Elgin Design Guideline Manual Specifications: Porch Columns and Railings A. should be rebuilt in historic designs if the original columns and railings have been removed or replaced. B. should have new balusters for the railing, if required. Porch balusters (also called spindles) should be appropriate for the building's style and period. The height of the railing should be in line with the window sill level, if present, and no greater than 30 inches in height. Porch Staircase and Steps A. should have their tread constructed in either 5/4x12 or 2x12 lumber. The ends of the treads should be bull-nosed and overhang the riser by no less than 1 inch. B. should have newel posts and balusters, treads and risers, to match original porch construction. Staff Recommendation: Staff recommends approval of the COA with the following conditions: The new railings and column shall match the attached drawing. Millikan: Staff recommendation for the new railing and columns are shown on Exhibit G. Jose Almanza (owner): Had not seen the drawing. Would like to see what staff is recommending for the design. Walden: Copy of Exhibit G was given to applicant. Stroud: Railing around the porch and columns with railing going down. Roxworthy: Structure was a 1 '/2 story bungalow. Metal railings were previously there. Stroud: It would be a simple railing and staircase. Wiedmeyer: Design proposed is appropriate for the structure. Owner: Design is agreeable to me. Motion made by Commissioner Roxworthy to approve as submitted. The motion was seconded by Commissioner Waden. The motion passed unanimously. 420 N Spring Street—Replace siding, Install new windows The contractor has submitted a Certificate of Appropriateness to replace all windows and siding on the second floor. The new wood double hung windows will include new frames (not just sashes). Staff has investigated the existing window conditions and found states of disrepair. One window has a broken pane but all others seem sound. Additionally, the cedar clapboard siding is painted and looks sound. After investigating the property file, staff could not find approval for the pattern on the overhead garage door windows. Only plain glass was approved in 2006.
