COMMITTEE OF THE WHOLE MEETING
August 11, 2021
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell,
Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Absent: None. Councilmembers
Powell, Rauschenberger, and Steffen attended via electronic means.
Approval of Minutes
Councilmember Martinez made a motion, seconded by Councilmember Shaw, to approve the
minutes of the, July 28, 2021, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain.
Nays: None.
Construction Engineering Services Agreement with Engineering Enterprises, Inc. for the
2021 Westside Area Resurfacing Program
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to enter into an
agreement with Engineering Enterprises, Inc. for an amount not to exceed $63,809 to provide
field inspection, design interpretation, contract administration including all required Motor Fuel
Tax documentation, and general coordination and control of the day-to-day construction
activities for the resurfacing of various residential streets for the 2021 Westside Area
Resurfacing Program. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez,
Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Resolution Authorizing Participation in a Master Contract Extension Agreement between
the State of Illinois Department of Central Services and WEX Bank Fuel for Fuel
Procurement for the City Fleet
Councilmember Shaw made a motion, seconded by Councilmember Dixon, to authorize a
resolution which would provide fuel for the City's fleet utilizing a contract extension between
the State of Illinois and WEX Bank through the terms of an executed contract which allows local
agency participation. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez,
Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Resolution Determining Property at 1300 West Bartlett Road (Elgin Sweeper Company) is
Appropriate for Cook County Class 6b SER (Sustainable Emergency Relief) Property Tax
Incentive
Councilmember Martinez made a motion, seconded by Councilmember Dixon, to approve
adopting a resolution supporting a request by Elgin Sweeper Company to obtain a Cook County
Committee of the Whole

Class 6b SER property tax incentive for financial assistance to assist in updating the obsolescent
industrial facility on the property at 1300 West Bartlett Road. Upon a roll call vote: Yeas:
Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and
Mayor Kaptain. Nays: None.
Economic Incentive Agreement with Atlantic Packaging Holdings Ltd.
There was discussion regarding sustainability initiatives, the types of jobs that will be at the
location and why the company selected Elgin.
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the
economic development incentive agreement with Atlantic Packaging Holdings Ltd. to induce the
development of the largest corrugated manufacturing facility in the United States in the
southwest quadrant of Interstate-90 and Randall at 2601 Mason Road. Upon a roll call vote:
Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren,
and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Martinez commented on Explore Elgin hosting bloggers to experience Elgin.
Councilmember Thoren thanked Christy Schmidt and all of those that made National Night Out a
success.
Councilmember Dixon reminded residents about the Back to School BBQ Bash being held on
August 14th at Wing Park. He noted this would be a drive through event. He also noted that on
August 15th there would be free haircuts at the Boys and Girls Club.
Councilmember Steffen invited the public to the Welcome Back event being held on August 22na
in the Civic Plaza.

Adiournment
Councilmember Martinez made a motion, seconded by Councilmember Shaw, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell,
Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.
The meeting adjourned at 6:28 p.m.
