Citizen's Forum: a. Richard Pahl, Individual Artist Grant i. A local director, actor, producer bringing "A Taylor-made Triple Feature" to the Elgin Art Showcase in march.Three productions will be included in the weekend-long project is "The Vagina Monologues." Saturday night will host a musical cabaret in honor of Dennis Taylor, a local arts icon. Saturday will also have a small reception before the cabaret. Sunday will host "Love Letters." Richard will be working with Diane McFarlin, another theatrical Elgin resident as well as Doug Orlic and Justin Shallor. Sylvia Grady and Tara Morrison will also be working with the project. An Elgin preference will be given to all folks that audition. Advertising will include an emphasis on visiting downtown restaurants both before and after the performances.The event is designed to open conversation. Commissioner Erlandson asked if the ticket price is per event or for the weekend. Richard stated it was per event. Staff asked if he would be offering a weekend pass price, which Richard stated they would look into. Advertising would include a small mailer and social media. b. Elizabeth Niemeier and Chris Johnson of Elgin Master Chorale i. Attendees requested additional feedback from the Organizational Grant Application. They noted that the process seemed fairly transparent as is the scoring. Chairman Vassallo noted that their proposal was similar in nature to several of the others. He also noted that in the future, having specific numbers of those impacted would be helpful. Staff Wilhelmi clarified that one of the goals of the impact on the community. Commissioner Rehberg noted that a lot of the grant applications represent similar disciplines as well as audiences, which naturally makes the field more competitive. Elizabeth noted that the collaboration with the Boys and Girls club was a large part in the new children's chorus. Commissioner Rehberg noted that reaching a new audience is as important as reaching new participants. Commissioner Erlandson noted that it rwould be helpful to know what the community impact is in the long term. Elizabeth E asked for clarification on the note in the minutes that Elgin Master Chorale programmed for financial reasons. Commissioner responded that the comment was not specific to their programming, but rather a general note in regard to some of the programs that are specific to families paying to see their children perform. D. Staff Report: a. Financial Report: i. Final charges for the Elgin Literary Festival coming through in the next month. b. Art Showcase: i. The Showcase is full all but 7 weeks in 2019. ii. Final repairs are being completed now. c. Hemmens: i. Competition season is upon us and will be in through the Spring. ii. Stage painted, house floor and balcony floor were painted. iii. Wifi upgrades were completed in the holiday break.The new system will be much faster. iv. Wireless mics were replaced as well as 8 new antennas and the wireless intercom. These upgrades allow for a lot of new options as well as better coverage. v. Deep clean of storage and equipment room is almost done. d. Approval of December Minutes: i. Motion to approve the December minutes by Commissioner Rehberg. Seconded by Commissioner Erlandson. Approval by a vote of 7-0-1 with Commissioner Miceli abstaining. E. Old Business a. Marketing i. CAC Sponsored assignments for BRAVO, January. Due 1/23. b. 2019 CAC Projects: tib* i. Elgin Literary Festival: 1. All travel and accommodations are booked. 2. Featured Speaker books are coming in this week. 3. Schedule is completed and printed in BRAVO. ii. Elgin Fringe Festival: 1. Applications are live and have started to come in with almost 50 in so far. Applications will be accepted on a first-come-first-served basis. Visual art applications are also coming in. 2. The call is on the website as well as Facebook, please share it. F. Other Old Business: a. None brought. G. New Business: a. Call for Art Application: i. Is ready for posting and will go live this week. Please share it. Applications are due March 4, 2019 b. New Public Art Programs: i. Neighborhood Public Art Grants: 1. This program is approved and ready to go. It will be posted to the website this week. ii. Utility Box Wrapping: 1. This program is approved and ready to go. It will be posted to the website this week. c. 2017 Public Art purchase i. Motion to purchase the Davis work by Commissioner Miceli. Seconded by Commissioner Powell. Approved by a vote of 9-0. d. 2019 Proposed Budget: i. Final compilation is completed and will be presented at the February meeting for approval. e. 2019 Organizational Grant Feedback i. Soiree Lyrique: 1. Commissioner Erlandson noted that in the proposal the only Elgin artist benefitting was Solange herself while all of the other listed artists were from other communities. It does state that in the past they had involved other Elgin artists, but it does not indicate if that will happen in 2019. She also noted a lack of ticket price information for the program as well as outreach to youth. Staff and Commissioners noted that the proposal dealt much more with past projects rather than items for 2019. Commissioner Rehberg noted a concern with feasibility in regard to one of the major funders passing. f. Richard Pahl, Individual Artist Grant. i. Motion to approve the Individual Artist Grant in the amount of$1,000 by Commissioner Erlandson. Seconded by Commissioner Rehberg. Approval by a vote of 9-0. g. Commissioner Erlandson noted we should have a table at Art and Soul this year. She is happy to man it and will work with Art for All to get it done. h. Fox River Arts Ramble: i. Call to Order: 6:02pm B. Roll Call: a. Commissioners Rehberg, Vassallo, Kearney, Thomas, Miceli, Forsythe, Einterz present. Councilwoman Powell present. Staff Harris and Wilhelmi present. Student Representatives Lock and Weber present. C. Citizen's Forum: a. Dave Metzger, Individual Artist Grant i. Also presenting, Mike Rende. The project is "Cartoon Cavalcade: A Celebration of All Things Toony" and will be a visual art exhibit with many other components taking place at Elgin Artspace Gallery. This exhibit will also include a kid's day during the closing reception. The call for art is currently open. A partnership with Acme will also take place that will bring in some museum-style props. There will be an area for Saturday morning cartoons. There will be a large cereal bar with famous cereals to enjoy while you watch your Saturday morning cartoon. An art-jam painting will also be created as a collaboration between local artists which will be raffled off. Proceeds from the event will go to the Well Child Center which provides services to children and families of low- income in the area. Typically, the donation is upwards of$1,000. Afterparty and overflow art gallery will take place at the Martini Room. The opening reception usually brings in over 300 people. ii. Commissioner Thomas commented that he is always impressed by the imagination of the projects. b. Anastasia Gensler, Individual Artist Grant i. Her project, "Write to Heal," is a collaboration with Elgin Poet Laureate, Chasity Gunn and will take place over 4 session of 3 hours each. This workshop will be a combination of writing and mindful awareness. Participants will be asked about their levels of wellbeing before and after each session, thereby improving the curriculum for each session, and for. There will be a writing theme for each session with group discussion and peer feedback in a location that has an academic feel and is near accessible nature. The workshop will culminate with a dinner at a local restaurant. June will be the likely timeline for this event, but dates are not yet set. ii. Commission Forsythe asked what the expected attendance would be. Anastasia noted that they aren't yet sure, but they will be doing some surveys of audience members at similar events. Their goal is between 10-30. iii. Commissioner Rehberg asked if there would be a fee for participating. Anastasia noted that the fee would be between $200-$250, with the goal to offer scholarships as well. The fee would cover the workshop which includes the 4 sessions. iv. Commissioner Forsythe asked what type of work would be showcased. Anastasia noted that it would be any type of written word, that would likely be up to the participant. v. Chairman Vassallo noted that this practice has a long and effective history but is concerned that there isn't necessarily something coming back out to the community such as an open reception. Anastasia clarified that the local restaurant event would be similar to the poetry night at the Elgin Literary Festival. vi. Staff Wilhelmi asked what any expected proceeds would be done with. Anastasia noted that both she and Chasity would likely take a small stipend but had no plans for any additional income above expenses. She also noted that they could look into donating additional proceeds to a local NFP. She stated that the costs of the venues they have reached out to are very expensive. vii. Councilwoman Powell asked if they had reached out to Advocate Sherman as a possible partner and potential venue. Chairman Vassallo noted the Gail Borden Public Library could be a venue, but there would be a cost associated with it. Councilwoman Powell clarified that this project would take place within the next 6 months or so. c. Don Haefliger, Independent Players, 2018 Organizational Grant Final Report i. "Tartuffe" by Moliere was produced in 2018 and was extremely successful, more so than they had anticipated. The show was produced in the Elgin Art Showcase and two of the nights were more than sold out. Their audiences are for shows are continuing to grow, showing them that this type of show is a good choice. There were no large obstacles in the running of the show. They took it to Crystal Lake for a weekend and donated the proceeds to a nonprofit that provides clean water to those who can't access it; the total for that donation was almost $1,000. He noted that 34% of the audience was senior citizens, most of whom only come out to these types of shows, which is another large reason for the show choices. ii. Councilwoman Powell asked if he tracked where the audience comes from. Don noted that while a portion come from Elgin, lots come from the Fox Valley and as far away as out of state. She asked how they advertise. Don responded that they do mailers, newspaper advertising, and website updates. Councilwoman noted that advertising in Bowes Creek or Edgewater could be helpful. d. Erin Rehberg, Side Street Studio Arts, 2018 Organizational Grant Final Report i. "First Fridays" was the 2018 program that the ECAC funded. One of the biggest success of the program was "Drop-In Small Wonders," which allows parents to drop their kids off on Friday evening for $5 for a few hours of art. This program is continuing and growing to encompass Saturdays now. Busking has been fun and successful, both indoors and outdoors. Soulful Sparrow is an example of a partner business for the indoor component for this event. She noted that some of the businesses could be challenging to work with and getting new businesses to participate was very difficult despite multiple calls, emails, and visits. A goal for this project was to set up the framework for businesses to continue it on their own; this won't be realized because a lot of the businesses simply can't or won't do the leg work on their own. That said, SSSA and some of the businesses will continue to do First Fridays. Many artists got paid, many kids got art classes for a deeply discounted rate, and local businesses got visited. D. Staff Report: a. Financial Report: i. Charges for 2019 are minimal so far as it's early in the year. b. Art Showcase: i. The Art Showcase is undergoing improvements at this time. ii. Alternate EAS locations are being researched at this time. c. Hemmens: i. TalentFest is a great show coming up on Tuesday. ii. Lots of upcoming rentals. iii. Sustainability Commission is sponsoring an event on April 17th iv. The people that do the Shark Tank show on TV are doing a Well Retreat on April 30th during the day. v. RFP came back with one proposal from Up and Coming Theatre Company out of Arlington Heights district. They did not get the rights for "Newsies," once the location was moved, so a new show is being reviewed now. They are hoping to make the Hemmens their new home. vi. Call for Entries for Elgin Short Film Festival goes live April 1St d. Approval of January Minutes: i. Motion to approve the January Minutes by Commissioner Reherg. Seconded by Commissioner Miceli. Approved by a vote of 7-0-1. E. Old Business a. Marketing i. CAC Sponsored assignments for BRAVO, April Due 3/22. —Staff Harris 1. Dave Metzger will be writing the April article. b. 2019 ECAC Projects: i. Elgin Literary Festival: Commissioner Kearney would like to be involved. Commissioner Rehberg noted that the dates should still be in the winter, if possible. ii. Elgin Fringe Festival: Double the number of submissions than before, for a total of 80 performing artists. There is currently a 40+ group waitlist. More local organizations and artist applied this year. Visual art submissions were triple from years past. Lots of podcast submissions, lots of kids programming. Family Fringe may be during the festival this year. Artist Announcement event will be at the end of March/early April. iii. Elgin Short Film Festival: 1. Call for Entries goes live April 1. Tickets go on sale April 2nd. This year the festival is not necessarily family-friendly. This year the festival will accept R rated films. This will be announced and noted on marketing. Chamber Music on the Fox will be participating again this year with an original score to an animated film. Most of the selection committee is set and judges are being finalized now. Contact Joe for participation. F. Other Old Business: a. Call for Art Application i. Submission #1 1. 2D. NovaColor. Councilwoman Powell noted that she hopes to get a mural out more in the public eye. ii. Submission #2: 1. 3D. Riverside Pedestal. Commissioners noted there could be potential costs for this piece in the future for restoration as this piece would be purchased. Commissioners noted that the sharp points could be a difficulty. iii. Submission #3 1. 2D. Spring St. Deck. iv. Submission #4 1. 2D. Spring St. Deck. Commissioners noted that the applicant's 3D works are very interesting. v. Submission #5 1. 2D. Spring St. Deck. Commissioner Rehberg noted that she liked that the applicant is a Latina artist. Commissioners noted that the honorarium ask is not the full price. vi. Submission #6 1. 3D. Walton Island. Commissioners noted that the display period is only 2 years. Commissioners noted that this work may be more appropriate for an urban area, while others noted that it may blend in more and a natural area may serve it well. Commissioners noted they wished it was larger based on the distance it's being viewed. vii. Submission #7: 1. 2D. Highland Underpass. Commissioners noted that poppys may not be native to this area and we should look into that. Commissioners noted that they liked that the mural went up onto the bridge walls. viii. Submission #8: 1. Commissioners noted that the lifetime didn't seem feasible. Commissioners noted some thoughts that the piece being created for an African American history park by an artist that is not African American, which the artist noted. Commissioners noted that it may be worthwhile to reach out to the Newsome family for their thoughts should this piece one of the finalists. ix. Submission #9: 1. 3D. Walton Island. x. Dave Metzger, Individual Artist Grant i. Commissioners noted that this is another great idea. Commissioner Rehberg noted that she is curious why they give their proceeds away. ii. Anastasia Gensler, Individual Artist Grant: i. Commissioners noted that this seemed like a very innovative idea. They did voice a small concern about the accessibility of the final project. Commissioners Kearney also noted that this project seems to straddle the line between art and therapy, and perhaps doesn't offer the community value that other projects do. Commissioners noted a concern about the price of the project for the participants. Commissioner Rehberg noted that this project is innovative and would bring Elgin to the fore-front of that. Chairman Vassallo clarified that this is not therapy, but rather standard practice called mindfulness that allows people to reduce stress and dig deeper. He stated that while there are therapeutic values to this, it is not therapy. Commissioner Rehberg asked if we could include this in the new take on the Elgin Literary Festival. Commissioners were receptive to this idea. Commissioner Einterz voiced concern over the timeline of this E project. ii. Motion to deny the Individual Artist Grant in the amount of$1000 by Commissioner Kearney. Seconded by Commissioner Miceli. Approved by a vote of 6-0 (Commissioner Thomas and Councilwoman Powell had left at this point). c. New meeting location: i. April meeting at the Centre's conference room. d. Paint the Plows: i. Councilwoman Powell noted possible schedule conflicts for the school, and perhaps we should offer the schools the option to paint it ahead of time. ii. Councilwoman Powell noted that perhaps for 2020, we work with the schools to encourage school spirit like Batavia does with the bulldogs around town. CAC Sponsored assignments for BRAVO, April Due 3/22. —Staff Harris. Topic will be the Utility Box Wrapping. b. 2019 ECAC Projects: i. Elgin Literary Festival: moved to next meeting. F. Other Old Business: a. Call for Art-winner selection i. 2D Finalists: Commissioners noted that all but one of the murals score higher than all of the sculptures. For this reason, commissioners decided to view the top 6 scored murals for discussion as there will not be a 3D submission selected this year. 1. Submission #7: a. Commissioners were in agreement that this mural should be selected. 2. Submission #3 a. Commissioners noted that they liked the colors and the movement. Commissioners noted they could see different things in the piece. Commissioners noted that people will connect to this piece in different ways. 3. Submission #4: a. Commissioners noted that it is very colorful but lacks a focal point. They also noted that it is another point about downtown Elgin. 4. Submission #5: a. Commissioners noted they liked the focal point. Commissioners noted that there is already a mural of women in the Centre's Parking Deck. Commissioners noted that it is high art. Commissioners noted that this piece is also less expensive. 5. Motion to approve Submission #7 for the 2019 Call for Public Art by Commissioner Rehberg. Seconded by a vote of Miceli. Elgin Fringe Festival: 1. Almost 70 artists were accepted with over 120 applications submitted.The artist announcement happened April 28th iii. Elgin Short Film Festival: 1. Almost 10 films have already been submitted, which is higher than usual. 2. Most of the sponsors are back on board again this year. 3. Still on the search for a few more celebrity judges. 4. Chamber Music on the Fox will be doing an accompaniment to the 1928 "Felix the Cat."This is an original work.Two years ago,they received a Palmer Foundation grant to provide this program. Last year sponsorship was not secured, and they had to cover the costs out of pocket, which was just over $5,000. This year they approached the ECAC to be covered for this program. Presenting a grant application for an event at First United Methodist Church for a large music event involving previous years' Battle of the Bands winners, additional musicians, visual and performing artists. This event will be a compilation of all of those art forms with a focus on the music. A portion of this event will be to work with other like-minded youth and train them in how to produce shows of this nature as well as in the do-it- yourself scene.The grant funds will cover the cost of the Battle of the Bands winners' performances. An event similar to this one was produced last year with almost $1,000 collected via suggested donations which was doled out to the artists and used to produce other like events.This performance is a keystone event for those bands which will replace the option of a performance at Nightmare on Chicago Street, which has served this purpose in the past. ii. Commissioner Erlandson asked if other mediums will be invited and what space will be allocated.They responded that a very large portion of the basement (where the event takes place) will be dedicated to those artists. iii. Chairman Vassallo asked if they are looking at other venues as they grow. Specifically, the Masonic Temple on Chicago Street,just out of downtown Elgin. They responded that they are open to other locations as the need arises.They are always on the lookout for additional spaces. iv. Commissioner Kearney asked if they had a group that produces the shirts and the zine. They responded that they produce the zine that with a group of volunteers and that they are working with a designer who will screen print the shirts on site. Commissioner Kearney asked about the price of the shirts to the public, which is $10. He asked if those prices could go up to allow for additional profits. The group responded that it's important to them to keep prices low-thus the suggested donation- to remove barriers to people attending the shows.This also helps them to create a safe space. D. The mural scheduled to be installed at the Pit at the Hemmens has been moved to 2020 due to the renovations taking place at the Civic Center Plaza. b. New Public Art Programs: i. Utility Box Wrapping: 1. The first box was wrapped last week at the intersection of Highland Avenue and Riverside Drive. c. New Meeting Location: i. The first event was part of the Public Works Open House, which was attended by over 1,000 people. St. Ed's high school was the school that participated, and the product was very well received. Commissioner Rehberg spoke about the upcoming "Going Dutch Festival" coming to Side Street Studio Arts next weekend. This event includes performances, visual art, workshops, and more. Citizen's Forum: a. Justin Schaller, Individual Artist Grant—Mr. Schaller requests a $1,000 grant to help in the production of an immersive play titled The Mercy Seat by Neil LaBute. It is believed that this is the first Neil LaBute play produced in Elgin. The Mercy Seat brings the audience into the residual effects of September 11th from the perspective of a New York City couple who must deal with conflict in what this day might mean for their future. The experience will begin before patrons enter the Elgin Art Showcase by viewing an exhibition in the hallway that includes both editorial and creative timelines and images, bringing forward memories and experiences of September 11th that will be in the forefront of the audiences' minds as they watch the production. Mr. Schaller plans to widen the geographic reach of advertising to encourage more patronage in addition to the typical Elgin Art Showcase audience. Admission to the show will be charged, and the grant money will help cover the costs for the theatre rental fee and the rights for show production.The show is set for the second to last weekend in September and will be directed by Richard Pahl. b. Bobby Rowland, Individual Artist Grant—Mr. Rowland seeks $1,000 in grant funding to support a wall-to-wall art show that promotes individual empowerment that results after struggle. This art show will open on Friday, August 16 at 6 p.m. at the Elgin Artspace Lofts. The exhibit will feature a five-panel, 17-foot long mural painting, sculptures in each corner and art on the remaining walls. During the opening reception, there will be musical performances, appetizers and refreshments. Mr. Rowland is an Artspace resident and is very active in the Elgin art scene, including internships at Side Street Studio Arts and assistance with Art and Soul and Nightmare on Chicago Street. The goals of his exhibit include bringing new and old visitors into downtown Elgin— particularly to the Artspace Gallery and Lofts—to experience the arts in Elgin while opening opportunities for additional customers into downtown Elgin's restaurants and retail destinations. The grant will help cover the costs of the opening reception, including advertising for the event and exhibit. D. Staff Report: a. Financial Report: i. Staff Harris report: ii. I would like to propose that we utilize the funding for one of the Individual Artist Grants or as part of the Art Workshops to allow for the pre-existing murals in zone CC1. The new line item would be $1,000 total, which would allow for 10 mural permits. This option will be used by those businesses to cover the mural permit fee ($100) to allow for those murals to remain, as zoning allows. We currently have two businesses that I believe would benefit from this program.This funding would only be applied to the permit applications and not to any additional documentational needs such as architectural drawings. iii. This option would be for those pre-existing murals.This is an effort that we would make to keep those murals that aren't currently permitted in downtown. If approved, I will work with staff to get this program going. iv. The commission generally agreed that this is an excellent idea, and they want to hear more from Staff Liaison Harris about some of the logistics. Commissioner Erlandson inquired about those who might go through the proper process to obtain a permit and pay the related fees.The commission discussed the equity of that and would like to discuss again at the August meeting, although the commission still agreed to move forward with the spirit of this program. v. Elgin Fringe Festival: Commissioner Rehberg provided an update, which included the announcement for a family-friendly event taking place at The Hemmens. A kids summer camp at Side Street Studio Arts created their own version of EFF— Evil Father Fringe. He will be lurking around the EFF event as the event's nemesis. All are invited to the button release party that will take place on July 11 (World Fringe Day) at Martini Room. The event is currently accepting volunteers and event tickets will go on sale on August 1. ii. Elgin Short Film Festival: Chairman Vassallo provided an update. He has been in communication with the Illinois Film Office about the event and the various films that continue to be shot in Elgin.They are working through how to continue promoting Elgin as a destination to film.The Short Film Festival currently has 15 films, including films from Great Britain and Nicaragua. Chairman Vassallo believes they are on track to continue receiving film submissions. F. Other Old Business: a. New Works update: i. Staff Harris' report: 1. We have two site visits with two of the mural artists this week and next. We will have a better timeline for these projects following those site visits, but we expect work to begin in the parking deck soon. The underpass will likely start in August due to the weather. 2. CJ Hungerman, who was selected to do a mural on the wall at the Hemmens, has had his mural postponed until next year as repairs to that wall are needed and being discussed now.The artist was contacted and totally fine with the change in timeline. ii. Staff Valdez shared with the group the plans for the plaza renovation, which are adjacent to the mural to be completed by CJ Hungerman. Art will be incorporated into the overall plans, and staff will work with Staff Liaison Harris on this coordination. G. New Business: a. Richard Pahl, Individual Artist Grant Final Report— Mr. Pahl was not in attendance during this meeting. His report will occur during the August meeting. b. Justin Schaller, Individual Artist Grant i. Commissioners noted that this is a great idea and enjoy seeing this artist take on a new role as a producer. Commissioners stated that it is encouraging to see a new group of artists grow into a new space by producing their own work, when typically, they are actors. Commissioner Rehberg brought the discussion of why artists are hesitant to say they will be compensated for their work, when that expectation is very appropriate. ii. An immersive art experience with theater, visual art, music and more.The space will be divided into several sections showcasing the juxtaposition between those who have and those who have not; really focusing on the idea that the grass is always greener on the other side. Another component is to encourage folks to become neighbors with those who they may not know. This event will take place on August 17th from 5-11pm. The first of the other 2 events will take place in approximately 6 months. ii. Commissioner Vassallo asked if gallery 3 would be a place for the audience to stay and talk about their experience.James responded that there is a similar area at the start and gallery 3 will close that loop. iii. Fred spoke about the marketing for the event, which is all done by performing service for the residents of Elgin, making neighbors and becoming friends. Additionally, they have a traveling table that provides dinner for 6 for the cost of a conversation. iv. Councilwoman Powell asked about the tight timeline and how the ECAC's name and logo will be included. Fred responded that since all marketing is done in person, there is no place to include a logo. Since the marketing is done in person, all sponsorship info will be shared in person. b. William Pack, Individual Artist Grant: i. Seeking a grant to produce "Familiar Spirits- A night of supernatural theatre." This show is a story-based and focuses on spirit theatre: the techniques used in the fraudulent séance conductors.This event will take place in the basement of Side Street Studio Arts on October 24-26, 2019. This will be promoted at Nightmare on Chicago Street, which will happen the weekend before. c. Brian Garbrecht, Individual Artist Grant: i. Seeking a grant to produce a visual art show called "Instant Film," an instant (polaroid) exhibit.This will include the visual art exhibit and opening reception, include a walk r taking polaroids, workshops, and more. International and national artists from places such as Los Angles, New York,Texas, and Berlin Germany will be participating in various ways.This event will showcase that the polaroid are coming back and can be more than just family photos. Zines and catalogs will be made and sold at the event, the proceeds of which will go to Centro de Information. This event will happen at Side Street Studio Arts in November of this year, with the exhibit being a full month long and the specific events happening throughout. ii. Chairman Vassallo asked if all instant cameras would be viable at the workshops. Brian noted that only the older cameras and film have some of the components necessary. d. Emily Brownfield, ESO Final Report: i. Presnting on the Elgin Symphony Orchestra's final report for their 2019 Organizational Grant supporting the "Ainsworth Concerts for Youth" program. Over 8,000 students attended, which was a program record.This included the opportunity of every fourth grander in U-46 to attend.This year the concerts were selected from all around the world.The programs occurred in April of this year at the Hemmens Cultural Arts Center. Prior to the concerts, the teachers are provided with a teacher's guide to help give context to the students ahead of time.The concerts are 45 minutes long and there is always a young artist that is showcased as part of the concert to show the students the possibilities open to them.This program has received a great response from both teachers and students. ii. Commissioner Miceli noted that she attended and enjoyed it very much. e. Elizabeth Neimier, CTE Final Report: ri. Presenting on the Children's Theatre of Elgin/Fox Valley Theatre's final report for their 2019 Organizational Grant supporting their production of"Godspell." This show was selected in order to accommodate all ages of children as well as expose them to a well- known show. Every student that auditioned was cast, leading to a cast of over 60 kids. The students were exposed to traditional and non-traditional theatrical techniques such as tableau and Greek chorus. This performance was also sensory-sensitive; the Friday 10am performance was the sensory-sensitive performance. This included altered lighting, lowered sound effects, and removal of some of the spectacle. Additionally, the lead performer tempered his performance.This specific performance was very well received for its purpose.The combination of the young and older students is extremely impactful. ii. Councilwoman Powell asked about advertising for the sensory-sensitive performance was marketed. Elizabeth noted that it was on the ticket sales pages, schools were notified, and more.They expected about 50 people and got an audience of 78. f. Danise Haban, Open Door: Kayla Bates also presenting. i. Danise spoke about Open Door's idea to bring a Pride Parade to Elgin in 2020. The idea came about from a posting on Facebook. About 50 individuals and businesses have expressed interest. The event will be June 6-7, 2020. Planning meetings are occurring and the response to the meeting was 20 in attendance and 20 more virtual. Those folks were a cross-section of the community, with representation of all areas of Elgin. ii. Kayla spoke to her need to find a community once she moved to Elgin. The lack of that community spurred this idea. iii. The idea is to have a full day festival on June 6th featuring a marketplace, art events, movie screenings, parade, and more.The event would be accessible in every way. The 7th will be an interfaith service and a community meal. The goal to have it be two days is to keep visitors here.The events will also be as family-friendly as possible. iv. Danise asked how to get the ECAC involved. Open Door Health Center will be raising money and will be acting as the fiscal agent for the first year of this event. They are speaking to the Human Relations Commission tomorrow. They will be asking them to promote the event and assist in permitting. They will also ask if they will have someone from their commission to be a liaison for their event. v. Long-term, the idea to keep events going through-out the year to keep the community talking and engaged is the goal. vi. A Facebook page is the main source of info right now: ELGBTQ. A website is being developed now. vii. Councilwoman Powell noted that can't get funding from the city in two places but noted that applying for the 2020 Organizational Grant. viii. For parade routes, the first choice is Riverside Drive, up Grove Ave, and ending at the appropriate place. The goal is to not go across Chicago and Highland. The festival part would be in the large parking lot at the curve in Riverside before it meets Prairie Ave. ix. Fire Fighters and Police Department unions will be providing some financial support. D. Building maintenance and summer projects are being completed in August and September. Fringe will be using Exhibition Hall for a performance space. Film Festival coming back on September 21St. Beatles vs Stones concert at the end of September. October brings children's theater productions and Nightmare on Chicago Street. This year we added the Lofts of Elements preserved and Exhibition Hall for venues. Family Fringe is happening on 9/7 at the Elgin History Museum. Music will be happening throughout the festival. Lots of new artists, lots of returning artists. National folks also coming in to participate in the event. ii. Elgin Short Film Festival: 1. 36 films have been submitted so far, with 9 of them being animated films. Selection committee judges are watching and judging the films now. Celebrity judges are still being finalized. Films are coming in internationally. Judi Brownfield is setting up the red carpet with hot rod cars. Commissioners Erlandson and Syrris will be counting votes. Commissioner Miceli will look for a few more folks. F. Other Old Business: a. New Works update i. Commissioners noted it was creative and that practicing what they are preaching is interesting for marketing.They noted a concern about the upcoming other dates of the event as they are set yet. Commissioners noted that the ECAC name won't be on the event much as the event is only 4 days away. They noted that this is a very large production and it may not have enough themed art to fill the space and be sustainable. Commissioners noted that Fred has a proven track record for putting out a great product, but the lack of getting this to the ECAC earlier is a bit concerning. Commissioners noted they liked the idea of reaching new audiences and new places. They noted that the budget doesn't add up and the proposal is a bit messy. Commissioners noted concern that there won't be a great attendance. Commissioners love the idea. Commissioners recommend that they reapply for the next pop-up, with more lead time. ii. Elgin Fringe Festival 1. The Visual Art Opening and Family Fringe were this past weekend. Both were very well attended. Family Fringe was held at the Elgin History Museum. Attendance was up to about 500 people this year. Live music was at the Martini Room both Friday and Saturday and both were well attended. 2. The Preview Party is this Wednesdayat the Martini Room. There will also be live painting during this event. elk 3. Performances kick off Thursday and go through Sunday. Tickets are on sale now. 4. Volunteers are still needed for the festival. ii. Elgin Short Film Festival 1. A total of 41 films were entered into the festival. A total of 10 will be shown between the festival and Fringe. Films from various other countries were entered. Mama Lee's will be in the lobby selling popcorn again this year. iii. Elgin Literary Festival: 1. Three events will be kicking off NalloWriMo at the Gail Borden Public Library. These events help to prepare writers for the NalloWriMo event. Various write- ins during November will also occur. Promotional materials will go out soon. iv. Kwanzaa Celebration: 1. December 8th from 2-4pm at the Gail Borden Public Library. 2. There is some interest to add a food component this year since Kwanzaa does revolve around food. 3. Most past participants will be returning. v. Art Harvest: 1. Posters and postcards are done and ready to be distributed. 2. The event is October 26th from 1-4pm. F. Other Old Business: a. Presenting an Individual Grant for the AAUW Art Showcase Retrospective in March 2020.This is a celebration of the 100th anniversary of AAUW and will highlight the 49 years that the AAUW hosted and sponsored what is now called Art and Soul.The event will be hosted at Artspace Lofts and will be free and open to the public.The exhibit will be up for 3 weeks with an opening reception that is invitation only. The art that will be showcased is all work that won awards and was purchased during AAUW's hosting years. All of this artwork is currently stored at City Hall and the Hemmens. Some AAUW members also purchased work during these events and that work may also be put on display as needed.The funds will cover the cost of moving the art as well as reception supplies. Sunday March 8'from 1:30-5pm is the reception.There will be a speaker at the reception who was one of the originators of the Art Showcase (now Art and Soul). ii. Chairman Vassallo noted that it is a good idea and it would be fun to see some of the work again. iii. Councilwoman Powell noted that the income noted by Artspace and Berna were in-kind donations and not cash. Artspace is not charging for them to use the space. b. Debbie Walters-Ruth Cavanaugh presenting, Individual Artist Grant Application i. Presenting an Individual Artist Grant for Nothing but Treble to produce a holiday concert with the help of Larkin High School. The work will be traditional as well as some new works from Nigeria and Finland. The event will be held at the Highland Avenue Church of the Brethren. The concert will take place on Saturday, December 14th at 7:30pm. ii. Chairman Vassallo asked about marketing and promotions. The budget for that item is small. Ruth responded that the event will be promoted via facebook and local papers, where they have had success in the past. iii. Councilwoman Powell asked about anticipated attendance. Ruth noted that last year they had about 150 attendees. iv. Commissioner Erlandson asked if this was before or after the ESO's holiday concert. Butch noted that it does conflict with the ESO concert as well as the Master Chorale concert, but holiday dates are few. Commissioner Erlandson noted it could be a good place to advertise. v. Chairman Vassallo asked what the fundraiser noted on the budget was. Ruth responded that is was a wine fundraiser. c. Elgin Fringe Festival: 1. Paid ticket sales were up to 951 with total attendance well over 1,000. 2. Paid out over$7,000 to performing artists with some visual art sales as well. 3. Overall quality of work was up even though it is a first-come-first-served festival. 4. There were still 20 performing groups on the waitlist that didn't get into the festival. 5. Audiences have learned how to fringe and are into it. This year we had a more diverse and younger audience as well. 6. The partnership with Hemmens was wonderful and easy. 7. Marketing was great content and quality with the new group. 8. Family Fringe attendance was up by 200 this year. The partnership with the Elgin History Museum was great and will happen again next year. 9. Next year the committee will expand, focus on getting more artist in the festival, getting tech staff and up the year-round presence. 10. Final numbers will be presented to staff next year, but we are likely$500-$800 short of the full budget, so we will be presenting a winter fringe (year-round) event. ii. Elgin Short Film Festival: 1. Well attended; ticket sales were about 550. 2. Judi ended up putting the red carpet inside due to the bad weather. It happened during intermission. 3. Trevor won last year for audience favorite last year and again this year. 4. The South Elgin kids did a great job with the coverage. 5. There were R rated films this year, only one of which made it to the finals. Of the overall attendance, only 2 complaints came in. 6. Audience loved the Chamber Music on the Fox involvement and performance. iii. Elgin Literary Festival 1. The NalloWriMo events have not been attended thus far. Due to that, the one remaining event has been cancelled. Quiet writing time at the library will remain in place. 2. The Committee has co-sponsored an author event with the library in January. The author is Mary Doria Russell and she will be discussing her newest book, "The Women of Copper Country." 3. This will be the final ELF event. iv. Kwanzaa Celebration: 1. Waiting on a quote for food that is Kwanzaa inspired. 2. Waiting on the contract for the performers now. F. Other Old Business: a. 2020 project proposals: i. Commissioner Rehberg proposes that the ECAC support the "Going Dutch Festival" annually.This is a weekend-long festival and will enter it's 10th year in 2020.This event brings in between 250-350 artists annually with about 1,000 attendees. Financial support will be in the amount of$2,000. Half will support outreach to organizations like the Boys and Girls Club. The other half will support the creation of new works for the festival. The city could fund these projects directly if needed. 1. Councilwoman Powell confirmed that not getting the ECAC support would mean that the even wouldn't happen. Commissioner Rehberg confirmed that the event would occur regardless, but those two components would suffer and not grow. 2. Chairman Vassallo noted that it seems like a good return on the investment and that many folks stay and eat in Elgin. 3. Commissioner Erlandson noted that she liked this because this is different from our other projects. ii. Councilwoman Powell proposes that the ECAC support a "Juneteeth Celebration." This event used to exist as a co-sponsored event with the African-American Coalition of Kane County, but seems to have ended in 2011. This group is not currently active. It was a one-day festival with many components: food, music, kid's events, etc. all located in Festival Park. Councilwoman Powell proposes that we resurrect this event in a new way, working with local churches, GBPL, schools, Elgin Historical Society, etc.The event would ideally take place on Saturday June 13 or June 20, 2020. The event used to cost about $7,000. 1. Commissioner Rehberg noted that she likes this idea a lot and would like to see a budget. She also noted that the use of Festival Park could be fun, but it does come with challenges. iii. Councilwoman Powell also noted that it would be nice to have smaller cultural events to celebrate existing months such as Black Music Month, Black History Month, Hispanic Heritage Month, etc. The possibility of doing small things such as showing a film at the Hemmens or a series during those months could be impactful. iv. Commissioner Rehberg noted the idea of creating a grant specifically for producing an event at Festival Park or Riverwalk or even Wing Park (it would need to be a public place or public park). Perhaps set up like an Individual Grant and we would provide tactical support such as tents, tables, chairs, etc. v. Commissioner Syrris proposes that the ECAC support Shakespeare in the Park here in Elgin. It will already be happening in other communities around Elgin. It is a low-tech needs show with the main need being microphones and the ability to play pre and post show music.The proposal is to utilize the Hemmens staff to accommodate the tech needs and have the ECAC cover the cost of the production in the amount of$1,300. There is the option to have an outside tech person handle the tech for a total of approximately $1,800. This would take place somewhere outdoors, but Wing Park would be ideal because of the bandshell. This would occur sometime in July, ideally on the weekend at about 6pm and would run for 90 minutes. This would be a one-time event and be revisited after the first year. This production would be of"Much Ado About Nothing." 1. Commissioner Rehberg noted that if this event is ECAC sponsored, they could use Fringe equipment which includes some mics. b. 2020 Call for Art locations: G. The exhibit will surround the death-positive movement and will have multiple components including visual art, live performance, and more and will be immersive.The exhibit will take place at Side Street Studio Arts in February (for the entire month) 2020 with an opening reception on the 7th.There will be more than 5 participating artists. There will be a $5 suggested donation for the opening, but the remainder of the event is free. ii. Chairman Vassallo asked about marketing. Mary responded that she will utilize social media and the participating artists' influence on social media. Side Street will also offer marketing support through their mediums. b. Hamilton Wings 2019 Organizational Grant Final Report, Dr. Rise Jones presenting: i. In the year of 2019, the Blizzard Theater was renovated, so they had to move to the Spartan Theater.They utilized this challenge to their advantage and created a traveling show to maintaining exposure, process, etc. Rather than creating a new opera, the students reviewed the past 17 years for three themes and create "A New Wonderful World." The show traveled to one other location. c. Schaumburg on Stage, point2 productions 2019 Organizational Grant Final Report, Mary Alice Benoit presenting. i. "School House Rock Jr": performed at the Elgin Art Showcase, for youth in April of 2019. About 12 kids participated over 6 weeks. The kids were immersed in high production values with professional lighting, sound, costumes, etc.The goal was for 20 kids, but as this was the first year it was a good start. Attendance was about 120 for the final show over 3 productions. This program will be done again in 2020. ii. "Assassins:" performed in September 2019 at the Elgin Art Showcase. This was a non- equity semi-professional project rather than a community theater project; all participants were paid. 280 tickets were sold over 4 fours, 3 of which were sold out. The production value was higher than anticipated as well. They will be back at the Elgin Art Showcase for another show in 2020. C D. Staff Report: a. Financial Report: i. Art Harvest supplies were returned as they could be. All other supplies and decorations will be saved for next year. ii. Final utility box wrapping charges have gone out. iii. Staff Harris will work to get some of the stored artwork repaired and generic Fringe signage ordered. Staff Harris will work with Staff Wilhelmi and Chairman Vassallo to look at Elgin Short Film Festival shirts. b. Art Showcase: i. A lease extension for one year has been approved by City Council. Commissioners noted that they liked the pricing. Commissioners noted that they like the guest artist. Commissioners noted that they are innovative, and it would be interesting to see the instrumentation. Commissioners noted that the application is very thorough. 3. Children's Theatre of Elgin: a. Commissioners noted that the proposal and timeline are ambitious. Commissioners noted that they aren't familiar with their originals as much, but this seems less typical. Commissioners noted the $112 participation fee per student plus tuition, but that this is lower than some neighboring communities. 4. Elgin Master Chorale: a. Commissioners noted that this is the second year of collaboration with Boys and Girls Club. Commissioners noted that the application did not address the questions in the application. Commissioners noted that despite being denied for a very similar project in 2019, this project was submitted. Commissioners noted that even without the grant in 2019, the project went on as planned, and based on the application this year, it seems to be the case again in 2020. The need doesn't seem present. 5. Elgin Symphony Orchestra: a. Commissioners noted that this is different from previous applications and r that it is innovative. Commissioners noted they liked the collaboration partners. Commissioners like the cultural significance. Commissioners like that the focus is on Title 1 schools. Commissioners noted that they like the post-concert meet and greet. 6. Elgin Youth Symphony Orchestra: a. Commissioners noted that they like this proposal. Commissioners noted that we do seem to always fund their end of the year celebration. Commissioners noted that they like the collaboration. 7. Friends of the Lord's Park Zoo: a. Commissioners noted that it was odd to only ask for$725. Commissioners noted that the proposal is the same as last year. Commissioners noted that it seemed misplaced to include quotes. Commissioners noted that it would be helpful to see what the vision for the scope of the project is, long term; how does this project look in 2-4 years and what are the goals? Schaumburg on Stage: a. Commissioners noted that there isn't any specific information about fees for participation. Commissioners noted that based on their final report for 2019, there were no Elgin participants in the youth program. Commissioners noted that the writing wasn't very specific and didn't address the issue of Elgin youth participation. Commissioners noted that the lack of rehearsals in Elgin is concerning and perhaps adds to the lack of Elgin youth. Attendance of 100-150 people.This year brought Kwanzaa based foods:jerk chicken,jollof rice, sweet potato pies, and mixed greens. The food was well received. Integrity Dance participated at the beginning too. ii. Americans for the Arts workshops: 1. Scheduled for January. We are working with Americans for the Arts to bring professionals in to address specific issues. iii. Elgin Fringe Festival: 1. Elgin will host the 2020 United States Association of Fringe Festivals conference in October. The event will bring about 50 Fringe producers to Elgin. 2. Erin will move to be the Executive Director and Nick Mataragas will be the new Artistic Director. 3. 2020 will also host two mini-fringes:January 25 and maybe the 26th and late April.These will be hosted outside of downtown. F. Other Old Business: a. Artwork renovations: i. The first round of the permanent portable collection renovations is underway. The pieces are expected to be completed in the coming weeks. G. New Business: a. 2020 Organizational Grants i. Commissioners discussed the options of where to set the limit for funding. Historically, the funding limit has been set at an average score of 12 and above for the last two years. Commissioners noted that it is a challenge to not fund some of the groups who didn't score at the minimum average. Commissioners noted that there were submissions that showed promise and effort. Commissioners noted that the impact of these programs was important and necessary to the scoring. Commissioners noted that the need for the funding is an important part of the scoring process. ii. Motion to approve the organizational grants with an average score of 12 and above at the funding level of 90% by Commissioner Forsythe. Seconded by Commissioner Kearney. Approved by a vote of 6-0-2 with Commissioners Erlandson and Rehberg abstaining. b. Call for Art: i. Staff working to adjust the call for art for 2020 to include only one new 2D piece to be installed on the sky bridge between the Centre's parking deck and the Centre.The call will also include the stairwell attached to the parking deck. The honorarium for the 2020 call will be $20,000. This is a one-time project of this size. The finalists will go to city council for final approval due to the size of the honorarium. c. 2020 Budget i. Two versions of budgets were presented to the commission for review.Taking a cue from the special events department, a review of how funding is being spent has taken place. Staff laid out the options with explanations. Commissioners noted that it's important to take stock of the impact versus dollar spent. Commissioners noted that most of the events are well attended and bring people to downtown who also visit the restaurants and shops. ii. Motion to approve the budget with funding for the new asphalt art project and Juneteenth by Commissioner Erlandson. Seconded by Commissioner Rehberg. Approved by a vote of 8-0. H.
