Elgin Design Guideline Manual Specifications:
Windows
A. which are original should be preserved in their original location, size, and design
and with their original materials and numbers of panes (glass lights).
B. should be repaired rather than replaced, but if replacement is necessary, the
recommended_ replacement should be in-kind to match the originals in material
and design. Windows clad in aluminum or baked-on aluminum are acceptable as
replacement windows for use throughout the structure. Factors to be considered in
determining whether the severity of deterioration of windows requires
replacement shall include but not be limited to the following factors: damage,
excessive weathering, loss of soundness or integrity of the wood, deterioration
due to rot or insect attack, and cost to repair. As to the factor of the cost to repair
windows, a particular window may be permitted to be replaced rather than
repaired if the estimated cost to repair the windows is more than the estimated
cost of the purchase and installation of appropriate replacement windows.
C. screens and/or storms should be wood or baked-on or anodized aluminum and fit
within the window frames.
Staff Recommendation:
Staff does not recommend approval of the COA as submitted.
Staff would recommend approval of a COA with the following conditions:
1. Repair the existing wood windows
2. Tnstall aluminum storm/screen windows for energy efficiency and protection
3. Replace only rotten cedar clapboards boards as required, prime and paint.
4. The overhead garage door window "sunburst" pattern is removed.
Alberto Lopez(owner) was in attendance at tonight's meeting.
Millikan: Siding on second floor seems to be sound from observation from ground level.
Lopez: On the western wall, there is warping, painting issues and chalking. Owner
wants to improve the appearance. Freshly paint about a year ago makes the structure
look fairly nice. On the north side, there is much patching done. (Pictures were shown to
commissioners)
Stroud: Windows? Any work being done to them?
Valentine (contractor): Owner is remodeling the interior too. Windows are not sound;
little protection from weather. A couple of the windows are cupped and/or warped.
Stroud: Recommend repair, not replacement if possible. They should not be replaced
unless the damage is too extensive. Staff would need to complete a though inspection.
Millikan: An inspection can be arranged with the homeowner for the windows.
Stroud: Detailed/closer photos of the walls is needed to see what condition the siding is
really in.
Miller: Photos or possibly even a site visit.
Millikan: Will take photos, if site visit is needed, a meeting could be arranged.
Motion made by Commissioner Roxworthy to table for additional details and staff
inspection.
