in the Council Chambers. Present: Councilmembers Dixon, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the February 13, 2019, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
None.
Downtown Neighborhood Association Presentation
Executive Director, Jennifer Fukala, highlighted progress the Downtown Neighborhood
Association (DNA) made over the first year of its two year Purchase of Service Agreement with
the City of Elgin. She included updates on marketing efforts, promotional events, economic development support and plans for the next year. A copy of the presentation is on file in the
City Clerk’s office.
There was discussion regarding the impact of social media and changes to the membership
levels. Also discussed were the challenges being faced and resources available for the residents of downtown.
Consideration of 2019 Property Tax Abatement
Councilmember Gavin made a motion, seconded by Councilmember Dixon, to approve the provided information to adopt the annual ordinances abating taxes for the property tax levy.
Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger,
Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Design Engineering Services Agreement with Trotter and Associates for the 2019 Collector Street Resurfacing Program
Councilmember Dixon made a motion, seconded by Councilmember Martinez, to approve an agreement with Trotter and Associates for an amount not to exceed $98,000 to analyze, design
and prepare construction documents for the resurfacing of various collector-level streets for the
2019 Collector Street Resurfacing Program. Upon a roll call vote: Yeas: Councilmembers
Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
None.

Consideration of Design Engineering Services Agreement with WBK Engineering, LLC for
the 2019 Residential Resurfacing – Clifford/Wing Park Program
Councilmember Dixon made a motion, seconded by Councilmember Gavin, to approve an
agreement with WBK Engineering, LLC in an amount not to exceed $138,081 to analyze, design
and prepare construction documents for the resurfacing of various residential streets for the 2019
Residential Resurfacing – Clifford/Wing Park area, which is generally located along Illinois
Route 31 between Big Timber Road and Lawrence Avenue. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor
Kaptain. Nays: None.
Consideration of Design Engineering Services Agreement with Baxter and Woodman, Inc. for the Dundee Avenue and Summit Street Intersection Reconstruction
Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve an
agreement with Baxter and Woodman, Inc. for an amount not to exceed $125,875 to analyze,
design, identify and appraise property acquisition needs, and prepare construction documents for the reconstruction of the Dundee Avenue/Summit Street intersection using a traditional
signalized intersection design. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin,
Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Service Agreements with Independent Fitness Contractors
Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve the
service agreements with two independent fitness contractors for services at The Edward Schock
Centre of Elgin in the amount of $60,000 to provide patrons of The Edward Schock Centre of Elgin with quality fitness instruction, personal training and massage therapy.
Consideration of Economic Development Grant for Mixed-Use Development at Former
Gasthaus Bar & Grill
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve
Central Area TIF funds to Pat Sakolari of Patrick O’Neil Property Group, LLC Grove at 11-13
North Grove Avenue and 15 North Grove Avenue in the amount of $97,617 to assist with the
cost of an historic façade renovation and new fire sprinkler system at two downtown buildings. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger,
Shaw, Steffen, and Mayor Kaptain. Nays: None.

Discussion on Proposed Amendment to Ordinance Governing the Law Department
Relating to the Professional Standards Officer (Chapter 2.44 F) (Councilpersons Powell
and Rauschenberger)
The proposed ordinance provides that investigations regarding the mayor or a member of the city
council, the city manager, the corporation counsel, the professional standards officer or the
police chief shall be reported to the city council. Investigations may also be conducted by an outside person or entity retained by the city when the city council, city manager or corporation
counsel determine that such an investigation by an outside person or entity is in the best interests
of the city.
There was discussion regarding the need to clarify this process and if other positions need to be added.
Discussion on Proposed Amendment to Ordinance Governing City Council Agenda and
Order of Business Relating to “Recognized Person Present” (Chapter 2.08.070 CC)
(Councilpersons Powell and Dixon)
The proposed ordinance would amend the city council’s order of business to create two different
categories of “Recognize Person Present,” one for persons who wish to speak on agenda items
and another for persons who wish to speak on non-agenda items. The proposed change is to
ensure that members of the public who wish to address the city council on agenda-related items have the opportunity to speak before a vote.
There was a discussion regarding the options to ensure everyone has an opportunity to speak.
The consensus was to try the proposal at this evening’s council meeting.
Announcements from Council
Councilmember Powell expressed her condolences to the families that lost loved ones at the
workplace shooting in Aurora. Councilmember Rauschenberger expressed her condolences to the families that lost loved ones at
the workplace shooting in Aurora. She also thanked the Elgin Police Department for their
support during the incident.
Councilmember Martinez thanked the Elgin Police Department for their assistance in the Aurora incident.
Councilmember Shaw extended congratulations to those that participated in the recent robotics
competition that was held at Elgin Community College.

Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn the

Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
