HomeMy WebLinkAboutm - July 10, 2019 COW COMMITTEE OF THE WHOLE MEETING July 10, 2019 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the minutes of the June 26, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Rauschenberger abstained. Consideration of Review of City Council Rules of Procedure Councilmember Powell made a motion, seconded by Councilmember Steffen, to remove the item from the table for consideration. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. There was discussion regarding a travel and conference policy for the city council including the impact on the budget and the current city staff policy. Councilmember Powell made a motion, seconded by Councilmember Lopez, to direct staff to research and draft a travel and conference policy for city councilmembers. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Amendment Agreement No. 1 with Engineering Enterprises, Inc. for Construction Engineering Services for the 2019 Residential Resurfacing Program—Gifford Park/Southeast Area Neighborhoods Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve Amendment Agreement No. 1 with Engineering Enterprises, Inc. in the amount of $86,730 to provide field inspection, design interpretation, contract administration and general coordination and control of the day to day construction activities for the resurfacing of various residential streets for the 2019 Residential Resurfacing Program—Gifford Park/Southeast Area Neighborhoods. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole July 10, 2019 Page 2 Consideration of Amendment No. 1 with Trotter Associates for Final Design and Construction Engineering Services for the 2019 Collector Street Resurfacing Program Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve Amendment Agreement No. 1 with Trotter Associates, Inc. in the amount of $208,111 to provide final design calculation, field inspection, design interpretation, contract administration and general coordination and control of the day to day construction activities for the resurfacing of various residential streets for the 2019 Collector Street Resurfacing Program. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Discussion on the Status of the City’s Diversity and Inclusion Framework and Next Action Steps (Councilpersons Powell and Lopez) Gail Cohen, Human Resources Director, and Daina DeNye, Purchasing Officer, provided an update regarding diversity and inclusion goals which included: delivering superior programs and services, monitoring and managing supplier diversity and building a diverse workforce. Ms. Cohen reviewed areas where changes have been made including recruitment efforts city wide and for police and fire, as well as city wide bias training, and process improvements. Future action steps include hiring a consultant to provide further staff training and conducting the workplace survey. Daina DeNye, Purchasing Officer, provided information on supplier diversity efforts including new tracking software, a diversity procurement committee and an invitation to join Aurora’s Minority Contracting Program. There was discussion regarding conducting a disparity study. Staff would provide further details on what a disparity study would entail and the costs associated with the study. Announcements from Council Councilmember Martinez expressed condolences to the family of Jack Eckholm who recently passed away from a rare form of cancer at the age of twenty-five. Councilmember Shaw wished his wife a happy 20th anniversary. Councilmember Lopez announced he would have city council hours every Monday from 5:00 p.m. – 7:00 p.m. at the Elgin Police Department. Committee of the Whole July 10, 2019 Page 3 Announcements from Staff Molly Center, Communications Manager, announced upcoming city events. Adjournment Councilmember Gavin made a motion, seconded by Councilmember Shaw, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
