The contractor has submitted a Certificate of Appropriateness to replace the columns on the east side porch. After a car crashed into the enclosed porch last fall, the owner decided to open the porch back up and restore the original columns. No handrails are being requested at this time. The contractor has submitted dimensioned drawings of the columns as requested by the subcommittee. Elgin Design Guideline Manual Specifications: Porches A. should be maintained in their original design with original materials and detailing. B. should be repaired or replaced to match the original in design, materials, scale, and placement. C. should be screened only if the structural framework for the screen panels is minimal and the open appearance of the porch is maintained. Screen panels should be placed behind the original features such as columns or railings and should not hide decorative details or result in the removal of original porch materials. Staff Recommendation: Staff recommends approval of the certificate of appropriateness. Stroud: Three columns with a %2 column on SW corner. Should have '/2 column against the building wall too. How wide is the porch? Julio Valentine (contractor): Porch is about 10 feet. There will be a '/2 column against the wall. Miller: Concerned about the location of the posts. This porch sticks out past the building wall. Porch had a smaller footprint. Valentine: Porch is out about 3 feet from the original porch. Currently only one column is holding up the porch. The new posts will be anchored to the floor (cement). Brackets will be used to hide the top anchoring of the porch. There will be no railing. Stroud: We now know where the columns will go. What the columns and brackets will look like? Miller: Regarding the 6"x6" column, did you compare that to the shadow? Valentine: No, it's an independent style. Miller: Shadow gives the most appropriate design. My suggestion is to use the shadow for size. Valentine: If we find the shadow is different that what is proposed, can we adjust the size or do we need to return to the committee. Stroud: You could amend the COA to replicate the column size from the existing shadows. Motion made by Commissioner Briska to approve as amended (column size to match shadow). The motion was seconded by Commissioner Roxworthy. The motion passed unanimously.
