The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Absent: Councilmember Shaw.
Approval of Minutes
Councilmember Lopez made a motion, seconded by Councilmember Martinez, to approve the minutes of the May 8, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays:
None.
Police Chief Ana Lalley and Assistant City Manager Laura Valdez Presentation
Police Chief Ana Lalley and Assistant City Manager Laura Valdez presented information on
initiatives for providing assistance to persons having mental health related-concerns, substance use disorder needs and for addressing negative, secondary impacts from individuals experiencing homelessness. A copy of the presentation is on file in the City Clerk’s office.
There was discussion regarding the types of calls for service and the expansion of the
Collaborative Crisis Services Unit. Also discussed was how other communities address the homelessness issue and the balance of enforcement and engagement.

Councilmember Gavin made a motion, seconded by Councilmember Powell, to adjourn and go into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin,
Lopez, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None.
Reconvene
Councilmember Lopez made a motion, seconded by Councilmember Dixon, to reconvene the
Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin,
Lopez, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Absent: Councilmember Shaw.

Consideration of Agreement with the Gifford Park Association to Use a City Lot for
Community Garden
Councilmember Powell made a motion, seconded by Councilmember Steffen, to allow the
Gifford Park Association to use City property at Channing Square (properties commonly known
as 111 N. Channing Street, 468 Division Street and the northern approximately 55 feet of 472
Division Street) for community gardening. Upon a roll call vote: Yeas: Councilmembers Dixon,
Gavin, Lopez, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Acceptance of Public Improvements and Easements within the Site
Located at 3191 Route 20
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
acceptance of the public improvements and related easements for ownership and maintenance
within the site located at 3191 U.S. Route 20 in the amount of $3,023 in order to fulfill the City’s
obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll
call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Annual Motor Fuel Tax Resolution
Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve the
annual motor fuel tax resolution in the amount of $2,800,000 to provide funding for annual
roadway maintenance programs utilizing proceeds from the Illinois Motor Fuel Tax Fund. Upon
a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger,
Steffen, and Mayor Kaptain. Nays: None.
Consideration of Contract with W.S Darley & Co. for the Purchase of Fire Department
Protective Turnout Clothing
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the
contract with W.S. Darley & Co. in the amount of $52,906 in order to provide City firefighters
with technologically advanced protective turnout clothing while maintaining fiscal responsibility.
Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell,
Rauschenberger, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Acceptance of Elgin Township Grant for Youth Related Initiatives
There was discussion regarding the types of programs, the ages that are served and how families can sign up for the programming.

Councilmember Dixon made a motion, seconded by Councilmember Powell, to approve the
agreement with Elgin Township to accept the grant award to support youth initiatives in the
amount of $20,000 in order to continue to offer initiatives to prevent youth from engaging in criminal activity which provide long-term positive effects and reduce future crime in the City.
Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell,
Rauschenberger, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Contract with Ecker Center for Mental Health for Crisis Intervention Counselor Services
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to award a two-
year contract to Ecker Center for Mental Health for Crisis Intervention Counselor Services for the services of three, part-time crisis counselors to work within the police department’s
Collaborative Crisis Services Unit in the amount of $143,107 to offer services and assistance to
those with mental health related needs, substance use disorder needs and assisting individuals
experiencing homelessness. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez,
Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Amendment of Ordinance 10.35.040 Regarding Storing Personal
Property on Public Property
There was discussion regarding the notification process and how storage of the removed property
should be handled.
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
amendments to the ordinance that prohibits the storage of personal property on public property to continue to provide clean, safe and accessible public spaces to the community at-large. Upon a
roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger,
and Steffen. Nays: Mayor Kaptain.
Announcements from Council
Councilmember Powell thanked the students that attended the Public Works Open house and
participated in the “Paint a Plow” program.
Councilmember Powell announced a Fish Fry to be held at Progressive Baptist Church, located
at 305 Ann Street, on Friday.

Councilmember Gavin reminded residents about the upcoming 3rd Annual Civil War Experience
being held June 8-9, 2019.
Mayor Kaptain noted several events being held over Memorial Day weekend.
Announcements from Staff
Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city
events.

Councilmember Gavin made a motion, seconded by Councilmember Powell, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Steffen,
and Mayor Kaptain. Nays: None.
Collective Bargaining Issues or Deliberations Concerning Salary Schedules for
One or More Classes of Employees - Exempt Under Section 120/2(c)(2) of the
Open Meetings Act
