure are made. Commissioners also discussed a proposed level of review for thematic district properties. While Council approval would be required for the initial nomination and establishment of criteria, Commissioners suggested that future property additions be approved at the Heritage Commission level, similar to the city's heritage plaque program. The Commission directed staff to pursue the inclusion of a thematic district program within the city's Code. 2. Mr. Saher expressed that July 2014 is the hoped for timeframe. Currently under review is the development of a simple process for adding properties to the thematic district as well as making a clear distinction as to how the thematic district differs from individual landmark designation. Mr.Saher also confirmed that if established, properties proposed for the thematic district would require City Council Review. Ms. Munro also reported on the Bungalow rally wherein approximately 30 people attended and expressed interest in continuing to hold such meetings to discuss Bungalow topics. 2. Commissioners Hunter, Savel, and Wiedmeyer volunteered to serve on the DRSC. One vacant position remains. 6. Historic District New Property Owner Outreach Although the historic district designation is identified on the title of a property, Commissioners discussed the need to enhance outreach efforts to prospective and new owners. By the time the transfer stamp is made, Commissioner Krebsbach said that it is almost too late to late in the transaction process for a property owner. Commissioner Krebsbach will look into the possibility for an MLS listing to have a mandatory designation for a property's historic district location. 7. Fox River Country Day School Update Mr. Saher reported that a discussion pertaining to the property's future plans was tabled by the City Council and that no new information is available. E. New Business 1. Local Landmark Designation -705 W. Highland Ave. rk The Commissioners discussed the historic significance of the property and lauded the preservation efforts of its current property owners, Roy and Evelyn Chapman. Roy and Evelyn Chapman shared the history of their ownership of the property and their restoration efforts. Commissioner Hunter made a motion to recommend the designation of 705 W Highland Ave. as a local landmark to the city council. The motion was seconded by Commissioner Savel and passed unanimously. 2. Appeal: 931 Douglas Ave.—Install Windows The Commission discussed information heard at the public hearing. Discussion took place regarding the appellant's expressed extenuating circumstances pertaining to his health limitation, energy efficiency, and maintenance concerns as well as his proposed replacement-in- kind windows to match the existing(original)wood windows and the minimum impact to the building's historic integrity. A motion was made by Commissioner Hunter to uphold the Design Review Subcommittee in its denial of the request from the property owner to install replacement-in-kind windows. Motion seconded by Commissioner Femal. The motion failed to pass (2-7)and the decision of the Design Review Subcommittee was overturned. 3. Mr.Torres was asked to consider removing the top two rows and to then leave the header/cap. Mr.Torres indicated that his preference would be to leave two rows and to put the header on the second row; however, he expressed a willingness to consider the EHC's suggestion. The EHC recommended that if he / Elgin Heritage Commission:Minutes Page 3 of 3 June 3,2014 moves forward with their proposed wall suggestion, then his appeal's request should be withdrawn and staff administrative approval should be permitted. Commissioners discussed the initial proposed compromise for maintaining the walls' two lower rows and removing the upper two rows, and adding a cap.The Commission also discussed that the wall was previously installed without a COA permit. Ms. Munro advised the Commission that the appellant's request to maintain the wall served as a corrective action to the violation; however, should the appellant's request for an appeal not be approved, the wall will need to be removed or the appellant will also have the option to present a new request before the Design Review Subcommittee. A motion was made by Commissioner Wiedmeyer to uphold the Design Review Subcommittee in its denial of the request from the property owner to maintain the existing concrete block retaining wall located at the lower portion of the front porch. Elgin Bungalow Initiative Update Ms. Munro provided a copy of the staff recommended amended ordinance language for the Thematic Historic District. Commissioners clarified the owner consent clause. Ms. Munro confirmed that owner consent will be required for participation in the Thematic Historic District. Following the Commission's approval of the proposed amendment, the language will be forwarded to the Legal department for review, with final approval contingent upon the City Council's review. A motion was made by Commissioner Rivera to pass a resolution accepting the Thematic Historic District ordinance amendments to Title 20 of the Municipal Code as presented by staff. Motion seconded by Commissioner Wiedmeyer. The motion passed unanimously. Landmarks IL advised the Elgin Area Historical Society that additional funding may be available for an expansion of the Bungalow Initiative project and sought project suggestions. The Historical Society discussed several potential projects, and Chairman Briska updated the Commission on a proposal that was presented to Landmarks IL for additional funding to support a video for the Bungalow Initiative. The video will be a promotional oriented video focused upon the preservation of Elgin's bungalows. 4. DRSC Composition Text Amendment Update No report. 5. Reports from Neighborhood Groups on Heritage Related Activities Mr. Miller advised the Commission that the GPA sponsored a 43-minute walking tour video which was conducted by Jerry Turnquist. The GPA will offer the video on YouTube and on the GPA website. The Commission also suggested that the video be offered to the local cable station for viewing. Mr. Miller also lauded the efforts of the city and GPA on the installation of the Elgin Historic District signage effort. Ms. Munro also thanked Mr. Miller and his wife, Pat Miller for their involvement and leadership on the project. Mr. Miller announced that nationally renowned, historic preservationist,John Leeke will be giving a presentation at the Elgin Area Historical Society Museum on Monday,August 11, 2014 at 7:00 p.m. Chairman Briska reminded the Commission about the upcoming GPA Housewalk in September. Proposed National Register Historic District—Downtown Commercial District Ms. Munro provided a status update as to the Downtown Neighborhood Association's (DNA) application for the proposed Downtown Commercial District National Register Application. To accommodate the DNA's effort to place the nomination on the Illinois Historic Sites Advisory Council's October 24, 2014 meeting agenda, the State has requested that the Heritage Commission waive the 60-day review time. Given that the Commission has been apprised of the nomination throughout the past year, Ms. Munro recommended that the Commission waive its review time. Additionally, she reminded the Commission that the State suggested that the required public meeting be conducted as part of the Commission's regular October 7, 2014 meeting. Chairman Briska also chairs the Strategic Plan Advisory Committee and expressed that the Committee is promoting and seeking opportunities for the city's many commissions to work together on accomplishing the Strategic Plan's Goals and Objectives. Chairman Briska offered the example of the Fox River Country Day School property as potential way for city commissions to work together on the many concerns related to the property. Commissioners inquired as to leading issues that the Subcommittee is reviewing. Several of the attendees were present for the National Register nomination of the Downtown Commercial District. D. Old Business 1. Elgin Bungalow Initiative Update Mr. Saher advised the Committee that the Commission's proposal for a text amendment to allow for the creation of a thematic historic district is awaiting submittal to the Legal Department pending further discussion with senior staff. Mr. Saher advised that he will provide Chairman Briska after discussing the matter with the Director of the Community Development Department. 2. DRSC Composition Text Amendment Update Mr. Saher reported that initially, the intent of staff was to submit the proposed DRSC Composition Text Amendment together with the Thematic District Text Amendment. The proposed DRSC Text Amendment has been reviewed by the Legal Department. The Commission suggested that given the delay with the Thematic Text Amendment that the composition text amendment be forwarded to city council for approval separately. Commissioners inquired as to a potential timeframe for staff to seek city council and Mr. Saher suggested a possibility for November 2014. Reports from Neighborhood Groups on Heritage Related Activities Mr. Miller provided the Commission with details pertaining to a video project which features a historic walking tour lead by Jerry Turnquist.The GPA will show the video at the Elgin Area Historical Society Museum on October 16. Mr. Miller invited Commissioners to attend the public event. Commissioner Femal announced ABODE's new grant program. Applications will be accepted between October 1 and 31, 2014. The program will provide 100%grants for residential projects, including those located on the interior. The grants will be awarded in the amount$100-$500. Application inquiries should be directed to Jennifer Phillips. Commissioners should contact Ms. Munro for Ms. Phillips contact information. Commissioner Rowe discussed the upcoming Abolition presentation scheduled for 2:00 p.m. on October 12, 2014 at the Elgin Area Historical Society Museum. E. New Business 1. Proposed National Register Historic District—Downtown Commercial District To fulfill the State's requirement that a public meeting be conducted for the proposed National Register district,Tom Armstrong, Design Committee Chairman of the Downtown Neighborhood Association (DNA), presented the organization's National Register nomination. In his presentation, he discussed the role of the DNA in nominating the district. He also provided an overview of the proposed district boundaries and the justification for them. He reviewed the public review process, including the procedures required for objecting to a nomination. Commissioners expressed their appreciation for the DNA's efforts and also commended the compilation of the report. The Commission inquired as to the significance for the public to attend the public hearing for the nomination on October 24, 2014. Ms. Munro and Mr. Saher stated that the presence of public support is always valuable. A motion was made by Commissioner Savel to endorse the DNA's National Register Nomination. Motion seconded by Commissioner Rivera. The motion passed 9-0. 2. Chairman Briska updated the Commission on the Elgin Area Historical Society's Black History Video Project: 2-3-1. The Commission has contributed a total of$1,000 towards the video project ($500 in 2013 and $500 in 2014). The project is in its third phase and the Elgin Area Historical Society is seeking additional funding support to assist in the construction of a traveling exhibit and producing an exhibit catalog and other "take away" educational materials.The Commission discussed the budget and the opportunity to fund the project. r • Elgin Heritage Commission:Minutes Page 3 of 3 October 7,2014 A motion was made by Commissioner Savel to contribute $500.00 to the EAHS' Black History Video Project: 2-3-1. Motion seconded by Commissioner Hunter. The motion passed 9-0. 3. Elgin RiverWatch Project Chairman Briska provided a summary of the project. The project is in its early planning stages. Ms. Munro and Chairman Briska attended the initial meeting. Led by the Gail Borden Library,the project intention is to celebrate the city's social and cultural history as told through film, literature, architecture and other cultural areas. The project will focus on specific decades in the early to mid-twentieth century. Given the diversity of different organizations within Elgin, Ms. Munro said that the Commission may be approached to participate by providing advisory and potentially, funding assistance. She advised that the Commission will be updated as details unfold. F. Other Business 1. Chairman Briska announced that given that there are only three plaques to present, that the presentation be deferred to the Mayor's Awards in May and also that there would not be a December meeting. 2. Commissioner Wiedmeyer mentioned the city's recent approval of chicken coops in the Ordinance. Mr. Saher said that essentially, the Zoning Ordinance treats chicken coops(illik a manner similar to sheds. Commissioner Wiedmeyer expressed that it would be good for the Commission to discuss the inclusion of chicken coop design specifications in the Historic Preservation Design Guidelines.The Commissioners agreed with the need for a discussion related to this at a future meeting. G. Staff Announcements Ms. Munro announced that she will be leaving her position with the city due to her acceptance of a position in the City of Aurora, and that her last day with the city will be October 13. She expressed her gratitude to the Commission for allowing her the opportunity to serve them and that it has been a complete joy to serve the Commission, citizens, public officials, and her Elgin colleagues. She stated that she will continue to be inspired by their historic preservation efforts, leadership, and commitment to public service. Ms. Munro wished the Commission well on all of their current and future endeavors. Until the position is filled, she stated that Mr. Saher will manage the city's historic preservation and grants program. H. Adjournment A motion was made by Commissioner Savel to adjourn the meeting. DRSC Composition Text Amendment Update Mr. Saher reported that as with the previous item, because of the staff turnover within the department, staff has been required prioritize projects within the department, as a result of which this project will not be able to be forwarded for consideration. 3. National Register Historic District—Downtown Commercial District Update Mr. Saher reported that the nomination was presented to the Illinois Historic Sites Advisory Council (IHSAC) on October 24, 2014. Tom Armstrong and Deirdre White from the Downtown Neighborhood Association (DNA) had attended the meeting. The nomination received the approval of the Council for listing in the National Register of Elgin Heritage Commission: Minutes Page 2 November 4,2014 Historic Places. The city will be notified once the listing has been completed and receive a certificate from the Keeper of the National Register. 4. Reports from Neighborhood Groups on Heritage Related Activities Commissioner Rowe discussed the upcoming event—"Mr. & Mrs. Lincoln" an Annual Benefit/Silent Auction/General Meeting, to be held at the Heritage Ballroom in Centre of Elgin on November 8, 6 p.m. E. New Business 1. Letter of support for Elgin History Museum's IMLS grant application Chairman Briska provided the Commission with background on the Institute of Museum and Library Services (IMLS) grant for which the Elgin Area Historical Society was planning to apply. He indicated that it was a labor and paper intensive grant application. The deadline for the application was December 1. The museum would be looking for letters of support from affiliated organizations. The funding was being requested for the cataloging and sorting the museum's photograph collection. The museum had over 100 thousand photos and negatives which needed to be cataloged. A motion was made by Commissioner Rivera to support the request with a letter from the Commission. The motion was seconded by Commissioner Rowe and passed unanimously. 2. Notice of Public Hearing regarding the Tower Building— 100 E. Chicago Street The Elgin Heritage Commission had received notice from the Director of the Community Development Department that the Planning &Zoning Commission of the City of Elgin would open a public hearing on an application requesting a conditional use for planned development at 100 E. Chicago Street, more commonly known as the Tower Building. the hearing was scheduled for on Monday, November 3, 2014 at 7:00 p.m. However,to comply with Section 20.12.30 entitled "Notice to Heritage Commission," which requires this notice to be provided at least 30 days in advance of the forthcoming hearing, staff had recommended recommend that the public hearing be continued to the December 1, 2014 meeting of the Planning & Zoning Commission. Specifically, the conditional use for planned development would allow the applicant to put apartments on the ground floor of the building. Currently, the zoning for this property only permits apartments within the upper floors of the building. The application, submitted by Capstone Development Group, LLC, has been assigned petition number 49-14. Mr. Saher also stated that the applicant intended to convert the vacant Tower Building into 45 market-rate apartments. A conditional use for planned development would allow the applicant to put five apartments on the ground floor, along with a lobby and leasing office. Other building amenities would be provided in the basement. The Elgin Heritage Commission:Minutes Page 3 November 4,2014 Capplicant proposes a mix of one- and two-bedroom apartments throughout the building. E To assist with the funding of the project,the applicant was also planning to apply for the federal Reinvestment Tax Credit for historic rehabilitations from the State Preservation office. John Roberson commented that he would like to recommend that the developer ensure that noise considerations be addressed along with any energy considerations during the repair or replacement of the windows. Mr. Saher stated that the application for a Certificate of Appropriateness (COA) for exterior work was considered and approved by the Elgin Heritage Commission's Design Review Subcommittee on October 28, 2014 and had received unanimous approval by the Subcommittee. A motion was made by Commissioner Savel to recommend to the Planning &Zoning Commission that the zoning petition for a Planned Development as a Conditional Use be approved, and that the approval of the Certificate of Appropriateness (COA)by the Design Review Subcommittee also be transmitted to the Planning Commission for their consideration. The motion was seconded by Commissioner Femal and passed unanimously. 3. Recommendations on Historic Rehabilitation and Residential Conversion Grants Dan Miller had requested the Commission to recommend to the Elgin City Council that the 50/50 and 75/25 Historic Architectural Rehabilitation Grant Programs be considered to continue to receive funding in the 2015 fiscal year. Commissioner Savel stated that this was a great program that had a huge impact on properties within historic districts and landmarks. Mr. Saher provided general background information on the amounts that the programs had received in the past years and indicated that in the more recent years, the program (particularly the 75/25 program) had seen lower interest from applicants. There were a number of reasons for this including the recent downturn in the economy or the inability of the low-income property owners to come up with their share of the expenses (25%). Commissioner Wiedmeyer stated that the program needed to be promoted more effectively to the residents of the historic districts. He also suggested meeting with potential grantees to demonstrate how to rehab homes according to the guidelines to increase their chances of getting a grant. A motion was made by Commissioner Rowe to recommend to the City Council that funding the grants in 2015 be given strong consideration. The motion was seconded by Commissioner Rivera and passed unanimously. 4. Budget updates In light of the fact there was no meeting planned for December, Chairman Briska suggested that the Commission consider allocating the remainder of funds in the Elgin Elgin Heritage Commission:Minutes Page 4 November 4,2014 Heritage Commission budget to the Elgin Area Historical Society's ongoing upgrades of technology and equipment in the museum. A motion was made by Commissioner Wiedmeyer to allocate any remaining funds in the budget after all required expenses are paid to the Elgin Area Historical Museum for the ongoing project to upgrade the museum's technology and other equipment. The motion was seconded by Commissioner Krebsbach and passed unanimously. 5. Potential hearing regarding an appeal to the Heritage Commission Mr. Saher mentioned that at the last meeting of the Design Review Subcommittee on October 28, 2014, an application for a Certificate of Appropriateness (COA) was denied by the Subcommittee. The applicant had indicated an intention to appeal the decision to the whole Elgin Heritage Commission. However, because no meeting in December was planned by the Commission, the next opportunity for a public hearing would fall in January. Mr. Saher therefore suggested that the Commission schedule a meeting in December to provide the applicant with the opportunity to appeal within reasonable time. It was agreed that the Commission would hold its meeting on the first Tuesday in December—December 2, 2014, at 7:00 p.m. at the City Council Chambers. F. Other Business 1. Following discussion of the previous item Commissioner Rowe brought up the issue of the property owner's awareness of their property being located within a historic district and asked what procedures were in place to make potential property owners aware. Mr. Saher stated that there was a document that had been filed with each property's legal description notifying anyone conducting a title commitment search that the property was located within an historic district. However, a number of Commission members indicated that not all property owners completed such a search. Commissioner Krebsbach mentioned that he would like to approach the MLS Multiple Listing Service to remind them that there is a location within the service to add/check a box to indicate "located within a historic district." However, 90% of realtors don't check this box. He was going to recommend to the Board of Realtors that this be made a mandatory field to check. He will report back on this at a later meeting. G. Staff Announcements Mr. Saher reported that in the absence of Ms. Munro he would continue to manage the city's historic preservation and grants program. At this time a notice to request applications for a replacement for the position was not posted. On asked whether the position would continue as before or whether there was any consideration to divide the duties up between a historic preservation coordinator and a grants coordinator, Mr. Saher stated that as of this date there no changes in the description of the position. Public Hearing to consider a decision of the Elgin Heritage Commission's Design Review Subcommittee made on Tuesday, October 28, 2014 to deny a request to install new vinyl windows on the building located at 175 South Gifford Street, Elgin, IL 60120, more specifically described by the Property Index Number 06-13-377-012. The hearing was called to order by Chairman Briska. The property owner and his contractor briefly described their request and the project. There were no objectors present in the audience. Each Commission member and staff was also provided the opportunity to comment and ask questions of the property owner. A complete verbatim report of the testimony provided by the property owner, Commission and staff was recorded by a court reporter. At the end of discussion and testimony the public hearing was closed by Chairman Briska. 2. 175 S Gifford Street—Additional Discussion Following the close of the public hearing, the members of the Commission discussed the application and agreed to provide a final determination based on the testimony received. A motion was made by Commissioner Hunter to uphold the decision of the Design Review Subcommittee made on Tuesday, October 28, 2014 to deny a request to install new vinyl windows on the building located at 175 South Gifford Street. The motion also included a condition in the event the decision was overturned that the following conditions be met: Elgin Heritage Commission:Minutes Page 2 December 2,2014 i. The wood trim around the existing windows be preserved, repaired or replaced where necessary to match the profile of the existing wood trim on the building. ii. Specifications of the windows proposed to be installed be submitted for staff records and documentation iii. The replacement vinyl windows be configured to match the existing size of the opening exactly The motion was seconded by Commissioner Wiedmeyer. The vote on the motion was two (2) yes and (five) 5 no, thereby overturning the decision of the Design Review Subcommittee.
