HomeMy WebLinkAboutq - September 8, 2021 COWCOMMITTEE OF THE WHOLE MEETING September 8, 2021 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Absent: None. All members, with the exception of Councilmembers Martinez, Powell, Shaw, Thoren, and Mayor Kaptain, attended via electronic means. Approval of Minutes Councilmember Martinez made a motion, seconded by Councilmember Shaw, to approve the minutes of the August 25, 2021, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Arrest Diversion Program for Certain Minor Offenses Police Chief Ana Lalley and Kane County State's Attorney Jamie Mosser provided information on a new arrest diversion program under certain circumstances. They outlined the specifics regarding of who might be eligible for this program including the homeless, those suffering from addiction, and those facing mental health crisis. The offenses that would be considered included various non-violent offenses and any victim of these crimes must consent to resolution through this program. There was discussion regarding the process, the training to review the cases, and when the program would begin. American Rescue Plan Act (ARPA) Funding Recommendations Update City Manager Rick Kozal presented the community's response to the City's American Rescue Plan Act (ARPA) Funding Priorities Survey. He reminded the council what the eligible uses were for the ARPA funds which include: premium pay, public health, revenue loss, and investment in water, sewer and broadband. Mr. Kozal broke down the public survey including the number of responses, how long the online survey was available and the top three priorities that were identified. The public identified water and sewer, public safety and health as the top three priorities. There was discussion regarding how the ARPA funds were allocated. Also discussed was the lead service line infrastructure replacement project including the costs and length of the project. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Reconvene Councilmember Shaw made a motion, seconded by Councilmember Steffen, to reconvene the Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Powell, Steffen, Thoren, and Mayor Kaptain. Nays: None. Absent: Councilmember Rauschenberger. Contract with Ecker Center for Behavioral Health for Crisis Intervention Counselor Services Councilmember Powell made a motion, seconded by Councilmember Martinez, to award a two- year contract to Ecker Center for Behavior Health in the amount of $139,547 per year to provide for one full-time and three part-time crisis counselors to offer services and assistance to those with mental health -related needs, substance use disorder needs and individuals experiencing homelessness. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Contract with Salesforce and Cloud SynApps for Licenses, Permits and Inspections Councilmember Martinez made a motion, seconded by Councilmember Thoren, to approve a contact with Salesforce for the purchase of licenses, permits and inspections software and an agreement with Cloud SynApps in the amount of $105,836 to incorporate one of the remaining non -emergency business processes into Salesforce, the City's customer relationship management using a first -party solution. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Lease Agreement with Strategic Exceptions Professional Consulting, Inc. for Office Space at 31 S. Grove Avenue to Operate a Minority Business Development Agency (MBDA) There was discussion regarding the type of businesses, why the property tax would need to be prorated, and the grant funds the businesses were awarded. Councilmember Dixon made a motion, seconded by Councilmember Martinez, to authorize a five-year lease with Strategic Exceptions Professional Consulting, Inc. for three office spaces Committee of the Whole September 8, 2021 Page 3 and shared meeting areas at 31 S. Grove Avenue for the operation of a Minority Business Development Agency. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Thoren announced the Elgin House Walk Tour being held September 1 lth and 12th. He also announced that on September 1 lth Illinois Brews at Bowes Creek would be held. This event is a fundraiser for the Parks and Recreation Foundation. Announcements from Staff City Manager Kozal, announced upcoming city events. Adiournment Councilmember Martinez made a motion, seconded by Councilmember Thoren, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.
