Call to order: The meeting was called to order at 11:36 a.m. Il. Minutes of December 20, 2007 Meeting: MOTION: Rob Kramer motioned to approve the minutes of the December 20, 2007 meeting. Bill Hoffer seconded. Motion carried unanimously. I1I. Grand Opening: The grand opening celebration is Thursday, February 28, 2008. 1V. Highlands Phase 2 Golf Course Update: Art Schaupeter provided an updating on the golf course construction. Construction documents are in process. Topsoil bid is in process. Golf course construction bids are due March 7. Topsoil bids are due March 10. The goal is to have the course completed by October. Rob Kramer asked what City Council is looking for on the bids. Art communicated that the bottom will be looked at, but will look at all elements broken down on bid tabulation sheet; i.e., value for bid price. The bottom bid may not be the best value. Rob also inquired if the Golf Leadership Team will be making a recommendation. Jim Nowicki responded that staff will make a recommendation. Art also noted that material and fuel prices are high, but contractors are in a very competitive market right now. Art provided an update on the topsoil. 137,000 cubic yards of topsoil need to be brought in by July 1. Six areas for stock piles are identified around course. Stock will be tested three times making sure what is brought on site is what has been contracted for. Rob Kramer asked if the grade issue has been taken care of and Art replied that we have all the soil needed; i.e., 80,000 yards of cubic fill with regarding. Design worked from lake out. The lake is at 722' elevation, 90' below the clubhouse. Hole 2 is the lowest hole relative to the take. Fairway is 20' above lake elevation.
