MINUTES
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman Bill Briska.
1. Members Present:William Briska, Betsy Couture, Rebecca Hunter,Tom Krebsbach and John
Wiedmeyer,William Ristow and Brendan Morse (arrived at 7:45 pm).
2. Members Absent: James Halik.
3. Others Present: None.
4. City Staff Present: Sarosh Saher, Senior Planner
B. Approval of Minutes: A motion was made by Commissioner Krebsbach to approve the
November 1, 2011 minutes. Motion seconded by Commissioner Couture and passed
unanimously.
C. Recognize Persons Present: Recognition of George Rowe, representing the Elgin Area Historical
Society;Theodore Kirpach and Willis Weiler representing St.Joseph's Church.
D. Plaque Applications: None
E. Old Business:
1. Cell Phone Tour:
The Channing Park location needs to be recorded and added to the database. A question
was asked as to whose budget would pay for the annual dues of the cell phone tour host.
Chairman Briska recalled that Sue Olafson's office had agreed to fund the dues. However,
Sarosh Saher stated that he would check with the city manager's office to confirm whether
funds were still available. Otherwise, he suggested that the Elgin Heritage Commission pay
the invoice.
There were suggestions on perhaps funding additional sponsors of the cell phone tour
hosting.
Chairman Briska also recommended that Sarosh Saher look into having the remaining signs
installed at their locations.
2. Status of Preservation Planner position and liaison role with Commission:
Sarosh Saher stated that over 100 applications had been received by the city and had been
reviewed by staff and narrowed them down to seven. Of those, a decision would be made
to interview three to five candidates. The dates of the interviews have not been set yet. A

decision was also yet to be made to include a representative of the Elgin Heritage
Commission on the interview panel.
3. Survey of historic plaques and monuments in Elgin
The item was tabled due to Commissioner Halik's absence at the meeting.
4. Update on St.Joe's properties:
Mr.Theodore Kirpach and Mr. Willis Weiler representing St.Joseph's Church were present
for the discussion on this item. Sarosh Saher provided the Commission with an update on
the status of the appeal. The Commission had followed the requirements of the ordinance
in conducting the necessary public hearing to consider the request for demolition of the
properties. Following that, the Commission had used the 90-day time period provided by
the ordinance to investigate alternatives on obtaining a reasonable beneficial use and a
reasonable economic return for the buildings proposed to be demolished. The Commission
was unable to find a reasonable alternative use for the properties, the ordinance required
that a Certificate of Economic Hardship be issued, allowing for the demolition of the
properties.
Commissioner Wiedmeyer had investigated relocating the homes to vacant property.
However, he indicated that was not feasible due to the cost of relocation. Chairman Briska
asked if there were any further options available to be discussed. Commissioner
Wiedmeyer stated that all options had been exhaustively investigated.
Sarosh Saher recommended that the Commission make a motion to issue a Certificate of
Economic Hardship.
A motion was made to issue a Certificate of Economic Hardship to allow for the demolition
of the properties located at 101 Center Street, 107 Center Street, 256 Division Street and
260 Division Street, owned by St.Joseph's Church
The motion was seconded by Commissioner Wiedmeyer and passed unanimously.
Mr. Weiler stated that a new bishop had been appointed for the diocese, and so his
permission would be required prior to demolition. It would be approximately two months
before permission could be granted.
In the meantime, the Commission requested that the properties be opened up for salvage
to neighborhood groups including the Gifford Park Association (GPA), to which Mr. Weiler
and Mr. Kirpach agreed.
Sarosh Saher also asked what the plans for the property would be. He recommended that
the site be seeded or sodded until plans were approved for the property. Mr. Kirpach
indicated that there were plans for the meditation garden with benches and landscaping
currently being discussed.
5. Report from Neighborhood groups on heritage related activities
NENA—the holiday tour of homes went off well. There were approximately 1000 visitors to
the homes. Jewel had sold a number of tickets for the event, but was unsure as to whether
they would do it again in the future.

DNA—the Window Wonderland event was well attended in downtown. Additionally, DNA
held a "brainstorming" session in December, which was well attended. The top
recommendation to come out of the session was for an ethnic restaurant.
ECN—ECN was planning to host the screening of a movie in January titled "Designing
Healthy Communities." The PBS documentary film will feature Mayor Kaptain and highlight
the Elgin High School class of Ms. Deb Perryman. The date of the PBS broadcast was not
known at this time.
Fox River Country Day School (FRCDS)—a question was asked on the status of the school
property. Sarosh Saher stated that he had received inquiries from an architect and an
appraiser regarding the property.
Commissioner Couture asked whether it should be on LPCI's top ten list. Chairman Briska
mentioned that the Van Bergen designed building was suggested for nomination so that it
could receive some attention from that status. He stated that he would look into this with
Lisa DiChiera of LPCI.
Commissioner Krebsbach stated that he would check realtor.com to find out more about
the property, and look into seeing how one could get an opportunity to tour the property
now that there was a barrier erected at the gates.

F. New Business.
1. Commission budget wrapup.
i. Sarosh Saher stated that he had received an invoice from LPCI requesting renewal of
annual dues.
A motion was made by Commissioner Hunter to approve the payment of annual dues to
Landmarks Preservation Council of Illinois (LPCI)for$40.
The motion was seconded by Commissioner Ristow and passed unanimously.
2. 2012 budget projections.
Sarosh Saher stated that the annual budget allocation for 2012 was $5,000.
3. Elgin Windmill project. Informational presentation by George Rowe
Mr. Rowe was present at the meeting to provide a PowerPoint presentation to the
Commission on the proposal to erect an Elgin windmill on property along north State Street.
He stated that the presentation was informational only and that the Elgin Area Historical
Society(EAHS)would come back later to the Commission with specific details.
As part of the presentation, Mr. Rowe stated that the site for the windmill had been
selected—the southern end of Foundry Park directly across the street from the Heider
Electric building which was originally the site of the windmill manufacturing company. He
stated that the EAHS was still working with the city to determine a final location.

""" Interpretive signage was proposed around the base of the windmill to display information
on the windmill company, the foundry that existed on the site, and industry in Elgin. The
house was built out of clay block, common to this area. It was used for storage, and would
be important in keeping people from climbing up the tower.
The blockhouse at the base of the windmill was also proposed to be reconstructed as closely
as possible, but was the most expensive component of the project. However, the EAHS was
also comfortable with erecting just the windmill tower.
Commissioner Ristow asked what it would cost to construct the blockhouse. Mr. Rowe
stated that the cost ranged from a low estimate of$2,000 to approximately$20,000
provided by an architect. He felt that the cost could be reduced with volunteer work.
Chairman Briska stated that he believed that Batavia has had no vandalism with their 19
windmills. There was a windmill convention planned in Batavia next June.
Following the completion of the presentation, Mr. Rowe thanked the Commission for their
comments and requested their support for the project.
A motion was made by Commissioner Couture to support the project through a resolution
of support of the Commission.
The motion was seconded by Commissioner Ristow and passed unanimously.

G. Staff Announcements, Other Business
1. Sarosh Saher inquired about dates to hold the Mayor's Awards ceremony. Suggested dates
were May 3, or 10, 2012—the 1st or 2nd Thursday in May.
2. The Preservation Month theme for 2012 had not been decided as of this date. Sarosh Saher
would contact the national Trust to see whether a theme had been set.
3. The 2012 Elgin Green Expo had been tentatively set for May 12—it was stated that the
event typically took place the second Saturday in May.
4. Nominations for the Mayors Awards in May should be out soon. If the nominations were to
be voted on in April, then they should be received by the end of March, requiring that
planning for the ceremony start in February. Sarosh Saher indicated that he would have
forms available by then.
H. Adjournment:
Motion made by Commissioner Hunter to adjourn the meeting. The motion was seconded
by Commissioner Krebsbach and passed unanimously. The meeting was adjourned at 8:30
p.m.

MINUTES
A. The meeting of the Elgin Heritage Commission was called to order at 7:03 p.m. in the City
Council Chambers by Chairman Bill Briska.
1. Members Present: William Briska, Betsy Couture, Rebecca Hunter,John Wiedmeyer,
William Ristow and Brendan Morse.
2. Members Absent: James Halik and Tom Krebsbach.
3. Others Present: None.

B. Approval of Minutes: A motion was made by Commissioner Wiedmeyer to approve the
January 3, 2012 minutes. Motion seconded by Commissioner Ristow and passed unanimously.
C. Recognize Persons Present: None.
D. Plaque Applications: None. There was discussion on advertizing the program to increase
interest of old-house owners. Commissioner Hunter reminded the Commission that a number
of mid-century homes are now eligible to receive a plaque since they are over 50 years old.
E. Old Business:
1. Cell Phone Tour:
Mr. Saher stated that the Channing Park school location had been recorded and added to
the database. The sign still needed to be installed, along with the remaining signs at Lords
Park,The Zoo, Wing Park Golf Course, Zeigler Court, and the Spring Street brick road.
Mr. Saher also informed the Commission that the annual dues ($475)for hosting the cell
phone tour, by Guide-by-cell would need to be paid out of the Commission's budget. In the
past, Sue Olafson's office (City manager's office) had funded the dues.
Chairman Briska mentioned that On-cell, a competitor to Guide-by-cell, had approached
him about possibly hosting the cell phone tour. However, this would require transferring
the data, and redesigning the existing signs to reflect the new information, which was a cost
consideration. Following discussion, it was decided to stay with the current provider due to
the expenses involved with moving to another provider.
2. Status of Preservation Planner position and liaison role with Commission:
Sarosh Saher stated that two candidates for the position had been interviewed in the
previous week. A preferred candidate would be selected for a meeting with senor staff and
following that, an offer would be made. He stated that both interviewed candidates had

requested an opportunity to provide 3 weeks notice to their employers if selected, which
would allow the selected candidate to start work in mid March.
3. Survey of historic plaques and monuments in Elgin
The item was tabled due to Commissioner Halik's absence at the meeting. Chairman Briska
provided background on the project. He stated that the city had no index of plaques and
monuments, or record of its inventory. It was recommended that the survey be done by
volunteers. Commissioner Halik had volunteered for the project.
Chairman Briska recommended that when the survey is done that it includes a listing of all
plaques and monuments by type; include a photograph and an assessment of the condition
of the plaque or marker. He cited examples in Lords Park where there were markers on
rocks and some for bushes. Commissioner Couture and Commissioner Ristow also agreed
to help with the project. Commissioner Ristow mentioned he could take pictures of the
plaques and markers if direction was provided to him. He suggested that Mr.Saher talk to
the city's building grounds maintenance (public works department) to see if there was an
existing inventory of plaques and markers within the public spaces owned and maintained
by the city.
4. Update on St.Joe's properties:
Mr. Saher stated that there was no new information to report on since the decision was
granted to allow for the demolition of the properties.

5. Elgin Windmill project:
Chairman Briska mentioned that the museum was in the process of increasing support for
the project with community leaders.
6. Preservation Month Planning/Mayors Awards:
The Mayors awards were tentatively set for May 3 (note—this date is now confirmed for
May 1) pending reservation of the venue—Elgin Art Showcase.
The theme for 2012 was "Discover America's Hidden Gems." There was discussion of the
process of putting together the various activities for preservation month. Some of these
include:
i. A sky show by the observatory on May 14
ii. Youth History Fair at the Elgin area historical museum on April 29
iii. International Museum Day celebrated at the library with a lecture "Small Towns 1870 to
1920
iv. A potential tour of the Elgin mental health center cemetery
v. A presentation on painted ladies architecture sponsored by the Elgin history museum
vi. Presentation on "Made in Elgin" by the Elgin History Museum
vii. A presentation by Commissioner Hunter on Elgin's "hidden gems" including outhouses,
barns, silos, etc.
viii. Fire Barn#5 Memorial
ix. An event combined with the Elgin Alive presentation series sponsored by ECN.
x. Natural Area tours—including tours of Bluff Spring Fen and Trout Park Nature Preserve,
Burnidge Woods, or Ferson Creek Forest Preserve.

xi. Gail Borden Library sponsored events including "Fireside Chats" by Jerry Turnquist and
Mike AIft.
xii. A potential event in downtown Elgin, such as a tour, sponsored by DNA
xiii. Open houses at NSP homes being marketed by the City of Elgin.
There was discussion on the brochure promoting the events. Commissioner Couture
mentioned that she would ask Dave Metzger to design the brochure.
7. Report from Neighborhood groups on heritage related activities
i. ECN—Commissioner Couture mentioned that the screening of the movie in January
titled "Designing Healthy Communities" was a success. Elgin came out looking like it
was ahead of the curve compared to other featured communities.
ii. Fox River Country Day School (FRCDS)—Chairman Briska mentioned that the auction
had taken place that very day. He stated that it was his understanding that since no one
had bid on the property,the American National Bank was awarded title of the property.
He also stated that the headmaster had called Liz Marston at the museum to donate
records and articles of historical interest to the museum. These included photos,
yearbooks, and a 50-year history on the property. William Briska also mentioned that
blueprints of the Van Bergen designed building were in the possession of Marty Hackl,
an architecture buff. As an aside, he mentioned that he was aware that one of the
buildings on the campus has prairie style furniture in it, which may have been designed
specifically to complement the style of the building.
Chairman Briska mentioned that he had nominated the property on the Illinois 10-most
endangered properties list maintained by the Landmarks Preservation Council of Illinois
(LPCI). However, LPCI had informed him that it would likely make it only to the watch list at
this time.
Commissioner Couture recommended that photographs of the buildings and properties be
taken while the property is still accessible. Chairman Briska indicated that he would contact
the headmaster regarding that.
F. New Business.
1. Worship Walk on Sunday, April 28, 2013—organized by Congregation Kneseth Israel.
Sarosh Saher had been contacted by Barbara Maring regarding plans for her church,
Congregation Kneseth Israel, celebrating their 120th Anniversary during the fall of 2012 and
spring of 2013. Their church was organizing a special event for"Holy Hill" on Sunday, April
28, 2013, from 1:00 to 5:00 p.m. Neighboring churches would be invited to open their
sanctuaries to the public and sharing the hidden treasures of historic Holy Hill. Each church
would prepare a ten-minute presentation on the history of their church in Elgin and the
most interesting aspects of their building. Docents would take small groups through the
sanctuaries of each church.
Congregation Kneseth Israel is working together with the Gail Borden Public Library to have
a "starting off" place and have a display of the various churches and religions in the Elgin

Area. The church is also working with the Elgin Historical Museum, which will provide a
display and be part of the "Worship Walk" experience.
Mr. Saher stated that because there was still a full year before the event was planned, more
information would become available later.
G. Staff Announcements, Other Business
1. 600 Margaret Place—Sarosh Saher was asked to provide a status of the art glass window at
600 Margaret place. Mr. Saher stated that approximately a week ago, he was made aware
by concerned citizens that an art glass window on the property had been removed and was
discovered being sold on Craig's List, an internet-shopping website. The window is a feature
protected by the historic preservation ordinance and, as such, its removal by a person
without the necessary COA constituted a code violation. Mr. Saher additionally stated that
he had reported the missing window to the Elgin Police Department and was following up
the issue with the current property owner, a bank located in the Midwest. He would
provide updates to the Commission as he received information.
H. Adjournment:
Motion made by Chairman Briska to adjourn the meeting. The motion was seconded by
Commissioner Morse and passed unanimously. The meeting was adjourned at 8:24 p.m.

MINUTES
A. The meeting of the Elgin Heritage Commission was called to order at 7:05 p.m. in the City
Council Chambers by Chairman Protem James Halik.
1. Members Present: Betsy Couture,James Halik, Rebecca Hunter,Tom Krebsbach and
John Wiedmeyer.
2. Members Absent: William Briska, William Ristow and Brendan Morse.
3. Others Present: Tom Kuttenberg of Hanover Township
Elizabeth Femal, resident in Elgin.
4. City Staff Present: Sarosh Saher, Senior Planner
B. Approval of Minutes: A motion was made by Commissioner Wiedmeyer to approve the
February 7, 2012 minutes. Motion seconded by Commissioner Hunter and passed unanimously.
C. Recognize Persons Present: None.
D. Plaque Applications:
1. 121 Monroe Street:The plaque application was discussed and scored on the criteria of
architectural significance, historical significance, and current maintenance and received the
following scores in each of the three categories. Architectural Significance: 7.6; Historical
Significance: 6.4; Current Maintenance: 7.8. Since the application received more than the
minimum of 6 points in each category, it is eligible to receive a plaque.
A motion was made by Commissioner Couture to award a plaque with the following
inscription: 1913, E.J. Bishop. The motion was seconded by Commissioner Krebsbach and
passed unanimously.
2. 570 North Spring Street:The plaque application was discussed and scored on the criteria of
architectural significance, historical significance, and current maintenance and received the
following scores in each of the three categories. Architectural Significance: 7.8; Historical
Significance: 6.6; Current Maintenance: 9.0. Since the application received more than the •
minimum of 6 points in each category, it is eligible to receive a plaque.
A motion was made by Commissioner Couture to award a plaque with the following
inscription: 1887, C& R. Curtis. The motion was seconded by Commissioner Krebsbach and
passed unanimously.

E. Old Business:
1. Cell Phone Tour: Mr. Saher had no new information to report at this meeting.
2. Status of Preservation Planner position and liaison role with Commission:
Mr. Saher stated that a candidate had been selected for the position, and that person would
most likely begin work towards the end of the month. Commissioner Halik commended the
city for continuing to maintain the position in these tough economic times. He stated that
historic preservation is an important component of the community's vitality and brings
people to Elgin.
3. Update on Fox Valley Country Day School:
Commissioner Halik stated that he was aware that a group of former students had helped
clean up buildings on the campus. The school no longer owns the property and was looking
to sell off non-artifacts. They had offered the museum older records to be preserved in
archival form. He was concerned with the vacant property being broken into and
vandalized, and suggested that the Commission influence the current owner of the
property, a bank,to landmark the property.
4. Elgin Windmill project:
Mr. Saher mentioned that the museum was proposing to approach the City Council
requesting support for the project in April.
5. Survey of historic plaques and monuments in Elgin: There was no new information
presented at the meeting.
6. Preservation Month Planning/Mayors Awards:
i. Planning for presentation month was discussed. Chairman Briska and Commissioner
Couture had been working on obtaining information for the various events that would
be promoted during the month. Commissioner Halik recommended that the events be
promoted through the city's media—press releases, Facebook,Twitter, etc.
Commissioner Couture asked if the NSP homes being marketed by the city would be
showcased through open houses. The Commission recognized Elizabeth Femal who was
in the audience, stating that she was the homeowner of the first of four homes
rehabbed and sold by Elgin. Ms. Femal indicated that she was very happy with the way
in which the home was restored. The home and its location in the Spring-Douglas
Historic District had increased her interest in historic preservation and the Commission.
She was interested in joining the Commission as a member and had submitted her
application to the City Clerk. Commissioner Halik suggested that she write an open
letter to the newspapers reflecting her satisfaction with the program and Elgin
preservation efforts in general. Ms. Femal stated that she had already received some
local coverage in the papers when she had purchased the property.
In further discussion regarding planning for the Mayors Awards, Mr. Saher stated that
the ceremony would be held at the Elgin Art Showcase on Tuesday, May 1.
Commissioner Couture indicated that she would contact Jo Ellen Doscher to cater the
food and beverages for the event.

ii. Mayors Awards Recipient Selection:
Mr. Saher presented the members of the Commission with a packet containing sixteen
nominations for a Mayors Award. An additional nomination was added by a
Commission member at the meeting. Each of the seventeen applications was then
discussed by the members of the Commission and a decision made to recommend or
not that it receives an award from the Mayor. In some cases, a recommendation was
made to nominate a recipient in the future if a project was not completed, or needed
more information for the Commission to consider.
Of the submitted applications, ten nominations were recommended for a Mayors
Award. Each of the nominees would be notified of the event and encouraged to invite
their friends and family. The ten nominations recommended were in the general
category. No nominations were recommended to receive an Artisan, William Stickling
or George Van der Voorde award.
A motion was made by Commissioner Krebsbach to recommend that ten awards be
selected to receive a Mayors Award to be presented to the recipients by the Mayor on
May 1, 2012.
The motion was seconded by Commissioner Wiedmeyer and passed unanimously.
7. Report from Neighborhood groups on heritage related activities
i. Commissioner Couture provided the Commission with information on an initiative
started by NENA and DNA known as "Building Bridges." The program would promote
the vacant houses in older established neighborhoods particularly the historic districts
to attract suitable buyers who would live in and invest in the community. The effort was
being assisted by Tonya Hudson of DNA and Krissy Palermo, a resident of the Spring-
Douglas Historic District to promote the neighborhood and the benefits of being close to
downtown. They had met with Tom Krebsbach, member of the Commission and historic
home real estate agent, to get his help marketing the homes and show interested
buyers the potential of homes in these neighborhoods. They were going to prepare
packets of information listing resources and assistance available from the
neighborhoods and the City. Commissioner Couture also indicated that John LaFleur, a
resident of the Elgin Historic District had expressed his concerns with vacant homes in
the historic districts and had a few ideas to promote the neighborhoods.
A follow-up meeting had been planned in the near future, and Commissioner Couture
indicated that she would report back once more information was available.
F. New Business.
1. Hanover Township Heritage Marker:Tom Kuttenberg of Hanover Township was in
attendance to introduce the township's historical marker program to the Commission. He
provided the Commission with information on the program and stated that the township
had tentatively selected Lords Park as a site to locate the first marker in Elgin. The exact
rh location of the marker within the park was yet to be decided. However, he stated that he
would be willing to work with the city's parks department, the Commission and the Elgin
Historical Museum to develop the text and find a location for the marker in the park. He
also indicated that there was a potential for a brochure promoting a heritage marker trail
through Hanover Township.

Commissioner Halik thanked Mr. Kuttenberg for his presentation and interest in promoting
Elgin landmark properties. He suggested that there be media coverage of the inauguration
of the marker in Elgin through a number of media outlets that the community uses to
promote its events.
A motion was made by Commissioner Couture to recognize and promote the Hanover
Township Marker program in Elgin.
The motion was seconded by Commissioner Hunter and passed unanimously.
G. Staff Announcements, Other Business
1. New book by Rebecca Hunter: Mr. Saher announced that he had received a copy of a new
book authored by Commissioner Hunter entitled "Mail-Order Homes—Sears Homes and
Other Kit Houses," published by Shire Books in England. He circulated a copy among the
Commission members who commended and congratulated Commissioner Hunter for her
accomplishment.
2. 600 Margaret Place: Commissioner Wiedmeyer inquired on the status of the window at the
property. Mr. Saher stated that the property had been sold. The new buyers were unable
to obtain the original window from the previous owner who had attempted sell the window
on Craig's List. The listing had been withdrawn shortly after the incident was reported to
the police and an investigation started. However, the present owners, who also own a
property across the street, had indicated that they were interested in restoring the window
with a comparable window.
H. Adjournment:
Motion made by Commissioner Couture to adjourn the meeting. The motion was seconded
by Commissioner Hunter and passed unanimously. The meeting was adjourned at 8:41 p.m.

working on a rehabilitation conversion plan for a Masonic temple in Des Plaines. He attended
the EHC meeting to fulfill a course requirement to observe a Commission meeting. Mr. Saher
recommended that he also attend the upcoming DRSC meeting.
D. Plaque Applications:

1. 433 Division Street:The plaque application was discussed. Members noted that the
application had significant historical documentation, but very little information pertaining to
its architectural description and alterations. Due to this, it was decided that one of the
Commissioners will write additional architectural details for the application. Commissioner
Hunter will research permits to check for alterations. Commissioner Wiedmeyer observed
that the house may have been built prior to the date assigned on its application. Discussion
ensued regarding the name designation for the plaque and whether it should be the
builder/original occupants or the first family that should be identified on the plaque, which
also impacts its date of significance. Chairman Briska will review city directories to confirm
original ownership.
The application was scored on the criteria of architectural significance, historical
significance, and current maintenance and received the following scores in each of the three

pending the final confirmation of commissioner research regarding the original names with

1. Cell Phone Tour: Commissioners deferred discussion of the tour until after the Mayor's

2. Update on Fox Valley Country Day School:
Commissioner Briska stated that the site is on Landmarks Illinois' short list for its 2012
10 Most Endangered Places.
3. Elgin Windmill project: Mr. Saher stated that he had been in discussion with George Rowe
about the project, and would provide an update as more progress was made.
4. Survey of historic plaques and monuments in Elgin: Commissioners recommended that
this item be removed from the agenda until a later time.
5. Preservation Month Planning/Mayors Awards:
Mr. Saher provided commissioners with a draft of the Preservation Month Activity brochure
text. Chairman Briska and Commissioner Couture have been working on obtaining
information for the various events that would be promoted during the month. A venue for
the Mayor's Awards event has not been finalized. Commissioners discussed possible
locations. Commissioner Couture has talked with Elgin Academy and she also suggested the
Lords Park Pavilion. Commissioners were asked about location preference. Several
members indicated that the Lords Park Pavilion might be a preferred location from budget
and logistical standpoints.Staff will send invitations as soon as the location is confirmed.
Mr. Saher will continue to work with Commissioners Briska and Couture on finalizing the
details.
6. Report from Neighborhood groups on heritage related activities
Commissioner Couture announced that the NENA neighborhood garage sale will be held on
June 22—23, 2012 on the 800 block of Douglas Ave.
F. New Business.
1. Introduction—Amy Munro, Historic Preservation and Grants Planner
Mr. Saher introduced Ms. Munro as the City's new Historic Preservation and Grants Planner
as of March 26. Chairman Briska invited Ms. Munro to give a brief summary of her
professional background. Ms. Munro worked for over 10 years as a historic preservation
planner for Will County, Illinois, and also worked for two years as a Member Services and
Communications Manager for the DuPage Mayors and Managers Conference in Oak Brook,

Elgin community and the Elgin Heritage Commission.

Commissioner Briska announced that the site was listed on Landmarks Illinois' 2012
10 Most Endangered Places. The property is also listed for sale and is in foreclosure.
3. Elgin Windmill Project: Mr. Saher stated that he is continuing to work on the zoning case.
Zoning relief is needed for the property as the windmill is an accessory structure and the
Code requires that a property must have a primary building. The City is working with the
historical society to request a departure from the zoning requirement. A public hearing is
scheduled for July 2, 2012.

4. Hanover Township Marker: Hanover Township Community Relations Manager Tom
Kuttenberg and Elgin Parks and Recreation Director Randy Reopelle have identified a 411)
location for the marker. June 23, 2012 is the potential date for the dedication ceremony.
5. Preservation Month Planning/Mayors Awards:
Mr. Saher reported that the event was attended by approximately 120 people. It was a
successful night. With the exception of sound, Commissioners agreed that the Lords Park
Pavilion worked well for the event. Commissioners also discussed the various Preservation
Month activities as per the annual Preservation Month schedule. Discussion ensued
pertaining to the continued listing of events that were more natural history oriented rather
than built environment oriented. Mr. Saher highlighted the cross promotional
organizational benefits together with the importance for historic and cultural landscape
preservation merits in their continued inclusion on the schedule. Commissioners concurred
with this and also noted the success in attendance numbers at events.
6. Report from Neighborhood groups on heritage related activities:
Commissioner Couture announced that the NENA neighborhood garage sale will be held on
June 22—23, 2012 on the 800 block of Douglas Ave. Mr. Miller said the GPA newsletter will
be posted on May 2nd. GPA will hold the annual Elgin Historic House Tour in the SWAN
neighborhood.The DNA is looking for an executive director, and that the Sherman
demolition is scheduled to begin on June 11, with June 21St scheduled for the time capsule
opening.
F. New Business: 4111)
1. Appointments for DRSC and EHC
Ms. Munro reported that the four Historic District Design Review Subcommittee members
have agreed to serve another term. Commissioners Wiedmeyer and Ristow have also
agreed to serve another one-year term on the Design Review Subcommittee.
Mr. Saher reported that there are two potential Heritage Commission candidates.
Commissioners expressed concern over the level of commitment members have been able
to give and noted the importance for appointing members who are willing and able to
attend meetings on a consistent basis. Mr. Miller advised the Commission as to the
ordinance abandonment of office clause wherein two-thirds of meeting absences results in
an automatic office abandonment. Mr. Saher will contact the Commissioners who have
missed multiple meetings. Staff will review Commissioner attendance for the calendar year.
Chairman Briska indicated his willingness to serve another term as chairman.
Commissioners Wiedmeyer and Hunter agreed to serve another 3-year term. Commissioner
Couture's term has expired. Mr. Saher will inform the City Clerk to renew the terms.
The Commission also discussed the issue of dual roles with the Design Review
Subcommittee members also serving on the Appeals Committee and the potential
perceived negative connotations. Commissioner Wiedmeyer shared his thoughts regarding
his review of applications on the Design Review Subcommittee as separate from his review
on the Appeals Committee. On the Design Review Subcommittee, he reviews applications
strictly according to the Design Guidelines. On the Appeals Committee, he weighs the issues
from a citywide perspective and is not limited by the district boundaries. This item will be
discussed at a future meeting.

2. Elgin Historic District Signage Proposal
Dan Miller provided information on proposed signs in Elgin's Historic District. Mr. Miller
stated that it has been his long time goal to replace the signs.The current wood markers
would be replaced with metal markers. He has devoted significant time into researching
potential conceptual designs through the National Trust for Historic Places forums, online
polls, and neighborhood meetings. He intends to schedule focus groups to finalize the
design. The Gifford Park Association (GPA) initially received CDBG funding for the current
signs more than 20 years ago. The GPA has limited funding for the new signs, and Mr. Miller
placed a request with the City to provide funding assistance for the new markers. Mr. Saher
confirmed that the City is willing to contribute funding towards the signage. Mr. Miller
indicated that the signage, including hardware, would cost approximately$4,000. Mr. Saher
indicated that the City would allocate GPA's unused money from the Neighborhood
Improvement Grant. Commissioners discussed the future possibility for Elgin's Historic
District to be used as a potential template for Elgin's remaining historic districts. Mr. Miller
said that the signage design will be brought before the Commission once it is finalized.
3. Budget Update
Ms. Munro reviewed the budget figures. Approximately$3,750.00 remains in the budget.
Chairman Briska stated that the budget is in a good position.
4. Watch Case Factory Marker
The replacement marker has arrived and is at City Hall. It would then be deposited into the
City's insurance account. Chairman Briska inquired about securing the marker in a more
permanent manner. Mr. Saher will work with Public Works to install the marker in a more
secure way. Chairman Briska also mentioned that he had been contacted by The Herald for
a status update on the marker and directed The Herald to discuss the item with City staff.
G. Staff Announcements, Other Business:
1. Commissioner Elizabeth Femal: Chairman Briska introduced and welcomed new
commissioner, Elizabeth Femal and mentioned that she purchased the City's first NSP
house. Commissioner Femal shared her background with the Commission. Since high
school, she has been interested in historic preservation. Her first introduction to Elgin's
historic preservation program was through the Gifford Park Association's annual housewalk.
Since moving to Elgin, she has been involved in various community preservation events and
has enjoyed the community's commitment to historic preservation.
2. 463 Chicago St.: Mr. Saher reported that the NSP house sale is pending, with closing
tentatively scheduled for June 6, 2012.
3. Historical Marker Inventory Update: Chairman Briska and Commissioner Ristow
discussed the historical marker inventory. Criteria need to be developed to determine
maker classification. Chairman Briska has discussed the inventory with the Mayor Kaptain
and City Manager Stegall and suggested to them that perhaps the inventory could be
conducted through a contract with the historical society. Commissioners discussed the
importance for using surveyors who possess local knowledge and once established, the
marker classification criteria.

2. Elgin Windmill project
Mr. Saher stated that the Planning and Zoning Commission unanimously approved
the zoning application to move forward to the City Council for review on August 8,
2012. Commissioners discussed the future plans for the windmill. Chairman Briska
confirmed that it will not be operational. Once zoning approval is granted, the next
phase for the windmill will be signage installation.The Elgin Area Historical Society
Museum will request signage funding assistance from various organizations.
3. Hanover Township Heritage Marker
The marker was dedicated on June 23, 2012.

Commissioners also discussed the re-installation of the Watch Case Factory marker
and methods for securing it in a more permanent way. Mr. Saher will consult with
the Parks and Recreation Department staff for ideas.
4. Report from Neighborhood groups on heritage related activities
NENA: Chairman Briska and Commissioner Hunter provided an update on the
Sherman Hospital demolition. An effort is underway to save the secondary entrance
on Cooper Street. An additional effort is underway to preserve a piece of the
cornice and use it as an historic relic in the green space planned for the hospital's
former location.
GPA: Chairman Briska announced that the annual house walk tour will take place in
the SWAN neighborhood.
SWAN: Commissioners Couture and Femal noted the success of the recent garden
walk.
DNA:The DNA is still searching for an Executive Director.
Chairman Briska announced the upcoming cemetery walk in September and Design
Review Subcommittee member Steve Stroud's work on publishing a local cemetery
booklet.
F. New Business
1. Elgin History Museum Funding Request for Art Deco Exhibit($500.00)
The Museum is collaborating with the Chicago Art Deco Society on developing a
video and lecture series that will highlight the Art Deco architectural influence in
Elgin from its material cultural resources to its built environment.The Museum has
requested $500.00 from the Commission to support its project. The total project
will cost approximately$6,000.Almost$3,500 of the funding has been raised. A
motion was made by Ristow to approve the $500.00 request. Motion seconded by
Commissioner Wiedmeyer.The motion passed unanimously.
2. Fox River Country Day School Landmark Nomination
The nomination has been submitted by the Elgin Heritage Commission. Mr. Saher
discussed Elgin's Code as it relates to landmark nomination, interim control, and the
public hearing process. Commissioners discussed the nomination's historic
significance and its merits for landmark designation. A motion was made by
Commissioner Couture to proceed with the nomination. Motion seconded by
Commissioner Hunter.The motion passed unanimously.
To allow adequate review time for the public, the Commission scheduled a public
hearing for September 4, 2012.
G. Staff Announcements
Ms. Munro provided updates on the Elgin Heritage Commission and Design Review

Ms. Munro updated the Commission on follow-up discussions with Public Works
Department staff on the signage installation. Due to the simplicity of the signage
installation and the minimal hardware required, funding assistance to do so will likely
not be required by the Public Works Department and their staff is willing to provide
assistance upon the provision of specific location site information. Commissioners
discussed the new signage placement. Commissioner Wiedmeyer has re-installed the
sign at the Elgin Public Museum. Of the remaining signs, Channing Park is a priority and
the sign should be installed at the east end of the property's parking lot.
2. Re-installation of the Illinois Watch Case Company historical marker
Ms. Munro discussed the Commission's suggestions for installing the marker in a secure
manner with Public Works Department staff and inquired about additional
recommendations. Public Works staff advised that the suggestions provided by the
Commission would be optimal and did not have any further recommendations.
Commissioners provided additional suggestions of using an epoxy in the rivet or
installing a one way Grade 8 bolt. Ms. Munro will discuss the ideas with Public Works

3. Fox River Country Day School Landmark Nomination
Ms. Munro updated the Commission on the nomination's status. Following the Commission's
July 3, 2012 recommendation for the nomination to move forward to public hearing, Ms. Munro
realized that the owner's consent was required for nominations submitted by the Commission.
Because Fox River Country Day School property owner, First American Bank, indicated to Ms.
Munro that they would object to the nomination,the application was voided by Community
Development Director, Marc Mylott. First American Bank has been advised of this action as well
as the City Council's potential submittal of the application to the Heritage Commission. Ms.
Munro told the Commission that she will keep them apprised of any actions related to the
property's landmark nomination.
4. Report from Neighborhood groups on heritage related activities:
SWAN: Mr. Saher updated the Commission on the NSP program in the SWAN Neighborhood
and the City's partnership with Kane County on housing rehabilitation projects.
GPA: Chairman Briska gave an update on the GPA House walk scheduled for September 8,
2012. Six homes will be profiled on this year's tour.
NENA: Chairman Briska announced that NENA will not host a Christmas tour this year.
Commissioners lauded past efforts for the event and expressed their regret that it would
not be held this year.
B. New Business:
1. Funding request for publication of Silent Cities:A Brief History of Elgin's Cemeteries
($300)
Chairman Briska provided an overview of the Elgin Area Historical Society's request for
the Commission.The requested funding would be used to assist in the publication of
100 copies of a cemetery booklet by local historian, Steve Stroud. The anticipated book
release will coincide with the Elgin Area Historical Society's 25th annual Cemetery Walk
scheduled for September 23, 2012. A motion was made by Commissioner Ristow to
approve the $300.00 request. Motion seconded by Commissioner Wiedmeyer.The motion
passed 6-0-1 (Abstain: Briska).
2. Funding request for publishing an updated map of mail order homes in the SWAN
neighborhood ($200)
Chairman Briska presented a request from the Gifford Park Association to assist in
funding the publication of its South West Area Neighbors (SWAN) map of mail order
houses found in the SWAN neighborhood. The map publication coincides with the 2012
Gifford Park Association's 31st Annual Historic Elgin House Tour which will feature six (6)
SWAN homes. With respect to the Commission's funding support, the map will include a
reference to the EHC. Additionally,the EHC will receive a master copy for its files. A
motion was made by Commissioner Ristow to approve the $200.00 request. Motion
seconded by Commissioner Wiedmeyer.The motion passed 6-0-1 (Abstain: Briska).

4. Name plates for Elgin Heritage Commission and Design Review Subcommittee
Ms. Munro provided expense details related to ordering the name plates to identify
Commissioners at the respective meetings. The Commission discussed the benefits of
nameplates and authorized the allocation of up to $300 towards their purchase. A
motion was made by Commissioner Ristow to approve the $300.00 allocation. Motion

1. New Elgin Website Feedback
Commissioners requested that the Design Guideline document be re-formatted to make
downloading the document less cumbersome.To improve public accessibility to specific
chapters, Ms. Munro and Mr. Saher will work on extracting the chapters as individual files.
Commissioners discussed other benefits of the new website including the reporting system
with confirmation number.
2. Budget Overview
Ms. Munro and Chairman Briska gave a brief overview of the remaining funds in the
Commission's budget. Approximately$600 remains, which would cover the costs
associated with the December plaque ceremony.
3. Habitat for Humanity House Blessing
Ms. Munro announced that Habitat for Humanity(HFH) will hold a House Blessing for the
140 N. Channing St. property on Sunday, September 9, 2012. HFH Construction Manager,
Travis Juracek has invited the Commission and Design Review Subcommittee. Details will be
forthcoming.

nomination and requested a status update for the October meeting.
