HomeMy WebLinkAbouto - July 24, 2019 COW COMMITTEE OF THE WHOLE MEETING July 24, 2019 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the July 10, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Purchase from Tyler New World for Automated Fire Station Alerting Interface Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the purchase of an automated fire station alerting system interface in the amount of $25,600 in order to improve the efficiency and effectiveness of 9-1-1 telecommunicators and fire department members. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Purchase from US Digital Designs of Phoenix G2 of Automated Fire Station Alerting Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the purchase of an automated fire station alerting system in the amount of $444,158 in order to improve the efficiency and effectiveness of 9-1-1 telecommunicators and fire department members by replacing the existing alerting system with an improved system that is utilized for notification of emergency responses. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Amendment Agreement No. 1 with Hampton, Lenzini and Renwick, Inc. for Construction Engineering Services for the 2019 Residential Resurfacing Program in the Southwest Area Neighborhood Aaron Neal, Public Works Superintendent, and Mike Pubentz, Senior Engineer, presented information regarding the reconfiguration of South Street and Walnut Avenue Intersection. A copy of the presentation is on file in the City Clerk’s office. There was discussion regarding parking, pedestrian safety, and the cost associated with the project. Committee of the Whole July 24, 2019 Page 2 Councilmember Dixon made a motion, seconded by Councilmember Gavin, to enter into Amendment Agreement No. 1 with Hampton, Lenzini and Renwick, Inc. in the amount of $192,966 to provide field inspection, design interpretation, contract administration and general coordination and control of the day to day construction activities for the resurfacing of various residential streets. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with O’Brien & Gere Engineers, Inc. for Further Environmental Investigation Services and Remediation Design and Bidding Services for 40 Ann Street Councilmember Powell made a motion, seconded by Councilmember Gavin, to enter into the proposed agreement with O'Brien & Gene Engineers, Inc. in the amount of $72,718 to perform further environmental investigation and procure remediation design and bidding services for the city-owned property at 40 Ann Street in order to continue to process the property through the Illinois Site Remediation Program. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Proposed Ordinance Amending the City’s Liquor Code to Create a Downtown Farmers Market Event Permit There was discussion regarding the impact the Farmer’s Market has on downtown businesses and how alcohol service would be monitored. Councilmember Gavin made a motion, seconded by Councilmember Dixon, to move forward with the proposed ordinance creating a downtown farmers market event permit authorizing alcohol sales and consumption at the downtown farmers market events sponsored by the Downtown Neighborhood Association of Elgin. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmember Shaw. Consideration of Amend the City’s Board of Fire and Police Commissioners Ordinance to Change Police Officer Hiring Requirements There was discussion regarding how this initiative will impact who can take the police officer exam. Also discussed was the current make-up of the department, an overview of the testing process and fees associated with the test. Committee of the Whole July 24, 2019 Page 3 Councilmember Gavin made a motion, seconded by Councilmember Dixon, to move forward with the modifying the police officer hiring requirements to provide career opportunities for graduates of Elgin Community College's Criminal Justice Program. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council None. Announcements from Staff Molly Center, Communications Manager, announced upcoming city events. Adjournment Councilmember Shaw made a motion, seconded by Councilmember Martinez, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
