HomeMy WebLinkAboutq - August 28, 2019 COW COMMITTEE OF THE WHOLE MEETING August 28, 2019 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the August 14, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Police Officer and Firefighters Pension Funds Actuarial Review Kevin Cavanaugh of Lauterbach & Amen, LLP provided an actuarial review of the City’s Police and Firefighters Pension Funds. Mr. Cavanaugh provided details on the recommendation for contributions. He noted factors that impacted this recommendation including; return on investments, assumption changes and demographic changes. There was discussion regarding the fund’s investment earnings, the assumptions for the return on investments, and how the city’s pension funding levels compare to other communities. Also discussed was the funding level for each pension and the state mandates that dictate when the pension funds must be funded at 90%. Consideration of Advance 2020 Funding for the Police and Fire Pension Funds Councilmember Gavin made a motion, seconded by Councilmember Dixon, to authorize the transfer of $4,000,000 from General Fund reserves to the police and fire pension funds to advance funding for the required contributions in 2020 in order to accommodate future benefit payments and mandated funding levels. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Contract with JG Uniforms for the Purchase of Police Dress Uniforms Councilmember Steffen made a motion, seconded by Councilmember Gavin, to approve a contract with JG Uniforms in the amount of $42,703 to provide police officers with dress uniforms while maintaining fiscal responsibility. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole August 28, 2019 Page 2 Consideration of Contract with the Kane County Child Advocacy Center for Services Relating to the Investigation of Sensitive Crimes Involving Children Councilmember Dixon made a motion, seconded by Councilmember Martinez, to approve a contract with the Kane County Child Advocacy Center in the amount of $35,000 to provide investigative and victim services for cases involving children who have been victimized by sexual or serious physical abuse. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Tyler Creek Watershed Streambank Stabilization Program Agreement with Wing Park Apartments Councilmember Dixon made a motion, seconded by Councilmember Gavin, to approve the Tyler Creek Watershed Streambank Stabilization Program Agreement with Wing Park Apartments in an amount up to $23,500 to facilitate restoration in the Tyler Creek watershed to mitigate streambank damage and prevent further erosion. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Gifford 300 Industrial Development Phase 1 Plat of Dedication and Easement Grant Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the plat of dedication and easement grant as a condition of the Gifford 300 TIF agreement for the installation of infrastructure improvements within Gifford 300 Industrial Development Phase. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Adoption of Amendments to the Kane County Stormwater Management Ordinance City Engineer, Ron Rudd, provided an overview of the proposed changes in the ordinance. Councilmember Steffen made a motion, seconded by Councilmember Powell, to move forward with the adoption of the proposed amendments to the Kane County Stormwater Management Ordinance in order to fulfill the City’s obligation to provide stormwater management and water quality improvements for businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole August 28, 2019 Page 3 Announcements from Council Councilmember Powell, Councilmember Dixon, and Mayor Kaptain expressed their condolences to the family and friends of Ronald Raglin administrator for Elgin Area School District U-46. Announcements from Staff Karina Nava, Management Analyst, announced upcoming city events. Adjournment Councilmember Gavin made a motion, seconded by Councilmember Steffen, to adjourn the meeting.
