Outdoor classroom for naturalists to conduct sessions included. The outdoor classroom
would be built into hillside and might include split log benches for children's seating and
benches with backs for adult seating.
Discussion: Carl Missele inquired if the Cottonwood trees in the front of the Nature Center
would be removed. Paul responded that they are shown on the plan, but he does not think
they are worth keeping even though they are big and provide shade. Carl recommends
tearing them out and replacing them with oaks as gutters are always loaded with trees'
debris. He also asked what the source of water in ponds is. Paul responded that the IDNR
reported the source of the ponds is ground water.
Nonn Weber inquired if the ponds could be aerated. Randy responded it is a quick solution
as permitting to dredge can take about three years. Paul noted that the 1DNR recommended
dredging to a greater depth before stocking with fish.
Paul next handed out the cost estimate, noting the estimate is $1.2 million and asked for
input on what the priorities will be. Paul and Randy noted that a Decision Package for 2009
budget was submitted for a controlled burn and prairie restoration estimated at about
$60,000. No other work is budgeted at this time.
Randy asked the Board if the elements presented are what is wanted so Paul can recommend
staging of work. The Board determined that the Paul should recommend the work in stages.
Randy also noted that the work would be positioned in the City's green initiative. Paul will
sequence work into a four- or five-year plan and lay out the elements with services required.
VL Director's Reports: Mike Bailey inquired on golf courses and outdoor pools status of
revenues. Randy noted that the Highlands is ahead as compared to the same time last year
and Wing is even with last year. Reports on the outdoor pools in not in yet as the pools just
closed two days ago, August 24.
Karen Sauter inquired if the Cyclones swim team has started to outgrow the facility. Randy
noted that additional swimmers were picked up from the Y's Pelican program. The total
number is now around 140. No complaints or issues have arisen at this point.
VII. Miscellaneous:
A. Elgin Youth Football Request: EYF requested the 2008 Youth Sports Grant funds
allocated be used to purchase a defibrillator. Defibrillator is within the same cost range
or very close to the grant allocation awarded.
MOTION: Norm Weber motioned to approve EYF's request to replace approved grant
allocation with the purchase of the defibrillator contingent on training documentation.
Scott Palmer seconded. Motion carried unanimously.
