John Steffen August 26, 2008 John Walters 7:00 p.m. City Manager The Centre—West Conference Room Olufemi Folarin Present: Mike Bailey, Ricardo Gasca, Carl Missele, Leon Montgomery, John O'Haire, Scott Palmer, Karen Sauter, Norm Weber, Staff: Randy Reopelle, Maria Cumpata, Paul Bednar, Verdelle Corn 1. Call to Order: Mike Bailey called the meeting to order at 7:03 p.m. Il. Minutes of July 29, 2008 meeting: Corrections to motion references by Leon Montgomery to be corrected to motions made by Norm Weber. Carl Missele motioned to approve the July 29 minutes as noted. Norm Weber seconded. Motion carried unanimously. I11. Citizens Forum (items not on the agenda): None. 1V. Central Park Proposed Plan: Randy Reopelle welcomed residents in attendance and Charlene Sligting, President of South West Area Neighbors (SWAN -neighborhood organization), Randy provided an overview on Central Park and its location. Charlene Slighting provided the details of the proposal to develop Central Park as Elgin's first dog bark. Highlights of the proposal are attached. Recommendations and questions from Advisory Board or staff included: - Karen Santer inquired on the following: C What the minimum age of dogs should be: Must be old enough to be spayed or neutered; generally, this can be done by 4 months of age. Would toys be allowed? Charlene noted toys would not be allowed. Was soil erosion addressed in proposal? Charlene noted that mulch and alternating areas to be used would help lessen erosion issues. - Scott Palmer inquired if the bags to dispose of dog excrement were biodegradable. Charlene noted that newspaper bags were. - Mike Bailey inquired what the acreage of the park is. A little over 3 acres. - Randy Reopelle asked Charlene if any dog parks looked at in the research did not have any fees or charges. Yes, but those that did not charge regretted it. - Randy also noted that the park might be closed at times due to weather conditions. - Carl Missele inquired if each area except for the `on leash' area would have bull-pen entrances. Yes. - Carl also recommended bike racks be installed. - Mike Bailey noted that if the dog park is considered, residents on the other side of Rt. 31 / State Street need to be informed.
