HomeMy WebLinkAboutr - September 22, 2021 COWCOMMITTEE OF THE WHOLE MEETING September 22, 2021 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: Councilmember Thoren. Approval of Minutes Councilmember Dixon made a motion, seconded by Councilmember Shaw, to approve the minutes of the September 8, 2021 regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Renewal of Liability, Crime and Workers' Compensation Insurance Programs for the Period October 1, 2021 through September 30, 2022 A resolution was presented at the Council meeting for adoption by the City Council to protect the City's financial resources and provide liability, crime and workers' compensation insurance. Agreement with Sikich to Provide Professional Auditing Services There was discussion regarding the number of firms that responded to the request for proposal and their qualifications. Also discussed was the history the city has with the firm that was selected and how staffing is provided during the audit process. Councilmember Shaw made a motion, seconded by Councilmember Martinez, to accept the proposal of Sikich in the amount of $77,585 to provide the professional services of a quality accounting firm to perform the City's annual audit for the next five years. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Agreements with Illinois Department of Transportation for Bike Route 4 Phase II Design There was discussion regarding the cost to build the bike route and the costs to maintain it. Committee of the Whole September 22, 2021 Page 2 Councilmember Powell made a motion, seconded by Councilmember Martinez, to enter into agreements with the Illinois Department of Transportation for federal funding and with Baxter & Woodman, Inc. to perform Phase II Design services for Bike Route 4 in the amount of $290,551 which includes preparing construction plans, specifications and an estimate for bidding out the project. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Purchase Agreement with Xylem Water Solutions USA, Inc. for Airlite Water Treatment Plant Mixers Councilmember Shaw made a motion, seconded by Councilmember Dixon, to award the purchase agreement to Xylem Water Solutions USA, Inc. in the amount of $89,823 in order to continue to provide reliable and adequate water supply by improving process flow. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Maintenance Agreement with Motorola Solutions, Inc. to Support the Elgin Emergency Communications and Backup Dispatch Centers Infrastructure, Related Equipment and Software Councilmember Martinez made a motion, seconded by Councilmember Dixon, to authorize the maintenance agreement with Motorola Solutions, Inc. in the amount of $1,084,627 to provide continued support for the Elgin emergency communications and backup dispatch centers critical communications infrastructure and related equipment. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Martinez thanked all that participated in the September 11`h event. Announcements from Staff City Manager Kozal, announced upcoming city events. Committee of the Whole September 22, 2021 Page 3 Adiournment Councilmember Shaw made a motion, seconded by Councilmember Dixon, to adjourn the meeting.
