HomeMy WebLinkAbouth - April 24, 2019 COW COMMITTEE OF THE WHOLE MEETING April 24, 2019 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Martinez, Powell (6:04 p.m.), Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the April 10, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with Water Well Solutions for Deep Well 1A and 3A Repairs A resolution was presented at the Council meeting for adoption by the City Council for the repair Airlite Deep Wells 1A and 3A to ensure a sufficient source of water. Consideration of Agreement with Layne for Deep Well 4A Repairs A resolution was presented at the Council meeting for adoption by the City Council for the repair Airlite Deep Well 4A to ensure a sufficient source of water. Elgin Area Convention and Visitors Bureau Presentation Krisilee Murphy, Executive Director of the Elgin Area Convention and Visitors Bureau, presented the bureau’s 2019-2020 marketing plan. They also highlighted the achievements from 2018. A copy of the presentation is on file in the City Clerk’s office. The marketing campaigns for architecture, meetings, sports venues, weddings and relocation were outlined and discussed. The State recommended formula for determining economic impact was also discussed. Consideration of Purchase Agreement with Crown Corporate Housing for the Purchase of Faucet Mounted Filters and Cartridges Councilmember Gavin made a motion, seconded by Councilmember Dixon, to award an agreement to Crown Corporate Housing in the amount not to exceed $39,978 to provide filters to residents in areas where lead service lines are disturbed by City operations. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole April 24, 2019 Page 2 Consideration of Acceptance of the Conservation and Stormwater Management Plat within the Traditions at Fitchie Creek Subdivision Councilmember Shaw made a motion, seconded by Councilmember Gavin, to approve the acceptance of the Conservation and Stormwater Management Plat of Easement and the Plat of Easement Granting a City Easement within the Traditions at Fitchie Creek Subdivision in order to fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Metro West Council of Government Membership Renewal There was discussion regarding the value added by the Metro West Council of Government membership. Councilmember Powell made a motion, seconded by Councilmember Dixon, to approve the City’s annual membership renewal with the Metro West Council of Government in the amount of $30,000 in order to maintain membership with other far west suburban area municipalities organized to advance regional issues through intergovernmental problem solving and cooperation. Upon a roll call vote: Yeas: Councilmembers Dixon, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmembers Gavin and Shaw. Consideration of Amendment No. 1 to the Agreement with Kelso-Burnett Co. for Installation of Underground Fiber Optic Cable Councilmember Dixon made a motion, seconded by Councilmember Steffen, to award Amendment No. 1 to Kelso-Burnett Co. to install underground fiber optic cable in the amount of $26,610 in order to replace obsolete point to point MESH WIFI data links with underground fiber optic cable at the Fulton Street parking garage. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Engineering Services Amendment Agreement No. 1 with Baxter and Woodman, Inc. for the Dundee Avenue and Summit Street Intersection Water Main Design Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the Amendment Agreement No. 1 with Baxter and Woodman, Inc. to provide water main replacement design engineering services to the existing design effort in an amount not to exceed $30,410 within the Dundee Avenue/Summit Street intersection project. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole April 24, 2019 Page 3 Consideration of Engineering Services Agreement with Engineering Enterprises, Inc. for the Dundee Avenue Reconstruction Phase I Design Study Councilmember Powell made a motion, seconded by Councilmember Martinez, to enter into an agreement with Engineering Enterprises, Inc. to provide preliminary roadway design engineering services in an amount not to exceed $238,055. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Martinez thanked the Public Works staff for their spring clean-up efforts. Councilmember Powell congratulated the students that were honored and awarded scholarships at the Club Guadalupano banquet. Councilmember Gavin congratulated Greg Hulke, Public Works Superintendent, on achieving his MBA. Announcements from Staff Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
