HomeMy WebLinkAboutj - May 26, 2021 COWCOMMITTEE OF THE WHOLE MEETING May 26, 2021 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon (electronic), Good, Martinez, Powell (arrived at 6:11 p.m.), Rauschenberger, Shaw, Thoren, and Mayor Kaptain. Absent: Councilmember Steffen. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the minutes of the May 12, 2021 regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Rauschenberger, Shaw, Thoren, and Mayor Kaptain. Nays: None. Metro West Council of Government Membership Renewal There was discussion regarding the cost of membership and the expected outcomes from being a member. Councilmember Rauschenberger made a motion, seconded by Councilmember Martinez, to approve the annual membership renewal with the Metro West Council of Government in the amount of $30,000 in order to continue with a council of governments comprised of far west suburban area municipalities organized to advance regional issues through intergovernmental problem solving and cooperation. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Rauschenberger, Thoren, and Mayor Kaptain. Nays: Councilmember Shaw. Agreement with Midwest Islamic Center for Sale of 934 Grave Spaces in Bluff City Cemetery Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the sale of 934 grave spaces to Midwest Islamic Center in the amount of $481,010, payable in one lump sum payment.to increase revenue for Bluff City Cemetery through the sale of grave spaces and subsequent burial services. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Rauschenberger, Shaw, Thoren, and Mayor Kaptain. Nays: None. Committee of the Whole May 26, 2021 Page 2 Acceptance of Elgin Township Grant for Youth -Related Initiatives Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the agreement with Elgin Township to accept the grant award in the amount of $20,000 in order to continue to offer programming to support youth initiatives that provide prevention and engagement opportunities for long term positive effects for the City. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Thoren, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Thoren invited the public to attend the Memorial Day events being planned by the Elgin Patriotic Memorial Association. Councilmember Rauschenberger noted applications would be accepted for the Illinois Rental Payment Program. She stated in order to be eligible for the program applicants must have experienced financial hardship due to the pandemic Mayor Kaptain commented on the issuance of property tax bills. He noted that the City's levy was lower this year. Announcements from Staff None. Adiournment Councilmember Martinez made a motion, seconded by Councilmember Shaw, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Thoren, and Mayor Kaptain. Nays: None.
