The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Gavin made a motion, seconded by Councilmember Shaw, to approve the minutes of the July 20, 2019, special meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Councilmember Dixon made a motion, seconded by Councilmember Shaw, to approve the minutes of the July 24, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Fourth of July Parade Recap and Awards
Special Events Coordinator Kate O’Leary recapped the Fourth of July parade and presented an
award to the overall float winner Ballet Folklorico Girasol. The presentation is on file in the City Clerk’s Office.
Low Threshold Homeless Shelter Presentation
Assistant City Manager Laura Valdez and representatives from PADS of Elgin provided information to the Council on the background of PADS and the current environment, putting
together a work group, and the possible next steps of action occurring regarding the feasibility of
establishing a low-threshold homeless shelter in the City. The presentation is on file in the City
Clerk’s Office There was dialogue regarding funding, site visits to existing low-threshold shelters, the PADS
service area, identification requirements for entering the shelter, and the possibility of
collaborating with other community groups within the area. Also, information was provided on
the statistics for homeless individuals transitioning to permanent housing in Elgin and surrounding communities, as well as the informal needs assessment conducted by PADS regarding establishing a low-threshold emergency homeless shelter. Council thanked PADS for
its efforts within the Elgin community and expressed their support for their continued work.

Consideration of Fee Ordinance Change for Columbarium Niches at Bluff City Cemetery
There was discussion regarding the service fees for residents versus non-resident.
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve
adjusting the fee schedule for the new columbarium niches at Bluff City Cemetery and establish
a two-tiered pricing schedule based on desirability. Upon a roll call vote: Yeas:
Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Amendment Agreement No. 1 with WBK Engineering LLC for
Construction Engineering Services for the 2019 Residential Resurfacing – Clifford-Owasco/Wing Park Neighborhood Street Program
Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve
Amendment Agreement No. 1 with WBK Engineering, LLC in the amount of $165,608 to
provide field inspection, design interpretation, contract administration and general coordination and control of the day to day construction activities for the resurfacing of various residential
streets for the 2019 Residential Resurfacing – Clifford-Owasco/Wing Park Neighborhood Street
Program. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Installation of Waterproof Membrane over Vaulted Sidewalk at 101 E.
Chicago Street
Discussion was held regarding the reason why the original membrane failed, the installation of the new membrane, as well as the length of the warranty for the new membrane.
Councilmember Powell made a motion, seconded by Councilmember Gavin, to accept the
proposal for the installation of a waterproof membrane over the vaulted sidewalk at 101 E.
Chicago Street from Allied Waterproofing, Inc. in the amount of $197,100 to prevent leaks into the finished basement of the building. Upon a roll call vote: Yeas: Councilmembers Dixon,
Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
None.
Consideration of Policy Concerning Honorary Street Names
There was discussion regarding the current policy for honorary street names, current streets that
bear honorary names, and allowing families to renew the honorary status if they choose to do so.
Councilmember Powell made a motion, seconded by Councilmember Lopez, to update the

current honorary street name policy with amendments to include a renewal process after the
recommended five year display period and to remove the requirement that individuals who are
nominated for honorary status reside in the City of Elgin. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Martinez reminded residents that school was back in session and to be
particularly mindful school bus laws and stop signs for the safety of children.
Councilmember Steffen announced the upcoming Kiwanis 60th Annual BBQ being held on August 17, 2017, at Sherman Hospital.
Announcements from Staff
Molly Center, Communications Manager, announced upcoming city events.
Adjournment
Councilmember Gavin made a motion, seconded by Councilmember Rauschenberger, to adjourn
the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez,
Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
