The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the December 4, 2019 regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Civic Plaza Reconstruction: Conceptual Design Consideration
Michael Lehman, Golf Operations Director, and Barb Keselica, Assistant Director of Parks and
Recreation, presented a review of the final design considerations for the Civic Plaza reconstruction project. A copy of the presentation is on file in the City Clerk’s office. The design options presented allowed for an ice rink and warming shelter. Also presented were
alternative locations for an ice rink including DuPage Court and Festival Park with the costs,
funding sources and time frame associated for each location.
There was discussion regarding each option for the Civic Plaza and the costs associated with the addition of the ice rink and warming shelter. The alternative ice rink location of Festival Park
and the concerns about additional costs for the chiller and time frame for the project were
discussed. The future addition of infrastructure and amenities at the Festival Park were also
discussed. Councilmember Powell made a motion, seconded by Councilmember Dixon, to move forward
with Civic Plaza Concept C with the ice rink and warming shelter, and to direct staff to research
options for upgrades at Festival Park. Upon a roll call vote: Yeas: Councilmembers Dixon,
Gavin, Lopez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: Councilmembers Martinez, Rauschenberger and Shaw.
Acceptance of Public Improvements within the Cedar Grove Subdivision
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
acceptance of the public improvements for ownership and maintenance in the Cedar Grove
Subdivision to fulfill the City’s obligation to maintain reliable infrastructure for serving
businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez,
Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Acceptance of Public Improvements within the Cedar Grove East Subdivision
Councilmember Powell made a motion, seconded by Councilmember Dixon, to approve the acceptance of the public improvements for ownership and maintenance in the Cedar Grove East
Subdivision to fulfill the City’s obligation to maintain reliable infrastructure for serving
businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez,
Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Amendment Agreement No. 2 with WBK Engineering, LLC for Design Engineering
Services for the 2019 Residential Resurfacing – Clifford-Owasco/Wing Park Neighborhood
Street Program
Councilmember Dixon made a motion, seconded by Councilmember Martinez, to approve
Amendment Agreement No. 2 with WBK Engineering, LLC in the amount of $27,172 to provide
additional design services not anticipated in the original agreement for the resurfacing of various
residential streets for the 2019 Residential Resurfacing – Clifford/Wing Park area. Upon a roll
call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Acceptance of Award from the Kane County Court Victim Services Fund
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
award from the Kane County Court Victim Services Fund in the amount of $12,000 in order to
expand the direct services to the residents of Elgin that have been a victim of a crime. Upon a
roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger,
Shaw, Steffen, and Mayor Kaptain. Nays: None.
Agreement with Motorola Solutions for the Purchase of CallWorks Next Generation 9-1-1
Call Taking, Mapping, IP Based Telecommunications Systems and Integration Services
Councilmember Dixon made a motion, seconded by Councilmember Martinez, to authorize the
agreement with Motorola Solutions in the amount of $1,289,715 to be paid over a ten-year
period for the purchase of CallWorks Next Generation 9-1-1 Call Taking, Mapping, IP Based
Telecommunications Systems and Integration Services to provide continued support for the
Elgin emergency communications and backup dispatch center’s emergency 911 and non-emergency phone systems. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez,
Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Mr. David’s Flooring, Change Order 1 and Final; Flooring Installation at the Edward
Schock Centre of Elgin
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve change
order 1 and final to the contract with Mr. David’s Flooring in the amount of $17,423 for flooring
installation at 31 S. Grove and The Edward Schock Centre of Elgin. Upon a roll call vote: Yeas:
Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Amendment to Chapter 11 of the Elgin Municipal Code, Entitled “Vehicles and Traffic”
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to increase the speed limit at Noland Road from Bowes Road to the City limits to 45 mph and create a speed
decrease zone on Villa Street exiting from US Route 20. Upon a roll call vote: Yeas:
Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Martinez thanked all those that assisted her after her recent surgery.
Councilmember Steffen announced a series of artist’s workshops being held by the Cultural Arts
Commission. The first workshop would be held on January 11, 2020 at the Hemmens Cultural
Arts Center.
Councilmember Shaw wished everyone a Merry Christmas and a Happy New Year.
Announcements from Staff
Lori Brandes, Principal at Washington Elementary, Karla Jimenez, representative from U-46, and Alex Quigley, from the City of Elgin, announced the details of a new campaign called
Sidewalk Heroes. The program will help neighborhood sidewalks stay clear of snow.
Molly Gillespie, Communications Manager, announced upcoming city events.
