• January 25, 2011
Meeting was called to order at 8:30 am by J. Henrici

Minutes
Minutes of the December 7, 2010 meeting were read and approved on a motion by G,
Steiner, seconded by J. Nowicki. Carried.
Treasurer Report
Mike Pietroski presented the year end financial report to the Board. He pointed out that a
new look is being developed and presented in this report. It should make it easier to review
at future Board meetings.
Our fund did very well over the last-2-years, earning io% in 2010 and 11.7% in 2009, (pg 7
of report). The rebalancing had taken place and we are very near our benchmark percentages
per our investment policy. (pg 5 of report) The rebalancing will be watched and adjusted as
the market continues to rally.
Discussion centered on the new bill signed by the Governor. -2- of our funds were under
scrutiny, the Hartford and Northern Trust. The Hartford had continued to under perform per
their benchmark and this was due to ill timing of the market on their part. It was decided
that a search was not needed as we had a fund that was performing well. After discussing this
and other items concerning the Hartford account,the Board decided to close the Hartford
and move the money to the Vanguard Index Fund. This was done on a motion by J. Nowicki,
seconded by G. Steiner. Carried
Next DFA was discussed and it was decided to put them on alert. However, Marquette and
Assoc. was not too concerned at this time and they expected to see the Fund improve, over
the next few months.
Senate Bill 3538 was discussed concerning the Fixed Asset account within the fund. It was
recommended that a manager be hired to control the holding and M. Pietroski brought along
an analysis of how-3- different scenarios could benefit the fund by doing this. After
discussing the pros and cons of the choices, it was decided on the Portfolio "C" choice, on a
motion by J. Nowicki, seconded by A. Bialek. Carried.
Next centered on and account manager to oversee the fund. J. Nowicki recused himself from
this discussion as he was employed by one of the firms. The Northern Trust would be closed
and the money moved to this manager. -4- separate firms were covered in detail from an
analysis done by Marquette and Assoc. M. Pietroski and C. Collins discussed the differences
rbetween the various firms. Harris was eliminated because they would not sign the Sub
Standard lending Letter requested by the State Legislature. Mesirow and Segall, although
having positive feedback, were not as attractive and MVT. It was also mentioned that the

Elgin Police Fund was using them with positive results and we could possibly get a lower fee
rate because of this. Because of this it was decided that it would not be necessary to have
MVT come in for an interview, using the results discussed on the Police Pension Fund.
Discussing guidelines on investments, it was recommended that any Corp. Bonds should be a
"AAA" rating for investing in. Along with this, a contract would be drawn up for council C.
Collins to review, for the Board to sign, covering guidelines and Fiduciary responsibility.
It was decided to hire MVT to take control of the Fixed account and move the money from the
Northern Trust to them on a motion by A. Bialek, seconded by G. Steiner. Carried 4-yes -o-
no.
Next, M. Pietrowski was asked to structure a revised Investment Policy, for the Board to
review and approve. This would be done and presented at the next meeting.
A motion was made to approve the Treasurer report as given by Marquette, by A. Bialek,
seconded by R. Tripoli. Carried

The following invoices were approved for payment on a motion by G. Steiner, seconded by A.
Bialek. Carried 5 yes, o no.

A reminder of Spring IPPAC Conference was being held in May 2011. More info follow.
A decision was handed down from the Appeals Court, concerning Cherif Fortin. The appeal
was denied and the report was placed in his file for future reference. It was mentioned that
C. Fortin had been back on the job for approx-7- months and was doing very well.
The Credit Union merger with Credit One had taken place and a copy of the e-mail responses
from the Board members was filed.
Along with this, all emails on the movement of money to rebalance at the end of 2010 were
also placed on file. Each response was unanimous.

Minutes of the January 25, 2011 meeting were read and approved on a motion by G, Steiner,
seconded by J. Nowicki. Carried.
Treasurer Report
Mike Pietroski presented an Executive Summary for the beginning of the 2011 year. We are
proceeding forward well, even with the setbacks globally, Japan, Libya, and Portugal. The
Harford was eliminated as discussed previously and moved into the Vanguard Fund. We are
presently @ $52 million.
An e-mail was circulated about an operational change concerning the Income Plus Fund,
however we had moved out of that area and it does not affect our fund.
flow Also, a letter was received from FMA concerning ETFs and allowing them to do this type of
investment. However, it was explained that this would be covered in the new Investment
Policy and there was no need to sign the document.
A motion was made to approve the report from Marquette by J. Nowicki, seconded by G.
Steiner. Carried.
Next the Board discussed in detail the revised investment policy. There were a few areas the
members suggested to change. Each was noted in the policy and Mike Pietrowski would
make the appropriate corrections. Mr. Collins reviewed the entire document and with a
couple of wording changes that would be made in the policy, A motion was made to approve
the policy as revised by, J. Nowicki, seconded by R.Tripoli. Carried. When these are finished,
the Secretary was instructed to circulate the Policy for signatures.
Next the contract of Mitchell Vaught and Taylor was reviewed and signed by the Board
members. The monies will be starting to move into their management quickly, from the
Fixed accounts.

Mr. Collins discussed some details about a new partnership with Attorney Thomas J. Radja,
A Pension Board election for G. Steiner position was coming up at the end of April. Mr.
Steiner had expressed a desire to step down from the position. A memo has gone out to all
the active members of the fund of the opening and nominations would be taken up until April
15th, 2011. After that an election would be run at the end of April for the position.
The Credit Union merger with Credit One had taken place and a copy of the e-mail responses
from the Board members was filed.

The Board was informed of the death of Carolyn Pierce on 1/25/2011. No dependants.
-4- new FFs were hired by the City of Elgin and a motion was made to accept them into the
fund by R. Tripoli, seconded by G. Steiner. Carried.

New FF Johnson has requested Reciprocity from his previous department, Freeport,IL. This
was approved by a motion from A. Bialek, seconded by R. Tripoli. Carried. The appropriated
documentation would be made to the State of Illinois, Freeport, and the City of Elgin.
An e-mail inquiry from Timothy Scanlon was received about their firm and their specialty
concerning management of Fixed Asset Accounts. This was tabled to a future date for review.

Minutes of the April 27, 2011 meeting were read and approved on a motion by G, Steiner,
seconded by J. Nowicki. Carried.
Treasurer Report
Pat Krolak presented the Summary for the beginning of the 2011 year. As of April 15, the
NTQA Intermediate Govt. Fund had been transferred into the MVT account and was
proceeding well.As of now, we are looking at rebalancing sometime in the Summer, if the
markets continue to proceed as they are now.
It was asked about the Mortgage Market and if we should move into this area. After some
discussion, it was considered to be riskier than the Equities Market and we are doing very
well in that area. It was decided not to look into this area at the present time.
Presently,the Fund has only-2- remaining CDs outstanding.
A motion was made to approve the report from Marquette by J. Nowicki, seconded by G.
Steiner. Carried.
Secretary Report

Treasurer Report
Mike Pietroski presented an Executive Summary for the beginning as of May 31, 2011.
Housing and unemployment was discussed and how it is affecting the overall financial
situation. ETFs were briefly talked about, also. There was only-1- CD left at the Credit
Union and it will mature in Sept. of 2011.
The Intermediate Gov't Fixed Income fund was proceeding slowly with holdings due to being
careful on when to position the purchases. A more detailed review will take place at the next
Board meeting.
A motion was made to approve the report from Marquette by J. Nowicki, seconded by G. R.
Tripoli. Carried.
A brief discussion ensued on the Annual Compliance and 2010 Annual report. The cost was a
concern and that possibly the Finance Dept. could do the reports to save costs. This was
tabled until next meeting as the Treasurer was not present.

Minutes of the July 26, 2011 meeting were read and approved on a motion by J. Nowicki,
seconded by J. Henrici. Carried.
Treasurer Report
Mike Pietroski presented the Executive Summary ending September 30, 2011. There has been a
significant upturn, in the Market,because of the agreements reached by the European countries
on their debt crisis. So much so that the losses that were realized, over the past few months,had
been recovered. Although cautious, the outlook was very positive going forward.
There were some rebalancing recommendations to be made and discussion of them ensued. To
be in line with our Investment policy, -3- recommendations were made.
-The Short Term Govt. Fixed Income Account would be closed and the amount moved to The
Vangard Mid Cap Fund.
-The Fortis Income Plus Fund would be closed and the amount moved as such:
• $725K moved to FMA
A motion was made to approve this recommendation by J. Nowicki, Seconded by A. Bialek.
Carried.
• $1,556,323 moved to MVT
A motion was made to approve this recommendation by R.Tripoli, Seconded by A. Bialek.
Carried. J. Nowicki recused.
W.Yocious took the floor and discussed the direction the MVT Intermediate Govt. Fixed was
taking. Although the market has been improving, short term investments are still the route to
go,while waiting for the interest rate returns to go up. Investing in a longer term type
investment would be ill advised, possibly missing out on a larger return, as rates go up.
Overall the portfolio was outperforming within its benchmarks. However,the fund has shown a
loss, due to the markets volatility and an expected recovery should quell these concerns.
A motion was made to approve the report from Marquette by J. Nowicki, seconded by R. Tripoli.

The Board received a request for a refund of contributions from FF Winegarden of $2,675.47.
He resigned from the Elgin Fire Department with less than -1-year of service, receiving a job
offer back near his home in another state. A motion was made to approve this request by A.
Bialek, seconded by R. Tripoli. Carried.
Along with this request, an application from new FF, replacing Winegarden, S. Fenwick was
received by the Board. He started on 9/26/11. A motion was made to approve this application
by A. Bialek, Seconded by J. Nowicki. Carried.

Minutes of the October 25, meeting were read and approved on a motion by J. Nowicki,
seconded by R. Tripoli. Carried.
Treasurer Report
Mike Pietroski presented the Executive Summary ending October 31, 2011. The Economy is still
moving along slowly, with many ups and downs, on a daily basis. October was a good month and
pushed our portfolio above $5om, once again. All of our funds are producing above their
benchmarks for the year. MVT is getting some improvements in the Fixed accounts mainly
coming from the Corporate Bonds invested in. The rebalancing recommendations have been
implemented approved.
Discussion was directed toward the Municipal Compliance Report. A suggestion was made by J.
eft Nowicki,to recommend to the City Council that the Fire Pension was willing to take the lower
estimate per the new State Statute guidelines on estimating the Actuarial amount needed for the
Fund. The last Actuarial report was obtained to see how the estimate was figured and it was
determined that Mr. Sharpe was using the new guidelines. The Treasurer was not present for
questions so, it was decided to leave the issue alone and make no recommendations at this time.
A motion was made to approve the report by J. Nowicki, Seconded by A. Bialek. Carried.
Secretary Report
A reminder, was made, that the IPPAC seminar is on Friday 12/2/11. A motion was made by J.
Nowicki, seconded by M. Przybylski to approve sending anyone that wants to go. Carried. Also,
the Holiday event sponsored by MVT needed a response from anyone that was going.
Unfinished business.
An old issue concerning anything new on the Sudan issue, concerning investments, was brought
up. There was nothing happening involving this at present.
A letter was received from Mr. Duda, concerning the application of FF M. Jakabauskas. It
basically asked that the application be put on hold at this time. It was noted that she had been
placed on Light Duty and was scheduled to return to a Fire Academy, in the beginning of
January 2012.
G. Cohen, from the HR department of the City of Elgin, was present to answer some questions on
Jakabauskas. Some of her history, while employed as a FF, was discussed. It seems to be very

confusing to the Board members as to her ultimate goal concerning her career. J. Henrici
rgminded the Board members that each case is handled separately and we would follow the
procedures as set down in the statute. The Board authorized C. Collins to request Jakabauskas'
medical records, from the Elgin HR department, since she had initially filed for disability. A
letter would be sent also, to her lawyer to clarify the situation concerning her and Workers
Comp. This was made on a motion by J. Nowicki, seconded by A. Bialek. Carried.
