HomeMy WebLinkAboutv - November 6, 2019 COW COMMITTEE OF THE WHOLE MEETING November 6, 2019 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 5:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell (arrived at 5:05 p.m.), Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the October 23, 2019 regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Proposed 2020 Budget and Three-Year Financial Plan Molly Gillespie, Communications Manager, announced the 2020 budget meeting schedule. New to the schedule this year is Budget on the Go. This program will feature sessions located throughout the city at various times of day to bring the budget process to the public. She also noted other options to learn about the budget including the city’s website and social media. City Manager Kozal provided an overview to the proposed 2020 budget and three year financial plan. He noted there would again be no property tax increase. Mr. Kozal highlighted projects and proposals for different funds. Highlights of the proposals included: water distribution upgrades, sewer separation, street resurfacing, Dundee/Summit intersection, sprinkler grant program and new staff positions in Police, Public Works, and Community Development. Barb Keselica, Assistant Director of Parks and Recreation, and Kate O’Leary, Special Events Coordinator, presented information regarding the 2020 special events calendar. They provided two options for the 2020 calendar: the status quo or refine and refocus. The proposed events for removal from the calendar were: International Fest, Fox Trot, Civil War Experience and Art & Soul. They stated the by eliminating these events there would be cost savings. This would provide the opportunity to research the interests of the residents. There was discussion regarding the different events attendance, costs and economic impacts. Also discussed was if there should be further events eliminated. 2020 Health Insurance Program with Blue Cross Blue Shield of Illinois A resolution was presented at the Council meeting for adoption to provide fiscally sound health insurance program access to employees, retirees and their dependents. Committee of the Whole November 6, 2019 Page 2 Acceptance of Public Parkway Improvements within Bowes Creek Country Club Phase I Subdivision Councilmember Gavin made a motion, seconded by Councilmember Dixon, to approve the acceptance of the public parkway improvements for ownership and maintenance in the Bowes Creek Country Club Phase I Subdivision in order to fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Amendment No. 1 to Engineering Services Agreement with Burns & McDonnell Engineering Company, Inc. for Various Utility Department Projects Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve Amendment No. 1 to the agreement with Burns & McDonnell Engineering Company, Inc. in the amount of $89,000 in order to provide engineering services for a variety of projects to maintain and improve the City’s water treatment facilities and utility infrastructure. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Resolution Establishing a Schedule of City Council Meetings for 2020 Councilmember Shaw made a motion, seconded by Councilmember Martinez, to authorize adoption of the resolution setting forth the schedule of city council meetings for 2020 to comply with requirements of the Open Meetings Act. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. One-Year Lease Extension Agreement with 164 Division St. LLC for the Elgin Arts Showcase There was discussion regarding use and size of the space, the condition of the building, and the process of booking the space. Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve a one-year lease extension agreement with an option to renew up to two successive one-year terms with 164 Division St. LLC in the amount of $48,632.88 over the term of the lease in order to continue to provide cultural arts opportunities and attract visitors to Downtown Elgin. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole November 6, 2019 Page 3 Announcements from Council Councilmember Martinez announced a dedication ceremony for Captain N.W. Chalwick on November 14, 2019 at 11:00 a.m. on Royal Boulevard. Councilmember Lopez announced a Health Fair and Flu Shot Clinic being held on November 16, 2019, from 10:00 a.m. – 2:00 p.m. at Elgin High School. Announcements from Staff Molly Gillespie, Communications Manager, announced upcoming city events. Adjournment Councilmember Gavin made a motion, seconded by Councilmember Powell, to the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
