HomeMy WebLinkAbouts - October 13, 2021 COWCOMMITTEE OF THE WHOLE MEETING October 13, 2021 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Absent: None. Councilmembers Rauschenberger and Steffen attended via electronic means. Approval of Minutes Councilmember Dixon made a motion, seconded by Councilmember Martinez, to approve the minutes of the September 22, 2021 regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Abstain: Councilmember Thoren. Police Data and Transparency Update Police Chief Ana Lalley discussed the most recent data posted to the police department's transparency website. She highlighted the city's crime statistics to date and explained the transition to a different reporting methodology. Commander James Lullo provided an overview on how shots fired incidents are investigated. Chief Lalley showed a live view of the police transparency website and highlighted the data available. There was discussion regarding the national and local crime trends; the measures taken to protect privacy on the transparency website and alternative methods to share the data contained on the website. Adiourn to City Council Councilmember Dixon made a motion, seconded by Councilmember Martinez, to adjourn to the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Reconvene Councilmember Martinez made a motion, seconded by Councilmember Good, to reconvene the Committee of the Whole meeting. Committee of the Whole October 13, 2021 Page 2 Advance 2022 Funding for the Police and Fire Pension Funds Councilmember Shaw made a motion, seconded by Councilmember Thoren, to authorize the transfer of $5,207,800 from General Fund revenues to the police and fire pension funds to provide advance funding for the required contributions in 2022. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Design Engineering Services Agreement with Hampton, Lenzini and Renwick, Inc. for the Coombs Road Surface Transportation Program - Funded Resurfacing Proiect Councilmember Dixon made a motion, seconded by Councilmember Martinez, to enter into an agreement with Hampton, Lenzini and Renwick, Inc. in an amount not to exceed $62,070 to provide Coombs Road Surface Transportation Program design engineering services which includes preparing engineering documents, plans, specifications and bid documents in accordance with Illinois Department of Transportation requirements. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Agreement with Stewart Spreading Inc. for the Removal and Disposal of Water Treatment Lime Residuals Councilmember Dixon made a motion, seconded by Councilmember Martinez, to award an agreement to Stewart Spreading Inc. in the amount of $4,130,000 to provide high quality City drinking water by responsibly handling the lime softening waste residual from the City's water treatment process. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Change Order No. 1 and Final for Bid 19-027, Lord Street Combined Sewer Separation Phase 5 Sue Webb stated her concerns about the project and its impact on the surrounding neighborhoods. Councilmember Martinez made a motion, seconded by Councilmember Thoren, to award Change Order No. 1 and Final for the Bid 19-027, Lord Street Basin Combined Sewer Separation Phase 5 to Trine Construction Corporation in the amount of $41,414 to separate combined sewers in accordance with City's Combined Sewer Overflow Long Term Control Plan. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Committee of the Whole October 13, 2021 Page 3 Purchase Agreement with Graybar for the Purchase of Programmable Logic Controllers Upgrades Councilmember Dixon made a motion, seconded by Councilmember Thoren, to award the agreement to Graybar in the amount of $108,682 to provide adequate water supply by upgrading aging equipment. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Contract with Davey Resource Group for Tree Inventory There was discussion regarding the benefits of trees, how the inventory would be maintained and current ordinances regarding tree maintenance. Councilmember Shaw made a motion, seconded by Councilmember Martinez, to award a contract with Davey Resource Group in the amount of $50,000 to provide tree inventory data to facilitate the creation of an updated inventory of the trees in the City. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Resolution Endorsing the 2021 Climate Action Plan for the Chicago Region Cheryl Brumbaugh-Cayford spoke in support of the proposed resolution endorsing the climate action plan for the Chicago region. Councilmember Good made a motion, seconded by Councilmember Martinez, to adopt a resolution supporting the core goals and objectives of the Climate Action Plan for the Chicago Region in order to establish regional cooperation, collaboration and momentum by expressing the City's support for municipal action. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: Councilmember Shaw. 2022 Health Insurance Program with Blue Cross Blue Shield of Illinois Councilmember Powell made a motion, seconded by Councilmember Martinez, to enter into a twelve-month, fully -insured contract with Blue Cross Blue Shield of Illinois in the amount of $11,492,970 for active employees and $1,291,290 for retired employees to provide fiscally sound health insurance program access to employees, retirees and their dependents. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Committee of the Whole October 13, 2021 Page 4 Announcements from Council Councilmember Thoren thanked all those that attended and the speakers at the Back the Blue BBQ which was held on October 91n Councilmember Powell thanked Aaron Neal, Public Works Superintendent, for arranging a tour of the facility that is building the LED street light fixtures. She also noted that the downtown mural unveiling would be on October 2 1 " at 5:00 p.m. Councilmember Powell requested an update from Fire Chief Cagann regarding the status of Sherman Hospital as a trauma center and what impact, if any, there was on patient care. Chief Cagann provided information about the impact the hospital's status had on the paramedics. Announcements from Staff None.
