June 9, 2021
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell,
Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Dixon made a motion, seconded by Councilmember Martinez, to approve the
minutes of the May 26, 2021, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Thoren, and Mayor Kaptain. Nays:
None. Councilmember Steffen abstained.
Agreement with Mad Bombers Fireworks Production for the 2021 Fourth of July
Fireworks
Kate O'Leary, Special Event Coordinator, presented information about the proposed fireworks
display and other programs to celebrate the 4th of July. A resolution was presented at the
Council meeting for adoption by the City Council for the Fourth of July fireworks for the
residents of Elgin after a one-year hiatus in 2020 due to Covid-19.
Community Task Force on Policing Presentation with Kearns + West
The Kearns + West Team presented information on the proposed process for establishing the
Community Task Force on Policing. A copy of the presentation is on file in the City Clerk's
office. The Kearns + West Team outlined the timeline for appointments to the task force and
community partner outreach.
There was discussion regarding the application information, the makeup of the task force, how
frequently the task force would meet and the process to appoint members.
Construction Engineering Services Agreement with HR Green, Inc. for the 2021 Gifford
Park Resurfacing Proiect
Councilmember Steffen made a motion, seconded by Councilmember Dixon, to enter into an
agreement with HR Green, Inc. for an amount not to exceed $66,000 to provide field inspection,
design interpretation, contract administration including all required Motor Fuel Tax
documentation, and general coordination and control of the day-to-day construction activities for

the resurfacing of various residential streets, alleys and City owned parking lots for the 2021
Gifford Park Resurfacing Project. Upon a roll call vote: Yeas: Councilmembers Dixon, Good,
Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Amendment Agreement No. 1 with HR Green, Inc. for Design Engineering Services for the
2021 Gifford Park Resurfacing Proiect
Councilmember Dixon made a motion, seconded by Councilmember Martinez, to enter into
Amendment Agreement No. 1 with HR Green, Inc. in the amount of $7,900 to analyze, design
and prepare construction documents for the resurfacing of streets, alleys and a City owned
parking lot for the 2021 Gifford Park Resurfacing Project. Upon a roll call vote: Yeas:
Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and
Mayor Kaptain. Nays: None.
Resolution for Improvement Under the Illinois Highway Code — 2021 Motor Fuel Tax
Funds — Section Number 21-00000-01-FP
Councilmember Dixon made a motion, seconded by Councilmember Martinez, to approve the
Motor Fuel Tax resolution in the amount of $2,000,000 in order to provide funding to construct
the 2021 Northeast Area Resurfacing Project, Section Number 2 1 -00000-0 1 -FP, utilizing
proceeds from the Illinois Motor Fuel Tax Fund. Upon a roll call vote: Yeas: Councilmembers
Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain.
Nays: None.
Resolution for Improvement under the Illinois Highway Code — 2021 Motor Fuel Tax
Funds — Section Number 21-00000-01-PW
Councilmember Martinez made a motion, seconded by Councilmember Gavin, to approve the
Motor Fuel Tax resolution in the amount of $1,000,000 in order to provide funding to design and
construct the Alft/Randall Road Improvements, Section Number 21-00000-01-PW, utilizing
proceeds from the Illinois Motor Fuel Tax Fund. Upon a roll call vote: Yeas: Councilmembers
Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain.
Nays: None.

Amendment No. 1 to Engineering Services Agreement with Engineering Enterprises, Inc.
for the Lead Service Line Replacement Program 2021 Improvements
Councilmember Powell made a motion, seconded by Councilmember Dixon, to award
Amendment No. 1 to the agreement with Engineering Enterprises, Inc., in the amount of
$442,664 to acquire construction phase engineering services to ensure appropriate installation of
lead water service lines located on private property. Upon a roll call vote: Yeas:
Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and
Mayor Kaptain. Nays: None.
Adiourn to City Council
Councilmember Dixon made a motion, seconded by Councilmember Martinez, to adjourn and go
into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good,
Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Reconvene
Councilmember Dixon made a motion, seconded by Councilmember Martinez, to reconvene the
Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good,
Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Amendment No. 2 to Engineering Services Agreement with Stanley Consultants, Inc. for
Well 5A Upgrades
Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve
Amendment No. 2 to the agreement with Stanley Consultants, Inc., in the amount of $5,978 to
provide engineering services to improve Well 5A and the surrounding site in order to mitigate
the apparent influx of surface water. Upon a roll call vote: Yeas: Councilmembers Dixon, Good,
Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Purchase Records Management Software from EPR Systems USA, Inc. aka Fireworks
Councilmember Martinez made a motion, seconded by Councilmember Dixon, to authorize a
contract with EPR Systems USA, Inc. aka FireWorks in the amount of $32,320 for the purchase
of the new records management system to improve the efficiency and effectiveness of fire
department members by replacing outdated electronic technology utilized for the records
management program throughout the department. Upon a roll call vote: Yeas: Councilmembers
Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain.

Amend the City's Board of Fire and Police Commissioners Ordinance to Change Police
Officer Hiring Requirements
Police Chief Lalley outlined the proposed changes to the ordinance, the testing process, and an
overview of the point system in scoring the candidates.
There was discussion regarding the change to the education requirements, and preference points
for factors such as military service. There were suggestions for adding factors for preference
points such as being a city resident, holding an associate's degree, and for licensed clinical social
workers. There was discussion regarding how surrounding communities addressed recruiting
including signing bonuses.
Councilmember Shaw made a motion, seconded by Councilmember Thoren, to approve moving
forward with updating the City ordinance modifying the police officer hiring requirements to
provide career opportunities for those who wish to become an Elgin Police Officer. Upon a roll
call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw,
Steffen, Thoren, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Good announced National Night Out on August 3rd and encouraged residents to
hold block parties for the event.
Councilmember Thoren thanked all those that made the Memorial Day events a success,
including the police explorers and Kate O'Leary.
Councilmember Rauschenberger announced that the Lords Park Zoo was now open.
Councilmember Powell reminded residents that the Downtown Neighborhood Association
Farmers Market was open on Friday's through the summer.
Councilmember Martinez invited residents to participate in a Flag Day event at Memorial Park
starting at 4:30 p.m.

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen,
Thoren, and Mayor Kaptain. Nays: None.
Collective Bargaining Issues or Deliberations Concerning Salary Schedules for
One or More Classes of Employees - Exempt Under Section 120/2(c)(2) of the
Open Meetings Act
