The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Dixon made a motion, seconded by Councilmember Steffen, to approve the minutes of the August 28, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
708 Board Presentation
Executive Director of Family Services Bernadette May and CEO of Association for Individual
Development Lore Baker provided an informational presentation on the proposed establishment of a 708 Community Mental Health Board in Elgin Township. They reviewed the process of extending a tax levy, the creation of the board, and the duties of the board. The board would not
provide services but rather provide funding to existing agencies. There was discussion regarding
the process of creating the board, the resources available and the need for services.
Consideration of Contract to Purchase Swift Water and Dive Rescue Vehicle
Councilmember Gavin made a motion, seconded by Councilmember Dixon, to authorize the
purchase of a used vehicle in the amount of $50,000 to replace the current, 31-year-old swift water and dive rescue vehicle in order to improve water rescue efficiencies by utilizing a vehicle better designed to transport personnel and equipment. Upon a roll call vote: Yeas:
Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Consideration of Professional Services Agreement with The Will Group for LED Street Light Conversion Program Management
There was discussion regarding the scope of services, ComEd’s energy efficiency program rebates, community engagements, and opportunities for employment for Elgin residents.

Councilmember Gavin made a motion, seconded by Councilmember Lopez, to award a contract
to The Will Group in the amount of $201,267 to provide professional administration of Phase I
design and engineering over the conversion of the City’s street light infrastructure to light emitting diode (LED) technology. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin,
Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Adjourn to the City Council Meeting
Councilmember Lopez made a motion, seconded by Councilmember Dixon, to adjourn and go
into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin,
Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Reconvene
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to reconvene the
Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Consideration of Illinois Cannabis Regulation and Tax Act and Local Regulations
Regarding Cannabis Business Establishments and the Possession and Public Consumption of Cannabis
Staff provided a review of the newly enacted Illinois Cannabis Regulation and Tax Act. Staff
asked for policy direction regarding the local regulation of cannabis business establishments and
the possession and public consumption of cannabis. Corporation Counsel Cogley, Community Development Director Marc Mylott and Deputy Police Chief Colin Fluery presented information
on the impact of the act and policy decisions that would need to be addressed.
There was discussion regarding opting into the program; the tax that is allowed in the state
statute; the zoning of the various cannabis business establishments and the impacts on law enforcement. The consensus of the council was to opt-in and to tax the products at 3%. The
zoning considerations would come back for further discussion.
Announcements from Council
Councilmember Martinez thanked all those involved that made the Mexico en el Corazon event,
held at the Hemmens Cultural Arts Center She stated the event was a huge success.
Councilmember Lopez announced a citizenship workshop being held on September 21, 2019
from 9:00 a.m. – 12:00 p.m. at St Joseph Church.

Councilmember Dixon expressed his condolences to the Clements family. He thanked Chief
Lalley for her efforts during the process. He stated his support of the Elgin Police Department
and his hope to work together to move forward as One Elgin.

Molly Gillespie, Communications Manager, announced upcoming city events.
