August 25, 2021
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell (arrived at
6:15 p.m.), Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Martinez made a motion, seconded by Councilmember Steffen, to approve the
minutes of the August 11, 2021, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Good, Martinez, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays:
None.
Resolution Authorizing the City of Elgin to Apply for an Open Space Lands Acquisition
and Development Grant (OSLAD) for the Rehabilitation of Millennium Park (No cost)
A resolution was presented at the Council meeting for adoption by the City Council for an
OSLAD grant to offset 50 percent of the project cost to rehabilitate Millennium Park on the west
side of Elgin.
Citizen Survey Presentation
ETC Institute presented an overview of the responses from the City's recently completed
community survey. Representatives from ETC Institute explained their purpose and
methodology, how many surveys were returned and the margin of error. They noted that the
survey found that overall residents were satisfied with city services. Areas in this year's survey
that showed decreases from the previous survey were concerns regarding streets, sidewalks, and
enforcement of code.
There was discussion regarding the question that asked about significant issues the city will face
in the next five years. The responses to this question indicated that homelessness, affordability
and public safety were residents top three issues.
Construction Engineering Services Agreement with Hampton, Lenzini and Renwick, Inc.
for the 2021 Northeast Area Resurfacing Proiect
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to enter into an
agreement with Hampton, Lenzini and Renwick, Inc. for an amount not to exceed $116,810 to
provide field inspection, design interpretation, contract administration including all required

Motor Fuel Tax documentation, and general coordination and control of the day-to-day
construction activities for the resurfacing of various collector streets for the 2021 Northeast Area
Resurfacing Project. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez,
Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Construction Engineering Services Agreement with Burns & McDonnell Engineering
Company, Inc. for the 2021 Columbine Square Resurfacing Project
Councilmember Shaw made a motion, seconded by Councilmember Thoren, to enter into an
agreement with Burns & McDonnell Engineering Company, Inc. for an amount not to exceed
$100,832 to provide field inspection, design interpretation, contract administration including all
required Motor Fuel Tax documentation, and general coordination and control of the day-to-day
construction activities for the resurfacing of various residential streets, improvements to the Leo
Nelson Riverside Water Treatment Plant access drive and parking lot and the construction of a
new bike path at Lords Park for the 2021 Columbine Square Resurfacing Project. Upon a roll
call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw,
Steffen, Thoren, and Mayor Kaptain. Nays: None.
Amendment Agreement No. 1 with Engineering Enterprises, Inc. for the Dundee Avenue
Reconstruction Phase I Design Study
Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve
Amendment Agreement No. 1 with Engineering Enterprises, Inc. for an amount not to exceed
$39,308 to complete drainage studies required by the Illinois Department of Transportation as
part of the preliminary/phase I design efforts necessary to properly plan and budget for future
roadway reconstruction and apply for federal transportation funding assistance. Upon a roll call
vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen,
Thoren, and Mayor Kaptain. Nays: None.
Engineering Services Agreement with Engineering Enterprises, Inc. for the Dundee Avenue
Reconstruction Phase II Design Study
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to enter into an
agreement with Engineering Enterprises, Inc. for an amount not to exceed $668,682 to complete
the final/phase II design efforts necessary to prepare plans, specifications and estimates for future
roadway reconstruction. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez,
Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Contract with B & F Construction Code Services, Inc. for Supplementary Building
Inspection Services
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve a
contract with B & F Construction Code Services, Inc. in the amount of $45,000 to ensure the
provision of timely building inspections during periods of unusually high demand and/or
prolonged staffing vacancies. Upon a roll call vote: Yeas: Councilmembers Dixon, Good,
Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Downtown On -Street Parking Regulations
There was discussion regarding what prompted the proposed change, if stakeholders were
involved in the discussion of the proposed change and how enforcement would be handled. It
was noted the overnight parking ban would help with delivery of city services such as snow
removal and street sweeping.
Councilmember Shaw made a motion, seconded by Councilmember Dixon, to approve on -street
parking regulations prohibiting parking from 4 a.m. to 6 a.m. on downtown streets in order to
provide for clean, accessible and serviceable downtown streets. Upon a roll call vote: Yeas:
Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and
Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Martinez commented on the success of the 2021 North American and Caribbean
Handball Confederation competition. She noted it was being held at the Edward Schock Centre
of Elgin and the participants were staying at local hotels. She thanked all those involved in
making this a successful sports tourism event.
Mayor Kaptain noted that September is Pediatric Cancer Month. He also commented on several
autism education businesses that recently opened, and he mentioned the Easter Seals Bike Race
and fundraiser.
Councilmember Powell reminded everyone that school has started and to please watch for
students as they make their way to school.
Councilmember Dixon thanked everyone that helped make the Back to School Bash a success.
