The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the March 20, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
None.
Consideration of Acceptance of Illinois Department of Transportation Distracted Driving/ Occupant Protection Grant
A resolution would be presented at the City Council meeting for adoption to partner with Illinois Department of Transportation to continue to provide safer roadways through distracted driving
and occupant protection enforcement.
Consideration of Maintenance Agreement with Motorola Solutions, Inc. to Support Intrado 911 and Non-Emergency Phone Systems There was discussion regarding the annual costs and the maintenance of the system.
Councilmember Shaw made a motion, seconded by Councilmember Gavin, to authorize the maintenance agreement with Motorola Solutions Inc. to Support Intrado 911 and Non-Emergency Phone Systems ($117,760), Real Time Information Center ($27,786), Console
Maintenance ($210,936), Subscriber Maintenance ($52,513) and Microwave Maintenance
($11,560) for a total amount of $420,555 in order to provide continued support for the
Emergency Dispatch Center, Emergency 911 and Non-Emergency phone systems along with The Real Time Information Center. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Economic Development Grant for The Rooftop at The Haight
Councilmember Gavin made a motion, seconded by Councilmember Powell, to approve
awarding Central Area TIF funds to The Haight at 166 Symphony Way in the amount of $40,000
in order to provide financial assistance toward the construction of a roof-top, wedding and event
space at a downtown business. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Design Engineering Services Agreement with Engineering Enterprises,
Inc. for the 2019 Residential Resurfacing – Gifford Park Program
Councilmember Powell made a motion, seconded by Councilmember Dixon, to enter into an
agreement with Engineering Enterprises, Inc. for an amount not to exceed $50,200 to analyze,
design and prepare construction documents for the resurfacing of various residential streets for
the 2019 Residential Resurfacing. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin,
Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Amendments to the 2018 Budget Consistent with the Illinois Municipal
Budget Law
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to provide budget
amendments to reflect actual financial activity undertaken within the 2018 Budget. Upon a roll
call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Consideration of Purchase Agreement with Graybar for Programmable Logic Controller
Upgrades
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to award the purchase agreement to Graybar in the amount of $90,523 for programmable logic controller
upgrades in order to provide adequate water supply by upgrading aging equipment. Upon a roll
call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Announcements from Council
Mayor Kaptain expressed his condolences to the family of Steve Stroud. Mr. Stroud had been a
member of the city’s Heritage Commission and an active member of the community.
Councilmember Steffen invited the public to attend a River Rats rugby game.
Councilmember Martinez reminded residents about the upcoming 150 anniversary celebration to
Elgin High School.
Announcements from Staff
Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events.

Councilmember Shaw made a motion, seconded by Councilmember Steffen, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.
Selection of a Person to Fill a Public Office, Including a Vacancy in a Public
Office, When the Public Body is Given Power to Appoint Under Law or
Ordinance, or the Discipline, Performance or Removal of the Occupant of a
Public Office, When the Public Body is Given Power to Remove the Occupant
Under Law or Ordinance - Exempt Under Section 120/2(c)(3) of the Open Meetings Act
