HomeMy WebLinkAboutf - March 20, 2019 COW COMMITTEE OF THE WHOLE MEETING March 20, 2019 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Dixon made a motion, seconded by Councilmember Steffen, to approve the minutes of the February 27, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Gavin made a motion, seconded by Councilmember Powell, to approve the minutes of the March 6, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Purchase Agreement with McScot Golf, Inc. for the Highlands of Elgin Driving Range Netting Repair A resolution was presented at the Council meeting for adoption by the City Council which will allow for the repair and replacement of damaged driving range netting panels and cables at the Highlands of Elgin driving range as a safety measure preventing damage to property, vehicles and patrons. Consideration Lease Agreement with GPSi Leasing, LLC for Global Positioning System at Bowes Creek Country Club ($26,280 annually for four years) A resolution was presented at the Council meeting for adoption by the City Council in order to provide customers with high-quality golf car amenities at Bowes Creek Country Club. 2019 Capital Investment Plan Presentation Mike Pubentz, Senior Engineer, and Molly Center, Management Analyst, previewed the 2019 capital projects including street rehabilitation, street resurfacing, bridge rehabilitation, sewer separation and water main projects. A copy of the presentation is on file in the City Clerk’s office. Mr. Pubentz highlighted the neighborhoods where work would take place throughout the year. Ms. Center outlined the communication plan to those impacted by the capital projects. There was discussion regarding the sealcoating and potholes programs. Also discussed was the condition of the alleys and bridges throughout the city. Committee of the Whole March 20, 2019 Page 2 Consideration of Amendment Agreement No. 2 with Engineering Enterprises, Inc. for Construction Engineering Services on the Chicago Street Rehabilitation Project Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve Amendment Agreement No. 2 with Engineering Enterprises, Inc. Project in the amount of $1,110,554 to provide project management and coordination through construction inspection, documentation, surveying and field layout, lead service line coordination, final documentation, Illinois Department of Transportation coordination and other services required to manage the day-to-day construction activities for the Chicago Street rehabilitation between Center Street and Liberty Street over the two year construction schedule. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Rauschenberger expressed condolences to those that lost loved ones at the mosque in New Zealand. She also thanked the Elgin Police Department for ensuring the safety of the local mosques. Announcements from Staff Aaron Neal, Public Works Superintendent, outlined the department’s spring clean-up efforts including right of way clean up, pothole patching, and street sweeping. Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Gavin made a motion, seconded by Councilmember Shaw, to adjourn. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
