HomeMy WebLinkAboutt - October 9, 2019 COW COMMITTEE OF THE WHOLE MEETING October 9, 2019 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Powell (arrived at 6:01 p.m.), Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: Councilmember Martinez. Approval of Minutes Councilmember Lopez made a motion, seconded by Councilmember Shaw, to approve the minutes of the September 25, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. LiveScan Station Touch-Print Fingerprint Systems Purchase Agreement with IDEMIA A resolution to be presented at the Council meeting for adoption by the City Council for the purchase and upgrade to the existing LiveScan Station Touch-Print Fingerprint Systems to maintain operational status and Criminal Justice Information Services security requirements. Downtown Police Presence Police Chief Ana Lalley provided information on the one-month trial period of increased police presence in the downtown. She presented details on how long the program was, calls for service generated, citations issued, and the amount of overtime during the trial. She also outlined other initiatives such as ordinances for storage of personal property and public nuisances and their impacts. Chief Lalley also noted working with various community groups such as the Downtown Neighborhood Association (DNA) to find solutions. There was a discussion about options to continue the increased police presence, the costs involved and potential displacement into the surrounding neighborhoods. Adjourn to City Council Councilmember Gavin made a motion, seconded by Councilmember Lopez, to adjourn and go into the City Council meeting. Committee of the Whole October 9, 2019 Page 2 Reconvene Councilmember Gavin made a motion, seconded by Councilmember Steffen, to reconvene the Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Sustained Traffic Enforcement Program (STEP) Grant for Occupant Protection and Impaired Driving Enforcement with the Illinois Department of Transportation Councilmember Dixon made a motion, seconded by Councilmember Steffen, to approve an agreement with the Illinois Department of Transportation to accept a grant award in the amount of $136,364 to partner with them to continue providing safer roadways through occupant protection and impaired driving enforcement. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Water Utilities Risk and Resilience Assessment Study with Engineering Enterprises, Inc. Councilmember Shaw made a motion, seconded by Councilmember Dixon, to approve the agreement with Engineering Enterprises, Inc. (EEI) in the amount of $49,500 to complete a federally-mandated risk and resilience assessment of the City’s water utilities to improve preparedness for potential system catastrophes. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Utility Department Maintenance Projects Engineering Services Agreement with Strand Associates, Inc., Amendment No. 3 Councilmember Steffen made a motion, seconded by Councilmember Gavin, to approve Amendment No. 3 with Strand Associates, Inc. in the amount of $97,000 to continue the multi- year utilities department maintenance projects and to provide engineering services for a variety of projects to maintain and improve the City’s water treatment facilities and utility infrastructure. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Powell commented on her experience with Fire Ops 101 and thanked those that facilitated the program. Councilmember Rauschenberger also commented on her experiences with Fire Ops 101 and thanked those that participated in the program. Committee of the Whole October 9, 2019 Page 3 Announcements from Staff Molly Gillespie, Communications Manager, announced upcoming city events. Adjournment Councilmember Gavin made a motion, seconded by Councilmember Shaw, to adjourn and go into the Executive Session for the purpose of discussing the following matters.
