MINUTES
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman Bill Briska.
1. Members Present: William Briska, Betsy Couture, Evelyn Chapman, William Ristow,
Rebecca Hunter, Paul Durrenberger and John Wiedmeyer.
2. Members Absent: Kathy Skaggs and James Halik
3. Others Present: Kathy Moore, Pat Hill, Dan Miller
4. City Staff Present: Jennifer Fritz-Williams, Historic Preservation Specialist
B. Approval of Minutes: Minutes of the November meeting were not distributed to the commission
and will be in next month's packet.
C. Plaque Applications:
After a general discussion of all the applications from the SWAN neighborhood, a consensus was
reached that the applications lacked the architectural statement, historical documentation of the
neighborhood, and a list of alterations.
1. The following houses received the minimum score of 6 in all three required categories and
will receive a plaque pending submission of the missing items.
• 448 Oak Street • 531 Morgan Street
• 454 Orange Street • 408 Orange Street
• 623 Orange Street • 334 Orange Street
• 310 Morgan Street • 365 Elm Street
• 325 Ryerson Avenue • 387 Ryerson Avenue
• 464 S State Street
A motion was made by Commissioner Ristow to award a plaque to these homes with the appropriate
inscriptions. The motion was seconded by Commissioner Wiedmeyer and passed unanimously
2. 503 Hendee Street: Discussion was held regarding the siding being original or substitute and
other alterations.
A motion was made by Commissioner Couture to table this application until the commission
members could further review the application. The motion was seconded by Commissioner Hunter
and passed unanimously
3. 352 Moseley Street and 506 Lindberg Court: A discussion was held regarding the severe
/� alterations to these properties.
t A motion was made by Commissioner Ristow to award a plaque with the appropriate inscriptions for
these properties. The motion was seconded by Commissioner Wiedmeyer and failed unanimously.

4. 22 S DuBois Avenue: The plaque was scored on the criteria of architectural significance,

historical significance and current maintenance, and received the following average scores in
each of the three categories.
Architectural Significance: 7.2
Historical Significance: 7.5
Current Maintenance: 7.8
Since the application received more than the minimum of 6 points in each category it was
eligible to be awarded a plaque.
A motion was made by Commissioner Durrenberger to award a plaque with the following
inscription: 1901 W. Fischer. The motion was seconded by Commissioner Ristow and passed
unanimously
5. 16 S DuBois Avenue: The plaque was scored on the criteria of architectural significance,
historical significance and current maintenance, and received the following average scores in
each of the three categories.
Architectural Significance: 7.8
Historical Significance: 7.2
Current Maintenance: 7.8
Since the application received more than the minimum of 6 points in each category it was
eligible to be awarded a plaque.
A motion was made by Commissioner Couture to award a plaque with the following inscription:
1901 J. Kampman. The motion was seconded by Commissioner Ristow and passed unanimously

B. Old Business
1. Road Race Marker: Jerry Turnquist needs $200 more,then he will submit application to
the state.
2. Historic District Signs: Chairman Briska asked staff if there was a timeline for the
replacement of the street signs. The federal law gives municipalities until January 2012 to
meet the reflectivity requirements. There is nothing in the budget for 2010. However, after
suggesting that the existing HD street signs be auctioned off to make money for new sign
toppers, city staff liked the idea.
3. Historic Marker Survey: Commissioner Halik was not present.
4. Preservation Month Planning Committee:
i. Mayor's Awards Banquet: The subcommittee has ruled out charging for dinner as most
of the invitees are award recipients. A dessert bar only would run at least $500 if we
bought all the supplies and food ourselves at Costco. Catering the event was ruled out as
too expensive. Commissioner Couture will contact JoEllen Doscher to see if she would
be interested in assisting the commission.
ii. Invitations: To save money they will be postcards only. Staff will contact Laura
Jacobsen for a quote but may use Commissioner Ristow's printer.
iii. Posters: Posters will be free, 1 1x17. Dave Metzger will design and print for us.
iv. Brochure: Want to keep the cost down. Limit color, 1 lx17 tri-fold, approx. 300. Dave
Metzger will design for us.

v. Events: Awards Dinner May 6,ABODE Bowling, GPA Golf, Great Unveiling May 1,
Sustainable Home and Garden Expo May 8, Observatory Tour,Museum day at EAHS.
5. Grant Program Contest: Staff presented letter to be mailed to top 15 projects. Minor
grammatical revisions. Owners have until January 29 to submit pictures.

peacefully.

1. 175th Anniversary: Anniversary of the settlement could confuse some people. Staff will
give ideas to Cherie.
2. 2010 Budget: Budget has been set at$5000.
D. Other Business.
1. Grant Subcommittee: Chairman Briska would like to meet before February to review
scoring criteria, warranties, definitions of maintenance, repair, rehab and restoration, etc.
Meeting scheduled for January 26 at 1 pm. Staff will invite Sarosh as well.
E. Correspondence.None.
F. Adjournment:
1. Motion made by Commissioner Ristow to adjourn. The motion was seconded by
Commissioner Hunter and passed unanimously.

MINUTES
A. The meeting of the Elgin Heritage Commission was called to order at 7:24 p.m. in the City
Council Chambers by Chairman Bill Briska.
1. Members Present: William Briska, Betsy Couture, William Ristow, Rebecca Hunter,James
Halik, Kathy Skaggs, and John Wiedmeyer.
2. Members Absent: Paul Durrenberger and Evelyn Chapman
3. Others Present: Dan Miller
4. City Staff Present: Jennifer Fritz-Williams, Historic Preservation Specialist
B. Approval of Minutes: Minutes of the November 3, 2009 and January 5, 2010 meetings were
submitted for the review and approval by the Commission.
1. A motion was made by Commissioner Wiedmeyer to approve the minutes as submitted. The
motion was seconded by Commissioner Skaggs and passed unanimously.
C. Plaque Applications:
1. 380 Congdon Avenue: Discussion was held regarding the siding and windows being
replaced. Also window hoods and the vestibule were added. The garage has been expanded
and there is a large dormer out back. The garage door is not original and the corner boards of
the vinyl siding change the details and proportions of the house. The plaque was scored on
the criteria of architectural significance only to see if the changes disqualified the home from
receiving a plaque.
Architectural Significance: 5.0
Since the application failed to receive more than the minimum of 6 points in this category it was
not eligible to be awarded a plaque.
D. Old Business
1. Road Race Marker: Jerry Turnquist has $1800 so far due to his efforts. The marker will be
at Rt 20 and Nessler. A masonry base will cost more but be more attractive.
2. Historic Marker Survey: Commissioner Halik will present at the next meeting.
3. Preservation Month Planning Committee:
i. Mayor's Awards Banquet: JoEllen will run the dessert bar with punch, coffee and water
for$1500. Piece of Cake will donate a cake to celebrate the 15th anniversary of the grant
program.
ii. Invitations: Will be by Kismet for$255.
iii. Posters: Posters will be free, 11x17. Dave Metzger will design and print for us.
iv. Brochure: Want to keep the cost down. Limit color, 11x17 tri-fold, approx. 300. Dave

4. Grant Program Contest: Staff has photos from everyone except 268 Douglas. The contest
will be featured during Jeff Myers' Elgin Today program.
5. House Plaque Application: 503 Hendee: The commission asked staff to set up a time when
they could visit the site to determine what is original versus alterations.

vi. Historical Society: Feb. 20th is an observatory tour/open house. The museum opens
March 14th for the 2010 year. On April 9th the Planning/Bennett exhibit will be at the
Public Museum.
vii. DNA: Now running the facade and projecting sign program
E. New Business.
1. National Street TOD Study: Staff released preliminary documents on the progress of the
National Street TOD study. The commissioners were encouraged to attend the next public
meeting on Tuesday March 2 to find out more.

2. Blackhawk History Project: Blackhawk Neighborhood is working on an oral history project
with Elgin Academy. Commissioner Briska will research the history of the area.
F. Other Business.
1. 320 N Spring Street: Some discussion was held based on the testimony given during the
Public hearing.
Motion made by Commissioner Halik to uphold the decision of the Design Review
Subcommittee to deny the Certificate of Appropriateness. The motion failed 2-5.
G. Correspondence.None.
H. Adjournment:
1. Motion made by Commissioner Hunter to adjourn. The motion was seconded by
Commissioner Ristow and passed unanimously.

A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman Bill Briska.

B. Approval of Minutes: Minutes of the February 2, 2010 meetings were submitted for the review
and approval by the Commission.
1. A motion was made by Commissioner Couture to approve the minutes as corrected. The
motion was seconded by Commissioner Wiedmeyer and passed unanimously.
C. Plaque Applications:

1. Road Race Marker: Jerry Turnquist has now collected$2300 due to his efforts. The State
has recommended a larger marker since there is a lot of info. That incurs an additional cost,
so he needs at least$3000.
2. Historic Marker Survey: Commissioner Halik is working on it.
3. Preservation Month Planning Committee: No meeting this month.
4. Grant Program Contest: Almost 400 votes so far,not all of them are eligible. The three
top projects are 156 S Gifford, 653 Douglas and 434 E Chicago.
5. House Plaque Application: 503 Hendee: Staff has not talked to the homeowner about the
commissioners coming out to the house.

1. Grant Review Subcommittee recap: The subcommittee would like to see the following
changes for next year:
i. The applicants must submit color schemes if painting is part of the grant
ii. One grant must be completed and paid out in full (all code issues addressed,before they
can apply for another.
iii. Details on scrape and paint. Is it going down to bare wood or only loose, flaking,peeling
paint. What method is being used to remove paint?
iv. No money for aluminum storm windows and doors. Staff should double check
application to make sure ineligible projects list is complete and accurate.
v. The 50/50 program gives 5 points for maintenance but the 75/25 gives none. They
should be the same.
vi. Applicants must have an approved COA before applying for a grant.
vii. Two separate meetings may be required since 75/25 applicants do not have their tax
returns done by the end of January.
viii. Criteria should reflect the scope of the project.
ix. Only certified RRP or lead-abatement contractors may bid on projects. Contractors
should provide proof of insurance and warranty.
2. Mayor's Award Nominations: Chairman Briska asked the commissioners to be a bit more
discerning in choosing projects for recognition.
i. Bluff City Cemetery: There was discussion on whether the city employees were paid for
their time and if this was really above and beyond their regular duties. The vote was 1-7.
ii. Stacey Reynolds&Kathy Moore: SWAN got an award last year for raising awareness of
the historic architecture in their neighborhood, but this is for the individuals. The vote
was 5-3.
iii. Trolley Tour: The trolley tour was part of SWAN's award last year,but this is also to
recognize an individual. The vote was 5-3.
iv. Laurie Faith Gibson-Aiello: The zoo is over 100 years old and she saved it from closing.
She is helping to raise money to sustain the zoo. The vote was 5-3.
v. 730 Douglas: The work is not done. It is a small project. But they didn't have to go back
and completely redesign the porch after it was already approved by the DRSC to match a
photograph found. The vote was 2-6.
vi. First Congregational Church: This was above and beyond what anybody expected them
to do. The vote was 8-0.
vii. Habitat for Humanity: This award could encourage them to do more rehabilitations and
less vinyl boxes. The vote was 6-2.
viii. 809 N Spring: Wow! He is almost completely done on the exterior. The vote was 8-0.
ix. JB Harris Construction: This is not an Artisan Award,just recognition for rehabilitations
across the city over the years. The vote was 8-0.
F. Other Business.
1. 372 N Spring Street: Staff passed out copies of the transcripts from the public.
G. Correspondence. Handouts.

1. Motion made by Commissioner Durrenberger to adjourn. The motion was seconded by
Commissioner Halik and passed unanimously.

A. The meeting of the Elgin Heritage Commission was called to order at 7:03 p.m. in the City
Council Chambers by Chairman Bill Briska.

B. Approval of Minutes: Minutes of the March 2, 2010 meetings were submitted for the review
and approval by the Commission.
1. A motion was made by Commissioner Couture to approve the minutes as submitted. The
motion was seconded by Commissioner Chapman and passed unanimously.
C. Plaque Applications:
1. 467 Division Street: Discussion was held regarding the incomplete front porch.
A motion was made by Commissioner Ristow to tabled the application until the house was
finished. The motion was seconded by Commissioner Chapman and passed unanimously.
2. 524 Bent Street: A brief discussion was held regarding if this was a Gorden VanTyne Kit
House. The plaque was scored on the criteria of architectural significance,historical
significance and current maintenance, and received the following average scores in each of
the three categories.
Architectural Significance: 7.5
Historical Significance: 7.3
Current Maintenance: 8.3
Since the application received more than the minimum of 6 points in each category it was
eligible to be awarded a plaque.
A motion was made by Commissioner Ristow to award a plaque with the following
inscription: 1926, A. Swanson. The motion was seconded by Commissioner Wiedmeyer and
passed unanimously
D. Old Business
1. Road Race Marker: We are right at the required dollar amount. Shales McNutt will provide
the installation on the pole. The city is donating the pole
2. Historic Marker Survey: Commissioner Halik was not present.
3. Preservation Month Planning Committee: There will be 16-17 plaques, 9 awardees, and
the three best grant projects. We need to keep the evening going so not to bore people.
4. Grant Program Contest: About 1000 votes submitted so far. The current top three projects
are 156 S Gifford, 653 Douglas and 434 E Chicago.

to be welded. Museum re-opened with new exhibits. Dan Miller was the guest speaker on
Elgin Architecture. Bike to work week is coming. Mr. Turnquist will lead a bike tour.
vii. DNA:
E. New Business.
1. 100th Anniversary of Road Race: There will be a tour of the race route with the Model-T
car club. The marker will be dedicated August 7th around noon.
2. Memberships: Jennifer Fritz-Williams presented membership renewals for the commission.

Given the limited budget, staff recommends only renewing Landmarks Illinois,NAPC, and
IAHPC.
i. A motion was made by Commissioner Ristow to renew memberships based on staff's
recommendation. The motion was seconded by Commissioner Hunter and approved
unanimously.
F. Other Business:
1. Wing Park Sign Dedication: Commissioner Couture mentioned setting a date with Sue
Olafson for the public dedication of the markers(local and National).
2. Settlement Marker: Chairman Briska mentioned that the neighborhood may need more
funds to complete the marker.

H. Adjournment:
1. Motion made by Commissioner Ristow to adjourn. The motion was seconded by
Commissioner Hunter and passed unanimously. The meeting was adjourned at 7:52 p.m.

parade of Model T cars making one lap of the course. Sherman West Court will have
costumes, games exhibits.

E. New Business.
1. Preservation Month Recap: Chairman Briska complimented JoEllen and Betsy on the
wonderful catering. He also complimented staff for their attention to detail. Commissioner
Couture replied that the staff at the Centre was difficult to deal with. They didn't want an
outside vendor, only someone on their pre-approved list because of insurance. Randy
Reopelle had to approve JoEllen as the caterer. Staff suggested the 8th floor of the

Professional Building for next year. This building is a local landmark and has the capabilities
to host the awards. Commissioner Wiedmeyer stated that the seating worked out great as
well. A recap of the attendance for each event was discussed. Also, staff gave the final vote
count for the Grant Contest to the commissioners.
2. Budget Report: Jennifer Fritz-Williams distributed the expenses to date. The EHC has
approx. $2100 left in their budget. Chairman Briska thanked Betsy and JoEllen for keeping
the Mayor's Awards under budget.
3. Request for Settlement Marker: Chairman Briska gave a brief history of the Settlement
Marker saga and how the marker has come to be in its present state. Mark Billings presented
a proposal to finish the marker for about$1000. He asked the EHC to contribute $600.00.
The neighborhood would fund the rest. After a brief discussion, Commissioner Ristow made
a motion to provide half the original amount or$750. Commissioner Wiedmeyer amended
the motion to"not to exceed$750"with the neighborhood providing whatever they can. The
amended motion was seconded by Commissioner Couture and passed unanimously.
4. New Cell Phone Tour Location: Mark Billings presented a proposal to add the Channing
Elementary Park to the Cell phone tour. The Elgin Rotary Club is installing an education
signage along the walking path and this would be a good tie in. The rotary sign will be
dedicated July 1 in the morning. The cost would be approx. $35 for the voice recording and
$35 for the sign,pole and installation as well. A motion as made by Commissioner Couture
to install a new cell phone tour location for a cost not to exceed$100. The motion was
seconded by Commissioner Ristow and passed unanimously.
5. Wing Park Golf Course Plaque Installation: Commissioner Couture discussed the
uninstalled local and national register plaques at the golf course. Chairman Briska said the
plaques had come to the museum and the museum staff had given them back to the parks
department. He had talked to a certain employee who is frustrated with the lack of respect
the golf course staff has shown for the plaques and the cache they lend to the golf course. It
was generally discussed that something should be done to get the plaques installed at the golf
course.
6. Appeal of DRSC decision re: 255 Barlett Place: Commissioner Couture expressed her
dissatisfaction with the attitude of the owners. Commissioner Wiedmeyer noted that the
owners had two years to put together drawings before beginning work. Commissioner
Ristow noted that the owner thought he was right to do what he did and know amount of
reasoning would sway his opinion. Wiedmeyer noted that Michael seemed ready to
compromise but Greg was very proud of his work. Ms. Chapman asked if a new floor could
laid on top of the old one to get the correct layout. Commissioner Wiedmeyer stated that
would trap moisture. Chairman Briska noted that both property owners were talking out of
both sides of their mouths. A motion was made by Commissioner Ristow to uphold the
decision of the DRSC. The motion was seconded by Commissioner Wiedmeyer and passed
unanimously.

MINUTES
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman Bill Briska.
1. Members Present: William Briska, James Halik, Betsy Couture, Rebecca Hunter, William
Ristow, and John Wiedmeyer.
2. Members Absent: Paul Durrenberger

B. Approval of Minutes: No minutes submitted for review.
C. Plaque Applications:
1. 16 N Channing Street: A discussion was held regarding the current maintenance of the
building and the concrete steps. Jennifer Fritz-Williams confirmed that the COA to repair the
steps had been pulled. Commissioner Couture mentioned that the original drawings show the
house was cladded. A few commissioners noted that it may never have been cladded,
possibly a design change during construction or the owner opted for stucco from the
beginning. The stucco is flush with the trim around the windows and doors though. The
plaque was scored on the criteria of architectural significance, historical significance and
current maintenance, and received the following average scores in each of the three
categories.
Architectural Significance: 8.2
Historical Significance: 8.8
Current Maintenance: 7.2
Since the application received more than the minimum of 6 points in each category it was
eligible to be awarded a plaque.
A motion was made by Commissioner Ristow to award a plaque with the following
inscription: 1899, Thomas A Munshaw. The motion was seconded by Commissioner Halik
and passed unanimously.
D. Old Business
1. Road Race Marker: Chairman Briska mentioned that the road race marker will face the
street and not be a great attraction for people going to the bank. So it was proposed that a
local historic sign be made to attach to the back of the State's marker. He presented a mock-
up of the text, graphics, and color for the commission to consider. The cost estimates for this
additional signage could be up to $300. A motion was made by Commissioner Couture to
spend up to $300 on the signage. The motion was seconded by Commissioner Ristow and
passed 5-0-1.
2. Budget: Most preservation month receipts have been paid. Waiting on one from the cake
company. But after factoring in repaints and new plaques for the rest of the year, the
commission has about$1400 (not including the $300 just budgeted).

E. New Business.
1. Crocker Theater facade Reuse: Commissioner Couture mentioned that Tom Armstrong
had suggested that ArtSpace use the Crocker façade way back when they first presented the
idea of being downtown to city council. Nothing has happened though. Some discussion
was held regarding how to best remind ArtSpace that this opportunity exists. The
commission decided that a letter to City Council, Sean Stegall and the Mayor would be the
best way to proceed. Commissioner Halik volunteered to write the letter.
2. Fence Guideline Subcommittee: Chairman Briska asked the commission to consider
forming a subcommittee to review the current fence guidelines. He sees this as an
opportunity for continuous process/quality improvement. The guidelines need tweaking from
time to time and some comments have been made that the fence guidelines are not specific
enough. Commissioner Wiedmeyer stated that the fence guidelines are pretty specific. The
guidelines are not a bible or right versus wrong,but rather guidelines open for interpretation.
Commissioner Halik asked for a list of fences that have been approved in the last twelve
months. He noted that the guidelines need to be kept open for personal, artistic preferences,
and aesthetic choices. Commissioner Couture agreed. She stated that fences are personal. If
it was up to her,there would be no fences in the front yards at all and no 6' fences in rear
yards. But she doesn't except everyone to follow her personal choices. She likes the
diversity that there is now in the guidelines. Chairman Briska added that all processes need to
be tweaked from time to time. His neighbor put up a fence and asked him for advice. There
could be value in provided a drawing to COA applicants. Commissioner Ristow noted that
unless he knew what had been approved, he could not comment. Commissioner Halik added
that the guidelines can't dictate only one way of doing something, that is too restrictive.
Commissioner Couture added that the commission should remember that fences are not
permanent features. Commissioner Wiedmeyer suggested a"good, better,best"drawing for
staff to hand out. Jennifer Fritz-Williams stated that this whole discuss comes out of the June
8th DRSC meeting when Mr. Miller disagreed with staff's interpretation of the guidelines,
specifically Item K. She stated that requiring in-line corner posts and gate posts on all fences
would not be appropriate. The historic districts have a variety of architectural styles and
housing types. Fancy corner posts, gate posts, and inline posts with recessed panels and caps
were a Victorian high style fence. This would not be appropriate for the many vernacular
homes and post Victorian architectural homes in our historic districts. Her preference would
be to allow the fence guidelines to stay as they are written, "appropriate to the house style."
Chairman Briska noted that staff should not take the criticism as a personal attack on her
work but how the process could be better. Commissioner Halik noted that he would like to
see what staff has approved first before making any adjustments to the fence guidelines. Mr.
Miller noted that"fences are close to my heart," since he rewrote the fence guidelines a few
years ago based on his research of 30-40 other fence guidelines around the country. He
mentioned that Sarosh did not make all the changes he requested at that time. This has lead
to do-it-yourselfers slapping fencing sections from Menards together. The homeowners are

not following the old-timers techniques for fence construction. At a minimum corner and
gate post must be required. He stated this would" add class."He wants to add language that
would required all posts to be wrapped with lx like porch posts are wrapped.
A motion was made by Commissioner Halik to allow the commission 60 days to review staff
approvals over the last year to determine if changes are necessary to the guidelines. The
motion was seconded by Commissioner Ristow and passed unanimously.
3. Bungalow Historic District: Chairman Briska brought this idea to the commission after
talking with Steve Stroud. It seems the mayor supports the idea. But is it possible? Jennifer
Fritz-Williams said she would contact the legal department but the ordinance would probably
have to be amended to include noncontiguous language. Commissioner Hunter mentioned
that Joliet has a bungalow ordinance. She offered to get a copy for the commission to review.
Commissioner Couture asked if this would be similar to Chicago's program. Chairman
Briska said yes, owners would opt in,but the title of the property would be restricted. He
was unaware if Chicago had this step in place.
4. Membership: Chairman Briska noted that the commission is down two members with
Evelyn Chapman's and Kathy Skagg's terms expiring. Commissioner Hunter mentioned that
she spoke to Margaret Keen but she was unavailable do to other commitments. Other
suggestions were Tom Krebsbach or a local architect.
F. Other Business:
ribk 1. Spring/Douglas Toppers: Commissioner Halik and Couture were upset that the street
toppers were taken down. Jennifer Fritz-Williams informed them that due to the parade route
along Douglas, it was requested that public works install new street signage that meets the
new reflectivity standards. This required larger poles. The larger poles made the existing
topper holder not fit. Public Works ordered new topper holders and all the HD toppers were
re-installed before the parade. The toppers were only down a few days.
2. Cell Phone Tour: Jennifer Fritz-Williams announced that she forgot to request the sign for
Channing Park before her vacation so it was not ready for the Rotary Club unveiling.
Chairman Briska mentioned that other signs remain un-installed. Jennifer stated that one sign
(Ziegler Court)has a spelling error and needs to go back to the sign company. Five others
still need to be installed. Commissioner Wiedmeyer offered to install the one at Lord's
Pavilion.
3. Golf Course Plaques: Chairman Briska announced he ran into Randy Reopelle and
mentioned the landmark plaque situation. Randy was unaware the plaques had come down
and said he would look into it for the EHC.
4. 510 N Worth Ave: Chairman Briska mentioned that this property owner is on the housewalk,
and would like to have a plaque before the tour. Jennifer Fritz-Williams reminded him that
the application would need to be received by July 23`d
5. 380 Congdon Ave: Jennifer Fritz-Williams announced that this property owner was
disappointed that her house did not receive a plaque. She noted that some of the
commission's comments were not accurate and invited all of them out to her house to see the
property up close. After a brief discuss it was decided to have a site visit on August 3 at
6pm, immediately preceding the regularly scheduled August meeting.

MINUTES
A. The meeting of the Elgin Heritage Commission was called to order at 7:00 p.m. in the City
Council Chambers by Chairman Bill Briska.

B. Approval of Minutes: Commissioner Couture made a motion to approve the minutes of April,
June and July as corrected. The motion was seconded by Commissioner Ristow and passed
unanimously.
C. Plaque Applications:
1. 508 Ashland Avenue: A discussion was held regarding the alterations to the building.
Specifically,the commissioners mentioned the front porch and the enclosed side porch. The
plaque was scored on the criteria of architectural significance,historical significance and
current maintenance, and received the following average scores in each of the three
categories.
Architectural Significance: 6.0
Historical Significance: 6.5
Current Maintenance: 6.3
Since the application received more than the minimum of 6 points in each category it was
eligible to be awarded a plaque.
A motion was made by Commissioner Couture to award a plaque with the following
inscription: 1890, Charles Smithburg. The motion was seconded by Commissioner
Wiedmeyer and passed unanimously.
2. 380 Congdon Avenue: A discussion was held regarding the alterations to the building.
Specifically,the commissioners mentioned the four window hoods painted red on the front of
the building. It was decided to approve the plaque and educate the owners on removing the
hoods in the future. The plaque was scored on the criteria of architectural significance,
historical significance and current maintenance, and received the following average scores in
each of the three categories.
Architectural Significance: 6.0
Historical Significance: 6.2
Current Maintenance: 7.5
Since the application received more than the minimum of 6 points in each category it was
eligible to be awarded a plaque.
A motion was made by Commissioner Ristow to award a plaque with the following
inscription: 1936,A.& C. Stiles. The motion was seconded by Commissioner Wiedmeyer
and passed unanimously.

D. Old Business
1. Road Race Marker: Chairman Briska mentioned that the road race marker will be
dedicated August 7 at the bank. The back of the sign will be temporary for the unveiling. A
total of$4520 was raised. $300 from the EHC. Chairman Briska will pick up the podium on
Friday at the Hemmens.
2. Bungalow HD: Chairman Briska reiterated that we are in the early stages of decided how to
go about creating a thematic district. HCBI is a voluntary"thematic designation"that is not
contingent on the title. AN e-mail from Pat Hill was discussed by the commission members
and staff. She was very upset she had been left out of the discussion and thought that a
bungalow thematic district would detract from SWAN's overall goal of becoming a district.
Several commissioners mentioned that the bungalow theme district was going to be city
wide,not SWAN specific. And this would help lay the ground work for more appreciation of
bungalows,building on the past successes of SWAN and would help them in the long run.
A motion was made by Commissioner Halik to create a subcommittee to research thematic
district designations. The motion was seconded by Commissioner Ristow and passed
unanimously.
Volunteers for the group included Commissioners Ristow, Couture, Halik, Hunter, and
DRSC Chair Steve Stroud. Jennifer Fritz-Williams will send out an e-mail to coordinate a
meeting.
3. Cell Phone Tour: Commissioner Couture mentioned that the sign at Festival Park at Prairie
street was damaged and may need to be replaced. Jennifer Fritz-Williams apologized to the
commission for the delay in getting the signs made. But that work is being done now by
Signs Now.
4. Crocker Theatre: Commissioner Halik stated the letter is almost done. Staff had talked to
Sylvia and ArtSpace is interested in some type of installation. She wanted to know the
condition of the terra cotta.

agreed to go to learn about this seminar so the city can promote a similar event during
Preservation Month. Staff cannot make it since that is the day of the big party!
Commissioner Ristow also agreed to go.
2. Monument Bike Tour: Chairman Briska proposed a bike tour of the monument markers in
conjunction with the EAHS. As the end of the year approaches and funds remain available,
the EHC may want to co-fund this brochure.

1. Bungalow HD: Chairman Briska asked if staff had talked to council about support for this
type of designation. Jennifer Fritz-Williams stated she had talked to the legal department and
esk the senior planner with no objections found. She will confirm that the mayor and
Councilman Steffen support the idea and then proceed to talk to other council members.
Commissioner Halik suggested other districts be looked at too like catalogue. Commissioner
Hunter stated that 1. We should focus on one district at a time and 2.A bungalow district
would encompass most catalogue homes. Dan Miller suggested the commission write a
memo to council. Chairman Briska stated that staff would take care of that. Commissioner
Hunter suggested that excerpts of the Joliet ordinance be attached to the memo.
Commissioner Ristow suggested that sending a memo to council now would be premature.
Commission members should gather evidence and information to inform council first.
Commissioners Ristow,Halik, and Hunter volunteered to gather other ordinances for staff to
review and attach to memo to council.
2. Cell Phone Tour: Commissioner Wiedmeyer returned the plaque for the Public Museum
because the date and some information were incorrect. Staff mentioned the new Channing
Park sign is ready but need to know location. Chairman Briska would like it installed right
next to other new sign.
3. Crocker Theatre: Commissioner Halik mentioned that there are grants available, like Sears
Holding America Promise that provides matching funds for volunteer projects. This may
qualify.
4. Fence Guideline Subcommittee: Chairman Briska started the conversation by stating that
the discussion should be about the guidelines, not staff's interpretations. The central question
is"Are the guidelines as written adequate and unambiguous or do they need to be revised and
rbk clarified?If anyone has a problem with how the guidelines are being interpreted,they need to
follow the chain of command all the way to the city manager. Commissioner Halik spoke
first supporting the existing guidelines. More restrictions/hurdles will prohibit people from

making improvements. Some fences available at the big box Mores are acceptable and should
stay that way. Commissioner Ristow agreed with Halik. Commissioner Hunter stated that as
more and more mid-century modern homes become historic, our guidelines need to remain
flexible to accommodate their period of significance. Commissioner Durrenberger stated that
while the fences in Mr.Miller's packet looked beautiful,people's pockets are only so deep.
Commissioner Ristow stated that fences can be more utilitarian, temporary, and for safety not
just aesthetics. Commissioner Couture mentioned that plain picket fences are okay for
vernacular homes, which is most of the properties in the districts. Commissioner Wiedmeyer
stated that craftsmanship is important though. Panels on the front of 4x4's can be ugly.
"Stick"built is the preferred method of fence contractors. Commissioner Couture asked if
fence contractors could be added to the list distributed to owners. Staff agreed to update the
list. She also mentioned that the EHC cannot control aesthetics and that fences were
temporary. There were a few comments on requiring fences to be painted. Staff stated that
she does not require fences to be painted since the guidelines do not control color. In her
opinion it would be better for the fence to weather naturally and fade into the landscape than
to become an eyesore of garish paint colors or continually peeling paint. She mentioned the
house on Park Street that has painted the pickets white and the posts red, creating a candy
cane effect as an example of a garish paint job. Commissioner Ristow agreed that requiring
paint could have negative repercussions. Commissioner Halik stated that being less
restrictive and allowing owners to use their artistic license is his preferred course of action.
Commissioner Durrenberger made a motion to form a subcommittee to review fence
guidelines for revision. The motion was seconded by Commissioner Couture and failed 3-4.
Mr. Miller then spoke up and asked what recourse he had since he believes that Sarosh and
Jennifer are not interpreting the guidelines correctly. He specifically mentioned 467
Division. Chairman Briska reminded him that the EHC had no authority over staff,that he
should contact the city manager or their direct supervisors to discuss that issue.

1. Ideas to spend money: Commissioner Briska mentioned there is approximately$1600 left
in the budget.
i. Hispanic History in Elgin: This is a booklet by Mr.Alft being printed for Hispanic
heritage Month in October. It will be in English and Spanish approx. 120 pages. The
total cost should be about $4700 for 1000 copies.
ii. Review of all historical documents: Mr. Alft would like to index all the historical
documents on hand from the centennial celebration, century club, old settlers etc creating
an annotated bibliography or"who's who"of Elgin history. This would be approx. 400
copies and estimated cost should be $2500.

iii. Tours: A self guided tour of individual monuments and museums in the area like the Fire •
Barn,Pioneer Statue, Dough Boy etc.
Commissioner Ristow made a motion to contribute$1000 to the Hispanic History Booklet
and have any remaining funds got to the"History of History"Book. The motion was
seconded by Commissioner Halik and passed unanimously.
F. Other Business: None
G. Correspondence.Commissioner Halik passed around his brochures from the Rockford event.
Both Halik and Ristow gave a brief report on the seminar. Mentioned that twice as many people
came than had registered. That EHC can definitely glean content and speakers from this seminar
for our use in May.
H. Adjournment:
1. Motion made by Commissioner Couture to adjourn. The motion was seconded by
Commissioner Ristow and passed unanimously. The meeting was adjourned at 8:40 p.m.

MINUTES
A. The meeting of the Elgin Heritage Commission was called to order at 7:03 p.m. in the City
Council Chambers by Chairman Bill Briska.
1. Members Present:William Briska, Betsy Couture, Paul Durrenberger, Rebecca Hunter and
John Wiedmeyer.
2. Members Absent: Bill Ristow and James Halik
3. Others Present: Dan Miller, Pat Hill, Dann Farquhar
4. City Staff Present:Jennifer Fritz-Williams, Historic Preservation Planner
B. Approval of Minutes: Commissioner Hunter made a motion to approve the minutes of August
and September as corrected. The motion was seconded by Commissioner Wiedmeyer and
passed unanimously.
C. Plaque Applications:
1. 510 N Worth Avenue: The plaque was scored on the criteria of architectural significance,
historical significance and current maintenance, and received the following average scores
in each of the three categories.
Architectural Significance: 8.8
Historical Significance:8.2
Current Maintenance: 9.0
Since the application received more than the minimum of 6 points in each category it was
eligible to be awarded a plaque.
A motion was made by Commissioner Couture to award a plaque with the following inscription:
1927,W. & E. Giertz. The motion was seconded by Commissioner Durrenberger and passed
unanimously.
2. 331 Griswold Street: There was a brief discussion about the lack of historical detail on the
property. Commissioner Couture mentioned that the city directories were not submitted
along with other various original documents.
A motion was made by Commissioner Durrenberger to table this plaque application for
additional information. The motion was seconded by Commissioner Wiedmeyer and passed
unanimously.
D. Old Business
1. Bungalow HD: Chairman Briska asked if staff had talked to council about support for this
type of designation. Jennifer Fritz-Williams stated she had talked to Councilman Steffen and
the Mayor, both of whom support the idea, but would like to see more details ironed out.
Staff will talk to other council members as time becomes available. Staff noted that the
ordinance from Joliet submitted by Commissioner Hunter did not mention thematic or
bungalow districts. Commissioner Hunter said she would look into the ordinance further.

Additionally, it was noted that the subcommittee members should look into defining "What
is a bungalow?"
2. Cell Phone Tour: Chairman Briska submitted a chart to staff of all the locations including an
assessment of signs that need to be replaced. Staff will take this to the sign shop. There are
currently 8 signs damaged or not installed. 6 will be replaced/installed. The signs for Trout
Park and the zoo have other factors that are deterring them from being installed.
3. Crocker Theatre: No discussion
4. Crocker Theater façade reuse: No discussion
5. Report from neighborhood groups:
i. NENA: Monster Bash is coming.There may be a Christmas tour.
ii. GPA: Housewalk was a success with approximately 1200 people in attendance.

v. ARCHES: Helped Fire Barn pull off muster on Sept. 18th. Despite rain showers, it was
well attended.
vi. Historical Society: Cemetery Walk on Sept. 26th had the highest attendance in over 5
years, Hispanic History Book is in. Roosevelt speaking at Annual Meeting on November
w 6th (also benefit and silent auction).
vii. DNA:Art Salon at symphony way. Projecting signs at 4 businesses,facade projects at
216 E Chicago and 79 S Grove.
E. New Business.
1. Landmark Application—806 Highland Avenue:Staff noted the following information was
missing or needed clarification in the application:
a. Marriage announcement for William G. and Augusta Sawyer. I saw that the library has
this indexed.
b. You mention Augusta was from New England, Hope Davis. Which state is that?Or was
England the country?What was her maiden name?
c. If the couple was married in 1864 and lived in Huntley for 22 years before coming to
Elgin,where did they live from 1886 until 806 Highland was built?
d. What year are you proposing for date of construction? 1893 or 1894?
e. Provide a copy of the article from Dec. 30th 1893 that list W.W.Abell as the architect
(Available at the library). Does the article say he has completed a residence or working
on a residence?
f. Can you provide copies of the city directories for the years 1893 and 1894.
g. Provide a copy of the Obit for William G Sawyer(at the library).
h. Provide a copy of the Obit for Augusta (check the library or the Historical Society)
i. The historical society as the probate records for both William and Augusta,see if there
is additional primary source material there that could expand your info on them. Did
they have any children?
j. Who was Frank McLean?Why did he sell so quickly?
k. Minna (what was her maiden name?) married Ernest Ackemann. But you also state that
Minna was the daughter of Henry and Minna Ackemann. Did she marry a cousin?

I. This house should be qualified under 6 criteria.You only listed 4. Please add criteria D
and F as this house is a significant example of Queen Anne high style architecture.
Research at the library the book,A Field Guide to American Houses by Virginia &Lee
McAlester.
m. Sanborn Map:the one map you submitted didn't a have date, but I made copies of the
1913 and 1950 maps I have.
n. The deed for a portion of lot 4 is great but what about the deed for lot 5?When did the
Sawyer's buy the lot the house sits on and from whom? Can you go backwards from
1894?And forwards showing copies of the transfer each time?
o. I made copies of all the building permits for the house since 1930's.That's as far back as
our records go.You should include a paragraph describing the alterations to the home.
The Porte cochere was removed,the siding put on,the handrails were altered,etc. I'll
mail you a copy of the permits to help you.
p. The photos need to be black and white, printed 5x7's.
q. Can you provide a direct shot of the east side? It can be two different photos. There
appears to be a balcony on the second floor hidden by the bay window.
r. Please photograph and describe the stable.
s. Can you provide photographs of some of the details of the house?Your shots are pretty
far away and it would be great to have the specifics of the home on record.
t. Can you provide any more information on Drs. 011ayos and Bangash?There are still
011ayos' in town. Are they any relation? Do they have memories they could share? The
Andersons?
u. Can you expand on Criteria A?How did the crash effect housing in the country and Elgin
in particular?

starting at the next meeting. The agenda and all applicable items will be available online for

October as corrected. The motion was seconded by Commissioner Hunter and passed

1. Landmark Application -806 Highland Avenue: Dann Farquhar(owner) presented more
evidence requested by the commission, including a 5 page letter from Dr. Clare 011ayos
about growing up in the house. The commissioners asked for a few more clarifications.The
owner agreed to flesh out the details and resubmit in December for the public hearing on
January 4, 2011.
A motion was made by Commissioner Hunter to accept the application to nominate 806
Highland Ave as a local landmark. The motion was seconded by Commissioner Ristow and
passed unanimously.
2. Bungalow HD:Jennifer Fritz-Williams stated she would need definitions from the
commissioners on what they thought a bungalow should be. She has not received any.

3. Cell Phone Tour:Jennifer Fritz-Williams noted that any day the last two signs should be
completed and then all signs can be installed. She will coordinate with volunteers and other
city staff to install the 6 signs.
4. Historic marker Survey: Commissioner Halik was unable to attend
5. Crocker Theater façade reuse: A draft letter was presented to the commission for review
and comment. It was agreed that the facade pieces should not be a n integral element on
the exterior but possibly an interior decorative piece.
6. Report from neighborhood groups:
i. NENA: Monster Bash was a huge success.

v. ARCHES: Brendan Morse is taking the Fire barn awareness to a new level. Would like to
incorporate this location in preservation month 2011 activities.

vii. DNA: Meeting at library to develop outreach strategies.
E. New Business.
1. 2010 Budget: Staff asked to be reimbursed for the cost of her ticket to attend the CPCA
dinner that honored 2 Elgin's residences as "Painted Ladies", including the grand prize
winner.
Commissioner Ristow made a motion to pay$55 for the dinner ticket. The motion was
seconded by Commissioner Hunter and passed unanimously.
A discussion was held about funding the "history of history" booklet with all remaining
funds.

2. December Plaque Ceremony: Staff announced that there are 6 houses receiving plaques.

Commissioner Ristow made a motion to approve the schedule. The motion was seconded
by Commissioner Wiedmeyer and passed unanimously.

F. Correspondence.. Commissioner Ristow presented information on the Preserve America grants
available for cultural heritage tourism. He also presented a quote from Not Just Anywhere
which reads, "When you bulldoze your heritage, you become just anywhere."

1. Motion made by Commissioner Hunter to adjourn. The motion was seconded by
Commissioner Ristow and passed unanimously. The meeting was adjourned at 8:15 p.m.
