HomeMy WebLinkAbouti - May 8, 2019 COW COMMITTEE OF THE WHOLE MEETING May 8, 2019 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 7:46 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the April 24, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Elgin Development Group Presentation The Elgin Development Group continued its discussion on its partnership activities with the City. They presented highlights of recent accomplishments and program elements. The group provided industrial market highlights including information on vacancy rates and new construction projects. They also outlined their economic development goals including a diverse and vibrant economy and desirable employment opportunities. A copy of the presentation is on file in the City Clerk’s Office. There was discussion regarding how impact fees are determined, tax assessments and the types of programs for small businesses. Consideration of Acceptance of Preusser Research Group Grant for Distracted Driving Study Councilmember Gavin made a motion, seconded by Councilmember Steffen, to accept the Preusser Research Group grant award to conduct a study that will provide best practices to implement that will decrease distracted driving in the amount $30,000. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Purchase Self-Contained Breathing Apparatus Units from Air One Equipment, Inc. There was discussion regarding when the units would be used and if drug asset forfeiture funds could be utilized. Committee of the Whole May 8, 2019 Page 2 Councilmember Shaw made a motion, seconded by Councilmember Dixon, to authorize the purchase of self-contained breathing apparatus units from Air One Equipment, Inc. in the amount of $22,973 for the police department's special weapons and tactics team. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Purchase of Service Agreement with Elgin Area Convention and Visitors Bureau There was discussion regarding the level of funding, the percentage of the budget that goes towards salaries and the amount other communities contribute to the Bureau. Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve the agreement with the Elgin Area Convention and Visitors Bureau in the amount of $250,000 to provide marketing services. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Funding of the Fox River Study Group There was discussion regarding the return on investment for being a member of the study group, and the status of the NPDES (National Pollutant Discharge Elimination System) permits. Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve funding for the Fox River Study Group in the amount of $25,000 in order to improve the water quality of the Fox River to ensure a sustainable water supply and useful resource. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Martinez thanked those that organized and attended the 150th Elgin High School Anniversary Reunion. Councilmember Martinez also commented on the SWAT training that she recently observed. Councilmember Powell congratulated the award recipients of the Mayor’s Awards. The program was held at the historic First Universalist Church, known as Iglesia Principe de Paz, located at 263 Dupage Street in Elgin. Councilmember Steffen invited the public to attend the final River Rats rugby game of the Committee of the Whole May 8, 2019 Page 3 season at Jack Cook Park. Announcements from Staff Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Shaw made a motion, seconded by Councilmember Martinez, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Lopez, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
