325 Villa St—Replace damaged shingles on over 50% of building
Property Owner has submitted a Certificate of Appropriateness to replace deteriorated
cedar shingles on the second level of the house prior to priming and painting. The owner
estimates that all shingles on the south and west side need to be replaced.
Additionally, no COA is on file for the satellite dish currently installed at the front of the
building. Staff recommends relocating the dish to the other side of the roof gable to
comply with the Design Guidelines.
Elgin Design Guideline Manual Specifications:
Wood Siding
A. should be repaired rather than replaced, if original. if replacement is necessary,
wood siding and shingles should be replaced with new cement board or shingles
to match the original in size, placement, and design. Wood that has been
concealed beneath synthetic sidings such as aluminum, asbestos, or vinyl should
be repaired and the synthetic sidings removed. Following the removal of synthetic
sidings the original siding should be repaired to match the original, caulked and
painted. If the "ghosts" or outlines of decorative missing features are revealed,
these should generally be replicated and reinstalled. If these features are not
replaced they should be recorded through photographs or drawings for future
replication.
Staff Recommendation:
Staff recommends approval of the COA with the following condition:
1. The new cedar shingle siding shall match the existing pattern.
2. The satellite dish is relocated.
Millikan: To be replaced in kind with staff recommendations as noted.
Wiedmeyer: Back primed will last longer. Rebutted and re-squared wall shingles must
be used.
Couture: Although not part of the COA, the satellite dish should moved to an
appropriate location.
Velasquez: Will check into moving satellite dish.
