Due to issues in enforcement of usage, staff may want to consider free access.
Resident noted that she has been to both permitted and non-permitted parks. There are
huge issues at Switzer,which does not require pen-nits. Dogs are not always neutered
and there are dog fights.
Resident noted that swipe card systems are a good idea.
Resident noted that Sleepy Hollow and St. Charles dog parks are self-regulated and have
had no issues.
It was noted that a parking lot is not proposed.
Randy thanked everyone for the proposal and information gathered. The infonnation will be
digested and the topic will be placed on the September agenda.

V. Hawthorne Hill Concept Plan: Paul Bednar presented the concept plan. The overall
master plan includes:
- Permeable pavers rather than asphalt for additional parking
- Beds of native plantings at the front of the building and along path
- Nature play area
- A new path that loops through area
- Native plants and trees identified/marked
- Interpretive trail signs such as Native American Indian trail signs made with rocks
- Connection of two ponds to improve water quality and fish habitat; according to the
IDNR the ponds are 4' to 7' deep, but need to be 10' with an average of 5' to 7' to
sustain fish.
- Plan includes a boardwalk across ponds and creates another loop.
- A second fishing pier to be added
- Addition of a wildlife observation area
- A bike path that connects the front of Nature Center with a future regional trail system
along Randal Road to the north
- The portion to the east of Brookside Drive: Some areas to be cleared out to create a
vista; new path connection included, and maybe unearthing the Girl Scout cobblestone
foundation remains left on site.
Paul also discussed three other detailed presentation boards that showed:
- The Nature Center areas that include new native planting areas and a waterfall/pond
• A tool shed near the rear
Unplumbed toilet structure for use when the Nature Center is closed.
Interpretive signs
• A bike rack
- Nature play area on the north side of the Nature Center that includes:
• Meandering creek, which appears to be connected to ponds, but is not; water
recirculates with a pump
