The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Steffen made a motion, seconded by Councilmember Shaw, to approve the minutes of the September 11, 2019, regular meeting. Upon a roll call vote: Yeas:
Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Renewal of Liability, Crime and Workers’ Compensation Insurance Programs for the Period October 1, 2019 through September 30, 2020
Kelly Wasilewski, Risk Manager, provided details on the various coverage categories and the costs involved for each. A resolution would be presented at the Council meeting for adoption by
the City Council for the protection of the City’s financial resources and provide liability, crime
and workers’ compensation insurance.
Elgin Area Convention and Visitors Bureau’s Explore Elgin Area
Krisilee Murphy, Executive Director of the Elgin Area Convention and Visitors Bureau,
presented an update of the bureau’s Explore Elgin Area initiative. She highlighted the marketing
areas of meetings, weddings, sports and tournaments, as well as leisure.
There were discussions regarding the challenges of marketing the city, the role of cultural arts,
and how evaluators were determined. Also discussed was the available sports venues in the city
and the needs in this area for the future.

Staff stated that this presentation would be given at a future meeting.

Coalition for a Safe & Healthy Elgin
Jerry Skogmo, Executive Director of Renz Center, and Gil Feliciano, the Drug Free Communities Coordinator for the Coalition for a Safe & Healthy Elgin, discussed the coalition’s
mission and various community outreach and education programs. They noted the potential
impacts on Elgin’s youth from the legalization of cannabis. There was also discussion regarding
education of the families and other outreach opportunities in the area of the impact of cannabis.
Adjourn to the City Council Meeting
Councilmember Lopez made a motion, seconded by Councilmember Gavin, to adjourn and go
into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Reconvene
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to reconvene the
Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin,
Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Agreement with School District U-46 for Continuation of School Resource Officers
Councilmember Powell made a motion, seconded by Councilmember Dixon, to approve the
agreement with School District U-46 in the amount of $505,242 for officer salary reimbursement
relating to officers assigned to the School Resource Officer Program in order to provide a police presence within schools to promote student and staff safety and security. Upon a roll call vote:
Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.
Contract with P & A Group for Flexible Spending Program Administration Services
Councilmember Dixon made a motion, seconded by Councilmember Gavin, to award a contract
to P & A Group in the estimated annual amount of $12,500 for administration of the City’s
flexible spending, dependent care and health retirement account plans which enables employees to pay for health and dependent care services on a pre-tax basis to lower taxable income for both
the employee and the City. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez,
Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Change Order #1 to Agreement with US Digital Designs for Automated Fire Station
Alerting
Councilmember Gavin made a motion, seconded by Councilmember Dixon, to approve Change
Order #1 to the agreement with US Digital Designs to provide a fire station alerting system for
the refunded amount of $40,908 in order to improve the efficiency and effectiveness for 9-1-1
telecommunicators and fire department members by replacing existing alerting system with an
improved system that is utilized for notification of emergency responses. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Powell and Councilmember Dixon thanked local leaders, State Representative
Anna Moeller, State Senator Christina Castro, and State Representative Fred Crespo for
discussing with the leadership at Amita Health St. Joseph’s Hospital the impact of closing their
mental health services. The hospital has decided to keep these services available to the community.
Mayor Kaptain read a letter regarding Police Chief Lalley’s recent graduation from the master's
program through the Center for Homeland Defense and Security at the Naval Postgraduate
School in Monterey, California.
Announcements from Staff
Molly Gillespie, Communications Manager, announced upcoming city events.

Councilmember Gavin made a motion, seconded by Councilmember Steffen, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
